This letter should state the provider/s of potable water and wastewater is/are able to maintain their current level of service standard established by the potable water provider, while accommodating the increase of density/intensity of the proposed amendment.

The site presently drains by means of inlets, culverts and lakes, receives pretreatment utilizing exfiltration trenches, and provides water quality storage and flood attenuation within the existing lakes. The development discharges south through existing culverts within Pod D to the existing control structure at the LWDD L-47 Canal-the point of legal positive outfall. Phase 2 development will extend

the existing infrastructure and surface water management system and continue to drain to legal positive outfall as described above. Inlets, pipes, exfiltration trenches and ponds will be constructed to provide water quality storage, flood attenuation and pre-treatment as required. Calculations will be submitted to demonstrate Palm Beach County Land Development, SFWMD and LWDD requirements are met. Easements will be granted, as needed, to provide conveyance and storage rights. This is to confirm that the referenced property is located within Palm Beach County Utility Department (PBCWUD) utility service area. PBCWUD has the capacity to provide the level of service required for the existing FLU designation of LR-3 and the proposed FLU designation of MR-5. The nearest potable water is a 12" watermain located within 951h Avenue and an 8" watermain located within Ruth and Baron Coleman Blvd. There is an existing gravity sewer within Ruth and Baron Coleman Blvd. Upgrades to the existing lift station may be required.

The Sinai Residences of Boca Raton is an existing independent and assisted living facility within Pod B of the Rainberry P.U.D. Pods A, Band C Plat and is included in the South Florida Water Management District (SFWMD) Environmental Resource Permit (ERP) 50-03791-P. Phase 2 is specifically located in the southeast corner of Pod B. The development is located in Section 19, Township 47 South, Range 42 East, and within the SFWMD Hillsboro Basin. The site is bounded by the Lake Worth Drainage District (LWDD) L-46 Canal to the north, by the existing Pod A and B developments and preserves to the south, by The Timbers of Boca, an existing single family residential development, to the east, and by 951h Avenue S, a private road within Pods A and B, to the west.

SINAI RESIDENCES PHASE 2 CPA ENVIRONMENTAL REPORT
Section 19, Township 47S, and Range 42E July 20, 2017
INTRODUCTION The subject parcel is located on the east side of 95th Avenue South just south of Glades Road in unincorporated Palm Beach County, Florida (Section 19, Township 47S, Range 42E). The assessment area is approximately 34.10 acres in size. See Exhibit A, Location Map. METHODOLOGY WGI environmental staff visited the subject site on July 17, 2017. An aerial photograph was used to pinpoint specific points of interest. An on-site review of the subject site’s conditions was performed by walking and driving transects through the site while noting plant species, ecosystems (wetlands and uplands), and other potential environmental factors. SITE CONDITIONS The subject property consists of a developed senior living facility with associated supporting features like stormwater retention ponds, landscaping, and parking lots. There is a vacant, sodded lot in the southeast corner or the parcel that is being used as a temporary parking. Vegetation is primarily limited to landscape buffers around the perimeter of the property. Please see Exhibit B, FLUCCS Map. The site is bound to the north by a multi-family residential development, to the east by a single family residential development, to the west by a school and to the south by a multi-family residential development. COASTAL RESOURCES The subject property is not located within an area that contains coastal resources. SOILS The following are the soils and their descriptions found throughout the project site according to the Soil Survey of Palm Beach County published by the US Department of Agriculture Soil Conservation Service (1979). See Exhibit C, Soil Survey Map. 10 – Boca Fine Sand: This is a nearly level, poorly drained soil. The water table is within 10 inches of the surface for 2 to 4 months and lower in the driest months. Natural vegetation is slash pine, cabbage palm, saw palmetto, southern bayberry, inkberry, and a wide variety of native grasses. 37 – Riviera Sand, Depressional: This is a nearly level, poorly drained soil found in shallow, well defined depressions. This soil is covered with up to 2 feet of water for more than 6 months each year. Natural vegetation is cypress, needlegrass, St. John’s wort, corkweed, melaleuca, pickerelweed, sand cordgrass, maidencane, and water tolerant plants. SIGNIFICANT HABITATS/SPECIES No significant habitat occurs on the assessed parcel. No state or federal listed plant or animal species were located within the assessment area. WELLFIELD PROTECTION ZONE The subject property is located within zone of influence number four in Palm Beach County. Please see Exhibit D, Wellfield Protection Zone of Influence Map by Palm Beach County Department of Environmental Resources Management.
POLLUTION SOURCES No obvious pollution sources (storage tanks, vents, 55 gallon drums, etc.) were observed on the property. JOHN D. MACARTHUR/JOHNATHAN DICKINSON OVERLAY The subject property is located a distance in excess of 660 feet from the property lines of both the John D. MacArthur and Jonathan Dickinson State Parks. HISTORIC AND ARCHAEOLOGICAL RESOURCES It is not anticipated that any resources will be present on this site due to the previous intense agricultural uses. See Exhibit E, Resource Data Review Verification Letter. SURFACE WATERS AND WETLANDS There does not appear to be any wetlands or surface waters located on the property with the exception of the two stormwater retention lakes located on the western side. The site has been historically filled to support the agricultural processing activities. There are several detention/retention swales around the property but all were dry and no wetland indicators were observed. This determination has been reviewed during the development of the senior living facility by the South Florida Water Management District (State) and the US Army Corps of Engineers (Federal) as the wetland regulatory agencies. TRASH AND DEBRIS Trash and debris was minimal. Any observed trash was limited to small scraps of paper and plastic along the street corridor. CONCLUSION There are few environmental issues of great significance on the subject property. The lack of habitat makes it improbable for any listed animal species to occur on the site. No upland preservation area would be required according to PBC ULDC Article 14 because there are no native habitats identified. There are very few native trees that would require mitigation through the County tree removal approval process. There are no jurisdictional wetlands located on the property as verified by SFWMD and USACE.
