5. Fundamentals Training and coaches Clinic: March 15, 2018 All managers/coaches from each team must attend the training. Every Manager/Coach will attend this training every year. Training will be at the gymnasium at McKenna Elementary School by the coaching staff of Massapequa High School.

6. CPR and AED Training: March 6, 8, 13, 22 and 27 2018

MCLL will require at all managers from each team to attend. Every manager must attend this training once every 2 years. Justin McCaffrey will conduct the training.

7. Coaches will be required to walk/ inspect the fields prior to practices and Games. Umpires will also be required to walk the fields for hazards before each game.

8. MCLL has completed and updated our 2018 Facility Survey on-line.

9. Concession Stand Safety

• Menu shall be posted & approved by the Safety Officer and the League President.

• Our Concession Safety Procedures will be posted several times in stand.

• Enclosed is a copy of the MCLL Concession Stand Safety Procedures. 10. The League Safety Officer will inspect all equipment in the pre-season.

• Managers / Coaches will inspect equipment prior to each game. 11. Implement Prompt Accident Reporting.

The League will use the provided incident tracking form from the Little League website and will provide completed Accident forms to Safety Officer within 24-48 hours of the incident. Please see copy of accident Reporting form.

12. Each Team will be issued an updated First Aid Kit and is a requirement to have it at every practice and game.

13. MCLL will require ALL TEAMS to enforce ALL Little League Rules including: • Proper Equipment for catchers • No On-deck batters • Coaches will not warm up pitchers • Bases will disengage on all fields

2014 Fenton Little League 6 Year Old Coach Pitch

GENERAL INFORMATION -League play starts the week of April 30th -This league is designed for boys Little League age 6 with 1 year of T-ball experience -Each team will play 13 games. -This league will play on Mondays & Wednesdays.

-Score will be kept for the purpose of a 5 run limit per inning. There will be no standings. -There will be no umpires. The coach/pitcher or a parent will be considered the ump. -There will be no playoffs. FIELD & EQUIPMENT -Games will be played on regulation coach pitch sized fields. -Little League or T-Ball bats will be acceptable. -Coaches will be required to teach the use of the safety base at first base. -Catchers will wear full equipment. -Batters will wear helmets. -There will be no on-deck swings. GAMES -Practice / warm-ups will begin @ 6pm. -Games will begin @ 6:30pm -Length of game will be 1 hour and 30 minutes or 6 innings, whichever occurs first. -Once the time limit is reached, the inning may be completed. PLAYERS -Each team will field 10 defensive players if available. -Where 10 players are available, there shall be 4 in the outfield. -No player shall play the same defensive position for more than 2 innings (full or partial). -No player will sit out 2 defensive innings until all have sat out 1 defensive inning. -All positions will be rotated fairly. This is a developmental division and will be conducted as such. MANAGERS and COACHES -There will be 2 uniformed managers / coaches allowed on the field with the defense. -Instruction during the games is encouraged. PITCHING / BATTING -All players will bat round robin. -Coach/pitcher should pitch from between 35 and 46 feet. -If it is not chalked, managers should scratch a 20 foot arc from the plate. -A batted ball must pass this 20 foot arc to be considered a fair ball. -Coaches should pitch overhand. -A batter will be given 4 pitches. If a fair ball is not hit, the ball will be placed on the tee. -There will be no strike outs. The batter may swing until he hits a fair ball. -The half inning will end when 3 outs are made or 5 runs are scored. If there is no parent/umpire, the coach/pitcher will make safe/out calls. -Runners may advance until the ball enters the infield. -Runners in between bases may continue to the next base at the risk of being thrown out. RAINOUTS / MAKEUPS -Rainouts will be declared by 5 pm by the FLL VP/Field Maintenance Supervisor. -After 5pm rainouts will be declared by the managers with respect to safety/ field conditions. -Rain outs will not be made up.

