WhoWeAreTheCreativeNovaScotiaLeadershipCouncil(CNSLC)isapartnershipbetweentheculturalsectorandtheDepartmentofCommunities,CultureandHeritage.Inconsultationwiththeculturalcommunity,theCNSLCfacilitatesthedevelopment,preservationandpromotionofartsandculture.TheCNSLCreflectsabroadcross-sectionoftheculturesectorinNovaScotia.TheCouncilisaprimaryadvisortotheMinisterofCommunities,CultureandHeritage,theDepartmentandgovernmentonissuesrelatedtoculturaldevelopmentinNovaScotia.TheCouncilalsoprovidedleadershiponthedevelopmentoftheprovince’sCultureActionPlan,andworkswithgovernmenttosupporttheunderlyingpurposeandintentionoftheStatusoftheArtistlegislation.MembersofCNSLCareselectedthroughasectorcallforinterestandanopennominationsandapprovalprocess.CNSLCiscomposedoffifteenindividualswhocollectivelyrepresentinterestsfromNovaScotia’sculturesector.Thirteenarenominatedbythecouncilitselffromalistofindividualswhohaveappliedtositassectormembers,andthenappointedbytheMinister.

• One(non-voting)memberisappointedbyArtsNStorepresentthemattheCounciltable. • TwomembersarerepresentativesfromtheDepartmentofCommunities,CultureandHeritage. • Thirteensectormembersareappointedforthree-yeartermsandmayonlyservetwo

consecutiveterms. Selectionofmembersincludesthefollowingcriteria;education,skillsandbackground;relativeexperiencewithinNovaScotia’sartsandculturesector;creationofabalanceofrepresentationbygeographicregion,thearts,culturalindustriesandculturaldiversity;commitmenttotheprocessandabilitytoattendmeetings.WhatWeDo

CNSLCMembership(asofMarch31,2017)PamelaScott-Crace(Chair)ofHalifaxbeganherpublishingcareeratAtlanticInsightandAtlanticBooksToday,beforespending18yearswithProgressmagazine.Asavolunteer,PamelaisthechairofMoceanDance;shehelpsproducetheHalifaxVienneseOperaBall;andsheservesontheboardsofDiscoveryCentreandEngageNovaScotia.JamieMacLellan(Vice-chair)ofHalifaxgraduatedwithaBFAfromtheEmilyCarrInstitute.HeisapracticingpainterandworksfortheHalifaxRegionalMunicipalityasaCommunityDeveloperwithinHRM’sEventsandCulturedivision.OverthepasteightyearsJamiehasplayedakeyroleindevelopingHRM'spublicartpolicy,artist-in-residenceprogram,“OpenProjects”publicartinitiativesandcurrentlyadministerstheMunicipality’sinauguralgrantsprogramforprofessionalartsorganizations.HehasalsoservedasamemberoftheboardofdirectorsattheKhyberInstituteofContemporaryArtandhasvolunteeredwiththeNocturneArtatNightorganization.CarolBeaton(Secretary)becametheexecutivedirectoroftheCapeBretonCentreforCraftandDesignin1999.Untilherretirementin2013,CarolhadtheprivilegeofoverseeingtheongoinggrowthanddevelopmentoftheCapeBretoncraftsectoranditsimpactontheeconomicdevelopmentoftheIsland.RecentlyCarolservedontheBoardsofCraftAlliance,Alliancemétiersd’arts,DestinationCapeBretonAssociationandCelticHeartofNorthAmericaCooperative.Carolservesasco-chairoftheCultureLeadershipTeamaswellasamemberoftheLeadershipTeam,overseeingtheCapeBretonIslandandMulgraveProsperityFramework.SheisamemberoftheBoardofGovernorsofCapeBretonUniversity.TerrileeBulgerofIngramportisthepublisherforTheAcornPressandco-ownerforNimbusPublishing.SheisalsoaCMAandhasservedtermsontheexecutiveoftheboardfortheAtlanticPublishersMarketingAssociationandtheAtlanticBookAwardsSociety.TerrileewasrecognizedbythebooktradepublicationtheQuillandQuireasoneofthetop“onestowatchunder35”inCanadianpublishing.Dr.LaurieDaltonofWolfvilleisDirector/Curator,AcadiaUniversityArtGalleryandAdjunctProfessor,Dept.ofHistoryandClassics,AcadiaUniversity.SheservesontheartinpublicspacescommitteeforthetownofWolfvilleandontheboardofdirectorsfortheLieutenantGovernorofNovaScotiaMasterworksArtsAward.Herresearchiscross-disciplinarywithafocusonmuseums,displayandaudiencewithintransnationalframeworks.PeterDykhuis(ArtsNovaScotia)ofHalifaxistheDirector/CuratorofDalhousieArtGalleryAnnaandpastDirectoroftheNSCADUniversity’sAnnaLeonowensGallery.Peterhasexhibitedinnumerousartist-runcentresandpublicgalleriesthroughoutCanadaandinternationally.

