1. Current Catalog Description of the Bachelor’s Program.

We are proposing a combined BS/MPH program that will allow any of the School of Public Health’s four BS degree programs to be combined with any of SPH’s nine MPH/MHA concentrations.

The FMSC BS Major The major in Family Sciences focuses on the study of families and the problems they face in contemporary society. The major offers excellent training in scientific methods to understand family development, behavior, and strengths, and to solve family problems. Students learn to describe, explain, and improve the quality of family life through education, applied research, policy analysis, and human services program management. The HLTH BS Major The Bachelor of Science in Community Health is an interdisciplinary public health degree program rooted in social and behavioral science and theory and focused on making meaningful contributions to impact health and quality of life at all levels of society. Students learn to address the complex individual, community, and societal factors impacting health through a highly-structured, professionally-focused program that culminates in a full-time, mentored internship during the final semester. The program is designed to serve as a gateway to graduate studies or as a transition directly to the field as an engaged, prepared, and well-informed public health practitioner. During the program, students have opportunities to learn outside of the classroom through volunteer work, study abroad opportunities, collaboration with departmental faculty through independent study, work at the University Health Center for credit, and public health-related student groups. Graduates of the Community Health major pursue careers in research, advocacy, policy, health education, social work, community outreach, and other public health related areas. They work locally, nationally, and internationally primarily through foundations, non-profit organizations, and government services.

The KNES BS Major The Department of Kinesiology is dedicated to preparing its graduates to play important leadership roles in numerous fields associated with physical activity. The Department's academic programs strive to provide up-to-date, in-depth, interdisciplinary study of human movement at all levels of analysis. The faculty are committed to excellence in teaching, research, and service as we strive to understand human physical activity including individual motor behavior, exercise, and sport across the lifespan and its relation to society and to public health.

The PHSC BS Major The Public Health Science program includes a strong curriculum in science and public health courses, such as biostatistics, epidemiology, environmental health, and global health. Students will have the opportunity for individual exploration in public health through electives, laboratory experiences, optional internships, and a culminating interdisciplinary capstone course. This degree will enable students entering allied health professions, as well as medicine, dentistry, nursing, and pharmacy to address the growing health challenges facing global communities today.

2. Current Catalog Description of the Master’s Program. Include any special admissions information. Descriptions of SPH’s nine MPH concentrations (including the MHA degree, which is structured similarly to the MPH in all aspects of the core requirements and total credits): Behavioral and Community Health (MBCH) The Department offers graduate study leading to the Master Public Health (MPH) in Behavioral and Community Health and the Doctor of Philosophy degree in Behavioral and Community Health. The graduate programs are designed to prepare behavioral health professionals with specific skills and the ability to implement theoretical knowledge in a practical setting. The mission of the MPH program is to promote the development of behavioral and community health professionals who understand the science, theory, and practice of public health and can apply this knowledge toward the enhancement of health status of communities. The MPH program is designed as a professional degree to prepare behavioral and community health professionals working in public health service as practitioners, administrators, supervisors, educators, consultants and researchers. Students will participate in both academic and applied training in program planning and implementation, program evaluation, public policy analysis, research, and management. Degree programs may be completed either full-time or part-time. All classes are held from either 4:00pm-6:45pm or 7:00pm-9:45pm Monday through Friday. Faculty support coursework, research and practice experiences in many areas, including: health communication; health behavior; adolescent health; women’s health; health literacy and health disparities. Faculty hold doctoral degrees in public health, psychology, health education, sociology and epidemiology. The Department offers excellent research and laboratory facilities including the Center for Young Adult Health and Development, Laboratory for Health Behavior Assessment and Intervention and The Center for Health Behavior Research. Biostatistics (BIOS) Biostatistics is a science that addresses theory and techniques for describing, analyzing, and interpreting health data. The discipline is primarily focused on applications to problems in the health, medical, and biological sciences. The MPH with a concentration in biostatistics is a 45 credit professional degree that prepares graduates to work in public health services as practitioners, researchers, administrators, and consultants. A full-time student may complete our program in 2 years. Part-time students may take up to 4 years. The majority of courses are offered in the evenings. In addition to coursework, all biostatistics masters’ students are required to complete a capstone experience that occurs after all courses are completed and includes: 1) a data analysis project and 2) an internship of at least 240 hours. Our proximity to the nation’s capital offers students unparalleled opportunities for research experiences in public health, including placements at the National Institutes of Health, National Center for Health Statistics, Centers for Disease Control, Food and Drug Administration, the Maryland Department of Health and Mental Hygiene, and many other national, state, and local health agencies. The Maryland Institute for Applied Environmental Health (MIAEH) offers a Master of Public Health (MPH) degree with a concentration in Environmental Health Sciences. Environmental Health Science is a discipline that investigates biological, chemical, and physical factors that affect the health of human beings and their communities. Focusing on interrelationships between people and their environments, the discipline seeks to translate environmental health research into effective public health practice; promote human health and well-being; and foster safe and healthy environments. Environmental public health scientists address issues such as the control of epidemic diseases, food and water safety, treatment and disposal of liquid and airborne wastes, elimination of workplace stressors, and the role of environment in chronic illnesses. Environmental health sciences professionals also tackle the effects of long-range problems, including the effects of toxic chemicals and radioactive waste, acidic deposition, depletion of the ozone layer, and global warming on human health. The program additionally seeks to understand the effects of adverse built environments and environmental injustice in its approach to interventions promoting applied environmental health for all.

