About the Israel Institute

Major current and past supporters of the Israel Institute include:

THE MISSION OF THE ISRAEL INSTITUTE is to enhance knowledge

about modern Israel through the expansion of accessible,

innovative learning opportunities, on and beyond campus.

Our founding president, Ambassador Itamar Rabinovich, with

the generous help of the Charles and Lynn Schusterman Family

Foundation, launched the Israel Institute in 2012 to create spaces

and resources for students, scholars, and communities to study

contemporary Israel in a comprehensive and rigorous manner.

Today, the Institute’s many programs and initiatives serve as platforms

for increased teaching, research, and discourse on modern Israel at

over 100 universities, research centers, and community organizations

across nearly two dozen countries.

Based in Washington, D.C., the Institute also has offices in New York

and Tel Aviv.

This publication is designed as a “who’s who” guide to the Israel Institute’s cadre of scholars,

researchers, and artists for the 2017-2018 academic year (AY 2017-2018). The guide, which

demonstrates the scope of talent of our affiliates, is a relevant tool for colleges and universities,

groups of students or young professionals, and organizations interested in hosting or otherwise

engaging experts on various topics related to modern Israel. It provides information on the

education, background, and areas of expertise of each affiliated scholar and artist, and also

indexes the experts by topic area and region.

Visiting faculty and scholars are drawn from respected Israeli colleges, universities, and research

institutions, as well as top American and European universities and research centers. Likewise, our

visiting Israeli artists, among them filmmakers, choreographers, musicians, and authors, represent

the best of Israel’s vibrant cultural scene. We hope that this guide will prove useful to you in

finding an expert who can share their unique knowledge and talents with your community.

SENIOR FACULTYTAMAR ARIELI, PH.D.

Visiting Professor at SAN DIEGO STATE UNIVERSITY San Diego, CA ♦ AY 2017-2018

Background and Education:Tamar Arieli heads the Conflict Management Program at the Tel-Hai College, Israel. She formerly served as a lecturer at the Interdisciplinary Center (IDC) Herzliya and at Indiana University, Bloomington (2010-2011). Arieli’s academic background combines political geography and regional and urban planning with the study of conflict and cooperation. She analyzes economic, social, and environmental aspects of life in border and peripheral regions, where social and political conflict may compromise prospects of regional development and social integration. Her past research involved extensive field work in Israel, Jordan, the West Bank, and the Gaza strip as well as along the U.S.-Mexican border.

Publications include: “Borders, Conflict, and Security” (International Journal of Conflict Management, 2016); “Municipal Cross-Border Cooperation in the Post Conflict Environment: The Gulf of Aqaba” (Territory, Politics, Governance, 2016); “Policy Entrepreneurship in Post Conflict Borders: Conceptual Framework and the Israeli-Jordanian Experience” (Policy Sciences, 2013).

RIFAT AZAM, LL.D.

Visiting Professor at the WASHINGTON UNIVERSITY SCHOOL OF LAW St. Louis, MO ♦ AY 2017-2018

Background and Education:Rifat Azam is an associate professor of law at the Radzyner School of Law in the Interdisciplinary Center (IDC) Herzliya, where he researches and teaches in the fields of tax law and policy, international taxation, e-commerce, and human rights. Azam completed his studies at The Hebrew University of Jerusalem School of Law in 2006 (LL.B., LL.M., LL.D.). He also clerked for Chief Justice Aharon Barak of the Israeli Supreme Court and served as legal assistant to the Chief Justice and the Supreme Court from 1997 through 2006. Last year, Azam was a visiting professor at Nova Southeastern University Shepard Broad College of Law following a year at Columbia Law School as the Israel Institute Visiting Professor of Law. He has also performed research at Harvard Law School and the University of Michigan Law School.

Publications include: “Minimum Global Effective Corporate Tax Rate as General Anti-Avoidance Rule” (Columbia Journal of Tax Law, 2017); “Interpretation of Tax Law: The Role of Human Rights in the Supreme Court Jurisprudence” (Law & Business – IDC Law Review, 2014 – in Hebrew); International Taxation of E-Commerce (The Hebrew University of Jerusalem Press, 2013 – in Hebrew).

