Training Day Attendees: One Time Passcode (OTP)
Additional Layer of Security Used During On-Line Tool Login Process
Cell phone number required in CitiManger profile to receive OTP
Affects ONLY Non-Cardholders who have access to card accounts other than their
own
Each login attempt is assessed for security
– Only sessions deemed unusual or risky require a One Time Passcode
An OTP entry screen will display receipt options (i.e. text message, email or phone)
that you may choose
– Only options set up in your CitiManager site profile will be available as possible
options
Once you receive the OTP, enter the 8-digit passcode into the field on the screen to
continue with your login
– The OTP passcode expires five minutes after it is sent to you
– System allows six attempts to get into CitiManager, using OTP
After six failed attempts, click Cancel to return to the Receipt Option screen or go
back to the CitiManger homepage to initiate the process from the beginning

Contract Overview
In 2010 and in 2017 the State of Texas contracted with Citibank to
provide commercial card services to eligible State of Texas entities
(Agencies, Universities and Co-op Members)
The current contract is through August 31, 2019 with three additional
one-year renewal options – through August of 2022
Fraud Coverage, Insurance Coverage
Misuse and Abuse Coverage – MasterCard Coverage
Rebate: earnings to co-ops; leverages total State spend and
average transaction size
Service Model Update: 4 dedicated Client Account Specialists; 2
dedicated Help Desk; 3 Account Mangers

formerly State of Texas Cooperative (CO-OPs)

Contract Rebate Update
The rebate is currently tracking at 1.89 percent based on total State spend
($1,890 rebate on $100,000 spend and $18,900 on $1MM spend)
– Large ticket rebate : 60 basis points
– Speed to pay rebate: 0.75 basis points
Rebates paid semi-annually based upon spend September through
February; March through August: Rebate payments will be made in June
and December respectively
– State: General Revenue
– CO-OP’s: Direct Payment - PLEASE BE CERTAIN TO UPDATE CITI if the
BANK ACCOUNT or REBATE CONTACT PERSON CHANGES
Fund Disbursement: ACH or Wire
Rebate tier based on cumulative spend of contract participants
Rebate paid on first dollar of spend
Monthly cycle is the 4th of the previous month to 3rd of current month
Bills must be paid in full each cycle to be eligible for rebate during cycle
period

Types of Commercial Cards offered under Contract
Purchase Cards
– Cards used at point of sale issued to individuals or departments that need to make ad hoc
purchases
– Centrally billed and centrally paid with Corporate liability
Travel Cards
– Cards issued to individuals used primarily for travel expenses
– Central bill; Individual bill (State agencies only)
Declining Balance Cards
– Infrequent travelers, single use; Special events, projects, i.e. Meeting and Event Cards
Accounts Payable Cards
– Cards used as a payment mechanism to pay invoices per the regular procurement process;
Ghost Card
One Card
– May be used as Travel or Purchase card with use of respective MCC template; insurance
benefits of both program types
– Streamlined approach to Program management with a single program to manage
Virtual Card Accounts
– Fully automated and secure virtual card alternative to checks; e-payment