Epidemiology (EPDM) Epidemiology is the study of the distribution and determinants of disease and injuries, and other health states in human populations. As the fundamental science of public health practice, epidemiology provides the conceptual and applied tools necessary for the study of public health problems. The MPH with a concentration in Epidemiology is a 45-credit professional degree that prepares graduates to work in public health services as practitioners, researchers, administrators, and consultants. A full-time student may complete our program in 2 years. Part-time students may take up to 4 years to complete the program. The majority of courses are offered in the evenings. In addition to coursework, all epidemiology masters’ students are required to complete a capstone experience that occurs after all courses are completed and includes: 1) a project (usually data analysis or a comprehensive literature review); and 2) an internship of at least 240 hours.

Health Administration (HLSA) The Master of Health Administration (MHA) program at the University of Maryland, College Park offers students a rigorous, multi-disciplinary program with courses in public health services administration, epidemiology, environmental health, biostatistics, health behaviors and determinants, health policy, health law and ethics, health economics and analysis, strategic management of human resources, health service information systems, financial management of health organizations, marketing for competitive health service, quality assessment and evaluation, and health care leadership and communications. The 45-credit professional degree will prepare graduates to manage the many complex health-related organizations including hospitals, long term care facilities, managed care organizations, rehabilitation agencies, public health clinics, state agencies, among others. With the impending retirement of the first wave of baby boomers, public health and health care organizations face large scale losses of middle and executive level administrators. Public health and health services now comprise the largest industry in the United States, producing nearly one seventh of the United States’ gross national product. According to the World Health Report 2000, the health care system should be conceptualized as including not only health services, but also public health and social welfare activities. The Department of Health Services Administration adopts this integrated approach to address current health needs, provide leadership in a rapidly evolving health care industry, and anticipate future health challenges in an expanding global economy. The MHA program is considered to be equivalent to the MPH and is accredited by the Council on Education for Public Health (CEPH).

