Scheme of Capital Grants

• Scheme of Capital Grants (SCG) for Community Facilities & Amenities 2016-2019 adopted by TCC in December 2015

• Funding for Scheme comes from development (planning) contributions on developments in accordance with the TCC’s Development Contribution Scheme 2015-2019

Aim of SCG

• Means of providing the Council and community-based groups, clubs and voluntary organisations with a fund that will support:

– Development of “needs-based” facilities to deal with deficits in community infrastructure and amenities

– Availability of appropriate community infrastructure and amenities for all groups of the population at a convenient distance from their homes and places of work

– Opportunities for communities to improve and give added-value to existing facilities

– Strengthening of community relationships by supporting communities to work together to provide facilities needed in their locality

– Equality of access to all community facilities and amenities

Guiding Principles of SCG

GUIDING PRINCIPLES

• Funding to be in place before any Call is issued

• For capital works which have not yet taken place

• “Needs-based” – support projects that address identified deficits/needs

• Avoid duplication & displacement in relation to provision/use

• Promote multi-use and shared facilities

• Encourage projects using multi-source funding

• Seek out financially sustainable projects

• Ensure social inclusion, public access and equality

• Promote environmental protection and energy efficiency

Priority Setting

• SCG “needs-based”, therefore focusing on identified deficits in community infrastructure and amenities through prioritisation

• Priorities for Calls for Proposals under SCG were proposed by TCC’s Housing, Community & Culture SPC and approved by TCC in June 2017

• Setting of priorities was informed by available research, needs analysis, strategies and plans (e.g.

2016 Survey of community, sports & arts facilities; LECP; LDS, etc.)

• General refurbishment works and ancillary works (such as car-parking) to existing community facilities and infrastructure, including those to improve multi-functional usage

• Energy conservation/ efficiency works to existing community facilities and infrastructure

• Development of new and/or improvements to existing food preparation and kitchen facilities in existing community facilities

• Development of new and/or improvements to existing disability access/facilities in existing community facilities

• Development of new and/or improvements to existing community youth facilities

• Development of new and/or improvements to existing community facilities for older persons

• Energy conservation/ efficiency works to existing facilities and infrastructure

• Provision of new and/or improvements to existing outdoor lighting facilities

• Resurfacing of existing playing surfaces (grass-based surfaces excluded)

• Drainage works for improvements to existing grass-playing surfaces

• Provision of new and/or improvements, including for disability access/usage, to existing indoor playing/training facilities (equipment, such as gym, excluded), in order to improve multi-functional usage

• Development of new and/or improvements to existing all-weather playing/training facilities

• General refurbishment works to existing facilities and infrastructure

• Improvements to performance and exhibition space lighting

• Within this overall funding budget, an amount

of €250,000 is ring-fenced for playground

Funding Rates/Levels

• Funding for projects will be at a maximum rate of 75% of the total eligible project costs, up to the maximum grant levels

• Grants structured at two levels: – Major Grant Award – up to maximum of €100,000 for projects having

an impact at the level of one or more Municipal Districts;

– Community/Local Grant Award – up to a maximum of €40,000 for projects having an impact at the level of one or more communities

• The minimum grant payable is €10,000

• The beneficiary/project promoter will have to provide and demonstrate that it has the remaining 25% match funding

• Due to anticipated demand for funding through the Scheme, amount actually allocated to projects is expected to be less, and perhaps significantly so, than the maximum rates

Who Can Apply

• Applications must be from a legally constituted, not for profit club, group or association which: – Is registered with the Public Participation Network in County Tipperary

– Is registered and in good standing with its national representative body, if any

– Has a constitution or rules or memorandum of association;

– Holds minuted annual general meetings and have appointed officers and committee(s)

– Is open to new members, without discrimination, from the area which the club or association serves, and

– Have available financial, investment and other records (including all bank and other account details)

• Indicate if other groups are involved as partners in the application

Demonstrate the Need for the Project

• Support to projects that address identified deficits and/or where there is a stated need for infrastructure and amenities of the type sought in a community

• Provide a clear rationale as to the need for the project

• Refer to any research carried out

• Explain how the proposal fits into the plans of relevant state/development agencies for e.g. Local Economic Community Plan (LECP), TCC Playground Policy, Tourism Strategy, Heritage Strategy, Local Development Strategy (LDS), etc

Users, Benefits, Impacts

• Objective of the Scheme for a publicly funded facility/amenity to have several uses and multiple users. Provide detail on all uses/user types

• The rationale for this is to ensure that the facility will maximise its value to the entire community – young, old and in between

• Projects should be well supported by their community. Details given could include letters of support, evidence of fund-raising, volunteer assistance, etc

