The 2012 CBMS was utilized in updating barangay and municipal development plans, especially in analyzing development issues and in identifying appropriate strategies and projects. We firmly believe that the war against poverty can only be won when local conditions are the ones used in identifying and designing anti-poverty programs and projects. Support mechanisms such as establishing database management that is community based, sex disaggregated, and portrays true conditions of communities are crucial in the preparation of local policies, impact monitoring, and project development. Oftentimes, poverty reduction projects fail because project designs do not consider important factors such as gender and household capacity.     The Many Faces of Poverty in Ifugao

    POPULATIONThe Province of Ifugao had a total population of 168,454 in 35,430 householdsIfugao is located in the northern part of Luzon and is part of the Cordillera Administrative Region. The Community-Based Monitoring System (CBMS) census conducted from 2007 to 2009 covered 11 municipalities, with theresults showing a total population of 168,454 in 35,430 households. Alfonso Lista is the largest municipality witha population of 25,446, accounting for 15.1 percent of the total population in the province. It is followed by themunicipalities of Lamut (19,462) and Banaue (18,100). About 39.3 percent of the province’s population is composedof children 15 years old and below.

    HEALTH AND NUTRITIONThe mortality rate of children under five years old was less than one percentThe CBMS census results revealed that 0.6 percent of children under five years old died. In particular, the provinceregistered 119 children who died within that age range. This means that about 1 in every 100 children under fiveyears old died during the reference period. The Municipality of Aguinaldo has the highest proportion of child mortalityat 1.0 percent, followed by the Municipality of Alfonso Lista at 0.9 percent, and Asipulo and Hingyon, both at 0.8percent. However, 110 of the province’s 176 barangays recorded no cases of death among children aged zero tofour years.

    Pregnancy-related deaths were recorded at 0.2 percentThe results further showed that the proportion of pregnancy-related deaths was at 0.2 percent, or a total of eightdeaths during the reference period. The highest proportion of pregnancy-related deaths was recorded in the Municipalityof Mayoyao at 0.8 percent, followed by Hungduan at 0.6 percent and Aguinaldo at 0.5 percent. However, no womanin 167 of the province’s 175 barangays died because of pregnancy-related causes.

    Among children aged zero to five years, 3.3 percent were malnourishedInformation on the nutritional status of children aged zero to five years showed that 791 of children (or 3.3%) weremalnourished. A relatively high rate was recorded in the Municipality of Mayoyao (6.2%). This is followed by themunicipalities of Hungduan and Tinoc with 4.9 percent and 4.4 percent, respectively. At the barangay level, BarangayBanao in Mayoyao recorded the highest proportion of 32.6 percent or a total of 15 malnourished children. A total of24 (out of 175) barangays had no recorded cases of malnourished children

    HOUSINGAmong all households in the province, 1.3 percent were living in makeshift housing while 1.8percent were considered informal settlersBased on the CBMS data, 1.3 percent of all households in the province were living in makeshift housing. Thistranslates to about 474 households. The Municipality of Aguinaldo recorded the highest proportion of householdsliving in makeshift housing (2.9%), followed by Lamut (2.4%), and by the municipalities of Banaue, Hingyon, andMayoyao, all at 1.7 percent. At the barangay level, makeshift housing seemed to be a bigger concern. For instance,Barangay Chalalo in Aguinaldo, which recorded the highest proportion of households living in makeshift housing,had an estimate of 33.8 percent. This means that nearly 34 in every 100 households in this barangay were livingin makeshift housing. Meanwhile, Barangay Nattum and Barangay Langayan, both in Mayoyao, also recorded relativelyhigher rates with 13.3 percent and 12.7 percent, respectively. Meanwhile, no households were living in makeshifthousing in 84 out of the 176 barangays of the province.

    On the other hand, the results showed that 1.8 percent of the households in the province were considered informalsettlers. This was highest in the municipalities of Mayoyao (3.9%), Hingyon (2.6%), and Lamut (2.5%). At the

    barangay level, the highest proportion of informal settlers was recorded in Barangay Nattum in Mayoyao at 46.1percent. This is followed by Barangay Lingay in Kiangan and Barangay Anao in Hingyon with 26.9 percent and 16.3percent, respectively. Meanwhile, there were no informal settlers in 58 out of the 176 barangays in the province.

    WATER AND SANITATIONAccess to safe water supply was lacking in 21.3 percent of households while access to sanitarytoilet facilities was lacking in 32.6 percent of householdsCBMS census results revealed that 21.3 percent of households or 7,548 households did not have access to safewater. This means that 21 in every 100 households did not have access to safe water. Among the municipalities inIfugao, the highest estimate is recorded in Tinoc (41.8%), followed by Kiangan (36.1%) and Banaue (33.6%). Inaddition, 22 barangays in the province can be considered “waterless”1. On the other hand, 25 barangays in theprovince reported that all households had access to safe water supply.

    Access to sanitary toilet facilities was lacking in 32.6 percent or 11,561 households in Ifugao Province. This meansthat about 33 in every 100 households had no access to sanitary toilet facilities. Among the municipalities, thehighest estimate is recorded in Asipulo (46.7%), followed by Tinoc (43.2%) and Hingyon (40.7%). Only one barangay—Barangay Poblacion North in Lagawe—had 100 percent access to sanitary toilet facilities.