GUY BEN-PORAT, PH.D.

Visiting Professor at BROWN UNIVERSITY Providence, RI ♦ AY 2017-2018

Background and Education:Guy Ben-Porat is an associate professor in the Department of Government and Politics at Ben-Gurion University of the Negev. His work engages religion and politics, conflict resolution, and multicultural societies. Currently, he is co-writing a book on police and minorities in Israel. He has formerly been a visiting professor in the United States (University of California, Davis), France (Sciences Po), Canada (University of Ottawa) and Japan (Hitotsubashi University). Ben-Porat earned a Ph.D. in political science from Johns Hopkins University in 2001 and has worked at Ben-Gurion University ever since.

Publications include: Between State and Synagogue: The Secularization of Modern Israel (Cambridge University Press, 2013 – Winner of the Shapiro Best Book Award, Israel Studies Association, 2014, and the Israeli Political Science Association Best Book Award, 2014); Global Liberalism, Local Populism: Peace and Conflict in Israel/Palestine and Northern Ireland (Syracuse University Press, 2006 – Winner of the Czempiel Prize, Frankfurt Peace Research Institute, 2008).

YOSSI BEN-ARTZI, PH.D.

Visiting Professor at THE UNIVERSITY OF TEXAS AT AUSTIN Austin, TX ♦ Spring 2018

Background and Education:A member of the Department of Israel Studies at the University of Haifa, Yossi Ben-Artzi specializes in the historical geography of Israel in modern times, the history of the city of Haifa, and heritage preservation. Ben-Artzi served as chairman of the Department of Israel Studies (1994-1998); dean of the Faculty of Humanities (2000-2004); and rector of the University of Haifa (2004-2010). Since 2012, he has also taught at the Israel National Defense College. Alongside his academic career, Ben-Artzi is active on the public level as chairman of the Municipal Street Names Committee, public representative on the municipal committee of Heritage Preservation, and chairman of the Advisory Forum for the Preservation of the Israel Authority of Antiquities. He is also one of the six original co-founders of the Euro-Mediterranean University (EMUNI), established in 2008. Ben-Artzi holds a Ph.D. from The Hebrew University of Jerusalem.

Publications include: A Close-Remote Island: Rural Jewish Settlement in Cyprus 1883-1939 (Bar-Ilan University Press, 2015 – in Hebrew); Mount Carmel of Graf Von Mulinen (The Magnes Press, 2013 – Co-editor with Aharon Geva Kleinberger – in Hebrew).

MORAD ELSANA, M.S.W., J.S.D.

Teaching Fellow at CALIFORNIA WESTERN SCHOOL OF LAW San Diego, CA ♦ AY 2017-2018

Background and Education:Morad Elsana most recently served as a post-doctoral research fellow at the University of Maryland and, before that, as a professor of public international law, international human rights law, and international humanitarian law. Prior to his doctoral studies, he served as a senior staff attorney and director for Adalah – The Legal Center for Arab Minority Rights. He also worked as a legal advisor for Genesis, an Arab Jewish community advocacy organization in Israel. Throughout his career, he has received several prestigious fellowships such as the Fulbright Outreach award and the McGill University Middle East Program in Civil Society and Peace Building fellowship. Elsana holds a J.S.D. and LL.M. from the American University-WCL, an M.S.W. in Social Advocacy and Community Development from McGill University, and an LL.B. from Tel Aviv University.

Publications include: “The Recognition of Indigenous Peoples’ Land: Application of the Customary Land Rights on the Bedouin Case” (Georgetown Journal of Law & Modern Critical Race Perspectives, 2015); The Dispossession and Recognition of Indigenous Peoples’ Land Right: The Case of Bedouin in Israel (J.S.D. Dissertation, American University, Washington College of Law, 2013).