Health Equity (HLEQ) The Master of Public Health (MPH) degree with a concentration in Health Equity is a 45-credit interdisciplinary professional degree. It is a school wide program, currently administered by the Department of Health Services Administration. The MPH program in Health Equity is designed to train students as public health scientists and practitioners that focus practice and/or research activities on the recognition, description and elimination of health disparities. Health disparities exist across several groups such as race/ethnic groups, geographic residence, gender, sexual

orientation, age, and disability status. Public health and health care practitioners and researchers play a critical role in the identification and amelioration of health disparities and in working towards achieving health equity. The MPH program in Health Equity is a unique and interdisciplinary program with students taking courses across all departments at UMD-SPH and across the UMD campus. The expertise gained through the MPH in Health Equity prepares students for careers that involve integrating health equity into public health practice at various levels. Various agencies in the state (e.g., county and state health departments) and across the nation (e.g., NIH and CDC), including colleges/universities, health-related agencies, community groups, and even large corporations (hospitals and insurance plans), employ public health professionals with a deep understanding of health disparities in order to design, implement, evaluate, and monitor interventions and policies to improve the health of their constituents by working towards health equity. To accommodate a variety of career pursuits, students have flexibility in designing their course structure. Once a foundational knowledge is acquired through the MPH program's core requirements, students are encouraged to take electives across a range of disciplines. A large number of elective courses are available within the existing graduate curriculum across all departments in the School of Public Health as well as across other UMD colleges and DC area institutions. Students will be advised to work with SPH faculty for recommendations about how certain elective courses will best support particular career aspirations. Health Policy Analysis and Evaluation (HPAE) The Master of Public Health (MPH) degree with a concentration in Health Policy Analysis and Evaluation is a 45-credit professional degree offered by the Department of Health Services Administration. The MPH program in Health Policy Analysis and Evaluation is designed to train students as public health scientists and practitioners that focus practice and/or research activities on the understanding, analysis, evaluation, and development of health policy. Various agencies in the state (e.g., county and state health departments) and across the nation (e.g., NIH and CDC), including colleges/universities, health-related agencies, community groups, and even large corporations (health care systems and insurance plans), employ public health professionals with a deep understanding of health policy in order to design, implement, analyze and evaluate policies to improve the health of their constituents. This program prepares graduates to take leadership positions in government agencies, consulting companies, health care organizations such as hospitals, community clinics, or health systems corporations, as well as health policy research organizations. The MPH concentration in Health Policy Analysis and Evaluation at UMD-SPH is unique in that it focuses not only on health care policies but on the analysis and evaluation of all policies that affect the public’s health such as policies related to public health organizations and other public policies in education, housing, nutrition, and environmental pollution, among others that have an impact on population health. Students in the program benefit from UMD-SPH location in the DC area, with its proximity to federal government and agencies tasked with developing and implementing health policies such as the Centers for Medicare & Medicaid Services, in particular the Center for Medicare & Medicaid Innovation, The Agency for Healthcare Policy and Research, the Environmental Protection Agency and Health Resources and Services Administration, as well as top private and non-profit research institutions such as RAND, Mathematica, The Urban Institute, and The Brookings Institution, which conduct high-quality, independent research and provide innovative, practical recommendations to health policy makers. Faculty in the HLSA department has active collaborations with several of these agencies and institutions and students in the department have access to internships, capstone projects and post-graduation positions at these organizations. In addition, students in the program benefit for the HLSA department’s close links with the State of Maryland legislature and students have interned with General Assembly members; in those experiences, they have conducted research on legislative issues, co-authored legislation, assisted in preparation for hearings, and other policy related tasks. Physical Activity (PHAC) The Master of Public Health (MPH) degree with a concentration in Physical Activity is a 45-credit professional degree, administered by the Department of Kinesiology. All MPH students with concentration in Physical Activity will complete five public health core courses, eight courses in the physical activity and related cognate area, an internship, and a capstone project.