FionaDiamondofHalifaxhasbeenVice-PresidentwithBrookesDiamondProductionssinceitsinceptionin1977,overseeingoperationsandactingasshowproducer,concertpromoter,manager,andmarketingdirector.ShefoundedandproducedtheHalifaxComedyFestfor12years.Fionaisalsoco-producerofNovaScotia’sinternationally-acclaimedmusicalspectacular,DRUM!ShehasservedonseveralboardsandispresentlypastpresidentofFamilyBusinessAssociationAtlantic.Dr.MartineDurier-CoppofHalifaxisaprofessoratDalhousieinthePublicPolicyandPublicAdminfaculties.Shehasacomprehensiveunderstandingofgovernmentpolicyandpoliticalscienceaspectsof

governanceandartsandculturaladministration.OriginallyfromQuebec,shehasaMaster’sofMusicology.Sheisastrategicthinkerwithanartsbackgroundinthefieldofdance,particularlyflamenco.Shealsoservesontheboardofvariousartsorganizationslocally.TroyGreencornofCansoistheArtisticDirectorandFounderoftheStanRogersFolkFestival,aninternationalfestivalofsongwritersinits18thyear.TroyisalsotheCreativeDirectorofthedeCosteCentreinPictou.HiscareerhasspannednumerousaspectsofthesectoraswellasECMAandcountlesscommunitydevelopmentorganizations.ScottLongofHalifaxistheExecutiveDirectorofMusicNovaScotia,NSrepresentativeoftheFACTORNationalAdvisoryBoard,DirectoroftheCanadianCouncilofMusicIndustryAssociationsandtheNSrepresentativeontheCanadianAcademyofRecordingArtsandSciences.Along-timepiperhimself,ScottisalsotheVice-PresidentoftheDartmouthandDistrictPipeBandAssociation.TrevorMurphyofHalifaxisamusicianandmusicindustryprofessional,CKDUradiohost("HalifaxisBurning").HisprofoundrelationshipwiththesouthshoreandhisAcadianrootsisdepictedthroughhisrecordlabel'TheAcadianEmbassy'whichpromotestheworkofAcadian-identifiedartistslocally.Trevorisayoungartistwhoisalsoapartnerinalocalcommunicationsfirm.VirginiaStephenofLunenburgisaneducator,gallerydirector,consultantandartsfacilitator.Virginiahasengagedpeopleofallageswithart,withherownartpracticeworkinginmixedmediaandfibreunderlyinghereducationendevours.SheisactivelyengagedinvolunteerleadershipandhasservedontheboardsoftheCanadianMuseumsAssociation,theCanadianArtGallery/MuseumEducators,theEdmontonArtsCouncil,theAlbertaPremier’sCouncilonCulture,theEdmontonHeritageCouncil,andtheboardofartistruncentresandcommunityartsorganizationsinEdmontonandNovaScotia. SusanTookeofHalifaxisbothavisualandmediaartistwithabroadandvariedexperiencewithintheartscommunity,includinghercurrentroleaspresidentofCanadianArtistsRepresentation/LeFrontdesartistescanadiens.Susan’spreviousexperienceincludestermsontheboardsofVisualArtsNovaScotia,CulturalFederationsofNovaScotia,andArtGalleryofNovaScotia.PeggyTibbo-CameronofHalifaxisastaffappointmentwiththeDepartmentofCommunities,CultureandHeritage,andamemberofCouncil’sExecutive.PeggyistheDepartment’sDirectorofResearchandGovernmentRelations. PriortojoiningtheDepartment,PeggywastheleadstaffmemberintheTourismDivisionduringthevisioning,development,andimplementationoftheTourismPartnershipCouncil.Shehasmorethan20yearsofexperienceinboththeprivateandpublicsector.MarcelMcKeoughofHalifaxisastaffappointmentwiththeDepartmentofCommunities,Culture,andHeritageandamemberofCouncil’sExecutive.MarcelistheExecutiveDirectorofthedepartment’sCultureandHeritageDevelopmentDivision.HehasextensiveexperienceinNovaScotia'sculturalsectorandisformerChairoftheEastCoastMusicAssociation.RoseZackofHalifaxisacommunityandculturalorganizer.Rose’spassionforart,culture,andcommunityhasfueledherinvolvementinculturalandheritageorganizationsacrossCanada.PriortomovingtoHalifaxin2007,RosewasaPublicProgrammeratCalgary’sGlenbowMuseum.SheiscurrentlyOutreachManagerwiththeAtlanticFilmFestivalinHalifax.RosehasservedontheboardsofseverallocalandnationalartsorganizationsincludingArtCity,CentreforArtTapes,BusinessfortheArts–ArtSceneHalifax,CreativeCitiesNetworkandNocturne:ArtatNight.

