RESEARCH BACKGROUND AND METHODOLOGY

Florida’s 1988 Solid Waste Management Act mandates that all counties in the State of Florida recycle

recoverable solid waste materials and provide an annual report which includes a description of public

education programs and their impact. To assist in the attainment of this objective, Pinellas County

initiated public information programs. These efforts are designed to educate County residents and

businesses about the benefits of recycling and to expand participation in recycling programs. This

public opinion survey is designed to measure the progress of the educational campaign and to assess

the level of recycling awareness and program participation among Pinellas County businesses.

The 2017 study was undertaken at the request of the Pinellas County Department of Solid Waste.

The survey’s respondents (242 completed surveys) were extracted to represent a stratified random

sample of Pinellas County businesses. The statistics reported in the following have been validated by

cross-referencing against the U.S. Census Bureau’s latest County Business Patterns data (2015). This

revealed a high level of congruence in the proportional distribution of the size category strata between

the survey and the census statistics. For clarity’s sake, the research statistics presented have,

therefore, been projected to this Census information.

A rigorously designed sampling plan (call backs, replacement calls, control groups, etc.) was

implemented. To eliminate potential bias introduced by non-response, telephone numbers and email

addresses that could not be reached on the first call were subjected to up to four (4) recontacts.

The 2017 Commercial Recycling Awareness Survey results are based on interviews completed during

the months of June and July 2017. Surveys/interviews were conducted by Research Data Services’

staff, trained and supervised by senior professionals.

At the 95% level of confidence, the standard error of the probability sample underlying this study has a

precision of + 3.2%. This means that if a sample of 219 respondents resulted in a specific response of

7.0% who have heard of Pinellas County’s “Cutting Waste at Work” program, one can be sure 95 times

out of 100 that, if all members of the population were surveyed, the percentage would fall between

3.8% and 10.2%.

EXECUTIVE SUMMARY: FINDINGS AND CONCLUSIONS

The 2017 study was developed to provide tracking statistics regarding the usage Pinellas County

businesses make of recycling and waste reduction and to gauge their images and opinions about the

programs the County offers.

The principal findings and conclusions of the 2017 study are summarized in the following:

1. Some 72.9% of surveyed businesses are located in the incorporated areas of Pinellas County, with

27.1% in the unincorporated areas (2013: Incorporated 76.7%; Unincorporated 23.3%) {Q1}.

2. Fully 64.9% of business representatives agree that a business recycling program could benefit

their operations, with larger businesses (50 or more employees) significantly more likely to think

business recycling could benefit their companies (84.3%) {Q3}.

3. Better than one in three businesses (36.1%) report using SCHEDULED recycling collection

services {Q4}. For businesses that use scheduled services, the following are the most commonly

recycled items {Q5}.

{Q6}. Businesses with more than 50 employees are more likely to have use on call recycling

collection services (Fewer than 50 employees: 17.6%; 50 Employees or More: 25.5%). The most

5. In combination, fully 49.1% of Pinellas businesses use either scheduled or on call recycling

collection services {Q4, Q6}:

6. Some 36.7% of companies report that they use drop off recycling centers (2013: 37.4%) {Q8}.

Smaller businesses are more likely to drop off their recycling (Fewer than 50 employees: 37.4%;

50 Employees or More: 23.5%). Interestingly, 19.2% of Pinellas County businesses use both

collection services and drop off centers for their recyclables (2013: 9.6%). Items Pinellas

7. Fully 66.6% of Pinellas County businesses report recycling either through collection services or

drop off facilities {Q4, Q6, Q8}.

8. Only 15.0% of the organizations say that their recycling and waste reduction efforts have reduced

their disposal costs (2013: 10.4%) (Fewer than 50 employees: 14.3%; 50 Employees or More:

29.4%) {Q10a}.

9. In 2017, a growing percentage of businesses (27.6%) say they are promoting their recycling and

waste reduction efforts to their customers (2013: 22.5%) (Fewer than 50 employees: 26.6%; 50

Employees or More: 47.1%) {Q10b}.

10. More Pinellas County businesses identify problems or obstacles to starting or maintaining a

recycling program (2013: 48.3%; 2017: 50.8%) (Fewer than 50 employees: 50.6%; 50

Employees or More: 54.9%). Those businesses who have encountered problems volunteer the

Pinellas County’s “Cutting Waste at Work” Program

11. Only 7.0% of Pinellas businesses have heard of the County’s “Cutting Waste at Work” program

(2013: 8.1%) {Q12}. Those respondents who are familiar with the program say that they saw or

heard about it through {Q13}:

12. While the majority of business respondents (68.7%) have not used Pinellas County’s recycling

resources and services (2013: 75.8%), 15.4% have been to a hazardous waste/Enviro-Business

collection event (2013: 9.9%), 8.3% have used the A-Z “Get Rid of It” Guide (2013: 5.6%), and

4.7% have used the Recycle Today Directory (2013: 5.5%) {Q14}.

For those respondents whose companies are not using Pinellas County’s recycling resources and

services, one in four (26.2%) are not aware of the availability of these services, while 16.0% say

their companies are too small to require assistance, 11.1% report no interest or need, and 17.0%

don’t know why their businesses have not used the services.

13. In 2017, fewer business representatives say there isn’t anything that would motivate their

business to reduce waste or recycle (2013: 26.8%; 2017: 22.8%). Better than two out of five

(42.6%) say that concern for the environment motivates their businesses to reduce waste or

recycle (2013: 35.3%). Some 30.4% cite a reduction in disposal costs as a motivating factor for

their businesses (2013: 22.7%). One in four (27.4%) say their business would be more motivated

to reduce or recycle if it were easier to do (2013: 25.2%), while 11.3% mention recognition or

positive public relations as a potential motivator (2013: 9.2%). {Q15}.

14. Some 38.1% of Pinellas businesses surveyed express an interest in learning more about the

recycling services and resources that Pinellas County offers (2013: 36.6%) {Q16}.

One respondent also mentions that they have trouble getting containers and one says that they have

trouble getting employees and clients to use the recycling bins rather than throwing items in the

trash. One respondent said that St. Pete does not offer commercial recycling to their business.

• "Newspaper" is the only other response volunteered in response to Question 13: Where did you see or hear about Pinellas County's "Cutting Waste at Work" program?

• An "Other -- Please Specify" query was not included in the survey for Question 14. However one of the four respondents who indicated "other" in response to Question 14 mentioned using the HC3 facilities.
