Kleinhenz, Ph.D., Economist; and Executive Director of Research, Beacon Economics, LLCDr. Kleinhenz is one of California’s leading economists with nearly 30 years of experience analyzing the U.S. and California economies and the economics of California’s many diverse regions. He is also director of research at the University of California, Riverside School of Business Administration Center for Economic Forecasting and Development. Prior to joining Beacon Economics, Dr. Kleinhenz served as chief economist at the Kyser Center for Economic Research at the Los Angeles County Economic Development Corporation (LAEDC) where he conducted research on and produced economic forecastsfor the U.S., California, and Southern California. While at LAEDC, he was known for his deep knowledge of the economy

and industries of both California and its southern counties. Earlier in his career, he was deputy chief economist at the California Association ofRealtors where he focused on the housing market and consumer research. He also taught economics for more than 15 years, most recently atCalifornia State University, Fullerton.

ACA 2017: What You Cannot Afford Not to Know – Mandarin AMany employers were understandably overwhelmed by the magnitude and dynamic nature of the Patient Protection and Affordable Care Act (ACA) when it was first enacted. At this point, the trend is to assume the worst is behind us. While we can hope that’s true, there are some key require-ments left that may need attention for your district. Lease-Leaseback and the Latest Word on Construction Delivery Methods – Sierra SuiteThe law regarding lease-leaseback contracts and their use as a construction delivery method continues to evolve, with new legislative and judicial developments occurring regularly. This session will review the status of lease-leaseback, the latest rules, and the pros and cons of lease-leaseback in the current unsettled environment. Other delivery methods, such as design-build, traditional bidding, use of a construction manager and more, also will be explored. CBOs must not only be prepared to know the technical rules around construction delivery methods (as well as the advantages and disadvantages of those methods), they must also be ready to anticipate and address public reaction, board member questions, various construction interests lobbying, increased media attention and, possibly, court scrutiny. Mitigating Impacts of New Development: Developer Fees & Beyond – Orchid RoomFor school districts experiencing growth, obtaining support from developers can be a tremendous challenge. This workshop will address both how to maximize your school district’s developer fees, including Level 2 and Level 3 fees, and how to obtain additional support from developers beyond the statutory fees. It also will address ways to avoid pitfalls that can limit developer mitigation or developer fees, as well as ways to leverage your district’s bargaining power with developers. Many school districts face significant growth. SB 50 limited developer fees and the availability of other mitigation, which has led to overcrowded classrooms and playgrounds full of portable buildings. While a state school bond is part of the solution, state funds are only available if school districts have local facility funds available to match the state funds. Two school districts lobbied the State Allocation Board for Level 3 developer fees and participated in the lawsuit filed by the California Building Industry Association to stop districts from being able to impose Level 3 fees.
