SELECTMAN’S OFFICE HOURSSelectman Steve Moniz said he will conduct his next offi ce hours on Oct. 24 from 11 a.m. to 1 p.m. at the Town Offi ce Building, located at 140 Wood St. Moniz holds the offi ce hours for people who want to talk to him about a town issue who may not be able to attend a selectman’s meeting or who may not be comfort-able speaking in public at the selectmen’s meetings. No appointments are necessary to come to the offi ce hours which Moniz has been holding since he was elected to the Board of Selectmen for the second time in May.

RECYCLING GRANTThe Massachusetts Depart-ment of Environmental Protection has awarded the Town of Somerset a Recycling Dividends grant of $8,450 under the Sustainable Materi-als Recovery Program. The program directs a portion of the proceeds from waste energy certifi cates to recy-cling programs approved by DEP. The Recycling Dividends Program provides payments to municipalities that have implemented specifi c pro-grams and policies proven to maximize reuse, recycling and waste reduction. Somer-set offers curbside pickup of some recyclables and has held collection days for household hazardous waste.

SWANSEA GARDEN CLUB TO MEETThe Swansea Garden Club will meet on Wednesday, Oct. 21, at 6:30 p.m., at the Christ Church Parish Hall on Main Street in Swansea. The club welcomes guest speaker Laura Wilson of Garden Endeavors. A professional gardener for over 25 years, Wilson brings a wealth of knowledge and experience to her clients throughout southeastern New England. Her presenta-tion will be “All About Bulbs.” Guests are cordially invited. A $5 donation would be greatly appreciated. New members from Swansea and the sur-rounding communities are always welcome.

YARD SALE FOR ANIMAL SHELTERThe Town of Swansea Animal Shelter, located at 68 Stevens Road, will hold a giant yard sale and bake sale Sunday, Oct. 18, from 9 a.m. to 2 p.m. There will also be a K-9 demonstration by multiple agencies and a 50/50 raffl e. The yard sale will offer fur-niture, tools, jewelry, kitchen stuff, pet items, clothing, etc. All proceeds will benefi t the care of the animals at the shelter. SOMERSET — The select-men have scheduled a special town meeting for Nov. 18 to address several items, one of which will be how much money to put into the operating budget to keep taxes down as low as possible.

Town Administrator Richard

Brown said the town has a structural deficit in its oper-ating budget of just over $5 million. There is a structural deficit in the budget when the amount of money coming in from taxes and local receipts, such as building permit fees, does not fund the operating budget.

The town has had struc-tural deficits in its operating

budget for several years and has used money from free cash, which is money left over from prior years' budgets and unanticipated revenue, and the stabilization fund, as well as from the Regional Green-house Gas Initiative Fund, which is money the town has been awarded in its transition from losing a lot of revenue from the power plants in town,

to supplement the operating budget to keep taxes down as low as possible.

Selectmen Chairman Scott Lebeau said last week that if more money from such places is not set aside to fund the operating budget, there will be a sizable tax increase. This year, he said the money could come from free cash and the overlay account. The town is

also applying for another $3 million in RGGI funds.

There has been some con-cern from town officials about continuously funding a large part of the budget with non-reoccurring revenues, such as money from the stabilization fund, which is like a savings account that the town has for

SWANSEA — Town Admin-istrator John McAuliffe wasexpected to present a draftgroup of articles to the Boardof Selectmen for the Nov. 2Special Town Meeting.

There are 21 articles beingproposed in the draft, includ-ing one for the WaterfrontRevitalization that would allowthe question to go to the votersfor a ballot question during afuture election.

The committee has beenreviewing plans for a beachproject that was estimated tocost over $4 million and wouldinclude demolition of the pres-ent Bluffs Building, along witha concession, locker and stor-age room as well as rest roomsin two buildings and an openpavilion. It would also includea boardwalk and raised parkingarea to view the water.

The committee was contem-plating bringing the project inphases.

S O M E R S E T — T h e selectmen voted to sign a memorandum of agreement for a new three-year contract with Treasurer/Collector Tammy Pacheco last week.

Under the contract, Pache-co’s salary, which was at $65,000 a year, will increase to $70,000.01 in the first year, $72,500 in the second year and $75,000 in the third year. Selectmen Chairman Scott Lebeau said the pay raises will have to be approved by the selectmen and town administrator each year and they will be contingent on Pacheco having proper certi-fications for the job.

Pacheco has been the town’s treasurer/collector for about a year. She was the first person to be hired by the town for the combined treasurer/collection posi-tion that is appointed by the

selectmen. Before last year, the town had two positions for treasurer and collector and the people who served in those positions were chosen in the town election, rather than being appointed by the selectmen. Town meeting voters decided last year to combine the two positions and have the employee be appointed by the selectmen, rather than elected.

Town Finance Director Joseph Bolton said Pacheco has done an excellent job working with his department and other departments.

“I think she’s proven herself this past year to be an integral part of the team and Somerset is lucky to have her,” Bolton said.

Lebeau said the last few years in the office before Pacheco came in had been tumultuous with the town being dead last in the state in setting its tax rate. Under a previous treasurer, the town

had been behind in updat-ing its financial books and took longer to get free cash certified and the tax rate set. Lebeau said Pacheco has brought a good skill set and dedication to the work

of the office. Lebeau said he has seen Pacheco working in her office at night after hours when he has been in the Town Office Building. He said she has brought tremen-dous efficiency to the office and said combining the posi-tion has saved the town half a salary and benefits. He said Pacheco’s effort on the job astounds him and he can’t pay her enough accolades.

“She does it with the right attitude, always has a smile on her face, always willing to accept another challenge,” Lebeau said.

Pacheco said she has an outstanding staff and has received a lot of support from the town in getting her work done.

SWANSEA — An historic Swansea home was struck for at least the second time when a vehicle hit the ground level early Saturday morning.

James and Kimberlee Faria and their daughter were awak-ened by the crash at their 93 Main St. address, just after midnight.

“We thought it was an earth-quake,” Kimberlee said. “My husband got up to look around and our neighbors were run-ning towards the house. He was going to step out, but they yelled to stay off the porch. It was hanging.”

The porch supports had been struck by the vehicle that had left the road, hit the stone wall and then the house, leaving a door in shambles and a portion of the brick wall around it also damaged.
