The Grand Conceptor Award was announced in front of over 100 attendees, and the coveted award went to the H-1 PM Contraflow Project submitted by Wilson Okamoto Corporation. H-1 PM Contraflow Project The H-1 PM Contraflow Project was deliv- ered by the Design-Build (D-B) team of Hawaiian Dredging Construction Company with Wilson Okamoto Corporation at a cost of $82 million. The project’s objective was to increase the H-1 Highway capacity for west- bound commuters from the Radford Drive Overpass to Waiawa (H-1/H-2 merge) during afternoon peak traffic period. The D-B team designed an alternative that considered the existing physical conditions that would not affect the operation of the AM Zipper Lane during and after construction. The D-B team also developed alternative improve- ments that could reduce construction and operational costs and be implemented with a shorter construction schedule and less traffic disruption. The alternative solution included a combination of improvements including restrip- ing of lanes along H-1 Highway between Halawa Interchange and Pearl City Off-Ramp, widening of the Pearl City Viaduct, and widen- ing of pavement areas along H-1 (westbound) from the H-1/H-2 Merge toward Waikele. Overall, the project added a full lane of capac- ity for afternoon traffic from Halawa to Waikele. Innovative applications and materials were used for the project, including the use of a pre- cast concrete slab system, which was self-lev- eling along the eastbound H-1 Highway in Aiea. This was the first application of rapid con- crete pavement replacement with precast pavement panels in Hawai`i. This reduced con- struction time and lane closures. While the project’s intent was to improve the afternoon peak commute, the addition of a full lane also improved the morning commute. Expediency in design, construction, and uti- lization of a combination of innovative applica- tions and materials helped the overall project timeline and reduced impacts to westbound commuters. Ford Island Waterline Replacement sub- mitted by Fukunaga & Associates 2017 OAHU CHAPTER MATHCOUNTS COMPETITION RESULTS The 34TH MATHCOUNTS Oahu Chapter Competition was held February 4, 2017 at Kamehameha Schools Kalama Dining Hall. Taking first place was Washington Middle School. Second place was Iolani followed by 3rd place Punahou, 4th place Kamehameha, 5th place Highlands Intermediate, 6th place Kapolei Middle, 7th place Waipahu Intermediate, 8th place Kalakaua Middle, 9th place Mililani Middle, and 10th place Niu Valley Middle. Twenty-five Middle/Intermediate schools participated. The placement of teams is determined by adding team members’ individ- ual scores plus the Team Round score. The Team Round focuses on problem-solving and collaboration. Students have 20 minutes to com- plete 10 math problems, assuming the use of a calculator. Only the 4 students on a school’s team can take this round officially. Hawaii MATHCOUNTS is sponsored by the Hawaii Society of Professional Engineers (HSPE) with competition assistance from Hawaii educators and engineers. The student mathletes are placed according to their individual scores in the Sprint and Target Rounds. Hawaiian Electric donationssupport science and robotics

A $5,000 grant from Hawaiian Electric to theHawaii State Science Olympiad (HSSO) willsupport the nonprofit’s 2017 tournament sea-son, and marks another “Act of Aloha” com-memorating Hawaiian Electric’s 125th anniver-sary.

Hawaiian Electric presented the grant toHSSO at the Leeward Oahu RegionalTournament, held Feb. 4 at LeewardCommunity College, which brought togethernearly 300 students from middle and highschools on Oahu to challenge their problem-solving skills and hands-on science knowl-edge.

“These science tournaments provide oppor-tunities for students to excel outside of theclassroom while encouraging their interest inprofessional and technical careers in the STEMdisciplines, which we wholeheartedly support,”said Jim Kelly, Hawaiian Electric vice president- corporate relations.

During the same quarter, Hawaiian Electricalso donated $14,000 in grants to the HawaiiScience Bowl, Sacred Hearts AcademyScience Symposium, and McKinley HighSchool robotics program.

