Cancellation Policy

Requests to cancel Annual Seminar fees must be submitted in writing andreceived by CACEO via fax, mail or email no later than Monday, September25, 2017. Cancellations by telephone are not acceptable. All cancellationsreceived on or before September 25, 2017 will be refunded less a $25.00processing fee. Allow three weeks for processing of refund once the annualseminar is concluded. No refunds for cancellations submitted on or afterSeptember 26, 2017 will be honored.

Guest Policy

Guests may not attend educational programming, morning continental breakfast, or efreshment breaks.However, guests may attend the Wednesday and Thursday lunch functions for a fee of $55.00 per day forlunch and $________ for the Wednesday night mixer.

Three airports serve the Palm Springs area: Palm Springs International Airport (PSP), LA/OntarioInternational Airport (ONT), and Los Angeles International Airport (LAX).

This will coverhighlights of the revised statewide regulatorystructure for both medical and recreationalmarijuana, including aspects of local control thathave been codified to facilitate routine localregulatory and enforcement activities, and issuesfrom local verification of valid licensing applicants,to testing labs, advertising rules, the new opencontainer law as applied to marijuana, and taxes aswell as general rules on cultivation, transport,audits, inspections and compliance checks. This willalso cover the enactment of AB 2228 (Cooley),enacted in 2016, which directed CACEO to developand maintain minimum training standards,qualifications and experience requirements toqualify for the Certified Code Enforcement Officerdesignation.

Every year we unncessarilylose great people because they were not providedthe resources on how to survive traumatic events,organizational dissapointment, and cummulativestressors. Our job as leaders is to create anenvironment where our people can perserve,flourish, and thrive both during and following timesof adversity and trauma. This course explores the

debilitating effects of PTSD. It also examines anorganizational case study as a model on how youmight develop a similar service that providespscychological first aid, which can ultimatelyeliminate the destructive effects of PTSD. This classis for everyone.

With increasing rates of homelessness anddecreasing availability of affordable housing,California is experiencing a severe housingshortage. The lack of housing options hascontributed to a silent and covert crisis taking holdin neighborhoods statewide. When propertyowners illegally convert garages meant for parkingcars into apartments for families, theycreate unauthorized and unsafe housing – andpeople can die. In 2007, a fire in the City of LongBeach revealed the magnitude of the illegal garageconversion problem. Tragically, three sisters– Jasmine, Jocelyn, and Stephanie Aviles – perishedwhen a fire swept through their illegalgarage residence. The sobering event serves as botha cautionary tale and a call to action forCalifornia code enforcement officers. Thispresentation will profile the investigation and

aftermath of this tragic and preventable firethrough lecture, personal testimony, crime scenephotos, and video footage. The presentation alsoexamine the City of Long Beach’s vigorouscode enforcement response to this tragedyincluding passage of the Aviles Law, and urgentneed for local jurisdictions to enhance resources,codes, and policies to abate unpermitteddwellings. Safe housing matters, and the health andwellbeing of residents cannot be ignored.

The California Department of Public Health hasconcluded that the presence of water damage,dampness, and visible mold, or mold odor isunhealthy. California became the first state in thenation to determine that visible mold is enforceableas substandard housing. Learn from a veterannationally certified home inspector and moldconsultant how to include mold conditions as partof your property inspections, as it relates to theCalifornia Mold Law. This course is designed to helpyou inspect, diagnose, enforce, and ensure safe andproper abatement of substandard mold conditionsas amendment to State Housing Law that took ineffect Jan. 1, 2016. You will determine how toinspect for mold condition complaints including:Non‐invasive inspection protocols, utilization ofinexpensive measurement devices, determiningenforceable mold conditions vs. minor, when torecommend a mold professional, mold health issuesand post mold remediation verification.
