Objective: knowledge building
Programme should provide a scientific basis for:
• Regulations – risk and effect distances outside property lines of LNG facilities
(“BEVI”, SAFETI-NL)
– safety requirements within property lines of LNG facilities (PGS 33)
– transport ("Basic Network“, RBMII)
• Standards – nationally through NEN
– internationally through CEN (Europe) and ISO (global)
• Guidelines/protocols
– for organizations responding to emergencies
– for organizations granting permits

Results
• Deliverables include:
– BAT study: overview of best available technologies
– HAZID study: recommendations and follow-up regarding
identified possible hazards
– Results of testing heat load resistance of LNG storage tanks
– Results of testing LNG transfer systems (hoses)
– Emergency response: attention and protocol sheets, guidance
for safety advisors involved in permitting, and study about
training and practicing for fire brigade
– RIVM LNG safety programme: study about failure frequencies
LNG transfer systems and double-walled LNG storage tanks,
evaluation protocol for effectiveness repressive ESD systems

Conclusions
• Some general conclusions:
– HAZID studies delivered credible incident scenarios and 158
recommendations that have been followed up or will be
– Double-walled vacuum cryogenic storage tanks did not fail
after 2 hours of exposure to 75 kW/m2 external heat load
– LNG (composite) hoses will leak before burst
– Development of ‘no regret’ interim policy for LNG permit
producers with (now) validated assumptions
– Water screen of very fine droplets (water fog) can effectively
protect direct vicinity, leaving pool fire to continue till all LNG
has been burnt