Now in its 18th year, the McKinley roboticsprogram has received numerous awards andrecognitions. Currently, two-thirds of the 35-member team are girls, and four HawaiianElectric employees mentor the team by provid-ing technical guidance and helping to preparethe students for competitive robotics events.

In 2016, Hawaiian Electric contributed morethan $144,000 to advance STEM learning andenrichment programs for Hawaii students andeducators. The company has supported STEMprograms and initiatives in Hawaii for more than30 years and contributed more than $1.2 mil-lion during that time.

Annual Makapu’u Trail Hike and BBQ atAlan Davis

On Saturday, January 21, 2017, YMF mem-bers participated in a short morning hike upthe ridge to get a beautiful view overlooking theMakapu’u Beach Park and lighthouse.Afterwards the group went down to the AlanDavis Beach for some relaxation in the sunwhile having “Shish Kabob” for brunch. Somemembers spent some time in the water whileothers played a game of touch football on thesand. This was the most successful socialevent of the year so far with seventeen mem-bers in attendance.

On the morning of Saturday February 4,2017, 9 volunteers from the Hawaii SectionYMF volunteered at the MATHCOUNTS compe-tition held on the Kamehameha Middle SchoolCampus. MATHCOUNTS is a national mathenrichment, coaching and competition pro-gram that promotes middle school mathemat-ics achievement in every U.S. state and territory, and is one of the most successful edu-

cational partnerships involving volunteers,educators, industry sponsors and students.The competition was open to 6th, 7th, and 8thgraders. YMF members helped record scoresfor the participating middle schools. Thank youto all of the volunteers for coming out to help atthis event.

ENVISION PresentationMinimizing negative human impacts on the

environment begins with the design processand carries through the construction and oper-ational life cycle of a project. Envision™, a pro-gram of the Institute for SustainableInfrastructure, “provides...framework for con-ceiving and planning sustainable infrastructureprojects. Its flexible design allows it to functioneither independently or alongside other sus-tainability planning and rating systems, includ-ing USGBC LEED and various ‘black box’ solu-tions.”   YMF members learned about therecently gold-awarded Kunia Country Farmsproject and discussed the applications andbenefits with The Envision Action Committee ofHawaii’s,  TEACHawaii, members Jon Youngand Amber Takenouchi.

Meeting was called to order by ChairmanDerek Sato at Hawaiian Electric’s Ward Avenuecafeteria. Attending were the ExecutiveCommittee, Dr. A. Zachary Trimble, CatonGabrick and speaker Grant Takara. The follow-ing were reported and discussed:

Student Section (UHM) Report:• Science Olympiad at the UHM College ofEngineering (COE) to be held February 18.• Junior Expo for High School Juniors will beheld at the COE on March 3. COE students toprovide mentoring, judging and other duties forthis event and for the Science Olympiad.• Students plan to attend the 2017 ASME E-fest at the University of Nevada at Las VegasMarch 17-19 along with the annual HumanPowered Vehicle (HPV) Competition.

UHM Department of MechanicalEngineering (DME) Report by Dr. Trimble:• The DME has the largest number of declaredengineering majors at the UHM COE. The unof-ficial tally is well over 400+.• To help with the continued growth, severalclasses with labs are being combined.Currently the DME has 18 professors. There areplans for adding professors for thermal fluids,mechanics, and materials. With the expectedcontinued growth in the fall 2017, two addition-al positions are in development. With thisgrowth, a long term planned usage of HolmesHall has been initiated along with possibledevelopment of additional building space inclose proximity to Holmes Hall.

HCES Activities by ASME:• ASME digitized the HCES logo and createdtwo vector artwork for pens and Post-it Notes.

These promotional items were turned over toHCES the last week of January.• The engineering brochure task was nearingcompletion. Seeking royalty free artwork orphotos that represent ME, CE and EE. Targetaudience for this brochure is high school andmiddle school students.

