Family Day

Organized activities for families to enjoy on Family Day including: horse-drawn sleigh rides at Bluewater Park; billiards at Lloyds Smoke Shop; cross country skiing/snowshoeing at Sauble Cross Country Ski trails; skating at Wiarton Arena sponsored by RBC; shuffleboard at Sauble Beach Community Centre; archery and tour of Bruce Peninsula Sportsmen Club

Council invited to serve at Spaghetti dinner to approximately 130 people at the Propeller Club

March Break Program

Assisted Wiarton Propeller Club Youth Program with registrations for the March Break Program that ran March 13-15, a popular low cost program for families in the area

Activities included: 38 registered for Air U Trampoline Park in Guelph, 30 for Laser Tag in Kitchener and 40 for Bowling and Movies in Owen Sound

Badminton Club

Badminton Club started at Amabel Sauble School Gym on Wednesdays 7-9 pm

Karate

Registrations accepted for Karate program at Peninsula Shores District School on Thursdays 7-9 pm

Bluewater Park Campground

The week of January 3 Recreation Programmer began taking reservations for overnight campsites at Bluewater Park Campground – numerous sites are reserved throughout the summer with long weekends the popular times

Seasonal campers confirmed their intentions of returning which left 5 seasonal sites available for rent – at the writing of this report, all seasonal sites are reserved as of May 8 from those on the waiting list

Elderly Persons Centre Grant

The Ministry of Health and Long-Term Care (MOHLTC) to the Ontario Seniors’ Secretariat (OSS) may provide a grant for maintenance and operating costs up to 50% of the net operating cost up to the maximum dollar amount of $42,700 per year

Town has applied annually since 2010 and has applied again this year

The Ministry also provides a special grant up to $15,000 per fiscal year for services, facilities or research for which grants are not otherwise payable under the EPC Act.

Working with the Sauble Sandpipers, the Town has applied for the maximum amount of $15,000 for various items such as card table sets ( tables & chairs), storage cupboard, kitchen supplies, bridge cards, office chairs, wheelchair, signage (“Home of Sauble Sandpipers” & “Seniors Centre”), workshops (i.e. fall prevention, etc.)

Seniors Community Grant

All applicants must represent seniors groups or offer programs or services which directly benefit seniors living in Ontario. Grants will be available to support activities and programs that promote learning and that embrace seniors as volunteers

Application submitted for $2437.76 for Volunteer Training/Recruitment Program to assist the Sauble Sandpipers to recruit, recognize and retain volunteers which will help to enhance their programming

Job Fair

The Wiarton & District Chamber of Commerce held a Job Fair at the Wiarton Arena on March 8

The Recreation Programmer manned a table receiving applications for the various seasonal positions with the Town

Great opportunity for the Town to showcase the various seasonal positions as well as the public to apply for numerous positions available in the area

Canada Summer Jobs Grant

Canada Summer Jobs provides wage subsidies up to 50-100% of minimum hourly wage for not-for-profit organizations, public sector employers and small businesses with 50 or fewer full-time employees to create summer jobs for students between the ages of 15 and 30.

Skateboard Park Fundraising

Assisted Joanne Lancaster with fundraising efforts for the Skateboard Park in Bluewater Park including letters to potential contributors, source funding for capital building of park, assisted with preparations for Council delegation and public meeting

Laidlaw Foundation Grant

Laidlaw provides support to youth-led groups that demonstrate creative, relevant and accessible ways of reaching young people who are not being engage effectively by traditional educational, social and community services

Assisted Skateboard Park Committee completing an application for $25,000 for building a Skateboard Park at Bluewater Park

Facility Rentals

Wiarton Community Centre ice time came to a close for another season on March 26. Arena staff were busy with Minor Hockey playoffs, Figure Skating Club final show, the Lions Club Wiarton Willie Tournament and Men’s Recreation League and Oldtimers League joint tournament

Sauble Beach Community Centre saw Sauble Sandpipers utilizing the rooms for their programs plus other programs & events such as Zumba, Tai Chi, yoga and service club meetings each month

Amabel Sauble School was busy with the usual rentals throughout the week of Pickleball, and badminton; while the weekends were busy with private functions such as birthday parties, ball practices and volleyball

Activities for January – March 2016 • Continued management of assessment appeals, adjustments and minutes of

Legislative Services Department Building Division

The Building Division is responsible for the issuance of building permits, inspections which arise from the building permits, zoning compliance and Property Standards in the absence of the Property Standards Officer. Zoning Compliance Staff provided comments with respect to planning applications, fielded questions and provided advice with respect to zoning compliance and made referral to Bruce County Planning where applicable. Septic Re-Inspection Program

Staff have been preparing to complete (in-house) any remaining inspections.

