WELCOME TO TITLETOWN SUPER HEROES

On behalf of the Conference Commi ee, we are excited to host the 38th Annual WMCA Confer‐ence. The City of Green Bay and surrounding are‐as offer many opportuni es for an enjoyable ex‐perience. Brown County is the proud home of the World Champi‐on Green Bay Packers, but that’s not all we have to offer. Green Bay and the neighboring munici‐pali es have walking trails that follow the Fox River, bike trails that go for miles, bou ques and fine ea ng establishments.

We encourage you to come early or stay an extra day to experience the many ameni es we have to offer. Downtown Green Bay has unique specialty shops, a city deck where people gather during the summer to listen to music and the Neville Museum. 2 Town Clerk Du es with Jann Chare e, WTA Legal Counsel

A clerk is required to wear many hats. This class will walk the a endees through their statu‐

tory responsibili es laid out in s. 60.33, Wis. Stats. This class also will address the many other

responsibili es clerks have, either under statutory provisions, or because those du es have

been assigned to them under the lawful direc on of the town board or town mee ng. All

a endees will receive a clerk’s calendar to assist them in mee ng their responsibili es in the

meframe required.

3 Liquor Licensing with Rick Uhlig, WDOR A.T. Agent

Brief overview of liquor licensing basics, review of required forms, and a summary of proce‐dures for issuing retail alcohol licenses. An update on recent law changes along with clarifica‐

ons on Reserve Class B licenses, State quota law, and answers to common ques ons will be provided.

4 Common Municipal Employment Issues in Employee Handbooks with Steven Zach

This session will address common issues arising from municipal employee handbooks, includ‐ing discipline sick leave, vaca on, hours of work, over me, and compensatory me.

7 Public Records with Paul Ferguson, Department of Jus ce

Government transparency is a fundamental principle in Wisconsin, and public access to government records is one way to ensure transparency. The Wisconsin Public Records Law provides the statutory framework for such public access. The founda on of the law is a presump on of complete public access, consistent with the conduct of gov‐ernment business. This is one of the strongest public policy statements found in the Wisconsin Statutes. This ses‐sion will provide an overview of the public records law and offer guidance on how to ensure compliance.

With one more scheduled elec on in November, Wisconsin Elec ons Commission staff will take this opportunity to provide clerks with some legisla ve and agency updates and lessons learned during this busy elec on year. Staff will also outline the Commission’s plans to u lize federal grant funds to secure elec ons, such as purchasing hardware and so ware as well as funding staff posi ons to assist with the implementa on of new security measures. The electronic poll book was successfully piloted in several municipali es during the April elec on and staff will report on the results and plans for the fall elec ons.

Have you been thinking about becoming cer fied? Do you know what you need to qualify for cer fica on? Do you understand the difference between the two 50 point categories you need to fulfill to become cer fied? Do you un‐derstand which educa onal sessions count in each category?

What would you give up to achieve your dream? When J. P. Morgan hired Belle da

Costa Greene in 1905 to organize his rare book and manuscript collec on, she had

only her personality and a few years of experience to recommend her. Ten years later,

she had shaped the famous Pierpont Morgan Library collec on and was a proto‐

celebrity in New York and the art world, renowned for her self‐made exper se, her

acerbic wit, and her flirta ous rela onships. Born to a family of free people of color,

Greene changed her name and invented a Portuguese grandmother to enter white

WCEF Scholarships are Available

to A end the Conference

WCEF is the Wisconsin Clerks Educa on Fund. The WCEF Commi ee is commi ed to growing the fund each year to

be able to give out more and more scholarships to our annual conferences.

WCEF is giving you un l June 29th to apply for a WCEF Scholarship to the 38th Annual WMCA Conference. The

scholarships will pay the registra on and a two‐night stay at the Radisson Hotel & Conference Center. If you are

awarded a scholarship, you need to register and a end the en re conference—events start Wednesday a ernoon
