I take pride and honor to be chairing the 42nd Philippine Business Conference and Exposition (PBC&E)!The most prestigious business conference in the country, the annual PBC&E gathers businessmen, entrepreneurs, industry leaders and policymakers from here and abroad to listen, learn and discuss key economic issues that significantly impact on the growth of Philippine business and the economy.

This year’s theme, “GIANT STEPS 2016 and Beyond” highlights PCCI’s banner program of transforming our rapid economic growth from one that is consumption-driven to one that is investment-led and poverty-reducing, sustainable and inclusive. With government aiming to move past the average 6.2% from 2010-2016 to 7% from 2016 onwards, PCCI’s banner program focuses on improvements in governance, infrastructure, agriculture, new era in manufacturing, tourism through science and technology, education people’s skills and sources of financing, to help achieve this goal.

The Conference will feature plenary sessions that will discuss programs and regulatory reforms related to the ease and cost of doing business, infrastructure projects and international trade opportunities that will help enhance the country’s competitiveness, further propel its economy, strengthen its strategic integration with the rest of the world, and develop the roadmap to achieve the elusive high-income economy status.

Business-stimulating activities will likewise take place - golf tournament, exposition running parallel with the conference, simultaneous break-out sessions for investible local projects, business matching and networking sessions.

This year, we are fortunate to witness the turnover of chairmanship of the ASEAN Business Advisory Council (ASEAN-BAC) from Lao, PDR to the Philippines – a milestone event as 2017 will also mark the 50th anniversary of the ASEAN as a regional organization.

It is with great pleasure that I welcome you to the 42nd Philippine Business Conference and Expo!

This year’s PBC&E comes at a time when we are at the onset of a quest for real change—in governance, politics, and the economy. The timing highlights the role of the Philippine Chamber of Commerce and Industry as a partner for change of the government by staging a venue where the business sector from all over the Philippines come together and share best practices and create meaningful partnerships; and for the government and business leaders to talk about areas of cooperation and advance policies that will further spur the growth of the economy.

The last four decades have seen the PBC&E bring 6 presidents in one room with business leaders and development partners; tackle solutions to economic hiccups; and celebrate economic victories. We are excited to add more color to the conference’s florid history as we come together amidst the birth pains that a new and highly upbeat government brings.

This year’s conference is anchored on the theme “GIANT STEPS: 2016 and Beyond”, which highlights the critical ingredients that will help achieve the goal of economic transformation - Governance, Infrastructure, Agriculture,

New era in manufacturing, and Tourism as paramount sectors which, when strengthened, will lead to the inclusive growth. It brings attention to

GIANT STEPS 2016 and Beyond

Inclusive and sustainable growth remains a challenge in the Philippines. Despite the overwhelming performance of the economy in the past decade, the country still lags behind its ASEAN neighbors in terms of attracting foreign direct investments (FDIs); unemployment rate continues to be one of the highest in the region; and, poverty level has barely declined at above 20% of the population. The country’s per capita GDP is the lowest among ASEAN’s core five. To reverse these trends, quality jobs have to be created. For this to happen, FDIs have to come in, commerce have to be stimulated and local businesses have to expand. These will require addressing long-term challenges centered on further reforming governance, accelerating investments in infrastructure particularly in transport and energy, and growing the agriculture, manufacturing and tourism sectors.

The 42nd Philippine Business Conference will focus on reforms capsulized in the acronym “G.I.A.N.T. S.T.E.P.S” that will help the country leapfrog to an investment-led, poverty-reducing economic growth. These are:

PLENARY SESSIONPlenary One: Sulong Pilipinas: Propelling the Economy to Higher Levels of Growth

Sulong Pilipinas is the Duterte administration’s battlecry of transforming the country’s consumption-led growth into the more sustainable and inclusive investment-driven economic development. Under Sulong, the 10-point socio-economic agenda emphasizes policies and programs that lower the cost and ease doing business to ensure competitiveness, attract new investments and promote the expansion of enterprises and industries. Among the commitments made by government along these lines include reducing the number of days to process business permits and licenses, instituting a progressive tax reform package, and ensuring that infrastructure projects proceed unimpeded. What are the policy and regulatory measures, programs and legislative agenda that government has adopted to concretize these commitments?

. Secretary Ernesto M. Pernia, is the concurrent Secretary of Socioeconomic Planning and Director-General of the National Economic Development Authority (NEDA). He is Professor Emeritus of the UP’s School of Economics. He was Lead Economist of the Asian Development Bank and led the production of a seven-volume study on the “East ASEAN Growth Area: Brunei Darussalam, Indonesia, Malaysia and Philippines” in 1996, the roadmap for the implementation of the landmark regional cooperation undertaking. He continues to be a board member

of various organizations; a research fellow of research institutions; and a contributor to Philippine Daily Inquirer Op-Ed column.