§ Rainout Dates: Fridays or as determined by FLL 1. RULES AND REGULATIONS –Coach Pitch is governed by the National Little League Baseball/Softball Official Regulations and Playing Rules, except as modified and/or enhanced by the local Coach Pitch rules. Each manager shall be given a copy of each set of rules and shall be responsible for studying them and explaining them to the players. 2. HOME TEAM RESPONSIBILITY - Team listed first on schedule shall furnish the game ball and will be considered “home team”, regardless of location of game and use 3rd base dugout. 3. UMPIRES – The league shall provide one paid (“12 year old major league” or older) umpire. In the event that no paid umpire is available, there shall be 2 adult volunteer umpires, one provided from each team for each regulation game. One shall be the home/3rd base umpire and the other shall be the 1st /2nd base umpire. 4. FIELD AND EQUIPMENT -

§ Base Lines - There shall be fifty (60) feet between bases. § Pitching rubber - There will be 46 feet from home plate to the pitching rubber. § Twenty-foot Arc – A 20-foot arc (20 feet from home plate) shall be drawn from the first base line to the third base line. § Game Ball – A new ball shall be provided by the home team.

§ Safety Base – safety base at 1st base shall be used. If there is a play at 1st base, the runner must use the orange safety portion.

Failure to do so will result in an automatic out. The runner may use the white portion if they are attempting to avoid the fielder in the base path. The 1st baseman must use the white portion of the safety base. Failure to do so will result in the automatic award of the base to the runner.

§ Team Uniforms - Players must wear their team shirts (tucked in), team pants & team hats. No Jeans. Local town must be identified somewhere on uniform; i.e.: “F” for Fenton on hat.

§ Other Apparel - For the safety of the player, no shorts are allowed. Batters, runners and catchers must wear helmets. Players should have tennis shoes or sports shoes with rounded plastic cleats. Metal cleats are prohibited.

6. START & LENGTH OF GAME – Game begins promptly at 6:30pm. The Visiting team will have warm up time on the field from 6:00-6:15 pm and the Home Team will have warm-ups from 6:15- 6:30 pm. No team is allowed in the infield prior to 6pm. Length of game is for 1 hour and 30 minutes or 6 innings which ever occurs first. Umpire shall be responsible for timers, which shall be set for 1 hour and 30 minutes. After the time limit is reached you shall complete the inning being played (regardless of the score). Exception: the home team will not bat in the bottom half of the innings if the are ahead. A new inning “begins” immediately after the fifth run is scored or the 3rd out is made in the previous inning.

§ Regulation Game – A regulation game shall consist of six (6) innings, except in the case of a game called for bad weather (lightning, etc.…) when four (4) innings will constitute a game.

§ Inning - There will be a five (5) run limit per inning and no “unlimited run” inning. No mercy rule in effect in the Coach Pitch division.

§ Tie games – A tie score (after 6 innings or 1 hour and 30 minutes, which ever occurs first) will stand.

7. PLAYERS – Each team shall field ten (10) players and the tenth player shall play the position of outfielder or rover (the rover can be placed anywhere in the outfield, but is not allowed on the infield).

Exception: If a team cannot field 10 players due to injury, illness or lack of attendance, a minimum of eight (8) players will be required to field a team. Exception: A team may only play with less than the 8-player minimum if injury/illness occurs during play of the game.

§ Offense – All players in uniform shall bat round robin. § Defense - No player shall sit out 2 defensive innings in a single game before all players have sat out 1 defensive inning.

Exception: Disciplinary action announced prior to the start of the game or any disciplinary action during the game for behavior occurring during the game. § Fenton Little League Expectations:

§ Defensive playing time WILL be spread equally between ALL players regardless of talent level. § Defensive positions WILL be rotated between ALL players regardless of talent level.

§ Defensive Rotation –

§ No player shall play in the same defensive position for more than 2 innings (full or partial) § Substitutions – There are no restrictions on substitutions.