ISRAEL DORON, LL.M., PH.D.

Visiting Professor at the UNIVERSITY OF CHICAGO Chicago, IL ♦ AY 2017-2018

Background and Education:Israel (Issi) Doron, LL.B. (Hebrew University of Jerusalem, Israel); LL.M. (Washington College of Law, Washington D.C., USA); Ph.D. (Osgoode Hall Law School, Toronto, ON., Canada). Doron heads the Research Center on Aging Studies at the University of Haifa, and is a former president of the Israeli Gerontological Society. He specializes in the fields of law and aging, social policy and aging, and human rights and ageism. He has written extensively on topics such as law and aging, and the human rights of older persons. Finally, Doron is also the founder of an Israeli NGO, The Law in the Service of the Elderly, which was involved in key strategic litigation regarding the rights of older persons in Israel.

Publications include: “The Debate Around the Need for an International Convention on the Rights of Older Persons” (The Gerontologist, 2010 – with Itai Apter); Beyond Elder Law: New Directions in Law and Aging (Springer, 2012 – Co-editor with Ann Soden); Theories on Law and Aging: The Jurisprudence of Elder Law (Springer, 2009 – Editor).

AMB. ZION EVRONY, PH.D.

Visiting Professor at THE CATHOLIC UNIVERSITY OF AMERICA Washington, D.C. ♦ AY 2017-2018

Background and Education:Most recently serving as the Israeli ambassador to the Holy See (2012-2016), Zion Evrony has held several distinguished diplomatic positions in Israel and abroad, including serving as Israel’s ambassador to Ireland, as consul general in Houston, Texas, and as head of the Policy Planning Bureau of the Ministry of Foreign Affairs. Evrony frequently publishes and gives lectures on topics including the Middle East, Israel, the peace process, Jewish-Catholic dialogue, and Israel-Vatican relations. This is Evrony’s second year teaching at The Catholic University. He holds a Ph.D. in international relations from The Hebrew University of Jerusalem.

Publications include: “What’s Next for Jewish Catholic Ties” (The Times of Israel, 2015); “The Menorah and the Cross” (The Times of Israel, 2013); Human Rights in International Relations (Open University Press, 2011); “From Ireland to Israel” (The New York Times, 2010).

RAFI GROSGLIK, PH.D.

Background and Education:Rafi Grosglik earned his Ph.D. from the Department of Sociology and Anthropology, Ben-Gurion University of the Negev. After receiving his degree, he was a recipient of the Jonathan Shapiro post-doctoral fellowship at Tel Aviv University. He has also held a research fellowship with the Department of Sociology at Brandeis University and a teaching position at Boston University. His areas of interest include the sociology of food, globalization, consumption and popular culture, environmental sociology, and Israeli society. His articles on food and society in Israel were published in the Journal of Consumer Culture; Food, Culture & Society; and Israeli Sociology, among others. Additionally, he is a guest co-editor of special issues on food and power in the Middle East and the Mediterranean in Food, Culture & Society.

Background and Education:Or Honig studies the security policies of Israel, the United States, and other Western nations in the modern age. The focus of his research is on the ways in which actors formulate their security strategies. His publications have covered diverse topics such as intelligence, propaganda, and counterterrorism. Since 2011, he has been an assistant professor of political science at Tel Aviv University. Prior to entering academia, he served as an officer in the I.D.F.’s Strategic Planning Division and was involved with several regional issues but, mainly, with the Palestinian issue during the Al-Aqsa Intifada. Honig received his Ph.D. in political science at the University of California, Los Angeles, after finishing his M.A. at The Hebrew University of Jerusalem and his B.A. in Middle East studies at the University of Haifa.