Legislative Services Department

By-Law Enforcement, Animal Control and

Property Standards Division

12 TSBP January 1 to March 31, 2017

This Division is responsible for the enforcement of by-laws with concentrated focus on Animal Control, Property Standards, Parking, Dynamic Beach and Paid Parking. A brief outline of activity for the 1st quarter:

Regular patrols conducted for the following:

Wiarton Hospital (fire route) Sauble Falls Road (fire route) Tanja Dog Park Oliphant Dog Park Foot Patrol in Wiarton

Worked alongside of Public Works with respect to vehicles parked interfering with snow removal, early morning patrol revealed three vehicles parked illegally, infractions were issued.

Monitored parking on Brown Street to ensure parked vehicles were not interfering with the flow of traffic.

Two stray dogs picked up and taken to the Towns holding center-dogs later reclaimed by owner.

Ten Property Standards Informal notices issued-compliance progressing on schedule.

Early in January, the By-Law Division worked with the finance department to issue invoices for taxicab, Sauble racetrack and four kennel licences.

Several calls regarding wondering Racoons, callers were directed to call the OPP if they felt it was an emergency or the Ministry of Natural Resources and Forestry for non-emergency.

Six dates booked for weddings on Sauble Beach for the 2017 season.

All wedding inquiries and bookings were supplied with the Policy for Weddings on Municipal Properties.

Clerk’s Division

The Clerk’s Division is responsible for vital statistics, lottery licensing, livestock evaluations, marriage licensing/solemnization services, provides secretarial services to Council, Committees and Local Boards, planning, property sales, accessibility, source water protection, facility/lease agreement coordination, Freedom of Information requests, by-laws, special event planning and election. The Division is jointly responsible for legal and Paid Parking coordination and implementation.

Vital Statistics/Lottery Licensing/Livestock Evaluations

One marriage licence was issued

Sixty-four burial permits were issued

One livestock evaluation was performed in accordance with provincial legislation and programs

Three lottery licences were processed

Planning and Development

Seven new planning applications including limited service agreements, a zoning amendment, minor variances and a holding symbol removal

Three new development pre-consultations were undertaken

Source Water Protection/Property Sales/Freedom of Information/Secretarial Services/Other

Economic Development-1st Quarter 2017

Promotion of local area and development opportunities on Ontario Travel net.

Staff volunteered and attended the Outdoor Adventure Show in Toronto to assist Bruce County in promoting the area.

Information regarding Bruce County’s Release of an Expression of Interest for Affordable & Supportive Housing was communicated to local realtors and developers

Staff have been reaching out to developers and accommodators regarding the former Foodland property

Staff are making cold calls with a focus towards attracting businesses identified as opportunities in the Bruce County Business Attraction Strategy: Focus on Kincardine & Wiarton Executive Summary and Action Plan By Tenzing

Staff have been working on providing information with regards to Sauble Beach for the Business to Bruce website which will match entrepreneurs with communities.

Execution of the 2017 Wiarton Willie Prediction Morning and Pageants

Updates from the January Nuclear Industry Regional Advisory Committee meeting

include:

A welcome website is being developed for new residents which will include

information on short term housing, community links, and business coupon

promotion.

On March 3, 2017 “Bruce Power’s Life Extension Program: Developer Information

Session” was held inviting local realtors and developers from the area to attend.

Transportation The Public Works Department maintains the Town’s road network, including bridges, roadside maintenance, maintenance of hardtop and gravel roads, storm water management, winter maintenance, installation of road signs, traffic signal and street light maintenance, fleet maintenance, and applicable administrative responsibilities. In the first quarter 2017, the Public Works Department has conducted the following activities:

Tree trimming and brushing activities – 7.5 km of roadside brushing completed

Quotation for spring street sweeping was issued in early March and closed on March 27, 2017 – contract was awarded to Mobil Services Inc. with the requirement that all spring sweeping activities be completed prior to the Victoria Day long weekend

Spring grading activities conducted in March following the first snow melt

Tender for maintenance gravel was issued in early March and closed on March 27, 2017 – contract presented to Council in April – included within the tender was the supply of granulars for the reconstruction of Lakeshore Blvd N from Fourth St N to Sixth St N

Winter maintenance activities conducted on Town roads and sidewalks, including plowing, sanding, salting, ice blading, and patrolling

Snow banks removed from Berford Street, William Street and Boyd Street in mid-January

Snow banks removed from Berford Street, Boyd Street, William Street, George Street, Mary Street, Claude Street, and Brown Street on the third Friday in February

Sideroad 15 closed for seasonal flooding in February and again in March following snow melt and heavy rains

Garbage collected twice weekly from receptacles along Berford Street

Routine sign maintenance and replacement – new “Zamboni Crossing” signs installed on George Street at the Arena