8. MANAGERS AND COACHES – Only two (2) uniformed FLL Board approved managers/coaches may be on the field during their teams defensive play in games played prior to Memorial Day. During the remainder of the regular season and playoffs, all defensive coaching shall be done behind an imaginary line from the backstop fence parallel to the first or third base line of your own team’s bench. In addition, each team may have one (1) scorekeeper who may not enter the playing field but may be present in the dugout.

§ Time Outs -Manager or coach may request “time” from the umpire before attempting to demonstrate a technique or explaining a play to players or batters during the progress of the game.

§ Player Behavior - Managers and coaches are responsible for their players’ behavior. Players will not be allowed to stand on the benches, climb on or over any fences, or misuse any equipment. Taunting of opposing players will NOT be tolerated.

§ Spectator Behavior - Managers and coaches are responsible for keeping their parents under control at all times. This means no foul language, heckling or other inappropriate behavior. The umpire has the authority to remove spectators from the little league grounds for unacceptable behavior.

§ Scores - The manager of each team shall report the results of the game by email to [email protected] within twenty-four (24) hours of game completion. Report must include the score and innings played.

§ Clean up – Managers and coaches are required to see that trash is cleaned up after the game. No food or glass is allowed in the dugout.

9. PITCHING – A coach or other adult shall be the offensive pitcher and pitch to their own team. § The ball will be pitched overhand. § The offensive pitcher must go to foul territory on an outfield hit. § The offensive pitcher must pitch the entire inning unless injured. § The offensive pitcher must make an attempt to get out of the way of a ball in play and make every effort to not hinder the

defensive player’s ability to field the ball. If no attempt is made, the batter is out. If an attempt is made to get out of the way of a hit ball but the offensive pitcher is struck anyway, the ball is considered a dead ball and shall be re-pitched.

§ When the offensive pitcher is on the field, the defensive pitcher must be in the Pitching Circle. When the offensive pitcher is off the field and the tee is in use, the defensive pitcher must be in contact with the pitching rubber until the ball is hit. Penalty: If the pitcher touches the batted ball, the offense may choose to take the result of the play or replay the last pitch. If the pitcher does not touch the ball, there is no penalty.

§ A pitched ball that bounces before crossing the plate is a dead ball. § The offensive pitcher must stand in an area in line with and between home base and the pitching rubber, 20 feet to 35 feet from

home base. § NO COACHING by the offensive pitcher. Coaches may give batting instructions prior to hitting the ball, but after the ball is hit,

the offensive pitcher is not allowed to continually coach the batter or runners around the base. Penalty: After one warning by the umpire, the runner that the umpire deems as being “coached” will be called out.

10. BATTING – Each batter has 4 pitches to hit a fair ball. If the batter does not hit a fair ball, the tee will be set up for one swing. If the batter does not hit a fair ball from the tee, the batter is out.

§ Pitched ball.... IF a batted ball does not pass the 20ft arc line or a defensive player fields it before it crosses the 20ft arc line, it is a FOUL ball.

§ Off the tee...IF a batted ball does not cross the 20ft arc line or a defensive player fields it before it crosses the 20ft arc line, it is a FOUL ball and the player is declared OUT. If both the tee and the ball are struck and the ball travels into fair territory beyond the 20 ft arc line, it shall be considered fair. § When the batter hits a fair ball off the tee, the batter and all base runners may NOT advance more than 1 base.

§ Round Robin - All players shall bat round robin § Helmets - Any offensive player on the field without a helmet will be automatically out. There is no penalty if the helmet is

removed unintentionally. All helmets must have attached face protection. § Throwing of Bat - A batter is automatically out when he throws his bat. The umpire may issue, at his/her discretion, one

warning per team if he/she chooses. § Base Coaches – only adult coach/parents shall act as 1st and 3rd base coaches – one per base. § Runs per inning – Five runs are permitted per inning. § On-Deck Warm-up – There will be no on-deck warm-up swings. § Infield hit (on the infield dirt) – the batter and runners may advance no more than one base. § Outfield hit – when a fielded ball is thrown back from the outfield and touches the infield dirt or a defensive player standing on

the infield dirt, a runner must stop at the base there on, or if they are between two bases, can only advance to the next base (at the risk of being thrown out). Note: if two players are between the same bases only the lead runner may advance, the following runner must return to the previous base.

