The Los Angeles County Office of Education, based in Downey, is a public agency that operates a variety of academic, business and consulting programs and services for school communities throughout the county. Under the leadership of Los Angeles County Superintendent of Schools Debra Duardo, LACOE is the largest intermediate educational agency in the nation, employing over 3,000 people, more than half of whom are teachers and instructional assistants. In addition to serving the county’s 80 K-12 school districts and 13 community college districts, LACOE provides education and learning opportunities for children with disabilities, wards of the juvenile court, preschool children and their families, students in career and technical training programs, and students talented in the arts. LACOE has been conducting its annual L.A. County District Salary Survey, previously titled District Survey of Salaries and Fringe Benefits in Los Angeles County through its Human Resource Advisory & Support Services Unit since 1974.

INTRODUCTION

This comparative report of 2017-18 salaries and benefits for positions typically found in school districts in Los Angeles County is prepared and provided by the Human Resource Advisory & Support Services Unit of the Los Angeles County Office of Education. Classification descriptions, not job titles, were used to identify comparable positions. SURVEY FORMAT This report is divided into two sections plus an appendix. Section I reports on the elementary and high school districts in Los Angeles County, while Section II devotes itself to the unified school districts in Los Angeles County. Each section contains four parts. Part A contains information for selected non-teaching certificated and administrative positions including doctorate, and longevity. Part B is an analysis comparing teachers' salary schedule benchmarks. Part C shows the maximum annual contribution paid by the district toward insurance fringe benefit programs for teachers. Part D compares percent increases of teacher’s minimum and maximum salaries. The Appendix presents the questionnaire's job descriptions that are used as the criterion to determine comparability, a listing of selected teachers’ stipends, the staff size, a reference list of district contact people contributing to this survey, financial information, and a map of the Los Angeles County school districts. SURVEY DESIGN Benchmark job classifications and salary schedule points are selected on the basis of historical values of interest. The selected job classifications provide a representation of positions commonly found among school districts.

- All salary values in this survey are compared with respect to salary schedules excluding one-time special compensation, and not upon salaries obtained by individuals (except positions for which there is no salary schedule or as specifically noted in the content of the survey report). Salary values reflect the most current information provided to us for the 2017-18 fiscal year, as of June 30, 2018.

- With the exception of an M.A. or additional units, compensation for special differentials, doctorate degrees, lottery

money for salaries, or a one-time special payment were excluded from the teachers', non-teachers' and management salary schedule rankings. Longevity or extended career service pay is also excluded from the salary schedule rankings, except where applicable.

- Salary values of non-teaching certificated and management positions are compared on the maximum daily rate

(excluding holidays, vacation days, and furlough/non-duty days) for comparable assignments with the most typical number of work days per year found in each school district.

- Net work days are the total number of paid work days within the school year less holidays and vacation days. - “BA Only, No Exp” is shown separately for those employed under a provisional service document and those

employed with a credential. Districts which do not differentiate between the two will show the same salary for these columns.

- Percent increases of teachers’ salaries compare changes in the minimum and maximum points of the salary schedule

(plus one-time special bonus) for the past year, past three years, and past five years, showing the increase/decrease based on the annual rate. Note that the report shows one minimum salary with a provisional service document and one minimum salary with a credential. The maximum salary assumes a credential.

- Represented points on the teachers' salary schedules were selected to compare annual 10-month salaries. Columns

relating to the compensation for a B.A. + 28 to 30 units exclude districts which do not have a salary schedule column that falls within this specific range of units. Columns relating to the compensation for an M.A. exclude districts which have no salary schedule column exclusively for an M.A. alone.

- The insurance benefits program per teacher has been re-designed to account for the annual maximum benefits

contribution per teacher.

SURVEY METHOD Data were collected through the use of e-mailed questionnaires, district salary schedules and telephone follow-up. This year's responses were verified by comparing it with last year's data and this year's salary schedules and other written documentation provided by each school district. The non-teaching positions were compared to the job descriptions appearing in the questionnaire with each district's job description, and followed-up with telephone verification when necessary. DEFINITION OF TERMS Quartiles: The three (3) values that separate the distribution of ranked data into four equal groups are as follows:

Q3 — The third quartile, the value indicating the upper quarter (25%) of the distribution of the ranked responses (not a reliable statistic).

Md — The Median, the mid-point of the distribution of ranked responses (reliable statistic).

Q1 — The first quartile, the value indicating the lower quarter (25%) of the distribution of the ranked responses (not a

reliable statistic).

Rank Order: List of key survey responses in descending order of assigned rank, with the largest value ranked "1". Values are assigned the same middle rank when there are ties.

NOTE OF CAUTION This salary survey report provides a valuable tool for describing salary relationships among the school districts in Los Angeles County. However, survey users are cautioned that many other factors (district size, location, structure of the organization, class load, community priorities, special district needs or programs) may affect salary comparisons. Also, caution should be heeded as to the reliability of the reported status of settlement of salaries of districts, since there is no documentation available to verify the accuracy of information that districts provide in this particular area. Extreme care should be used in utilizing quartiles, since the median is the ONLY reliable statistic of the three, as Q1 and Q3 are contaminated by sample size and therefore not reliable. Care should be exercised in using this survey data, with interpretations examined in the context of the overall survey limitations.
