NEWS FROM PSSA’S GRANTS ADMINISTRATOR
Belated Happy Mother’s DayHappy Father’s Day
The PSSA Annual Membership meeting was held on Saturday, May 13, 2017.
James Wolfe, Richard Hayes and Arline LaTourette were elected to the Executive Board. The Officers are as follows: Arline LaTourette – Treasurer; Charles Walter – Secretary; James Wolfe – Vice-President; and I as President. The other elected Executive Board members are: Janie French, Don Mosier, and Richard Hayes. Also Scott Watkins will replace Dick Roloson as the Region 11 Director. Travis Mathna and Dave McCarty will continue as Regional Directors thru 2020 Membership Meeting. The Region Two Director Position will be vacant for now.
The PSSA Award winners are listed elsewhere in the “Keystone Snowmobiler”. Congratulations to all.
Roger Auker gave an update of the new activities being planned for the PowerSport Show. Friday night (weather permitting) will feature the “Tough Trucks”. These are always thrilling and a fan favorite. The Tractor Pulls will return for the Saturday event. This event drew a large crowd last year. An Antique Car Show is being planned for the Sunday event. This show has something for everyone. The Show will have our vendors, used sled corral, auction, used clothing booth, ticket sales and PSSA clothing as always. Plan to be there. Help support your Association!
However, more events mean we need more volunteers. If you can help in any way contact Travis Mathna the PowerSport Chair at (1-717-677-8089).
Thank you to our speakers: Dale Vagts and Mike Grant. Dale Vagts represents V&V Insurance. V&V Insurance covers PSSA liability insurance for clubs/trails. After the Awards Banquet Dale kept everyone awake with his sense of humor. Dale
spoke about trail, club and landowner liability issues. Anyone who has questions about the topic should contact Dale directly. Every situation can be slightly different. Dale can be reached at: 563-547-2161
Mike Grant from “Snow Trails TV” updated the members concerning our Video Project. Draft videos of Somerset County, Marienville, Alleghany National Forest/Lantz Corners and Cameron County were shown. These counties are in Year One of the production. Year Two will feature the Poconos and Huntingdon County plus two other areas. A grant was applied for Erie County. We are in need of sponsors from the PA Wilds – Benezette/Clearfield/ St. Marys area. One may have the good fortune to see an Elk during a snowmobile ride in these areas! Any business, tourism bureau or person can help sponsor an area. This is a great opportunity for your trails to be given national attention thru his TV show. The Member Forum included a lively discussion of the need for a Registration Fee increase and the plan to reach the goal of providing sufficient funding for all trail maintenance and grooming needs. This increase has the potential to provide more funding for all trails – state, federal, private land trails and game commission trails in Pennsylvania. Currently Michigan and New York are discussing the possibility to raise their fees which are much higher than ours.
Since the current fee of $10 has been the rate for many years most members recognize the situation as in need of a sizable increase. A straw vote was taken by those present and the results were that a $25.00 fee per year per sled was the median amount. That means just as many members voted for $25 or less fee as did those who voted for $25 or more fee. An important part to this fee increase is the idea to increase it over-time and avoid the situation we find ourselves in now.
Is the glass half-full or half empty? I think it is important to keep a perspective on this fee. What does $25 buy today? (Haircut, good dinner, case of beer, nice blouse/shirt, DVR) What did the sled cost that you are riding? Clothing? Equipment?
A suggestion was made to have a Conference Call with anyone who is interested in the increase. The Board will check on the number of persons that can be on a call and discuss how to do this in a manageable way. Information will be posted on our website and sent to the clubs in the future.
It is important to note that Nothing has been finalized and discussions will continue with DCNR.
Thank you to all who donated items for the auction. The auction helps to defray the cost of the Luncheon/Awards. Flower decorations are always appreciated.

Phase Three of the mapping program has begun. Kurt Barclay and Tom Buck from the North Central Planning Office will be contacting clubs to explain the Environmental Systems Research Institute (esri) program. Clubs will be able to show their trails on the website and share and change information as needed. They are currently meeting with clubs who were not involved in the first two phases. They have conducted a webinar with several board members and met with interested clubs in Region One. Phase Three ends in December 2017. Future plans may include other regions as results from Phase Three are analyzed.

Hello, PSSA members,Below is a “Grants Program Update” report that describes the status of PSSA’s grants projects. One highlight is that we
recently received approval to proceed with our DCNR Round 22 grant that was awarded in 2016. We will soon open up a round of mini-grant applications so club presidents or mini-grant contacts should keep an eye on email and US postal mail for an announcement this summer. The mini-grants would cover late summer, fall, and winter projects.There is also a small amount of funds available from earlier grants, so if your club has an emergency project, begin gathering information to apply for these funds. We will soon announce a call for these applications, also.