Public Health Practice and Policy (PHPP) Healthcare is the largest industry in the U.S. and employs over 11 million workers. 21st century health care professionals require cutting-edge knowledge and exemplary leadership skills to enable their organizations to rise to societal, technological, ethical, financial, and public health challenges. To meet the growing demand for skilled health care professionals, the Department of Health Services Administration, School of Public Health, at the University of Maryland offers an exceptional professional learning opportunity in Public Health Practice. The Master of Public Health in Public Health Practice and Policy (MPH-PHPP) is designed to provide working professionals with the broad range of knowledge and skill-based competencies needed to assume leadership roles in addressing important public health practice and policy issues nationally and globally. The program offer courses in the fall and spring semester (16 weeks each) and Summer Term (two 6-week sessions). The curriculum and degree has the same content, quality, and high standards as the University’s traditional on-site curriculum and reflects the broad range of knowledge and skill-based competencies germane to public health practice in the 21st century. Instruction is delivered by School of Public Health faculty and experts from prominent public health organizations. The School of Public Health is accredited by the Council on Education for Public Health.

3. Current Requirements for the Bachelor’s Program. Include all course requirements for program. Include credits.

Each of the four BS programs is 120 credits and follows the standard structure for majors at UMD. See Appendix A for current BS requirements for the four programs.

4. Current Requirements for the Master’s Program. Include all course requirements for program. Include credits.

Each of the nine MPH/MHA programs requires a total of 45 credits and includes 14 “core” course credits (SPHL601, 602, 603, 610, 611, and 620), along with 4 credits of internship and 3 credits of capstone project. The remaining 24 credits are specific to each concentration (“cognate” and elective courses). See Appendix B for current MPH/MHA requirements for the nine concentrations.

5. Rationale for Creating the Combined Program.

Our mission in the School of Public Health is to promote and protect the health and well-being of our diverse local and global communities. In order to achieve our mission, we must have a diverse and robust public health workforce, including effective practitioners and leaders in the many specialty areas in public health. As a public, land-grant institution, we are committed to educating the next generation of public health professionals to serve our state, nation, and beyond. When we improve our public’s health, we reduce healthcare burdens and have a significant impact on the success of our nation. The MPH is considered the standard practitioner degree for public health work across the nation and our ability to graduate excellent MPH students speaks directly to our ability to achieve our mission. Toward that end, we are proposing here an enhanced pipeline for our strongest students to complete the MPH at reduced time and cost, building on the foundation of any of our undergraduate programs.

Within the SPH, we have students across all four of our undergraduate programs interested in pursuing the MPH degree. In the present proposal, we have worked to design a joint program that allows students in any SPH BS program to be admitted to any of our nine MPH concentrations with 12 credits of overlap, thus reducing both cost and time to degree for students to complete the MPH. With minor exceptions, the BS programs are untouched in these program plans, with heavy use of general elective credits to ensure that the content of the BS degree is intact. The 12 credits of overlap consist of core public health MPH courses that are both relevant to the BS degree and central to the foundation of the MPH. The remaining aspects of the MPH concentration requirements are also untouched.

6. Admissions Criteria and Procedures.

Students may apply for the program early in the Junior year. Students must be majors in one of the SPH BS degree programs (FMSC, HLTH, KNES, PHSC) with an overall GPA of 3.5 (>), having completed a majority of undergraduate degree requirements, ensuring strong academic progress and experience within the degree program. Students with these qualifications would submit a letter of application, letters of recommendation (at least one from an SPH faculty familiar with the student), and a BS/MPH degree plan developed in collaboration with our advising staff. We will limit admission into the program based on seats available in the MPH program concentrations and in recognition of the importance of a diverse student body in the MPH program, in this case wanting to limit the fraction of UMD BS graduates who are admitted into the cohort-based MPH programs. Admitted students would meet with dedicated program advisors at the undergraduate and graduate level at the end of their Junior year to ensure a clear plan for completion of both degrees has been established and approved. We will work closely with departmental Honors students, who may have additional requirements for their BS degrees. Students will begin taking overlapping courses in the Senior year and must maintain an overall 3.5 GPA to remain in the program. Students may leave the program and still complete their BS degree requirements. Students who are on track to successfully complete the BS degree requirements and overlapping credits will complete a graduate application and be admitted into the MPH program at the end of their senior year; no GRE will be required for these students. Students will identify their concentration at the time of admission or by the time of application for the graduate degree to ensure the program path is appropriate. International students are welcome to apply for our face-to-face programs, but are currently ineligible for our online program due to visa restrictions. Admitted students will be required to graduate from their BS degree within four semesters of admission to the combined BS/MPH program (allowing two semesters for unexpected challenges), though we expect the vast majority of students to need only two semesters for BS completion. Students who did not apply or who were not admitted into the combined BS/MPH program will still be eligible to apply for entry into the MPH program through typical mechanisms.