ASME-HAWAII P.E. REFRESHER COURSE: Raymond Liu reported that the course start-

ed with 22 candidates. The classes are heldevery Tuesday from 6 PM to 9 PM at theUniversity of Hawaii Ag/Science building andwill end April 15, 2017. The spring 2017 PEExam is scheduled for April 18. Twelve candi-dates plan to take the April exam with theremainder planning to take the October 2017exam.Considered Tours:

Wheeler Army Airfield – HIANG aircrafthangar. Planning for a weekend tour. Detailsare being worked on.Program:

Speaker Grant Takara on Smart Garments.Grant is a Master’s degree candidate at theUHM DME. Smart garments map pressure andtemperature distribution and body orientationto aide in the prevention of pressure ulcersmainly in the paraplegic and geriatric popula-tion.

Each of these projects has contributed to thebeauty, vitality, efficiency, and sustainability ofour island home as well as leading in designinnovation and execution.

ACECH also recognized a local project thatwent on to gain international recognition: theAdvanced Electro Optical System (AEOS)3.67-Meter Telescope Facility on Mt. Haleakala,designed by Sato and Associates. This projectwon an ACECH Excellence Award in 2000 and,subsequently, the ACEC’s Grand ConceptorAward. The accolades didn’t end there. In2013, the AEOS 3.67-Meter Telescope Facilitywas named one of the U.S.’s top 10 engineer-ing projects of the century and recognized assuch by FIDIC - The International Federation ofConsulting Engineers at its awards ceremonyin Barcelona, Spain.

Kako`o AwardIn addition to this year’s and the retrospec-

tive winners, the evening held a special sur-prise: the bestowal of the coveted Kako`oAward to Mr. Richard Sato of Sato andAssociates, Inc.

Under the prevailing interpretation of Hawai`ilaw, Richard Sato was asked, during a contractdispute, to defend and pay for the defense ofothers who were parties to his contract, eventhough no negligence was found against himor his firm. Refusing to back down from whatwas an unjust burden, he kept fighting all theway to the Hawai`i Supreme Court, and frontedthe costs for the legal appeals with his ownmoney.

Because of Mr. Sato’s tenacity, the entiredesign professionals’ community will now ben-efit from the favorable Hawai`i Supreme Court

combinatorics, and algebra problems in 40minutes. The Target Round has 8 problems inpairs of two with 6 minutes per pair to com-plete. The highest scoring mathlete was DarrenDo of Washington. In fact the top five scoringstudents were all from Washington MiddleSchool. Do was followed by his teammates,second to fifth place, in that order, byKyungBong Ko, Zi He Yan, Sonny Nguyen, andAnna Baker. Joshua Park of Iolani was sixth,followed by Nainoa Visperas of Kamehameha.

A Countdown Round was held for fun pittingthe top 12 individual scorers against eachother in pairs. The Countdown Round focuseson speed and accuracy. Students have a max-imum of 45 seconds per problem without a cal-culator. In first place was Nainoa Visperas andsecond was Darren Do. Congratulations toKamehameha Schools, our host, for a very out-standing performance.

The Hawaii MATHCOUNTS major sponsor isHawaiian Electric Company, Inc. providingfinancial support and scoring volunteers.Volunteers came from Hawaiian ElectricCompany, U.S. Army Corps of Engineers(USACE), ASCE Young Members Forum (YMF),and ASME. TheHawaii Supreme Court ruled that the duty todefend arising from an indemnity provision in aconstruction contract is determined at the endof litigation, when negligence is determined,and overturned the decision in Pancakes v.Pomare that had previously been used to trig-ger the duty to defend. It further upheld HRS431:10 222 prohibiting indemnifying anotherfor their sole negligence. The entire design pro-fessionals’ community owes Richard Sato theirappreciation and gratitude for a very favorabledecision with far-reaching impact that will con-tinue to benefit the entire industry.