PSSA Grants Administrator Update – May 2017Since 2006, a total of $622,593.00 of
grant funds have been obtained by PSSA for Trail Assistance.
Phase Two GPS/Signs Grant ($26,500) ~ DCNR Grant – This grant ended 12/31/2016. Final report has been submitted and we are waiting to receive remaining 10% of the grant.
Phase Three GPS/Signs Grant ($35,000) ~ DCNR Grant - Ends 12/31/2017. North Central Regional Planning (NRP) consultants are to meet with club volunteers in the northeastern counties (Regions 11 and 12) or have a webinar on the mapping program that NCRP will use for GPS data and integrating with PSSA and DCNR . This project is about 70% complete.
2012 Round 18 DCNR Grant PSSA Mini-grants – DCNR Round 18 ($60,000) ~ CLOSED
2013 Round 19 DCNR Grant -“PSSA Mini Grants for Snowmobile Clubs” ($160,000): Ends 12/31/2017. This project is almost complete. A total of 19 clubs received funding to assist with 40 projects. This project is about 96% complete. There is a very small amount of funds available that we will open up with the next round of mini-grants. If there is an emergency project with which you need assistance, pull together information to be ready to apply for these funds.
DCNR Round 20 Grant – “2015 Snowmobile Mini Grants Program” : ($80,000) – Ends 12/31/2018
Sixteen clubs received mini-grant funds from Round I of this grant for a total of $68, 028. This round just ended and one club has a slight extension. There may be a small amount of funds remaining.
DCNR Round 21 Grant – NOT AWARDEDAn application for Mini-grants was submitted
in April 2015. PSSA was not granted an award for this round.
DCNR Round 22 Grant – “2017 Snowmobile Mini-Grant Program”: ($100,000) – Ends 12/31/2020
PSSA was awarded a grant for $100,000 for this DCNR Round and we recently received approval to proceed. A new round of mini-grants will be announced this summer.
DCNR Round 23 Grant – application submitted April 2017. Award announcement should occur in fall of 2017 or winter of 2018. Funds would be available in late 2018 or 2019.
Video ProjectFootage for year one of the “Pennsylvania
Snowmobiling” video program for Snow Trails TV has been completed. Video Mike Grant went to Somerset, Forest, McKean and Cameron Counties and took video footage. Thank you to all of the sponsors and volunteers who assisted with this project. Final edits are being made and the program will appear two times in the fall of 2017. We will keep you posted.
We have received commitments from two tourism bureaus for year two and continue to apply for other funds. If we can raise enough funds to proceed, the video team will come to Pennsylvania in early 2018.

Howdy, Howdy from the top of the mountain, Pigeon Hill Road, Germania, PA. Sorry about last month’s article. My work took me out of state for a few weeks and I missed the deadline for an article.
GOD’S COUNTRY BLACK FOREST SMCLooks like we are in a cold, windy, wet spring.
I am a little behind schedule on planting my crops this year due to wet fields. Also, my turkey hunting is not going well either. The score as of May 7th is Turkey’s 1, Bryan 0. This will change till the end of the season I hope.
Next meeting for the snowmobile club will be held Thursday, August 3rd at 7:30pm at our clubhouse. All members and the public are welcome to attend.
All members will be receiving their tickets sometime in June for the summer picnic which will be held on Saturday, September 2nd. Please fill out and return as soon as possible. There are only 500 tickets for the money drawing, and I hope you plan to attend the picnic for a full day of good food, desserts, beverages, raffles, a silent auction, Bingo, Horseshoes, and Bean Bag Toss. Also, we could use some help with our dinner and games. Call me at 717.418.5107 if you can help. Thanks!
One last thing, the last snow we had in late March, most snowmobilers loaded up and quit riding on Friday evening, but to the few that just had to ride on Saturday when our fields were melted off and mostly mud, maybe you will ride along with me when I visit these farmers and try to explain what happened to their winter wheat and other spring crops. Just an FYI: without these farmer’s land, our trail system will not exist and it makes my PR work a lot harder. (Thanks to all involved). I think I will close now that my dander is up.Have a safe spring and summer. I’m out of here!

Hello from the Poe Valley Snowmobile Club. Big things are happening on top of the Seven Mountains. Construction on Phase Two of the Route 322 Potters Mills Project is complete. The “Bridge to Nowhere” (no pun Sarah Palin) is usable. The top of the mountain is now limited to two lanes on the East bound side of the mountain. As you can see by the picture, drainage pipe is ready to be placed in the median. If the bridge wasn’t enough then the crossover is a big time deterrent to riding in the median. Our club had the engineers from PennDot out of Clearfield explain what’s in store for us. I doubt I will get everything correct but let’s give it a try.
Phase Three will last three years. This is the East bound and West bound lanes being placed on the ridge to the left of the existing two lane if you are traveling westbound. Most of the houses in the narrow part of Potter’s Mills will be demolished to make way for the new, tiered roadway. Once you drive thru the narrows and the roadway opens up the traffic will be going around the existing cellphone tower and cross the field ending near the Miller Farm where there will be a cloverleaf diverting the traffic back to Rt. 144 or west to State College.
I will try and keep everyone advised as the changes are made and snowmobile season approaches.

