This document is intended to guide prospective UP ITDC scholarship spon-sors/donors in awarding scholarships to outstanding UP ITDC students.

* Sponsors/Donors have the option to attend the presentation at UP ITDC or to just send their

profile, if the schedule is in conflict with theirs.

1. About the UP ITDC

History

The University of the Philippines Information Technology Training Center (UP ITTC) started in 2004 as a 5-year program of the University of the Philippines

(UP) in cooperation with the Japan International Cooperation Agency (JICA).

It was the first IT training center in

the country to be ISO 9001:2008 certified

and compliant with American Accredita-tion Standards (AMAD) and European

Accreditation Standards (RVA) compli-

ant.

In 2009, the end of the program, the University of the Philippines System

(UPS) opted to continue the program as a

self-sustaining unit with the mandate to expand the knowledge base of the Fili-

pino ICT community.

As a leader in specialized IT train-

ings, software or applications develop-

ment and ICT consulting, the Center of-fers a wide array of services to meet specific business needs of its clients. The UP

ITDC also offers customized solutions for diverge range of target clientele in vari-

ous industries---from business to government agencies, charities and nongovern-ment organizations. With the Center’s diversified services and expertise, it was

renamed University of the Philippines Information Technology Development Cen-

ter (UP ITDC) in 2012.

Mission

The UP ITDC under the Office of the Vice President for Development (OVPD) ad-

vances dynamic solutions that facilitate holistic development through sustainable

design practices and methodical project planning enabling the University to benefit from programs that highlight resource generation.

Mandates

• Provide instruction and technical assistance to students, faculty and staff as required in order to maximize use of available technologies.

• Offer IT training, consulting, content and software development and other IT services to external University stakeholders.

• Facilitate the adoption, utilization and integration of appropriate information technologies into academic practices and activities.

• Efficiently and flexibly utilize ICT in residential, distance and alternative learn-ing modes of instruction.

• Conduct advocacy campaigns to promote the development of ICT in the Phil-ippines.

• Provide advice and opinion to the Philippine Government and its instrumen-talities on ICT matters.

2. Services and Expertise

A. IT Trainings

In line with the Center's goal to provide its students with industry-relevant skills, the UP

ITDC seeks partnerships with industry and government agencies to validate the skills and

trainings the Center offers---maintaining the highest standards of service. Such industry

partnerships and government collaborations also aid the Center in the conduct of its re-

searches on IT trends, innovations, and breakthroughs.

a. IT Certificate Programs

As an IT development center with specialization tracks in Applications Develop-

ment, Network and Systems Administration, Game Design and Development, Mobile Ap-

plications Development and Embedded Systems Development, we offer a 5-month train-

ing program leading to Certificate in Information Technology. We administer the yearly

Admission and Scholarship examination at the UP campus Diliman, Quezon City and vari-ous schools in the provinces.

Applications Development

The Applications Development Track trains students to become the IT industry’s leading

software engineers, web developers, system analysts, and database developers. The main objective of this track is to equip students with the necessary knowledge and skills in

designing and developing software systems and applications. Students will learn how to

develop software projects that highly conform to the IT industry’s software engineering

best practices.

Game Design and Development

The Game Design and Development Track focuses on the foundational knowledge of cre-ating 2D and 3D Video Games. Students will understand fundamental key components and

programming paradigms to create their own games from the ground up using C++,

OpenGL, and OpenAL. The track will also give students a glimpse of rapid video game

development using Unity3D.

Mobile Applications Development

The Mobile Applications Development Track trains students to develop software for mo-

bile computers.

In this track, students are also trained to program and handle projects for Android phones

and devices, iOS devices such as iPhones and iPads, devices running Windows Phone,

and other mobile computing platforms.

Embedded Systems Development

The Embedded Systems Development is a merge of two specializations. Students learn

APIs of the Mobile Devices and integrate Embedded Systems for real-time applications of

the Internet of Things (IoT).

It equips students to develop software, implement real-time applications and learn the

fundamentals of electronics for embedded devices such as Arduino, Microprocessor

Simulators, and Embedded Linux such as RaspberryPi are used to communicate with cer-

tain Apps from a mobile device.

Network and Systems Administration

The Network and Systems Administration Track covers the design, implementation, and

maintenance of computer networks. This track includes courses such as Cisco Certified

Network Associate (CCNA Exploration 1-4), Linux Professional Institute (LPI 101, 102, 201,

202), and Microsoft Windows Server Administration. Students get to use and configure

network equipment such as routers, switches, wireless access points, firewalls, VPN con-

centrators, voice gateways, and IP phones, to name a few. Graduates of this track are em-ployed as IT support engineers, network administrators, system administrators, and IT

managers.

Japanese Language

Students of IT Certificate Programs may also take Japanese Language lessons everyday. The course will prepare the students for the Japanese Language Proficiency Test (JLPT)

administered by the Japan Foundation and Japan Educational Exchanges and Services

(formerly Association of International Education, Japan). Test passers will be ready to ac-

cept employment opportunities offered by companies that require applicants to possess

working knowledge of the Japanese language.