Project Timescale

• Scheme aims to be in a position to provide an

instant benefit/impact once the project which it

has funded is complete

• Funding approved must be fully drawn down

within 12 months of approval, or as otherwise

agreed in writing with TCC

• Provide details and timeframe for full delivery

of your project, if awarded funding

Displacement/Duplication

• Funding of projects so as:

– to ensure co-ordination between communities and groups/organisations

– to avoid competing with other publicly and/or privately run facilities of a similar type and serving the same catchment/market

• Sustainability is one of the principles of the Scheme

• Duplication of facilities is to be avoided

• Provide details of any nearby similar facilities/activities that operate in your sector and outline how duplication/displacement will be avoided

Social Inclusion

• Seeking to ensure that facilities/amenities or

available without discrimination and equally to

all members of the community that the project

serves

Environment, Energy Efficiency

• Projects to have a positive impact on the environment and,

where relevant, bring about reductions in energy usage in

facilities

• See Section 4 of Guidance Notes for Specific Information for

project applications involving energy conservation/ efficiency

works

– At application stage, high level energy audit must be completed by competent

professional and submitted

– If funding is approved, detailed energy audit will then need to be completed by

qualified professional that should include an economic appraisal of each

element of the works and costings should be supplied

– Consult with Tipperary Energy Agency (Better Energy

Communities Scheme)

Title/Ownership

• Confirm ownership details of the site of the proposed project

• If public funds are to be invested in a project, it is very important that the benefit of those funds be retained for the public. This could not be so if the project was based on privately owned lands or buildings or if the lease/agreement was too short

• Confirmation is required that the land/property in question is in the ownership of the body applying or is subject to a lease or agreement for longer than ten (10) years

Planning

• Facilities aided must comply with the provisions of the Planning and Development Act 2000 (as amended), the Building Control Act 1990 and where appropriate, other relevant legislation

• Projects can however apply for a grant, pending receipt of planning permission, or on confirmation that planning is not required

• To receive a grant payment, projects must confirm that the works done are in accordance with planning requirements by having the project’s professional advisor certify same

Grant Award Level

• Grants structured at two levels: – Major Grant Award – up to maximum of €100,000 for

projects having an impact at the level of one or more Municipal Districts

– Community/Local Grant Award – up to a maximum of €40,000 for projects having an impact at the level of one or more communities

• If applying for the “Major” Level, must provide a detailed rationale as to why you have selected this choice

• Applicants selecting the “Major” level can be moved to the “Community/Local” level by TCC, should it determine that this is the more appropriate level applicable

Project Costs

• All expected capital-related costs are to be included

• If procurement has already taken place, attach copy of the quotes, your advisor’s cost report and/or any other relevant documentation

• Complete Appendix 2 if including voluntary labour as a cost. Project administration and management costs are not eligible as voluntary labour

Project Costs

• No more than €5,000 or half of the minimum 25% promoter’s

match-funding financial input into the project, whichever is the

lesser, shall be voluntary work in lieu of cash

• The donation of land or equipment can be included as part of

the project. These must be independently valued by an

appropriate expert and a copy of the valuation submitted. The

valuation should be included in your project costing, if

relevant

• Professional fees (such as design and planning, certification

and legal) up to a max. of 10% of the construction cost can be

included

Project Costs

• Expenditure of the following types will not be

grant-aided:

– maintenance or day to day running costs

– mobile assets

– professional fees for services associated with the

project over and above 10% of the construction

cost of the facility

– expenses of voluntary workers or officers of the

project promoting body

Project Financing

• A project should have funds saved before commencement of works and, if required, a very good plan as to how the remaining funds will be raised

• Projects are encouraged which show a combination of a range of guaranteed funding mechanisms, including self-generated funding

• Due to the anticipated demand for funding through this Scheme, the funding amount allocated to any project is expected to be less, and perhaps significantly so, than the maximum rate payable and promoter’s should bear this mind when drawing up their project budget

Project Financing

• Projects to provide at least 25% of the project budget from their own resources. – Matching funding can be sourced privately or from other public funds.

In this regard, private matching funding is all funding that is not obtained from public sources

– There must be a minimum cash contribution (i.e. private matching funding element) of at least 5% of total eligible project cost, and

– No more than €5,000 or half of the 25% project promoter’s financial input into the project, whichever is the lesser, shall be voluntary work in lieu of cash

• SCG can co-fund with other public funding schemes provided the funding is not for the same element(s) of the project (in other words, “double-funding” is not permitted) – The overall level of public funding for the project cannot exceed 90%

of the total eligible project cost

• Any grant funding awarded will be paid out on the basis of receipted expenditure

• Promoters have to be in a position to carry expenditure until grant received

• Sources of bridging finance facilities include credit unions/banks, CommunityFinance Ireland, Clann Credo, etc

• TCC can, where sought, make an interim payment of 50% of the grant award at the midway point of the project