Ernesto M. PerniaSecretary, National Economic Development Authority

Secretary Benjamin Diokno, is a second-term head of the Department of Budget and Management (DBM), having served in the same capacity from 1998-2001. He has held several positions in both government and private sectors. He was Fiscal Adviser to the Philippine Senate, Chairman and CEO of the Philippine National Oil Company (PNOC), and Chairman of the Local Water Utilities Administration. Concurrently, he was Chairman of the Board of Trustees of the Ospital ng Maynila Medical Center and Independent Director of Asia United Bank.

Benjamin E. DioknoSecretary, Department of Budget and Management

. Undersecretary Austere A. Panadero, is a career official of the Department of the Interior and Local Government (DILG). He handles the local governance portfolio, providing capacity-building programs toward an accountable, transparent, and results-based local government units. He oversees the localization of national government priorities through local government supervision, monitoring and enforcement, particularly along the areas of poverty reduction, economic development, climate change adaptation, disaster risk reduction, and

environmental management.

Donald G. Dee, is the President of the Employers Confederation of the Philippines (ECOP) and Chief Operating Officer of PCCI. He is the President of Phoenix Resource & Management Corporation and Pan-Pacific Airways. He is also a Director of the Manila Exposition Complex. He is a member of Beacheads Beachheads - South East Asia New Zealand Trade & Enterprise. From 2004 to 2010, he served as Special Envoy for Trade Negotiations and a member of the ASEAN Business Advisory Council. He is a founding trustee of

the Philippine Business for Education.

PLENARY SESSIONPlenary Two: Competitive Infrastructure: Building the Foundation of a Resilient Economy

Improving public infrastructure is of primordial importance in stimulating investments and creating jobs. Among the most problematic dimensions in the Philippines’ overall economic and business competitiveness are the poor quality of transport and ICT infrastructures and the insufficiency and affordability of its power supply, which have resulted to very high shipping, logistics, communications and power costs. Government has committed to increase spending while accelerating infrastructure projects already awarded under the public-private partnership program. What developments in the infrastructure sector can the business community expect to be done within the next six years of the Duterte administration?

Secretary Arthur P. Tugade of the Department of Transportation (DOTra) is formerly CEO and President of Clark Development Corporation. He founded Perry’s Holding Corp., which is engaged in fuel distribution, trucking, logistics, farming, shipping, travel and fashion. Perry’s Holding is the management arm of Perry’s Group of Companies which includes Transglobal Equipment Leasing, Perry’s Technology, ATP Travel, Perryome, Perry’s Farm, Transglobal Trucking, and Transglobal Consolidators, Inc. He was also the COO, President and Chief Resource Officer of Transnational Diversified Group Inc. (TDG) and Transnational Diversified Corp.

Arthur P. TugadeSecretary, Department of Transportation

Undersecretary Denis Villorente heads the Developmental and Innovations Office of the newly established Department of Information and Communications (DICT). Most recently, he served as the Deputy Executive Director for e-Government of the Information and Communications Technology Office (ICTO) and Director of Advanced Science and Technology Institute of the Department of Science and Technology (DOST-ASTI). The 2010 Automated National Elections was made possible under his watch as the head of the Technical Evaluation Committee that evaluated and certified the system used.

Dennis F. VillorenteUndersecretary, Department of Information and Communications Technology

Christian R. Gonzalez is currently Head of Asia Pacific for International Container Terminal Services, Inc. (ICTSI), overseeing all of the ICTSI Group’s business development as well as operations in these regions. Concurrently, he either chairs or sits on the board of the Group’s other subsidiaries, and is the Chief Executive Officer of the Group’s flagship, the Manila International Container Terminal. He is a Trustee and the President of ICTSI Foundation, Inc., the Group’s corporate social responsibility arm. Mr. Gonzalez is also a Director of Bloomberry Resorts Corporation, owner and developer of the $1.2 billion Solaire Resort and Casino.

Christian R. GonzalezSVP and Regional Head of Asia-Pacific, International Container Terminal Services, Inc.

Prof. Rowaldo del Mundo is an Associate Professor and Program Director at the National Engineering Center of UP Diliman. He specializes in power systems, electricity markets and regulation, energy planning systems analysis, electric power industry restructuring, renewable energy and energy regulation. He was a key player in the drafting of the Philippine Grid Code and the Philippine Distribution Code, two crucial regulatory embodiments for the transmission and distribution industries in the electricity sector.