Ongoing beaver control, pulling debris from culverts/grates

Licenced trappers arranged to trap nuisance beaver that are blocking culverts, flooding roads, and damaging public and private property

Weekly tailgate talks occurring with PW staff

Boat launch ramp in Bluewater Park in Wiarton removed and rebuilt prior to installation in April

Quotation issued in March for excavation and base construction of Lakeshore Blvd N from Fourth St N to Sixth St N – following the contract award in April, the work is to be completed in early May, with the asphalt to be applied prior to the Victoria Day long weekend

The Manager of Public Works was notified that the Town was unsuccessful in its application for funding to the Connecting Links Program for traffic signal upgrades at the intersections of Berford Street and Frank Street and Berford Street and George Street

New wood chipper that was tendered for and ordered in 2016 arrived in late February 2017

Cemeteries The Public Works Department maintains the Town’s three active cemeteries (Bayview, Edgehill and Red Bay) and two inactive cemeteries (Allenford and Spring Creek). Regular activities include administration, interments, and plot markings at the active cemeteries, and grass maintenance at all five cemeteries. In the first quarter 2017, the Public Works Department has conducted the following activities:

Spring interments were scheduled with funeral homes

A new lifting device for the mortuary was built by Public Works staff

Cemetery plots sold: 2 (2017 year-to-date total is 2)

Cemetery plots sold back to the Town: 0 (2017 year-to-date total is 0)

Interments: 0 (2017 year-to-date total is 0)

Plot Markings: 0 (2017 year-to-date total is 0) Waste Management/Diversion The Public Works Department oversees the Town’s waste management activities, such as garbage collection, garbage disposal (landfill operations), and waste diversion (recycling activities). In the first quarter 2017, the Public Works Department has conducted the following activities:

Staff submitted survey information to Bruce Area Solid Waste Recycling (BASWR) regarding the Town’s waste management and diversion statistics to assist with grant funding for BASWR members

Bruce County Highways have scheduled the Household Hazardous Waste Collection Days for 2017 – the Town will host three (3) events in June, July and August 2017

Mattress recycling program – number of mattresses diverted from the landfill this quarter: 67 (2017 year-to-date total is 67)

Electronic Waste – volume of e-waste diverted from the landfill this quarter: 0 kg (2017 year-to-date total is 0 kg)

Batteries – volume of batteries diverted from the landfill this quarter: 852 (2017 year-to-date total is 852 kg)

Tires – number of tires diverted from the landfill this quarter: 0 (2017 year-to-date total is 0)

Water and Wastewater Systems The Public Works Department oversees the Town’s municipal water and wastewater systems, with work being completed under contract by the Ontario Clean Water Agency (OCWA). In the first quarter 2017, the Public Works Department and OCWA conducted the following activities:

Weekly sample testing of all five water systems and one wastewater system

Routine maintenance, repairs, and locates

Ministry of the Environment and Climate Change (MOECC) Drinking Water System Inspection completed at the Wiarton Water System in January – 100% compliance rating achieved

Staff applied for a renewal of the Permit to Take Water (PTTW) for the Amabel-Sauble Water Treatment Plant

An RFP was issued in late December inviting proposals to provide engineering and consultant services to apply for fragmentation of the Oliphant Water Treatment Plant – RFP closed in early January 2017 – Council did not award the contract and during budget deliberations, the project was cancelled

The Manager of Public Works was notified that the Town was unsuccessful in its application for funding to the OCIF Top-Up Component Funding for Upgrades to the Sanitary Collection System in Wiarton

The Environmental Compliance Approval (ECA) Amendment for the Wiarton Wastewater Treatment Plant was approved by the Ministry of the Environment and Climate Change (MOECC) in March

Parks and Facilities The Public Works Department assists the Parks and Recreation Division with some of their maintenance/administrative duties. In the first quarter 2017, the Public Works Department has conducted the following activities:

Garbage collected from receptacles in municipal parks and beaches periodically through the winter months as weather conditions allow

An RFP was issued in mid-February for architectural design and consulting services for the Sauble Town Square – the RFP closed March 10, 2017 and was awarded at Council to MJ Architecture – the project will be administered/monitored by the Public Works and Finance Departments

The Manager of Public Works met with the Skateboard Park fundraising group to discuss plans for the skateboard park, the work to date, and a contract with the design company

Special Events The Public Works Department provides assistance with special events occurring in the Town. In the first quarter 2017, the Public Works Department has conducted the following activities:

Processed road closure paperwork with Bruce County Highways relating to the annual Sauble Beach Winterfest Torchlight Parade in January

Provided support for the Willie Festival, providing snow removal, barricades for road closures, etc. for the festival

Provided clean-up following the festival, retrieving barricades that were used and providing garbage collection from receptacles used for the festival
