State Economic Activity 

West Virginia’s total nonfarm payroll employment declined 9,200 between 2015 and 2016, a 

loss of 1.2 percent. The number of individuals in the labor force who were employed or actively seeking 

employment climbed 300 during the same period. The number of unemployed declined 5,900 between 

2015 and 2016, rendering an unemployment rate of 6.0 percent, down eight‐tenths of a percentage 

point from 2015. 

Over‐the‐year losses for the state totaled 9,200, with declines of 8,900 in the goods‐producing 

sector and 200 in the service‐providing sector. Employment losses included 5,700 in mining and logging, 

2,400 in construction, 1,000 in manufacturing, 2,100 in trade, transportation and utilities, 300 in 

financial activities, 1,600 in professional and business services, and 700 in other services. Employment 

gains included 1,200 in education and health services, 100 in leisure and hospitality, and 3,200 in 

government. Employment in information was unchanged over the year. 

In 2015. 18 West Virginia counties recorded an unemployment rate lower than the state rate of 

6.8 percent. The state unemployment rate declined to 6.0 percent in 2016, and the number of counties 

recording an unemployment rate lower than the state rate rose to 21. Counties with double‐digit 

unemployment rates in 2016 included Calhoun (12.6), Mingo (12.5), McDowell (12.1), Clay (10.2), Logan 

(10.1), Roane (10.1), and Wyoming (10.1).  Counties recording an unemployment rate below 4.0 percent 

included Pendleton (3.9), Berkeley (3.8), and Jefferson (3.3). 

Unemployment rates declined in all seven workforce investment areas between 2015 and 2016.  

Workforce Investment Area 1 had the highest unemployment rate at 7.2 percent, while Workforce 

Investment Area 7 had the lowest unemployment rate at 4.1 percent. Other unemployment rates 

included Workforce Investment Area 2 (6.5), Workforce Investment Area 3 (5.4), Workforce Investment 

Area 4 (6.9), Workforce Investment Area 5 (7.0), and Workforce Investment Area 6 (5.7). 

For the fifth consecutive year, average annual employment in West Virginia measured by the 

Quarterly Census of Employment and Wages (QCEW) declined. Employment fell 11,079 (‐1.6%) to 

686,644 in 2016 from the 2015 level of 697,723.  Losses occurred in Natural Resources and Mining (‐

5,632), Construction (‐2,523), Manufacturing (‐950), Trade, Transportation and Utilities (‐1,720), 

Financial Activities (‐379), Professional and Business Services (‐1,249), and Other Services (‐394). 

Employment gains included Information (+133), Education and Health Services (+704), Leisure and 

Hospitality (+160), and Government (+771). West Virginia workers experienced a decline in wages of $60 

from $41,655 in 2015 to $4,595 in 2016. According to the U.S. Bureau of Labor Statistics, the average 

wage increased $745 at the national level between 2015 and 2016.   

West Virginia’s per capita personal income grew by $83 (0.23%) during 2016. Per capita personal 

income in the state stood at $36,541 in 2015 and grew to $36,624 in 2016. The U.S. income for the same 

period grew by $795 (1.6%) to $49,246. Of the state’s 55 counties, 15 recorded per capita personal 

income exceeding the statewide average in 2015. Those counties included Marshall ($36,617), Lewis 

($36,621), Berkeley ($36,950), Brooke ($37,261), Cabell ($38,287), Hancock ($38,290), Pleasants 

($38,674), Marion ($39,007), Wood ($39,276), Monongalia ($41,429), Putnam ($41,923), Harrison 

($43,898), Kanawha ($43,980), Jefferson ($44,834), and Ohio ($48,687).