7. Course requirements for Combined Program. Include all course requirements for students participating in combined program. Include credits. Note the courses that will double-count, and the requirements for which they will be used (for example, graduate course requirement X will also count for an upper-level undergraduate restricted elective, or count specifically of undergraduate course requirement Y).

Appendix C includes all of the BS degrees showing the incorporation of 12 credits of MPH coursework.

Appendix D includes all of the MPH/MHA concentrations showing the completion of the remaining 33 credits of MPH/MHA coursework from any of the BS degree programs. Note that Appendix D includes plans for each MPH concentration showing the 12 credits of MPH coursework taken at the BS level (double-counting credits). In general, the following 12 credits of MPH coursework will double-count for BS degree requirements: SPHL601 – Core Concepts in Public Health (1 cr.; Fall semester) SPHL602 – Foundations of Epidemiology and Biostatistics (4 cr.; Fall semester) SPHL603 – Public Health Data Laboratory (1 cr.; Fall semester) SPHL610 – Program and Policy Planning, Implementation, and Evaluation (5 cr.; Spring semester) SPHL611 – Public Health Ethics (1 cr.; Spring semester) These credits will double count with the following requirements in each of the BS degrees (sample plans shown in Appendix C for each BS degree): FMSC BS: The 12 SPHL6** credits will double count with general elective credits (“free” electives) rather than major requirements. HLTH BS: The 12 SPHL6** credits will double count with 6 general elective credits and 6 HLTH degree-specific options credits. Students would reduce their required 12 cr. internship (HLTH491) to 9 cr. and add one additional HLTH option course to accommodate the 6 graduate credits with the internship requirement in the final semester of their Senior year. KNES BS: The 12 SPHL6** credits will double count with general elective credits rather than major requirements. PHSC BS: The 12 SPHL6** credits will double count with general elective credits rather than major requirements. For each of the MPH concentration, the 12 SPHL6** credits will have been earned as part of the BS degree and double counted as graduate credit. Each concentration will then have a remaining 33 credits of core, cognate, internship, and capstone course requirements in order to complete the MPH degree. No adjustments in the MPH requirements are needed for any of the MPH concentrations as part of this combined program. Sample plans are shown in Appendix D for each concentration.

8. Explain why specific courses are being used to double-count for both degrees. In the MPH program, all students in all concentrations complete a “core” of 14 credits over the course of three semesters, with 12 credits occurring in the first two semesters. These 12 credits of coursework (SPHL601, 602, 603, 610, 611) cover foundational content in public health, epidemiology, biostatistics, program planning and evaluation, and ethics. We view this content as appropriate to double-count for any of our SPH BS degrees, and will add to knowledge already gained by these students. Because the overlapped credits are mostly covering general elective credits for the BS degree programs, the impact to the typical BS degree content will be minimal.

9. Sample plan. Provide a term by term sample plan that shows how a hypothetical student would progress through the program to completion.

Because we are designing this program to accommodate any of our BS degrees in the School of Public Health with any of the concentrations within our MPH degree, we are first presenting a general skeleton plan for how the combined degree program will work, followed by typical plans for each of the BS degrees and each of the MPH concentrations. Individual student plans may differ slightly, in particular depending on their graduation semester.

Addendum 

 

This proposal was amended after PCC committee review but before final approval.  In order to conform to Graduate School policy, all references to allowing undergraduates to take graduate credits in addition to the 12 hours permitted by Graduate School policy were removed.  The Office of the Senior Vice President and Provost, the Graduate School, and the School of Public Health agreed on the amended proposal.