B. IT Applications Development

UP ITDC recognizes the enabling power of software applications and information systems

in the enterprise. UP ITDC provides programming services to create quality software

products for the academe, industry and the public sector.

Equipped with a set of industry-accepted software development tools, UP ITDC offers soft-

ware design, programming, testing and implementation services. For clients that are in

need of quality software applications and systems, UP ITDC delivers quality and fully-

functional software packages capable of addressing both the transactional and record-

keeping requirements of the enterprise. UP ITDC designs and develops software using

the following technologies: PHP (Open-Source Development), Java, Ruby on Rails, HTML5,

.NET, Objective C, Oracle, MySQL and PostgreSQL, among others.

UP ITDC offers services that meet the requirements of the industry. Some of the services

provided by UP ITDC are as follows:

C. IT Consulting Services

Since 2004, UP ITDC lends its expertise and experience to its partners through IT consult-

ing. UP ITDC embarks on consulting engagements focusing on strategic IT initiatives of

the enterprise. It provides the skills and expertise on various IT areas necessary to strengthen the organization’s IT system- i.e. hardware, software, manpower, data and con-

nectivity. UP ITDC helps the enterprise by strategically aligning its IT strategies with its

corporate strategic plan. The consulting services offered by UP ITDC are as follows:

3. Direct Cost of Studying in the UP ITDC

Each of the IT Certificate programs of UP ITDC has Japanese Language

elective and runs for two (2) quarters--- August-October and November-January OR February-April and May-July.

The direct cost of training at UP ITDC is Php 64,000 (total for 2 quarters).

This cost is inclusive of training fee miscellaneous and other incidental fees. The

breakdown of the training costs is shown in Figure 1 below.

4. Types of Scholarship

Annual scholarships are awarded to deserving UP ITDC students.

The UP ITDC currently offers two types of scholarship packages:

4.1. Full Scholarship with Stipend

The scholar enjoys 100% free training fee, miscellaneous and other inci-dental fees. In addition, an allowance of P8,000.00 per month for one

school year is provided for the successful scholar.

The cost of one Full Scholarship with Stipend is P116,400.00 broken down

as follows:

Direct Cost P 64,000.00

Management Fee (10% of Training Fee) 6,400.00

Book Allowance/Printing Costs 6,000.00 Stipend (P8,000.00/month, 5 months) 40,000.00

Total Scholarship Fee with Stipend P 116,400.00* ============

4.2. Full Scholarship without Stipend

The scholar enjoys 100% free training fee, miscellaneous and other inci-

dental fees.

The cost of one Full Scholarship with Stipend is P76,400.00 broken down

as follows:

Direct Cost P 64,000.00

Management Fee (10% of Training Fee) 6,400.00

Book Allowance/Printing Costs 6,000.00

Total Scholarship Fee without Stipend P 76,400.00*

5. Procedure for Scholar selection

5.1. An entrance examination for admission is administered by UP ITDC.

Successful examinees will be eligible to enrol and will then be given a chance to apply for the scholarship.

5.2. The list of Sponsors/Donors and their specific requirements will be posted on the UP ITDC bulletin board for students’ review.

5.3. Application of students for scholarship will be held all year round provided there are available scholarship slots. The applicants will

only be allowed to apply for one company at a time.

5.4. Interested applicants for scholarship will be pre-screened by the UP

ITDC Scholarship committee on the 3rd week of July and 2nd week

of December. The UP ITDC Scholarship Committee is composed of the UP ITDC Registrar as Chair and two (2) trainers as Committee

Members.

5.5 If the applicant passed the pre-screening process, they will be en-

dorsed to the sponsor/donor during the month of August and 4th week of January to 1st week of February for a final screening and

selection process. A recommendation letter from UP ITDC with the

applicant’s resume shall be submitted to the Sponsor/donor for fi-nal screening and selection.

5.6. The Sponsor/Donor shall conduct a final interview in order to qual-ify a pre-screened Scholarship Applicant. During the interview, the

Sponsor/Donor must present to the Scholarship Applicant the terms

and conditions of Scholarship so as to avoid any misunderstanding between the Scholarship Applicant and the Sponsor/Donor com-

pany. The Scholarship Applicant, if chosen by the Sponsor/Donor, must sign a Scholarship Agreement with the Sponsor/Donor.

Screening and selection of Scholars may be conducted during the

last week of August OR first week of February.

5.7. The Scholarship Agreement, a contract document between the

Scholar and Sponsor/Donor, and Suretyship contract, a contract

document in compliance to scholarship agreement attested by the scholar and his/her surety, shall be processed on the 1st week of

September and 4th week of February.

5.8. At the discretion of the Sponsor/Donor, the Sponsor/Donor may award the

scholarship to any of its current employee, provided that said employees

will satisfy all the admission requirements of the UP ITDC.

6. How to be a Sponsor/Donor

The Scholarship Sponsor/Donor must accomplish the Scholarship Sponsor/

Donor’ Registration Form. The said

Registration Form will contain informa-tion on the number of scholarships to

be awarded, terms and conditions of the scholarship and other salient infor-

mation related to the scholarship.