Before entering the academic field, Ned served as Middle East Program Director for Seeds of Peace, based in Jerusalem (1996-2004). Background and Education:Gershon Lewental is an Israel Institute teaching fellow in the Department of History and the College of International Studies at The University of Oklahoma. His courses at The University of Oklahoma include religion and minorities in Israel, the Arab-Israeli conflict, political Islam, religion and society in the Middle East, early Islamic empires, the history of Zionism, and Israeli society. He is preparing two book manuscripts, one on the interplay of religion, nationalism, and memory in the modern Middle East and the other on the role of narrative in early Islamic historiography. His dissertation, on the Battle of al-Qadisiyyah, the Arab-Islamic conquest of Iran, and changing perceptions of the engagement through time, received Brandeis University’s Glatzer Dissertation Prize and the Foundation of Iranian Studies’ Best Dissertation Award. He earned his B.A. (magna cum laude) from Cornell University and his Ph.D. in Middle Eastern history from Brandeis University.

Background and Education:Asaf Levanon is a senior lecturer in the Department of Sociology and Anthropology at the University of Haifa. The main question driving his work is how institutions affect labor market behavior. Levanon’s work focuses on both the regulative and constitutive roles of social institutions, and draws on research focusing on the sociology of work, life-course research, economic sociology, demography, and social psychology. He is especially interested in the role that social policy plays in shaping ethnic, gender, and class inequality in the labor market. Current research interests include factors affecting the likelihood of poverty among workers, contextual variation in patterns of occupational sex segregation, and in the magnitude of motherhood wage penalty. Levanon earned a Ph.D. in sociology from Stanford University in 2010.

AMB. REDA MANSOUR, PH.D.

Background and Education:Reda Mansour is a former Israeli ambassador to both Brazil and Ecuador. Appointed at 35 years old, he was the youngest ambassador in Israel’s history as well as the first non-Jewish career diplomat. Early in his career as consul general of Israel to the U.S. Pacific Northwest, based in San Francisco, he used art and music to promote Arab-Jewish dialogue. Later, he also served in Atlanta, where he was chosen by his fellow consul generals from more than 50 countries to be the dean of the Atlanta Consular Corps. Mansour is also an accomplished author, who has published among his academic body of work four books of poetry as well as several short stories. His doctoral work from the University of Haifa focused on the intellectual history of modern Syria. He also holds an M.A. from Harvard University’s Kennedy School of Government and speaks five languages.

Background and Education:Lior Libman is an assistant professor and associate director of the Center for Israel Studies at Binghamton University. She is a literary scholar and cultural historian specializing in the literature and cultural history of the kibbutz and Socialist-Zionism. Background and Education:David Menashri, professor emeritus at Tel Aviv University, is a senior research fellow at the Alliance Center for Iranian Studies and the Moshe Dayan Center for Middle Eastern and African Studies at Tel Aviv University. He was previously an Israel Institute visiting professor at the UCLA Y&S Nazarian Center for Israel Studies in Winter and Spring 2015-2016. Menashri founded and was the first director of the Alliance Center for Iranian Studies, the first of its kind in Israel (2005-2010), and the first incumbent of the Parviz and Pouran Nazarian Chair for Modern Iranian Studies (1997-2011). He chaired the Department of Middle Eastern and African History (1996-2000) and was dean for Special Programs (2001-2010) at Tel Aviv University. Following his retirement from Tel Aviv University, he served as president of the College of Law in Ramat Gan, Israel (2011-2015). Menashri is also active in numerous NGOs, in Israel and abroad.

Background and Education:Benny Morris is a professor of history in the Middle East Studies Department at Ben-Gurion University of the Negev in Be’er Sheva, Israel. He began his career as a journalist, working as a correspondent at The Jerusalem Post for 12 years. When an assignment required research through the Israeli government archives, he turned his attention to the history of the 1948 war which, ultimately, marked the start of his career in academia. Morris is a leading member of the “New Historians,” a loosely defined group of Israeli historians who have challenged traditional versions of Israel’s early history. Morris’ work on the Arab-Israeli conflict has won praise and provoked criticism from both sides of the political spectrum. He received a B.A. in history from The Hebrew University of Jerusalem and a doctorate in modern European history from the University of Cambridge.