§ Infield fly – There is no infield fly. § Leading off – The runner must stay in contact with the base until the ball is hit. Penalty: After the completion of the play, the

Defensive team has the option of taking the result of the play or having the batter return to bat with the same pitch count they had prior to the play.

11. FORFEITS - A minimum of 8 players is required to start the game. If a team is unable to field the 8-player minimum they must notify the league coordinator 24 hours prior to scheduled game so that the game may be rescheduled. Failure to do so will result in forfeiture.

12. RAINOUT CANCELLATIONS AND RECHEDULING GAMES –

§ The Field Maintenance Supervisor shall declare a “rainout” and will fly an orange flag by 5:00pm game day at the AGS complex. § All rainouts will be posted on the Website. § Individual coaches are required to inform their players if a rainout is declared. After 5:00pm only the umpire may cancel a game

due to weather. § The league coordinator will reschedule all “rainout” games and will contact you by email with the new game date. § If a team is unable to field the 8-player minimum on the rescheduled date, that team must forfeit the game.

13. PROTESTS – § Umpire “judgment” calls are not open for protest. § To protest a misinterpretation of the playing rules you must:

§ Notify the umpire of the protest prior to the next pitch or before all infielders have left fair territory § File a written protest within 24 hrs of the games conclusion to the League coordinator.

14. AGE RESTRICTIONS – § Players age 9 or older (by the Little League Age Chart) are not eligible for All-Star Selection.

Minors (9 & 10 years old) Monday & Wednesday Games § Round Robin § Playoffs to be determined by FLL.

**Pat Martin is Head Umpire for Fenton. Umpires must be in at least 9th grade. NO PARENT, SIBLING OR RELATIVE MAY UMP A PLAYERS GAME. In a situation where an Umpire is unavailable, Managers may jointly agree upon game umpires. These umpires will discontinue calling a game if/when a FLL umpire arrives at the game. 1. § 7. PITCHING –

REGULAR SEASON - BASEBALL ONLY REGULATION VI - PITCHERS

(a) Any player on a regular season team may pitch. (NOTE: There is no limit to the number of pitchers a team may use in a game). (b) A pitcher once removed from the mound cannot return as pitcher. (c) The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted below, but the pitcher may remain in the game at any other position. A pitcher who delivers 41 or more pitches may not play the position of catcher the rest of the day.

§ Exception: If a pitcher reaches the daily limit while facing a batter, the pitcher may continue to pitch until that batter reaches base or is put out or the 3rd out of an inning is made.

§ The intentional walk rule has been removed. If a team wishes to intentionally walk a batter, the pitcher must throw 4 pitches outside of the strike zone that the batter does not swing at; the pitches will be included in the pitchers total pitch count.

(c) Starting with the 2007 season, pitchers in all divisions of Little League, from age 7 to 18, will have specific limits for each game, based on their age. The number of pitches delivered in a game will determine the amount of rest the player must have before pitching again.

§ The number of pitches allowable under the new regulation is based on the pitcher’s age. Specific rest periods are in place when a pitcher reaches a higher threshold of pitches delivered in a day.

§ The below information gives an overview of the number of pitches that will be allowed per day for each age group in Minors during the regular season in 2011.

§ League Age Pitches allowed per day: § 11-12: 85 § 9-10: 75 § 7-8: 50

§ The rest periods required during the 2011 regular season are listed below. (d) Pitchers league ages 14 and under must adhere to the following rest requirements:

§ If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be observed. § If a player pitches 51 - 65 pitches in a day, three (3) calendar days of rest must be observed. § If a player pitches 36 - 50 pitches in a day, two (2) calendar day of rest must be observed. § If a player pitches 21 – 35 pitches in a day, one (1) calendar day of rest must be observed. § If a player pitches 1 – 20 pitches in a day, no (0) calendar days of rest must be observed.