Engr. Ramon D. Escueta, is the Director for Energy, Power and Water of PCCI and President, Asia-Pacific Business and Industrial System, Inc. He is the Founder and President of APSYS Solutions Technology, Inc., Founder and Former President of Byers Communications, Inc. and Founder and Former Director of Transpacific Broadband Group International, Inc. He was Area Manager for the Philippines of Westinghouse Electric S.A. He is a member of the Institute of Electrical and Electronics Engineer, former National Governor and Treasurer of the Integrated Institute of Electrical Engineers and former Director of the Alumni Engineers of the University of the Philippines.

Ramon D. EscuetaDirector for Energy, Power and Water and President, Asia-Pacific Industrial System, Inc.

Dr. Enrico L. Basilio is the Chairman of the Transportation Infrastructure and Logistics Committee of PCCI and Chief of Party of the USAID-Advancing Philippine Competitiveness Project (COMPETE). An economist and transportation and logistics expert, Dr. Basilio was President/Trustee of REID Foundation, Inc., Director of the Graduate Program in Applied Business Economics, Director of the Industrial Research Foundation, and Vice President of the Center for Research and Communication of the University of Asia and the Pacific. He is one of the prime movers of the Philippine roll-on/roll-off (RO-RO) shipping policy in 2003.

In 2010, he was appointed as Alternate Philippine Representative to the ASEAN High Level Task Force on Connectivity.

PLENARY SESSIONPlenary Three: The Philippines in ASEAN, East Asia Economic Community and the Asia-Pacific Economic Cooperation: Moving Beyond the RhetoricThe Philippines’ active engagement in the ASEAN Economic Community, the East Asia Economic Community and the Asia-Pacific Economic Cooperation play a strong role in shaping developments of areas such as food security, infrastructure development and entrepreneurship enhancement. These regional communities host diverse economies including some of the most developed, largest and most rapidly-emerging economies in the world, as well as a rapidly expanding middle class with rising disposable income. How can the Philippines’ membership in these integrated economies become a game-changer for local businesses? How can MSMEs take full advantage of and benefit from the gains of economic cooperation and integration?

Jose Ma. Concepcion, III, is the Chairman of the ASEAN Business Advisory Council (Phils.) and concurrent President and CEO of RFM Corp. and Kettle Foods Corp. He is also Chairman of the Board of Unilever-RFM Ice Cream, Inc. (URIC) and Director of Concepcion Industrial Corporation. Popularly known as Mr. Go Negosyo, he is the founder of the Philippine Center for Entrepreneurship Foundation Inc. (PCE). He was appointed Presidential Consultant for Entrepreneurship in August this year.

H.E. Amanda Gorely is the Ambassador of Australia to the Philippines. She is a senior career officer of Australia’s Department of Foreign Affairs and Trade (DFAT). Prior to her current posting as Australia’s envoy to the Philippines, Amb. Gorely served as Corporate Counsel and head of the Corporate Legal Branch of DFAT. She was also Deputy High Commissioner at the Australian High Commission in Wellington and Deputy Permanent Representative to the United Nations in Geneva, with earlier postings in Stockholm and Copenhagen.

Teresita Sy-Coson has been the Philippine representative to the ASEAN-Business Advisory Council since 2010. She holds several Board positions within SM Group including Chairperson of BDO Unibank Inc., Adviser to the Board of SM Prime Holdings Inc., and Vice Chair of SM Investment Corp.

Enrique K. Razon Jr.Enrique K. Razon Jr. is Chairman of the Board and President of International Container Terminal Services, Inc. (ICTSI), a Philippine-based company involved in the management and operation of 30 ports and terminals in 20 countries. He is also Chairman of Bloomberry Resorts Corp. (BRC), developer of Solaire Resort and Casino, a US$1.2 billion integrated resort complex in the Philippines’ Entertainment City. ICTSI and BRC are both listed in the Philippine Stock Exchange.

Mr. Razon belongs to the third generation of a family involved in the business of marine cargo handling. The Razon Group has a long-standing reputation of being pioneers and innovators in the management and development of ports, terminals and related facilities. The group’s proven track record stems from over 90 years’ experience in integrated cargo handling, stevedoring and other port services in the Philippines and abroad.

In 1987, the Razon Group and the Soriano Group incorporated ICTSI, initially to bid for the Manila International Container Terminal (MICT) in the Philippines. After winning the MICT contract 1988, Mr. Razon spearheaded the MICT’s development program. The MICT today is the country’s premier international gateway. ICTSI also operates seven other terminals in the Philippines.
