Introduction
In the Southern Trust, our vision is to deliver a first class service where patients receive quality care and experience at each contact.
One of the approaches that will enable us to deliver a safe, quality service is to provide you with opportunities to develop your quality improvement knowledge and skills.
This prospectus outlines the qualifications and training available within the Southern Health and Social Care Trust that will enable Learners to:
develop knowledge and understanding about current good practice in quality
improvement develop the skills of individuals whose current or future role is to deliver quality
improvement activities prepare for managing and / or undertaking quality improvement projects using
appropriate quality improvement tools and methodologies how to drive quality improvement activities and initiatives

OCN NI Level 3 Award in Quality Improvement
Who can apply? This qualification is suitable for ANYONE who is interested in improving the quality of their working environment or service. It is open to Staff (particularly bands 1 – 4), Service Users, Carers and Voluntary and Community Organisations within the Southern Trust area.
What are the benefits? The OCN NI Level 3 Award in Quality Improvement qualification has been designed to develop the knowledge and skills of everyone who has an interest in quality improvement activities.
What does the programme involve?
You will be required to complete the Introduction to Quality Improvement e- learning module (indicative time commitment 45 mins)
Full attendance at 3 scheduled workshops Undertake a small step change project (approximately 3 month duration) Complete a portfolio of evidence based on undertaking a small scale quality
improvement project
What type of project is suitable? Any small step change project, for example: Information leaflet design Design of staff, service user, carer training programmes Workplace re-organisation Data use and preparation techniques Communication / team work initiatives Incremental pathway re-design

Who can apply? This programme is open to ALL Trust staff.
What are the benefits? The aim of this programme is to equip staff with the quality improvement tools, techniques and methodologies required to undertake a small step change project. It will provide you with a vehicle to improve quality, safety and patient experience.
What does the programme involve?
You will be required to complete the Introduction to Quality Improvement and Quality Improvement e-learning modules (indicative time commitment 7 hours)
Full attendance at all scheduled workshops Lead a small step change project (approximately 4 month duration) Complete a portfolio of evidence based on leading a quality improvement project
What type of project is suitable? Any small step change project, for example: Service pathway re-design Staff training Standard Operating Procedures Referral process trialling Workplace re-organisation

OCN NI Level 5 Diploma in Leading Quality Improvement
Who can apply? Trust staff who currently lead teams or services across the Trust wishing to improve their quality improvement knowledge and skills base.
Successful applicants will be supported to undertake an improvement project, which should demonstrate a substantial work based challenge, and reflect one of the two Trust Quality Improvement Priorities (Infection Prevention and Control and Communication).
What are the benefits? The Quality Improvement Leader Programme will provide you with a vehicle to improve quality, safety and patient experience.
What does the programme involve? You will be required to complete the Introduction to Quality Improvement and
Quality Improvement e-learning modules (indicative time commitment 8.5 hours) Full attendance at all scheduled workshops Lead a substantial work based project (approximately 12 month duration) Complete a portfolio of evidence based on leading a quality improvement project
What type of project is suitable? Any substantial work based project, for example: Review and update of operational policies and processes Standardising administrative processes Improving efficiency and communication Improving the patient journey Moving to electronic / IT / modern technology Developing E-Learning programmes

Quality Improvement E-Learning
This Quality Improvement E-Learning module is for anyone involved in providing Care & Services for Patients, Service Users and their Carers.
The HSC Learning Centre contains a number of ‘blocks’ that are used to provide access to various sections of the site. It is possible to ‘dock’ these blocks so that they appear as expandable menus at the side of the screen. One advantage of docking these blocks is to provide additional screen space for viewing programme content and avoiding the need for scrollbars.

Quality Improvement Measures Programmes
Measurement for Improvement (MFI) is the analysis and presentation of quantitative and qualitative data to identify opportunities for improvement and to demonstrate if a change has resulted in an improvement.
Its purpose is to drive better decision making and support sustainable improvements in the quality of care. Measurement for Improvement is one of 6 drivers/ key success factors identified in the ‘Framework for Improving Quality in our Health Service’ (HSE, 2016).
The key principles of Measurement for Improvement are:
Measuring only what matters: defining and developing a limited number of qualitative and quantitative measures that are robust and useful in demonstrating and driving improvement
Measuring patient experience and outcomes as well as clinical outcomes
Being smart in how we measure: use available data; measure once use often; look at families of measures (e.g. infection rates, hand hygiene and hospital length of stay); measure variability; trends over time; and benchmark with peers
Seeking transparency in the measuring, sharing and reporting of information
Building capability for extraction and sharing of information from data to provide assurance and support improvement
Building good data collection practices into routine work and record keeping

Quality Improvement Clinics
Aim Our Trust value statement includes valuing our staff and supporting their development to improve care. Our Quality improvement clinics provide our staff with access to experienced improvement facilitators; supporting staff who are about to embark on a quality improvement project or who are facing a work based challenge.
Methodology
Individuals or teams can schedule a meeting with The Continuous Improvement Team to discuss their proposed quality improvement project or work based improvement challenge (60 minutes)
If required a follow up meeting based on an agreed action plan can be scheduled
All staff contacting the team will be encouraged to undertake The Introduction to Quality Improvement e-learning module to increase improvement capacity and capability

Quality Improvement Network
“Leadership for quality means making it possible for everyone, every day to do a better job with greater satisfaction, learning from and with their colleagues, in order to improve services” (Adapted from Deming, 1986)
The Trust Quality Improvement Network (QI Network) was established in November 2016 and there have been 3 QI Network meetings to date.
The purpose of our Quality Improvement Networks is to:
Drive the quality improvement agenda within the Trust Promote and enable learning and encourage communication across organisational and professional boundaries
Be a forum to connect likeminded people who self- nominate to participate in the network, enabling the exchange of information, mutual support and learning
Be your gateway to other professionals / clinicians / leaders working in service improvement across the Trust Through a variety of mediums, on- line and in person, have the chance to connect with your peers to make collective improvements in the safety and quality of care provided to service users in the Southern Trust area
Aldrina Magwood, Director of Performance and Reform, advises: “The Quality Improvement Networks encourage the pace and spread of improvement through learning, enquiry and knowledge. The key objectives focusing on connecting staff using a combination of virtual and physical meeting space to support learning, enquiry and knowledge exchange.”

Quality Improvement Self-Assessment Tool Why not undertake a self-assessment of your quality improvement knowledge and skill to help you decide what quality improvement learning opportunity is right for you why
The Purpose of this assessment is to identify the core foundation knowledge, skills and attitudes required to deliver safe, effective, person-centered care (or person-centered services) related to your role. It is an essential requirement for everyone, either working or in training in health and social care, to be competent in all attributes at this level.
Assessing Yourself
It generally takes about 15 minutes. There are 4 assessment levels depending on your role within the organisation. These levels are described overleaf.
When you have decided which level is appropriate for you to complete you should use the following rating scale to assess your learning and development needs against each of the attribute statements

When you have finished, review the number of LDs, SDs and WDs. You can then plan, with your line manager, the learning and development activities which are relevant to your role.