    BASIC EDUCATIONAmong children 6–15 years old, 9.9 percent were not attending schoolAmong children aged 6 to 11 years in the province, 18.4 percent were not attending elementary school while 52.8percent of children 12–15 years old were not attending high school. However, a close look specifically at the 6–15age group revealed that 9.9 percent were not attending school; this means that 10 in every 100 children in said agegroup were not attending school. The Municipality of Aguinaldo has the highest proportion of children aged 6–15years old not attending school at 16.6 percent. The Municipality of Tinoc ranked second at 15.8 percent and theMunicipality of Asipulo ranked third at 12.2 percent. At the barangay level, Barangay Banao in Banaue recorded thehighest proportion of children 6–15 years old not attending school at 31.2 percent. Barangay Itab, in Aguinaldo,andBarangay Nattum in Mayoyao followed with 29.3 percent.

    INCOME AND LIVELIHOODIncome-poor households comprise 59 percent of households in the provinceResults from the CBMS census revealed that 59 percent or 20,910 households had income below the povertythreshold. This means that 59 in every 100 households in the province were income poor. The Municipality of Tinochad the highest proportion of households with income below the poverty threshold at 73.9 percent, followed by theMunicipality of Asipulo (73.7%) and the Municipality of Aguinaldo (72.0%). Meanwhile, income poverty rates wereeven higher for several barangays in the province. Barangay Langayan in Mayoyao recorded a poverty incidence rateof 100 percent. Barangay Palaad, also in Mayoyao,and Barangay Pula in Banaue followed with income poverty ratesof 98.6 percent and 98.0 percent, respectively. Furthermore, at least half of the households in 136 (out of 175)barangays in the province were classified income poor.

    Among all households in the province, 44.9 percent did not have sufficient income to satisfy theirbasic nutritional requirementsBased on the results of the CBMS census, 44.9 percent or 15,911 households were considered food poor,meaning, their incomes were below the food threshold. This means that about 45 in every 100 households had nosufficient income to meet their basic nutritional requirements. The Municipality of Asipulo registered the highestproportion of food-poor households in the province (61.1%). The municipalities of Tinoc and Mayoyao ranked secondand third, respectively, with 60.8 percent and 56.0 percent. At the barangay level, Langayan in Mayoyao recorded asubsistence incidence rate of 100 percent.

    Hunger due to food shortage was experienced by 1.5 percent of households in the provinceResults from the CBMS census further showed that 1.5 percent of the households in the province experiencedhunger in the last three months before the census. In terms of magnitude, this translates to 523 households thatexperienced hunger due to food shortage. The Municipality of Aguinaldo had the highest proportion of householdsthat experienced hunger due to food shortage at 3.8 percent. The Municipality of Hungduan followed at 2.4 percentand the Municipality of Hingyon at 2.1 percent. Meanwhile, 96 (out of 176) barangays in the province recorded noincidence of hunger due to food shortage among their households.

    Unemployment rate was recorded at 7.7 percentAmong the province’s 71,685 members of the labor force, 5,114 individuals were unemployed during the referenceperiod. This translated to an unemployment rate of 7.7 percent which means that about 8 in every 100 membersof the labor force were unemployed. At the municipal level, however, higher unemployment rates were recorded. Forinstance, the highest unemployment rate was recorded in Alfonso Lista at 14.1 percent, followed by Hingyon at11.1 percent. The Municipality of Lagawe ranked third with an unemployment rate of nine percent. Meanwhile, onlyone barangay, Barangay Banao in Mayoyao, recorded a 100 percent employment rate during the reference period.

    PEACE AND ORDEROf the total population, 1.1 percent were victims of crimeThe results of the CBMS census showed that 1.1 percent of the total population or 1,816 persons were victims ofcrime. The highest proportion of victims of crime was recorded in the Municipality of Lagawe at 5.2 percent, followedby Tinoc at 2.3 percent and Aguinaldo at 1.6 percent. Meanwhile, 71 (out of 175) barangays in the province had noreported incidence of crime among their population.

    CBMS COMPOSITE INDICATORMost households met 11 out of the 13 basic needs2 on the averageThe province recorded an average CBMS composite indicator (CCI) of 1.9. This means that on the average, householdsin the province were able to meet 11 of the 13 basic needs. The highest index was recorded in the Municipality ofTinoc at 2.5. This means that Tinoc had the worst condition among all the municipalities in terms of basic needssince, on average, households did not meet about three basic needs. This is followed by the Municipality of Asipuloat 2.3 and the municipalities of Banaue and Hingyon, both at 2.1. At the barangay level, Barangay Anabang inBanaue and Barangay Gumhang in Tinoc recorded the highest CCI, both with 3.4. This means that households inthese two barangays, on the average, did not meet nearly 4 of the 13 basic needs.

    Of the households, 36.9 percent experienced multiple deprivations3

    Results of the CBMS census revealed that 36.9 percent of households in the province experienced multipledeprivations. In particular, 24.6 percent of households were deprived in two dimensions, 9.9 percent were poor inthree dimensions, and 2.1 percent were deprived in at least four dimensions. Looking at the specific types ofdeprivation, data showed that about 17.9 percent (or 5,382 households) were deprived in income and sanitation atthe same time. In addition, 1,913 households experienced simultaneous deprivation in income and education. Interms of three dimensions, CBMS data showed that 5.3 percent (or 849 households) in the province suffered fromdeprivation in income, sanitation, and education. It is also worth noting that 1,268 households were deprived inincome, sanitation, and water while 642 households experienced simultaneous deprivation in terms of income,sanitation, and employment.
