RESOLUTION NO. _________
A RESOLUTION AMENDING THE ELECTRIC DISTRIBUTION SYSTEM CUSTOMER SERVICE POLICES
RECITALS:
1) District staff is proposing to amend the Electric Distribution System
Customer Service Policies. This amendment would update Sections 27 and 32 of the
Customer Service Policies to reflect the current business needs of the District.
2) Update language in Section 27 to define a residence and to no longer
allow non-diverse loads at a residence.
3) Update Section 32 to require non-diverse single phase loads to pay four
times the cost per amp listed in the single phase ampacity fee table. This cost will be
consistent with the usage for a non-diverse load.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the Electric Distribution System
Customer Service Policies be amended.

RESOLUTION NO. _________
A RESOLUTION AUTHORIZING AMENDMENT NO. 1 TO THE PROFESSIONAL SERVICE AGREEMENT WITH GRETTE
ASSOCIATES, LLC
RECITALS:
1) Resolution No. 17-037 authorized the District to enter into a Professional
Service Agreement with Grette Associates, LLC for completing the Joint Aquatic
Resource Application Process for the Northern Mid-Columbia Joint Project.
2) Staff recommends approval of Amendment No. 1 with Grette Associates,
LLC to extend the Time of Performance outlined in the Professional Service Agreement.
3) It is in the best interests of the District to issue Amendment No. 1 to
amend the Professional Service Agreement with Grette Associates, LLC.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District’s General Manager is
authorized and directed to issue Amendment No. 1 to the Professional Service
Agreement with Grette Associates, LLC which will extend the Time of Performance
outlined in the Professional Service Agreement.

RESOLUTION NO. ________
A RESOLUTION AUTHORIZING A PROFESSIONAL SERVICE AGREEMENT WITH CENTRAL WASHINGTON UNIVERSITY FOR
PILOT AND AIRCRAFT SERVICES
RECITALS:
1) Douglas County is divided into 4 meter reading cycles. Cycles 1 and 2
represent nearly all of the District’s rural service area and roughly 8,500 meters. These
meters are very spread out, require considerable labor hours to read and can be difficult to
reach during the winter months.
2) The District does not have a full time meter reader.
3) Central Washington University’s Aviation Department currently provides
pilot and aircraft services to Kittitas County PUD for monthly meter reading.
3) It is in the best interest of the District to enter into a Professional Service
Agreement with Central Washington University for pilot and aircraft services.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District’s Auditor at the direction
of the General Manager is hereby authorized to sign and enter into a Professional Service
Agreement with Central Washington University for pilot and aircraft services, the cost of
which is not to exceed $19,000 (nineteen thousand dollars).

RESOLUTION NO. _________
A RESOLUTION AUTHORIZING AN INTERLOCAL AGREEMENT WITH THE CITY OF MANSFEILD FOR THE
PURCHASE OF STREET LIGHT FIXTURES
RECITALS:
1) Douglas County PUD has been approached by the Washington State
Transportation Improvement Board in order to participate in the Relight Washington
grant program which is a state-wide effort to replace existing municipal street lights with
new energy-efficient LED light fixtures.
2) This Interlocal Agreement will allow the purchase and replacement of 30
non-metered light fixtures the District currently owns and maintains in the City of
Mansfield.
3) It is in the best interest of the District to enter into this Interlocal
Agreement with the City of Mansfield to purchase these fixtures.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the General Manager is authorized to
sign the Interlocal Agreement with the City of Mansfield.

RESOLUTION NO. _________
A RESOLUTION AUTHORIZING INTERCONNECTION AND SERVICE AGREEMENT WITH ANT CREEK, LLC.
RECITALS:
1) Ant Creek, LLC will be installing facilities in Douglas County that will
exceed 1,500 kilowatt amperes.
2) In accordance with Section 36 of the District’s Customer Service Policies,
new loads at one location in excess of 1,500 kilowatt amperes require a special contract.
3) The District and Ant Creek, LLC have negotiated a special contract in the
form of an Interconnection and Service Agreement for services to be provided at 624
Urban Industrial Way in Douglas County, Washington.
4) It is in the best interest of the District to enter into the Interconnection and
Service Agreement with Ant Creek, LLC.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District is authorized to enter into
the Interconnection and Service Agreement with Ant Creek, LLC and the District’s
Manager is authorized to sign the Agreement.