NOTES: 1. The withdrawal of an ineligible pitcher, after that pitcher is announced, or after a warm up pitch has been

delivered, but before the player has delivered a pitch to a batter, shall not be considered a violation. 2. Pitches delivered in games declared “Tie” or “Suspended” shall be charged against a pitchers eligibility. 3. If a suspended game resumes on another day, the pitchers of record may resume pitching to the extent of their

eligibility for that day, provided the pitcher has observed the required calendar days of rest. Example 1: A pitcher league age 10 throws 70 pitches in a game on Monday when it is suspended. The game resumes on Thursday. The pitcher is not eligible to pitch in the resumption of the game because he has not observed the required 4 calendar days of rest. Example 2: A pitcher league age 10 throws 70 pitches in a game on Monday when the game is suspended. The game is resumed on Saturday. The pitcher is eligible to pitch a full 75 pitches because he observed the required days of rest.

§ The younger age group in the division must pitch minimum of 1 inning per game by the completion of the 4th inning. ( an inning will consist of 3 defensive outs or inning run cap). Failure to do so will result in a forfeit.

§ Each team must give their pitching log to the opposing team. The opposing team is responsible for recording the other team’s pitchers and total pitch count. Opposing coach must initial pitching log.

§ If a team does not supply a pitching log, pitchers from the younger age group must be utilized on the mound throughout entire game. Failure to comply will result in a forfeit.

§ Only uniformed, board appointed managers or coaches may call time-out and/or visit the mound.

8. BATTING –

§ All players in uniform shall bat round robin. § A batter is automatically out when he throws his bat. The umpire is allowed to issue, at his discretion, one

warning per team if he chooses. § No big barrel bats. 2 1/4” barrel max. with a BPF of 1.15max. Must have Little League Logo. § Helmets - Any offensive player on the field without a helmet will be automatically out. There is no penalty if the

helmet is removed unintentionally. All helmets must have face guards. § Throwing of Bat - A batter is automatically out when he throws his bat. The umpire may issue, at his/her

discretion, one warning per team if he/she chooses. § On-Deck Warm-up – There will be no on-deck warm-up swings.

9. PITCHER WARM-UP – Players receiving throws from pitcher must wear a catcher’s mask, helmet and cup.

10. HIT BATTER –

§ If 3 batters are hit with an unavoidable pitched ball (as determined by umpire) thrown by an individual pitcher in a single game or 2 in 1 inning, the pitcher must be replaced.

11. SUBSTITIONS & COURTESY RUNNERS.

§ No restrictions on substitutions. § Courtesy Runners will be allowed for pitchers and catchers. § Player who made the last batted out is the courtesy runner.

12. STOLEN BASES -

§ Players are allowed to steal only after the pitched ball has crossed the plate. § Pitchers Mound - The ball is considered dead once it is thrown back to the pitcher, and the pitcher has

possession of the ball, on the pitchers mound, all runners must immediately advance or return to a base. § Note: Only the umpire may call a play dead, it is the umpire’s judgment if the pitcher has

possession and is on the mound. § Exception: when the runner is advancing while the pitcher is receiving the ball. The play is still

live until either the runner reaches the base safely or is tagged out. § Exception: if the pitcher makes any motion to attempt a play on a runner, the ball is still

considered “live” § Teams are allowed (1) one attempted steal of home per inning. Safe or out, the limit will be one per

inning. An attempt will be defined as any attempt to score on a non-batted ball. § Leading off – The runner must stay in contact with the base until the ball is hit. Penalty: After the completion

of the play, the Defensive team has the option of taking the result of the play or having the batter return to bat with the same pitch count they had prior to the play.