The West Virginia 2016 estimate of population provided by the U.S. Census Bureau indicates the 

state was home to 1,831,102 inhabitants. This represents a decline ( ‐0.54%) of 9,951 residents over the 

year, or just over one‐half of a percentage point. Of the state’s 55 counties, Berkeley saw the greatest 

increase in population, adding 1,890 residents. Other counties with notable population gains included 

Monongalia (+631), Jefferson (+169), Putnam (+142), and Morgan (+109).  Kanawha County suffered the 

largest decline in population, losing an estimated 1,966 residents. Other counties with substantial 

population declines included Raleigh (‐832), Logan (‐814), Cabell (‐666), Wood (‐611), and Mingo (‐602),

Ohio County ($48,687) had the highest per capita personal income of all West Virginia counties in 2015. The remaining counties in the top ten per capita personal income category were Jefferson ($44,834), Kanawha ($43,980), Harrison ($43,898), Putnam ($41,923), Monongalia ($41,429), Wood ($39,276), Marion ($39,007), Pleasants ($38,674), and Hancock ($38,290).

Greenbrier County had the greatest growth rate in per capita personal income between 2014 and 2015, at 6.5 percent, followed by Hancock (4.8), Wirt (4.3), Randolph (4.3), Hampshire (4.2), Pleasants (4.1), Logan (4.1), Tyler (4.0), Roane (4.0), and Braxton (3.9). Five counties suffered declining per capita personal income: Calhoun (‐2.9), Gilmer (‐1.5), Mingo (‐0.5), Hardy (‐0.4), and Wyoming (‐0.3).

Statewide, the gain in per capita personal income in 2015 was 2.7 percent. Per capita personal income in the U.S. improved by 3.7 percent in 2015.

In 2016, West Virginia’s total nonfarm payroll employment was dominated by government

(21%), trade, transportation and utilities (18%), and education and health services (17%).

Jefferson County (3.3) reported the lowest annual average unemployment rate in the state in 2016. Counties with unemployment rates below 4.0 percent included Pendleton (3.9), Berkeley (3.8), and Jefferson (3.3).

Calhoun County (12.6) reported the highest annual average unemployment rate in the state. Counties with an unemployment rate above 10.0 percent in 2016 included Wyoming (10.1), Roane (10.1), Logan (10.1), Clay (10.2), McDowell (12.1), Mingo (12.5), and Calhoun (12.6).

Between 2015 and 2016, 50 counties reported declining unemployment rates, while only five recorded increasing unemployment rates.

2016 Annual Average Wage by County 

In 2016, Marshall County reported the highest annual average wage in the state at $49,231, followed by 

Monongalia at $48,074, Putnam at $47,615, Pleasants at $46,631, Harrison at $45,759, Tyler at $45,344, 

Kanawha at $45,211, Doddridge at $44,532, Wayne at $42,448, and Mason at $41, 876. The five 

counties with the lowest average annual wage in 2016 included Hampshire ($30,929), Pocahontas 

($30,759), Summers ($30,377), Pendleton ($30,199), and Wirt ($29,276). 

The five counties with the largest growth in employment between 2015 and 2016 were Berkeley (+503), 

Jefferson (+344), Putnam (+303), Monongalia (+251), and Hardy (+214). The five counties with the 

largest employment declines were Kanawha (‐1,475), Raleigh (‐1,245), Boone (‐988), Wood (‐908), and 

Marion (‐885).

Endnotes

Definitions. GDP by state is the state counterpart of the Nation's gross domestic product (GDP),

the Bureau's featured and most comprehensive measure of U.S. economic activity. GDP by state

is derived as the sum of the GDP originating in all the industries in a state.

The statistics of real GDP by state are prepared in chained (2009) dollars. Real GDP by state is

an inflation-adjusted measure of each state's gross product that is based on national prices for the

goods and services produced within that state. The statistics of real GDP by state and of quantity

indexes with a reference year of 2009 were derived by applying national chain-type price indexes

to the current-dollar values of GDP by state for the 64 detailed NAICS-based industries for 1997

forward.

The chain-type index formula that is used in the national accounts is then used to calculate the

values of total real GDP by state and of real GDP by state at more aggregated industry levels.

Real GDP by state may reflect a substantial volume of output that is sold to other states and

countries. To the extent that a state's output is produced and sold in national markets at relatively

uniform prices (or sold locally at national prices), real GDP by state captures the differences

across states that reflect the relative differences in the mix of goods and services that the states

produce. However, real GDP by state does not capture geographic differences in the prices of

goods and services that are produced and sold locally.