CouncilStructureToeffectivelymanageworkload,Councilisdividedintocommitteesthat,undertheguidanceoftheexecutiveandCouncilas-a-whole,strivetocarryoutcouncil'sprioritiesinatimelyandefficientmanner.Committeesmeetandworkindependentlyandprovidesupporttoeachother,accordingtotheirspecialtyandskillset,asneeded.Communicationscontinuouslyflowwithincouncil,betweenmembersandcommitteesCommitteesoftheCouncilinclude:

• Executive DrivesCouncil’soverarchingdirectionandensuresthatdecisionsmadeatcouncilmeetingsareacteduponinatimelymanner.

• Initiatives Completesprojectsandspecialinitiativesforthecouncil.

• Operations

OutlinesandoperationalizesCouncil’sworkandprocesses.

• Communications DevelopsframeworksforCouncil’sinterfacewiththesectorandthepublic;developsstrategyfordisseminationofinformation.

ProvidesdirectionindevelopingandmaintainingCouncil’shumanresourcesincluding,butnotlimitedto,theannualprocessofsolicitingandappointingnewmembers.

CNSLCmembersalsoparticipateinjointcommitteeswithcounterpartsfromArtsNS.In2016-2017thesecommitteeswere:

• ArtsInvestmentJointCommittee ConsidersandprovidesrecommendationstotheCNSLCandArtsNSregardingopportunitiesfornewinvestment-supportdirectionsaswellasuseoftheArtsEndowmentFund.

• CreativeAwardsGalaJointCommittee

Provideslong-termdirectionandannualdecision-makingintheplanningoftheCreativeAwardsGala.

• StatusoftheArtistJointCommittee Formedinresponsetogovernment’sfive-pointplanforartsandculturetoenactStatusoftheArtistLegislation.

2016-2017HighlightsandAccomplishmentsTheCultureActionPlanIn2016/17TheCreativeNovaScotiaLeadershipCouncilworkedcloselywithgovernmentinthedevelopmentofitsCultureActionPlanreleasedFebruary22,2017.DiscussionswiththeCouncilalongwithits2015reportCultureNow:ForPositiveEconomicandSocialOutcomeshadclearinfluencesinshapinggovernment’sPlananditspromotion.Council’sroleincludeditschairChairPamelaScott-Cracesittingontheinitiative’ssteeringcommitteewithsevenDeputyMinisterstoshapeitatahighlevel.Overthecourseof2016/17Councilmetconsistentlywiththedepartmentin-order-todiscussandassistgovernmenttoshapethePlan.TheCouncilalsocontributedbyassistingtheplanningofrelatedevents,andusingsocialmediaandpersonalrelationshipstoraiseawarenessofthePlanleadinguptoandfollowingitslaunch.WhilefocusingonthisworktheCouncilhostedconversationswithguestsanddiscussedtopicsandinitiativesrelatedtotheimplementationofthePlanwhilealsoexploringforwardlookingperspectiveswiththecommunityincludingthesocialimpactsofCulture.DiscussionswithGuestsArtsandtheEconomy–April2016ThreeguestswereinvitedtotalkwiththeCouncilaboutopportunitiesandchallengesofthecreativeindustries–SarahLeeLewis,MermaidTheatre’sco-founderandPublicAffairsConsultant;SusanHanrahan,ExecutiveDirectoroftheNovaScotiaCentreforCraftandDesign(NSCCD);andJohnMullane,musician,composerandmemberofthebandIn-FlightSafety.