13. FORFEITS –

§ A minimum of 8 players is required to start the game. § If a team is unable to field the 8-player minimum they must notify the league coordinator 24 hours prior to

scheduled game so that the game may be rescheduled. § Failure to do so will result in forfeiture.

14. RAINOUT CANCELLATIONS AND RECHEDULING GAMES –

§ The Field Maintenance Supervisor shall declare a “rainout” by 5:00pm game day. § Individual coaches are required to inform their players if a rainout is declared. § After 5:00pm only the umpire may cancel a game due to weather. § Rainouts will be posted on the website. § The league coordinator will reschedule all “rainout” games and will contact you by email with the new game date.

Games will be made up the next Friday same teams/same field. § If a team is unable to field the 8-player minimum on the rescheduled date, that team must forfeit the game.

15. PROTESTS – § Umpire “judgment” calls are not open for protest. § To protest a misinterpretation of the playing rules you must:

§ Notify the umpire of the protest prior to the next pitch or before all infielders have left fair territory § File a written protest within 24 hrs of the games conclusion to the League coordinator.

16. AGE RESTRICTIONS – § Players age 11 or older (by the Little League Age Chart) are NOT Eligible for All-Star Selection. 17. INDIVIDUAL PLAYING TIME PARAMETERS -

§ All players in uniform must play a minimum of 6 defensive outs. § No player shall sit out 2 defensive innings in a single game before all players have sat out 1 defensive inning.

Exception: Disciplinary action announced prior to the start of the game or any disciplinary action during the game for behavior occurring during the game.

18. BASE COACHES -

§ Adult coaches/parents at first and third coaching boxes § No Electronic devices are allowed on the field or inside the fence.

These are official:

Mission Statement The Quadtown league was developed to allow our smaller communities the opportunity to play more teams, and reduce the need to play the same teams over and over. All communities must charter with Little League to participate. We will play by the Little League rulebook, unless otherwise noted in the following rules.

*Quadtown League starts the first week of May- Intermediate (11 & 12 years old) • Tuesday & Thursday Games 6:30 p.m. • 14 game schedule. Schedule must be completed 2 weeks prior to season start. • Championship games are at the completion of league schedule. Dates to be announced.

**Pat Martin is Head Umpire for Linden & Fenton. Hartland may be utilizing Mr. Martin also. Umpires must be in at least 9th grade. NO PARENT, SIBLING OR RELATIVE MAY UMP A PLAYERS GAME. 1. Field Size.

a. Pitching mound to home plate is 50 feet b. Home plate to first base is 70 feet c. Safety base (Double base) at 1st base shall be used:

i. Whenever a play is being made on the batter-runner (even on a throw from the outfield), the defense must use the white portion and the batter-runner the colored portion. The batter-runner is out when there is a play being made at first base and the batter-runner touches only the white portion. EFFECT: Interference is ruled. The ball is dead. The batter-runner is out. Other base runners will be allowed to advance to the next base if they are more than half way to the base at the time of the interference. Otherwise, runners will return to the last base touched prior to the interference.

ii. The batter-runner may use either the colored or white portion of the base if they are doing so to avoid a defensive player in the base path.

iii. If there is no play being made at the double base, the batter-runner may use either the white or the colored portion.

iv. When returning to the base or when tagging up, the runner must use the white portion.

2. Drafting a Team a. Each community sets their own draft rules with the goal of making all teams evenly competitive. (This is not a

travel league, no stacking of one team with all the best players!) 3. Team Uniforms

a. Shirts & Hats will be supplied to players. b. Shirts will bear sponsor name, or a name may be chosen and utilized on the team shirt if a sponsor is not

available. c. Community name should appear on hat or shirt. (First letter of community on hat front or left upper arm of

shirt; i.e. L for Linden, F for Fenton, LF for lake Fenton, H for Hartland, H for Holly). 4. Start & Length of Game (including warm-up times).