6.1. Fill out and send/email us the following:

• Accomplished Sponsor/Donor’s Registration Form • Any additional conditions and/or preferences you would like us

to include in our pre-selection process, and

• Sponsor/Donor company profile written in English.

These documents must be submitted/sent to:

6.2. Upon receipt of the accomplished Sponsor/Donor’s Registration Form and additional conditions and/or preferences, UP ITDC will

send you the draft Memorandum of Agreement (MOA) for your re-

view. The sponsorship will be announced in our website and/or bulletin boards, and we will pre-select prospective scholars.

6.3. After screening prospective scholars, we will send you the creden-tials of prospective scholars, and will schedule them for your final

interview and selection.

6.4. As soon as you have selected your scholars, you have to sign the

following:

• MOA or Sponsorship Agreement between your company and the University of the Philippines System Information Technology

Foundation, Inc. (UP SITF)

• MOA between your company and the scholar.

• Suretyship Agreement between your company and the scholar’s surety, and

• other documents needed.

6.5. You shall remit the amount of P116,400.00 cost of training per

6.6. Email/Send us a copy of the deposit slip before the start of training (August or January).

6.7. UP ITDC shall train your scholars, and endorse them to you after the training.

7. Sponsor/Donor Privileges

In consideration of the Sponsor/Donor’s generosity, they shall be entitled to the following benefits:

7.1. To be acknowledged in the UP ITDC website and marketing bro-chures for the duration of the scholarship grant;

7.2. To have its company logo and link in the UP ITDC website, and such other company details presented in UP ITDC press releases as a

major Sponsor/Donor;

7.3. To receive a Certificate of Appreciation;

7.4. With the option to use the UP ITDC’s logo and link for its website, with proper acknowledgement to UP and /or UP ITDC as the owner

of such logo and link;

7.5. Option to Hire the Scholar

7.5.1. SPONSOR/DONOR has the option to

hire SCHOLAR at the end of the scholar-

ship period. The SCHOLAR shall, upon SPONSOR/DONOR’s invitation and sole

discretion, join the SPONSOR/DONOR’s

company, as a fulltime employee gener-ally for a period of 1 year and shall be

given such appropriate position to which

he/she may be assigned by the Presi-dent of the SPONSOR/DONOR or his duly

-authorized representative.

7.5.2. The recipient has to sign a contract and agree to join the

Sponsor/Donor’s company after graduation, upon the com-pany’s invitation.

7.6. End of quarter recipient evaluation

7.6.1. The Scholar shall retain the scholarship, unless withdrawn

therefrom, for justifiable reasons and/or for breach of the

Scholarship Agreement signed by the Scholar. Withdrawal of Scholarship shall only be made upon written approval of

the President/CEO of the Sponsor/Donor Company or his

duly-authorized representative. The Scholar shall engage in any other employment during the scholarship period unless

granted with permission in writing by the President/CEO of the Sponsor/Donor company or his duly-authorized repre-

sentative.

7.6.2. The academic performance of the Scholar shall be evaluated

by UP ITDC. This performance evaluation shall be con-

ducted at the end of each academic quarter and shall be car-ried out in accordance with the evaluation criteria defined

by the Scholarship Committee of UP ITDC. Should the

scholar’s performance be rated unsatisfactory, Scholar shall pay all the fees paid by the Sponsor/Donor subject to 7.7.1.

as stated herein. Moreover, the Sponsor/Donor shall with-

draw the scholarship awarded to the said Scholar and the Sponsor/Donor may opt to award the scholarship to other

qualified recipient.

7.7. Conditions upon granting Scholarship

7.7.1. The Scholar shall reimburse the Sponsor/Donor in full such

amount or amounts as may have been defrayed for his/her

scholarship, including training fee and other expenses in-curred by the Sponsor/Donor plus interest thereon based on

the prevailing legal rate at the time of the breach or revoca-

tion of the scholarship agreement. In addition, the Scholar shall pay the equity charge equivalent to fifty percent (50%)

of the total amount spent for his/her scholarship. These re-

imbursements/payments shall be made by the Scholar if and any of the cases as listed below shall arise during the schol-

arship period OR before the completion of the required re-

turn service.

a. If the Scholar withdraws from his scholarship agreement for any cause/reason within his/her control;

b. If the Scholar is expelled from the UP ITDC for cause;

c. If the Scholar voluntary discontinues his/her studies in the UP ITDC;

d. If the scholarship is revoked/terminated on account of

his/her conduct/behavior that is detrimental to the inter-est of the UP ITDC or the Sponsor/Donor;

e. If the Scholar violates any provision of the Scholarship

Agreement, and; f. If the Scholar fails the end-of-quarter performance

evaluation that shall be conducted by the UP ITDC Schol-

arship Committee.

7.7.2. In order to insure compliance to the provisions of the Schol-

arship Agreement, the Scholar shall present one acceptable surety who shall execute a Suretyship Agreement IN FAVOR

OF THE Sponsor/Donor. Said agreement shall be made inte-

gral part of the Scholarship Agreement that will be signed between the Scholar and the Sponsor/Donor.