SusanHanrahandescribedhowcraftspeoplehavebeenexportingtheirproductandhowNSCCDworkswithcrafterstogettheirproducttolargermarkets.ConversationwithSusanexploredthebenefitstoentrepreneurialismandproductivityofencouragingrelationshipsbetweenartistsandbusinessserviceindustries.With44yearsofoperation,MermaidTheatreisCanada’smostactivetouringcompanyforfamilyaudiences.Theypresentmorethan300performancesannuallyacrossCanada,theUSandaroundtheworld.LeeLewisandtheCounciltalkedtotheCouncilaboutopportunitiestobuildoncommunicationbetweencreativeenterprisesandgovernmentaswellaspromotingculturethroughtheprivatesector.

Fromtouringinternationallytocomposingforfilmandtelevision,toproducingotherpeople’smusic,JohnMullanenowworkslargelyoutsideofNovaScotia,althoughHalifaxisstillhishome.John’sexperiencegenerateddiscussionaboutmentorshipopportunitiesinthemusicindustryandtheimportanceofliveperformanceandaudiencedevelopmenttotheabilityformusicianstomakingaliving.

Throughouttheconversationswiththeguests,theriseofcreativeclusters,growthofthesocialenterprisemodel,anddisciplinessharingknowledgewereidentifiedastrendswhichhavepotentialtoraisecompetitivenesswithinthecreativesector.SocialEnterprises–November2016TwoguestswereinvitedtospeaktotheCouncilaboutsocialenterprises.KentRobertsistheExecutiveDirectorofSectorDevelopment,Innovation&EntrepreneurshipattheNovaScotiaDepartmentofBusiness.Hewastaskedtodevelopaframeworkforsocialenterprisegrowthintheprovince.Intheprocess,hehasbeenworkingcloselywithStephaniePronk,aLearningManagementSystemsCoordinatorwithCommonGoodSolutions.StephanieisresponsiblefortheSocialEnterpriseInstitute,anonlinetrainingresourceforsocialenterprises.Socialenterpriseisabusinessmodelintendedtoaddresssocial,cultural,environmentaloreconomicchallengesinwhichprofitisreinvestedinsupportofachallenge.ExamplesofsocialenterprisesinNovaScotiaincludeNewDawnEnterprises,CommonRootsUrbanGarden,StoneHearthCaféandtheHalifaxMusicCo-op.Socialenterprisescanincludealimitedprofitaspect,aslongasthemajorityoftheprofitsgoesintoaddressingthesocial,cultural,environmentaloreconomicchallenge.Whilethereisprideofemploymentinsocialenterprises,thereisoftenextracostintrainingandsupportingemployees.Workingwithgovernment,andsocialenterprisesincludingCommonGoodSolutions,theDepartmentofBusinessdevelopedaframeworkforthegrowthofsocialenterprisesinNovaScotiabasedonsixpillars:

• Increasedenterprisecapacity,• Enhancedaccesstofinancing,• Expandedmarketopportunities,• Promoteanddemonstratesectorvalue,• Supportiveregulations,policyandlegislation,and• Astrongsocialenterprisenetwork

InFall2016,InvestNovaScotiaannounceda$1.5millioninvestmentoverthreeyearstotheSocialEnterpriseNetworkofNovaScotiaandCommonGoodSolutionstodevelopasocialenterpriseincubator,responsibleforbuildingcapacity.Night-timeEconomy–January2017Threeguestswereinvitedtospeakwiththecouncilaboutthenight-timeeconomy:

AshtonRhodenhisercreatedtheAfterglowArtFestivalinBridgewaterin2012andisgrowingthis“artatnight”celebrationofcreativityeveryyear.HeldonthelastweekendinSeptember,thefestivalsaw3000peopleand30events,installations,performancesandworkshopsin2016.

PattyCuttellistheExecutiveDirectoroftheNorthEndBusinessAssociationandanadjunctprofessoratDalhousie’sSchoolofPlanning.Lookingforopportunitiestochangepeople’sperceptionofNorthEnd

Halifaxand“createlifeinspacesthatdidn’thavelife”,PattystartedtheNorthbyNightMarket,acollectionofartisans,foodtrucks,livemusic,beergardenandfamilyactivitiesandwassurprisedbyitspopularity.