a. Starting time is 6:30 p.m. b. Length of game is 1 hour and 45 minutes or 6 innings whichever comes first. c. The umpire is the sole party responsible for setting, starting and facilitating the timer. d. No new inning to begin after the 1 hour 45 minute time limit. Completion of the inning (top and bottom) being

played at the 1 hour 45 minute signal shall occur. e. Upon completion of the 3rd out in the bottom half of an inning, the following inning is automatically begun. f. A tie score will stand. g. The team listed last on the schedule will be the home team and will occupy the third base line dugout. Each

team shall furnish a new game ball for each game. The home team will have field warm-up from 6:00-6:10 p.m. and visiting team will have field warm-up from 6:15-6:25 p.m.

5. Number of Fielded Players & Forfeit Parameters.

Intermediate: Each team shall field 9 players (includes 3 outfielders). a. A minimum of 8 players is required to start the game. Notification of failure to field the 8-player minimum

must be given to the boys’ player agent (vice-president, assistant commissioner) 24 hours prior to scheduled game. Failure to do so will result in a forfeit.

b. A team may only play with less than the 8-player minimum if injury/illness occurs during play of the game. a. Please note that there is no grace period, game time is start time. b. Concurrent Teams – Players are not allowed to play games with two teams concurrently (school, travel etc.)

They can practice with a travel team, but not participate in games until the Little League season is completed. 6. Rainout Cancellations.

a. During extreme weather League Presidents may call off all games. This decision will be made before 5:00 p.m.

b. After 5:00 p.m. all rainouts are decided at the field – show up at the field to find out. c. After 5:00 p.m. a game may ONLY be cancelled due to weather by the umpire. d. If a team is unable to field the 8-player minimum on the scheduled rainout date, than that team must forfeit

the game. (Coach will be given 1 date to make up games). The home teams’ Quadtown Rep will be responsible for rescheduling the game and requesting an umpire.

e. If rainouts are not made-up by 2nd to the last week of regular play, by Friday of that week (unless rainout occurs on last week) both teams will receive a loss.

f. Rainouts are automatically rescheduled on Friday of the same week, same place and time unless otherwise notified.

7. Individual Playing Time Parameters.

a. All players in uniform must play a minimum of 6 defensive outs. b. Exceptions to this rule as a result of disciplinary action must be announced prior to start of game.

8. Batting Policy.

a. All players in uniform shall bat round robin. b. A batter is automatically out when he throws his bat. The umpire is allowed to issue, at his discretion, one

warning per team if he chooses. c. All batters must wear a helmet (Mask is optional). d. Absolutely no bat donuts of any kind can be used. No on-deck batter is allowed. e. Bats that are 2 5/8 must have 1.15 BPF, USSA certification stamp. f. It is the responsibility of each coach to ensure all bats are legal for use in Little League.

9. Pitching Parameters.

All Managers and coaches must adhere to Regulation VI in the Little League Rule book regarding pitchers. See pages 38, 39, and 40 of the Little League Rule Book. Managers MUST adhere to the following rules: Pitch Limits: Number of pitches by a single player maximum in one day based on their League Age and NOT their division age bracket. Note 1: A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of that day. League age is based on what their age is as of April 30, 2014.

• League Age 9/10 – Limit 75 pitches per day • League Age 11/12 – Limit 85 pitches per day

Days of Rest: If a player pitches…*Day of Rest is a full calendar day, not the time of day the pitcher was finished pitching. These days of rest pertain to pitchers league age 14 and under.