Background and Education:Alona Nitzan-Shiftan is an associate professor at the Technion (Israel Institute of Technology), where she heads the Architectural Heritage Research Center. She received her Ph.D. from the Massachusetts Institute of Technology, and her work was sponsored by the Center for Advanced Study in the Visual Arts (CASVA), UCLA/Getty (a cooperative effort between UCLA and the Getty Conservation Institute), and the Frankel Institute for Advanced Judaic Studies at the University of Michigan. Her research on the politics of architecture and heritage, architectural modernism, and critical historiography with a focus on Israel and the United States has been widely published. She was the first chair of the Architecture Program at the Technion, the president of the European Architectural History Network (EAHN), and the co-chair of its third thematic conference, Histories in Conflict. Her book Seizing Jerusalem: The Architectures of Unilateral Unification has been recently published by the University of Minnesota Press.

Background and Education:Fania Oz-Salzberger is a professor of history at the Faculty of Law and the Center for German and European Studies, as well as the founding director of the Posen Research Forum for Political Thought, at the University of Haifa. From 2007 to 2012, she was the Leon Liberman Chair in Modern Israel Studies at the Australian Centre for Jewish Civilization, Monash University. Prior to that, from 2009 to 2010, she was a recipient of the Laurance S. Rockefeller Visiting Faculty Fellowship at the Center for Human Values at Princeton University. She has published numerous essays on the history of ideas and political thought, most recently on translation in the European Enlightenment, on the biblical sources of John Locke, and on languages and literacy in early modern Europe. She is also a member of the Israel Institute’s advisory board. She earned a B.A. and M.A., summa cum laude, from Tel Aviv University and a D.Phil. from the University of Oxford.

Background and Education:Dan Rabinowitz is a professor in the Department of Sociology and Anthropology and head of the Porter School of Environmental Studies at Tel Aviv University. Rabinowitz is an advocate for a multi- and interdisciplinary approach to environmental studies. Along with dozens of academic articles, he published the first comprehensive book in Hebrew about global warming as well as a groundbreaking book about the Cross-Israel highway, a major electronic toll highway in Israel. Between 1997 and 2000, he served as chair of the Israeli Anthropological Association. In addition to his academic work, Rabinowitz is actively involved in third-sector organizations and maintains extensive contacts with environmental NGOs in Israel and around the world. He holds a Ph.D. in social anthropology from the University of Cambridge.

Background and Education:Ziv Rubinovitz was most recently a lecturer with the Ginsburg Ingerman Overseas Student Program at Ben-Gurion University of the Negev and a researcher at the Menachem Begin Heritage Center. He was also a visiting researcher at the Azrieli Institute for Israel Studies, Concordia University; a visiting professor at Emory University; a visiting scholar at the London School of Economics; a post-doc at the Davis Institute at The Hebrew University of Jerusalem; and has taught at the University of Haifa’s M.A. Program on Peace and Conflict Management. He is currently researching the rise and decline of the concept of autonomy for the Palestinians in the Occupied Territories from 1967 to 1982, and the role of U.S. guarantees to Israel in peace processes since 1967. Rubinovitz earned his Ph.D. in international relations from the University of Haifa.

Background and Education:Aviad Rubin (Ph.D., McGill University) is a tenured senior lecturer (U.S. associate professor) in the School of Political Science at the University of Haifa as well as co-director of the Haifa Research Center for Maritime Strategy. He was the founding director of the University’s naval cadet program. This past year, he was the Israel Institute Visiting Professor at the University of Chicago. Rubin’s recent co-edited book (Lexington Books, 2016) compares different dimensions of the state-society relationships in Turkey and Israel, and his forthcoming authored book (University of Michigan Press) explores the influence of state policies towards religion in Israel and Turkey on democratic performance in both countries. Rubin has taught courses on religion and state in Israel and the Middle East, and on contemporary Turkish and Israeli politics.