RECITALS:
1) Third Coast Capital, LLC will be installing facilities in Douglas County that
will exceed 1,500 kilowatt amperes.
2) In accordance with Section 36 of the District’s Customer Service Policies,
new loads at one location in excess of 1,500 kilowatt amperes require a special contract.
3) The District and Third Coast Capital, LLC have negotiated a special
contract in the form of an Interconnection and Service Agreement for services to be
provided at 427 Urban Industrial Way in Douglas County, Washington.
4) It is in the best interest of the District to enter into the Interconnection and
Service Agreement with Third Coast Capital, LLC.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District is authorized to enter into
the Interconnection and Service Agreement with Third Coast Capital, LLC and the
District’s Manager is authorized to sign the Agreement.

A RESOLUTION AUTHORIZING AWARD OF CONTRACT 17-26-D TO ABB INC. TO SUPPLY AND DELIVER TWO (2)
115 kV BREAKERS TO THE LONE PINE SUBSTATION
RECITALS:
1) By Resolution No. 17-212 dated December 11, 2017, the District called
for bids under Bid Document 17-26-D, Supply and Deliver Two (2) 115 kV Breakers to
the Lone Pine Substation.
2) On January 15, 2018, the District opened four bids as follows:

meets all terms and conditions of Bid Document 17-26-D. A review of the bidder’s
experience, qualifications, financial and work references verified that this company
fulfills all necessary requirements and staff recommends award of Contract 17-26-D to
ABB Inc.
4) It is in the best interests of the District to award Contract 17-26-D to the
lowest responsive bidder, ABB Inc. with an authorized expenditure of $94,570.00
(ninety-four thousand, five hundred seventy dollars).
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Contract 17-26-D is awarded to
ABB Inc. The General Manager is authorized to issue a contract with ABB Inc. subject

to the filing of the Contract and a Performance and Payment Bond in accordance with the
District’s specifications and which contract and bond are to be in a form that is
satisfactory to the District.

A RESOLUTION AUTHORIZING THE CITY OF BREWSTER 2017-2018 OPERATIONS AND MAINTENANCE BUDGET
FOR PARKS
RECITALS:
1) Resolution 10-096 authorized the District to enter into an Agreement with
the City of Brewster regarding the operations and maintenance of Wells Project recreation
facilities within the City.
2) The City of Brewster has submitted an operations and maintenance budget
for the period of November 1, 2017 through October 31, 2018. Staff recommends
approval of the District’s portion of the budget, which is $67,631.
3) It is in the best interests of the District to approve the 2017-2018 operations
and maintenance budget for the City of Brewster as submitted.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District’s portion of the 2017-2018
parks operations and maintenance budget for Wells Project recreation facilities within the
City of Brewster is hereby approved, with the District’s obligation being $67,631.

FOR PARKS
RECITALS:
1) Resolution 10-053 authorized the District to enter into an Agreement with
the City of Pateros regarding the operations and maintenance of Wells Project recreation
facilities within the City.
2) The City of Pateros has submitted an operations and maintenance budget for
the period of November 1, 2017 through October 31, 2018. Staff recommends approval of
the District’s portion of the budget, which is $67,631.
3) It is in the best interests of the District to approve the 2017-2018 operations
and maintenance budget for the City of Pateros as submitted.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

A RESOLUTION AFFIRMING CHANGE ORDER NO. 15 TO CONTRACT 14-19-W, WELLS HATCHERY MODERNIZATION
RECITALS:
1) By Resolution No. 15-069 dated April 13, 2015, the District awarded
Contract 14-19-W to Lydig Construction, Inc. in the amount of $35,797,000 for the Wells
Hatchery Modernization.
2) The following changes to the contract have been affirmed.
Resolution No. 15-225 affirmed Change Order No. 1 at a cost of $34,018.
Resolution No. 15-262 affirmed Change Order No. 2 at a cost of $41,552.
Resolution No. 16-036 affirmed Change Order No. 3 at a cost of $35,526.
Resolution No. 16-053 affirmed Change Order No. 4 at a cost of $97,400.
Resolution No. 16-101 affirmed Change Order No. 5 at a cost of $65,392.
Resolution No. 16-125 affirmed Change Order No. 6 at a cost of $159,737.
Resolution No. 16-154 affirmed Change Order No. 7 at a cost of $73,667.
Resolution No. 17-021 affirmed Change Order No. 8 at a cost of $141,403.
Resolution No. 17-054 affirmed Change Order No. 9 at a cost of $$46,899.
Resolution No. 17-079 affirmed Change Order No. 10 at a cost of $87,625.
Resolution No. 17-121 affirmed Change Order No. 11 at a cost of $173,139.
Resolution No. 17-129 affirmed Change Order No. 12 at a cost of $328,865.
Resolution No. 17-138 affirmed Change Order No. 13 for an extension of time.
Resolution No. 17-170 affirmed Change Order No. 14 at a cost of $243,280
3) Change Order No. 15 has been prepared to ensure that the modernization
of the Wells Hatchery is completed in a manner that meets the needs and intent of the
District’s hatchery mitigation programs and provides a safe working environment for
District personnel.