• 1-20 pitches- No (0) Days of Rest • 21-35 pitches- One (1) Day of Rest • 36-50 pitches- Two (2) Days of Rest • 51-65 pitches- Three (3) Days of Rest • 66+ pitches- Four (4) Days of Rest

Intermediate Divisions – A player may not pitch in more than one game in a day. Regulation VI (k): a. A Younger age group (League age 11 or younger) player must pitch a minimum of 3 consectutive

defensive outs or inning run cap. • Consecutive outs do not need to be in the same inning (ex: last out in the first inning and the

first 2 outs in the second inning, etc). • May pitch as many 11-year old or younger kids as needed to achieve 3 consecutive outs. • The younger pitcher MUST be inserted into the game prior to the beginning of the 4th inning. • Time limit and/or mercy rule will not exempt this rule. Failure to comply will result in a forfeit. • League age is defined as the players age on April 30th 2014).

b. Each team must give their pitching log to the opposing team before the 1st inning. The opposing team is responsible for recording the other team’s pitched innings. Opposing coach must sign pitching log.

c. If a team does not supply a pitching log, then the younger pitchers must be utilized on the mound for the entire game. Failure to comply will result in a forfeit.

d. If pitching log (filled out from previous games) is not supplied prior to game, the head coach will be suspended for the next game.

10. Pitcher Warm-Up.

a. Individual receiving throws from pitcher must wear a catcher’s mask, helmet and cup. 11. Hit Batter.

a. If 3 batters are hit with an unavoidable pitched ball (as determined by umpire) thrown by an individual pitcher in a single game or 2 in 1 inning, the pitcher must be replaced.

12. Substitutions & Courtesy Runners.

a. No restrictions on substitutions. b. Courtesy Runners will be allowed for pitchers and catchers. c. Player who made the last batted out is the courtesy runner.

a. Players are allowed to steal once the pitcher begins his motion. b. No head first sliding into a base, unless returning to the base. c. Pitchers Mound - The ball is considered dead once it is thrown back to the pitcher on the pitchers mound and

all runners must immediately advance or return to a base. i. Exception: when the runner is advancing while the pitcher is receiving the ball. The play is still

live until either the runner reaches the base safely or is tagged out. ii. Exception: if the pitcher makes any motion to attempt a play on a runner, the ball is still

considered “live”. d. A runner in the intermediate division may steal home. e. A dropped ball by the catcher on the 3rd strike is NOT an out. The runner may attempt to advance to 1st base

if 1st base in unoccupied and a runner at 3rd base may advance to home at his own risk. f. Infield fly rule is in effect with less than 2 outs and runners on first and second.

14. Base and Dugout Coaches

a. Adult coaches at first and third coaching boxes only. b. A uniformed player with batting helmet may assist adult coach at first base. c. No Electronic devices are allowed on the field or inside the fence. d. Dug-Out coaches must stay within the dug out confines.

15. Score Cap.

a. A cap of 7 runs scored is allowed per inning in the intermediate division.

b. There will be no unlimited-runs inning. c. After 4 innings the mercy rule will take effect; a cap of 15 runs ahead is established for the intermediate

division. 16. Scores

a. Email address for reporting scores is [email protected].

b. Both coaches must report the score within in 24 hours of game completion. Reports must include the following: Division, Field, Team Names, and score. Failure to do so will result in a forfeit. The Umpire must sign scorebook.

17. Appeals.

a. Umpire judgment calls are not open for appeal. b. Appeals on rule interpretations will be presented to the Quadtown Reps. comprised of 1 member from each of

the participating “towns” (Linden, Fenton, Hartland, Holly and Lake Fenton). c. The appealing team’s board member will not be allowed to vote but may take part in the preceding

discussion. d. In the event that the appeal involves a game consisting of two towns and the pursuing two ballots cast in the

vote result in a tie, then Pat Martin, a head umpire and/or the Little League office in Indiana will make the tie-breaking decision.

18. TOURNAMENT PLAY – home team is highest seed.

a. Championship / Playoff Games – First Tuesday or Thursday after league play completed. No time limit for Championship game only, must be played out.

b. First & Second Place Awards – TBD c. Funding of Awards and Tourney costs – By June 1st, each “town” will pay a proportionate amount,

determined by the number of participating teams from each “town”, to cover the cost of balls, umpire fees and awards.

d. Max of 14 awards – extra awards will be the responsibility of the town that wins the award.