JamesBoyleistheExecutiveDirectoroftheHalifaxPopExplosion.HeldonthethirdweekofOctober,thisurbanindoormusicfestivalcelebratesits25thanniversaryin2017.TheHalifaxPopExplosionfocusesonayoungerdemographicandpresentseventsindoorsatnight.JameshasbeenworkingforoverayearwiththeCityofHalifaxtodevelopalivemusicstrategyforthecity.Developingpositiverelationshipswithmunicipalcouncils,police,localbusinessesisvitaltoharnessingbenefitsofthenighttimeeconomyincludingsaferstreets,moreinclusivecommunities,increasedtourism,businessandopportunitiesforartistsandthecreativesector.Thereisalsoaneedtoshowleadershiptothesepartnersbecauseregulatorsoftenhavelittleexperienceimplementingandregulatingthecoordinationofnight-timeeconomicactivity.Infrastructureimprovements,suchasdowntownzoningwhichcombineslivemusiczonesandresidentialliving,improvedsidewalklighting,publictransportationpast1am,andeasierprocessesforstreetclosureswillleadtoamorelivelynight-timeeconomy.Theliquorlawscanalsoberestrictiveandliabilityisalwaysaconcern.Night-timeeconomyadvocatescanworkwithstakeholders(businesses,residents,police)toshowthemthevalueofahealthynight-life.SuccessstoriesincludeAustin’s“HowtoMakeaMusicCity”plan;Toronto’smusicadvisorycouncil;SanFrancisco’sNightlifeReport;andLondon’sMusicVenueRescueplan.

GrowingaCreativeEconomyConferenceMay19-20,2016

ThethirdGrowingaCreativeEconomyConferencewasheldinMembertou,May19-20,2016.TheConferencewashostedbytheCapeBretonPartnershipinpartnershipwiththeCreativeNovaScotiaLeadershipCouncilandtheCapeBretonCentreforCraftandDesign.Inexcessof225individualsrepresentingartists,culturalorganizations,municipalcouncils,socialenterprises,government,developmentagencies,tourism,festivalsandevents,post-secondaryinstitutionsandthebusinesscommunityattendedtheConferenceaswellasover40youthwhowereengagedinaseriesofconcurrentsessions.KelliannDean,DeputyMinisteropenedtheConferencehighlightingkeypointsabouttheroleofcultureinNovaScotia,thecurrentsituationandthefuturepotential.ThecallforcreativeeconomiesisgrowingacrossCanada,andideasaroundhowtoachieveitrangefromtheurbanismoflargetechnologyclusters

ArtistsaretaxedasbusinessesinHalifaxandothermunicipalitiesinNovaScotia.Assuch,applicationofzoningregulationforbusinessescouldpreventartistsfromhome-studiosandactivitiesconductedinresidentialsettings.Asmanyartistscannotaffordaseparatestudioforcreationoftheworkthisissueisofconcerntothecommittee.Thecommitteelookstocontinuetodiscussthisissuewithadvocatesofartistfriendlyzoning,affectedartistsandregulators.FramingCouncil’sUpcomingPolicyPaperThe2014CNSLCpolicydocument,Culture:NovaScotia’sFuture,wasdesignedtoenhanceNovaScotian’sawarenessabouttheeconomicpotentialofthesectorandargueinfavourofgreaterpublicsupportforculturaldevelopment.Movingforward,theCouncilseekstocreatearobustcalltoactiontomoveNovaScotiatoaplacewherecultureisafoundationofsocialwell-beingaswellaseconomicwell-being.In2016-17TheCouncilbegantheprocesscreatinganewaspirationalandmotivationaldocumentthatwillfostergreaterawarenessofjusthowsignificantandimportantculturalexpressionistothewellbeingofsociety.Culturalexpressionandculturaldevelopmentwhenencouragedgenerateinnovativethinking,asenseofprideandwellbeingandthistranslatesintonewopportunityandsustainablegrowth.Workonthisdocumenthasinvolvedresearchthroughstoriesandinterviewstoshowhowculturalexpressiontranslatesintosocietalgrowth,andtoofferrecommendationsofhowtouseculturalexpressionforthebettermentoftheprovince.