Background and Education:Eli Salzberger is a professor of law at the University of Haifa Faculty of Law, and former dean of the faculty. Salzberger received his LL.B. from the Hebrew University Faculty of Law in 1987 and concomitantly obtained a B.A. in economics. Subsequently, he clerked for Justice Aharon Barak of the Israeli Supreme Court and for Deputy State Attorney Dorit Beinish. From 2008 to 2011, he served as president of the European Association for Law and Economics. Recently (2012), he led a team to win the competition for a new Minerva research center on the rule of law under extreme conditions. Salzberger’s research and teaching areas are legal theory and philosophy, economic analysis of law, legal ethics, intellectual property and cyberspace, and the Israeli Supreme Court. He has been a visiting professor at Princeton University, the University of Connecticut School of Law, UCLA Law School, and several European law schools including Humboldt University in Berlin, Hamburg, Utrecht, Torino, Aix-Marseilles, and St. Gallen. He also earned a D.Phil. from the University of Oxford.

Background and Education:Yoram Shiftan is a professor of civil and environmental engineering in the Technion (Israel Institute of Technology), and the previous head of the Transportation and Geo-Information Department. Shiftan teaches and conducts research in travel behavior with focuses on activity-based modeling and response to policies; the complex relationships between transport, the environment, and land use; transport economics; and project evaluation. A documentarian, Ofek’s No. 17, featured in MoMA’s New Directors/New Films series, was screened in 80 international festivals. Other documentaries have tackled subjects as wide-ranging as home hospice care and the Israeli songwriter Eli Mohar.

Background:Citron, one of Israel’s most versatile figures in theater, directs the sign language theater laboratory at the University of Haifa, where he was former chair of the theater department. He has staged works in many countries and been the artistic director of many festivals, from the Bat-Yam International Street Theater Festival to the Acco Festival of Alternative Israeli Theatre. He has also taught and lectured on professional academic training for medical clowns all over the world. Citron has a Ph.D. in performance studies from New York University.

Background:Drumlevich performed in venues such as the Brooklyn Academy of Music, Kennedy Center, Palais Garnier opera house, and Mariinsky Theater as a member of the Batsheva Dance Company from 2012-2016. While in the company, he performed works by Ohad Naharin, Sharon Eyal, and Roy Assaf. He has choreographed works for Batsheva – The Young Ensemble and created multidisciplinary works at the Tel Aviv Museum and elsewhere. Drumlevich is a longtime teacher of Gaga, Naharin’s movement language, teaching in Tel Aviv and internationally.

Background:Public Radio International (PRI) calls Victoria Hanna the “freshest, edgiest, weirdest artist on the Israeli airwaves today.” The daughter of an Egyptian father, who was an Orthodox rabbi steeped in the world of Hebrew, and a Persian mother, Hanna has created her own sound by blending Middle Eastern music and rhythms with rap, hip-hop, and the inspiration of Hebrew and religious texts. Her performance piece of the Hebrew alphabet, Hosha’ana (Aleph-bet), which incorporated the Hebrew alphabet with prayer, became an instant classic. In May 2017, she released her first self-titled album.

Background:In a special arrangement, filmmakers Tamar Kay and Or Sinai will visit several American campuses in the Northeast during a three-week tour. Tamar Kay’s first film, The Mute’s House, was one of 10 Academy Award nominations for Best Short Documentary this year. The film has also won many other awards in festivals from Europe to Israel to Australia. Her classmate at the Sam Spiegel Film and Television School, Or Sinai, was a winner this past June at the Cannes Film Festival for the Best Student Film, beating out more than 2,000 entries from 227 film schools around the world. Her film, Anna, stars Evgenia Dodina, one of Israel’s most revered actresses.

Background and Education:In addition to his fellowship, Elad Popovich is also an attorney-at-law and serves as a representative to the United Nations for The International Association of Jewish Lawyers and Jurists (IAJLJ) as well as the Israel Bar Association’s military and security national committee. Popovich earned a Ph.D. in political science and international relations from the University of Haifa.

She earned a Ph.D. from Bar-Ilan University’s Gender Studies Program.