4) District staff recommends affirmation of Change Order No. 15 in the
amount of $46,217. The new not to exceed total for Contract 14-19-W, including this
change order, is $37,371,720.
5) It is in the best interests of the District to affirm Change Order No. 15 to
Contract 14-19-W, Wells Hatchery Modernization.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Change Order No. 15 to Contract 14-
19-W is affirmed by the Commission.

RESOLUTION NO. _________
A RESOLUTION AUTHORIZING ACCEPTANCE OF WORK AND FINAL PAYMENT TO REEVES LAWN AND SPRAY
SERVICE, LLC UNDER CONTRACT 16-29-W, 2017 GROUNDS MAINTENANCE
RECITALS:
1) By Resolution 16-221, dated December 27, 2016, the District awarded
Contract 16-29-W, 2017 Grounds Maintenance to Reeves Lawn and Spray Service, LLC.
2) District staff reports the Contractor has satisfactorily completed all
requirements of Contract 16-29-W and has submitted a Request for Final Payment,
Certificate and Release. Therefore, staff recommends that the District accept the
completed work and authorize final payment in the amount of $11,314.73 to Reeves
Lawn and Spray Service, LLC upon receiving the required notifications from the State of
Washington. The total cost of work for the first year of this contract is $226,294.51 plus
tax.
3) It is in the best interests of the District to accept the work as complete and
authorize final payment under Contract 16-29-W.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the work under Contract 16-29-W,
2017 Grounds Maintenance is hereby accepted as complete, and that final payment is
authorized, contingent on receipt by the District of all necessary releases by the State of
Washington. This acceptance in no manner waives any claim the District may have
against the Contractor for failure to comply with the terms of the contract.

DIRECTIONAL DRILLING OF HDPE PIPE THROUGH A RAILROAD/ROADWAY EMBANKMENT AT THE WELLS
HYDROELECTRIC PROJECT
RECITALS:
1) By Resolution No. 17-173 dated October 23, 2017, the District
awarded Contract 17-16-W, Directional Drilling of HDPE Pipe Through a
Railroad/Roadway Embankment at the Wells Hydroelectric Project, to
Trenchless Construction.
2) District staff reports the Contractor has satisfactorily completed all
requirements of Contract 17-16-W and has submitted a Request for Final
Payment, Certificate and Release. Therefore, staff recommends that the District
accept the completed work and authorize final payment upon receiving the
required notifications from the State of Washington. The total cost of work under
this contract is $107,540.51 plus tax.
3) It is in the best interests of the District to accept the work as
complete and authorize final payment under Contract 17-16-W.
NOW, THEREFORE, BE IT RESOLVED by the Commission of
Public Utility District No. 1 of Douglas County, Washington, that the work under
Contract 17-16-W, Directional Drilling of HDPE Pipe Through a
Railroad/Roadway Embankment at the Wells Hydroelectric Project, is hereby
accepted as complete, and that final payment is authorized, contingent on receipt
by the District of all necessary releases by the State of Washington. This

A RESOLUTION AUTHORIZING PUBLICATION OF REQUEST FOR QUALIFICATIONS 18-06-W, ENGINEERING SERVICES
FOR MODIFICATIONS TO THE TRASHRACK LIFTING BEAMS AT THE WELLS HYDROELECTRIC PROJECT
RECITALS:
1) District staff has identified a need to modify trashrack lifting beams LB 9
and LB 10 to reduce the risk of injury to personnel. Request for Qualifications (RFQ)
18-06-W, Engineering Services for Modifications to the Trashrack Lifting Beams at the
Wells Hydroelectric Project, has been prepared to secure Engineering Services to assist in
the design, procurement, and installation of the modification.
2) District staff recommends publication of RFQ 18-06-W. Statements of
Qualifications will be accepted until 5:00 p.m. Pacific time on March 5, 2018, in the
District’s East Wenatchee headquarters office.
3) It is in the best interest of the District to publish RFQ 18-06-W in pertinent
publications.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that RFQ 18-06-W, Engineering Services
for Modifications to the Trashrack Lifting Beams at the Wells Hydroelectric Project, is
hereby approved and the District’s General Manager is hereby authorized and directed to
publish RFQ 18-06-W to provide necessary Engineering Services.