This month the Keystone Snowmobiler would like to invite you to contribute to a special project we have recently started. This involves recording some history of folks and businesses that sold snowmobiles “back in the good old days”. We’re talking about the real heyday when snowmobiling as a sport was relatively new and there were hundreds of brands on the market. From the 1960’s up to and including 1981 is the timeframe we are trying to research for history.
Today, there are four brand names in the snowmobile business. In the mid seventies, literally hundreds of brands disappeared. In 1981, the former Arctic Enterprises (Arctic Cat) went bankrupt and then re-appeared with a new company for the 1984 model year. Besides the four brands we have today, only 2 other manufacturers offered snowmobiles past ’81: Kawasaki stayed through the 1982 model year, and John Deere quit at the end of the 1984 model year.
Back “in the good old days”, many snowmobiles were sold through small, home or garage based family dealerships. Before these are forgotten and lost forever, we would like to list them county by county, with the town name and the dealership name as well as the brand(s) sold.
Can you help? If you have a recollection of the type of information we are looking for, please share it with us. At the end of this article is a small sample of how we are organizing the list. Hello from Hyner Mountain Snowmobile Club. Just wanted to let everyone know what has been happening up on the mountain. Work days…that’s pretty much all that has been going on at this time of year at the lodge. A group of us got together a couple of weekends ago to cut, split, and stack some firewood that was donated to the lodge by two of our social members. When the smoke cleared, so to speak, we hauled five dump trailer loads back to the lodge. Many thanks are extended to Mike and Julie Haussener, who donated the firewood.
Our regularly scheduled work weekend is coming up, which will consist of some small projects to include, but are not limited to, some cleaning of the lodge, and litter pickup along Rt.44. We will talk more about this next month.
It is with a very heavy heart that I must say that our lodge has lost another one of our members. Charles “Charlie” Fetterhoof, who passed away at the age of 89 on April 30, 2017. (pictured below) Charlie was a long- time, full-share member. After he stopped riding at the age of 87, he resigned his full-share membership and stayed on as a social member. Charlie was a very active member, whether it was riding his sled (which he did every chance he had) or participating in any other events taking place at the lodge. Work weekends, social events, or anything that was taking place at the lodge, we could count on Charlie being there. He always had such a positive attitude; there was always a positive atmosphere around him. He had an ability to share with members
and friends his real-life experiences, which were interesting and always a pleasure to listen to. Charlie, like most of us, loved riding his sled. If I had to pick out one thing about his many years of snowmobiling to comment on it would be hard not to say the many miles he had ridden, or the many snowmobiling trips he had taken, but it was the fluidity with which he rode. Charlie, to me, always looked like he was part of the sled; thus, gliding smoothly across the snowbound trails. Charlie was also very active in the Southern Clinton County Sportsmen Association. The full extent of his involvement with this association is unknown to me; however, I do know that he was very involved in the Pennsylvania Hunter Safety Classes for young hunters. Lastly, what I need and want to say about Charlie was his service to our great country. He was a WWII veteran having served in the U.S. Army, eventually retiring from the U.S. Army Reserves.
To sum it up, Charlie was a very nice man and will be missed by all who had the pleasure of knowing him. Rest-in-peace our friend!
Well, spring is here and summer is very close behind. Take some time out of your busy schedules and head to the beautiful mountains of North Central Pennsylvania to take advantage of the many opportunities and events that are available to us.

HYNER MOUNTAIN SMCHello all! Several things have been going
on at the clubhouse since we quit riding our sleds. The first event, the Adopt-A-Highway, took place on Earth Day, April 22, 2017. We thought that was appropriate timing. In the last article, we reported it as postponed, but the weather conditions improved, and the volunteer list grew. We had 8 volunteers, consisting of Allan Knupp, Shelia Knupp, Doug Hay, Jake Hay, Tom Chamberlain (who is also known as Shirt Guy), Scott Buckles, Shelly Buckles, and Jim Wilkinson at the workday. The group was divided into two crews, and we went in several different directions. One crew completed the assigned section of Route 31. The other crew cleaned part of Camp Run Road, the trail to Tunnel Road, the length of Tunnel Road and the DCNR parking lot. At the end of the day, we placed our total bags of garbage together. Guess How Many????? 51 total bags. In a special interest article in the Lock Haven newspaper, I read about a group of 9 adults picking up garbage on the same day. At the end of the day, they collected 17 total bags. Make your own conclusion on that one. We didn’t have as many interesting or unusual finds this year, but there were a few. We found a coffee maker, a mobile for a baby crib, collectible glass, and almost enough car parts to build Jacob a car. The temperature was perfect, and the day went quickly.
The mowing crew has started, and the grounds look great. The group consists of Allan Knupp, John Felice, George Sweigard, and Jim Wilkinson. Allan and Sheila ran up to the clubhouse and went over the equipment changing filters and preparing it for use. The later three met for breakfast, and got right to work with the mowing and weed eating. It is time well spent together, and a great deed is being done at the same time.
The big news for the future is the Grass Drag Races will again be back at Laurel Highlands Snowmobile Club. The tentative dates for the races are the following. September 17 and October 8. Any and all questions about the races contact Shelia Knupp at [email protected]. Shelia will have an answer for you. We will be discussing the track work and changes at the next board meeting in a few days.
The next big news is the PSSA Spring meeting. It was held on May 13, 2017. More information will follow next month on that one.
