1. RULES 1.1. The Championship shall be governed by the rules as defined in the Racing Rules of Sailing

and the current Class Rules of the International Optimist Dinghy Association. 1.2. The current prescriptions and special regulations of Australian Sailing Part 2 for Off the

Beach Boats shall apply. 1.3. RRS 61.1 “Informing the Protestee” is amended so that boats intending to protest shall also

inform the race committee on the finish boat immediately after finishing. 1.4. English shall be the Official Language for the Championship. 1.5. Discretionary Penalties shall apply to those SIs marked with a [DP]. 1.6. Standard Penalties shall apply to those SIs marked with a [SP]. 1.7. Where there is a conflict between the Notice of Race and the Sailing Instructions, the

Sailing Instructions shall prevail. 1.8 Appendix T Arbitration shall apply. 2. NOTICES TO COMPETITORS All notices to competitors shall be posted on the Official Notice Board located adjacent to

the southern fenceline in the vicinity of the Sailing Office veranda, and posted on the event website http://www.optimist.org.au/nationals.

3. CHANGES TO THE SAILING INSTRUCTIONS (SI) Any change to the SI shall be posted no later than 150 minutes before the earliest warning

signal on the day it shall take effect, except that any change to the schedule of races will be posted by 1900 hours on the day before it shall take effect.

4. CHARTER BOATS [DP] 4.1. Charter Boats shall be managed in accordance with the information supplied with the

Notice of Race Clause 15. 4.2. Competitors’ sailing charter boats shall report any damage or loss of equipment, however

slight, to the charter supplier’s representative immediately after securing the boat ashore. 4.3. Failure or loss of chartered equipment shall not be grounds for redress. This changes RRS

62.1(a). 5. SIGNALS MADE ASHORE 5.1. Signals made ashore will be displayed on the flagpole to the North of the Main Rigging

Lawn, at the top of the gangway to the Bill Kirby Jetty. 5.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 min’ in the

race signal AP. 5.3 When a signal is displayed over a division flag it applies to that division only. 6. FORMAT OF RACING 6.1. The regatta shall consist of up to twelve (12) races. 6.2. The regatta shall consist of a Qualifying Series and may be followed by a Final Series. In the

absence of a Final Series, the regatta shall be decided by the Qualifying Series. 6.3. Qualifying Series (a) The qualifying series will take place on the first 3 days of racing, unless 4 races have not

been completed by all fleets by the end of the third racing day, the Qualifying series will continue until the end of the racing day in which the fourth Qualifying race is completed.

(b) Boats sailing in the Open or Intermediate Fleets may be divided into two (2) or more coloured divisions when total entries in each fleet exceed 80 boats.

(c) The Race Committee will carry out the initial allocation into divisions by random draw after

1700 on 2nd January with the list of competitors already registered at that time. (d) For subsequent daily reallocations, boats will be reassigned to divisions after each day of

racing. The series scores for reassignment will be calculated for those races completed by all fleets. Assignments will be based on the ranking available at 20:00 that day regardless of protests or requests for redress not yet decided.

6.4. Final Series (a) Allocation of Gold and Silver Division boats for the Final series will be based on the results

of the Qualifying Series. (b) The Final Series divisions will be, as nearly as possible, of equal size but so that the Silver

division shall not be larger than the Gold division and the Bronze division (if required) shall not be larger than the Silver division.

(c) Any recalculation of Qualifying Series ranking after boats have been assigned to Finals Series divisions will not affect the assignments except that a redress decision may promote a boat to a higher division.

6.5. Identification of coloured division. [SP] All boats shall display a coloured ribbon (corresponding to the colour of their division flag

for that days sailing) permanently fixed with not less than 40cm of ribbon free to fly from the top of the sprit. Ribbons of each applicable colour will be provided by the Organising Authority at registration. Sailors are responsible for ensuring they check their division assignment each morning and ensuring they attach the correct ribbon colour for that day.

7. SCHEDULE OF RACES (cont.) 7.2. Number of Races: (a) The total number of races scheduled is 12 races, with up to 4 races per day. (b) The Lay Day on Monday 8th January may be used for racing, if the minimum number of

qualifying races have not been completed by the end of racing on Sunday 7th January. 7.3. To alert boats that a race or sequence of races will begin soon, the orange starting line flag

will be displayed, with one sound, for at least five minutes before a warning signal is displayed.

7.4. On the last day of the regatta no warning signal will be made after 15:00. 8. CLASS FLAGS 8.1. Open class flag will be a White flag with the Black Optimist class symbol. 8.2 Division flags for Open fleet:

8.3 Intermediate class flag will be a Blue flag with the White Optimist class symbol. 9. RACING AREA Attachment 1 shows the location of the racing areas. 10. THE COURSE The diagram in Attachment 2 shows the course including the order in which marks are to

be passed, and the side on which each mark is to be left.

11. MARKS The marks are described in Attachment 2.

12. THE START 12.1. The starting line shall be between staff displaying orange flag on the starting marks or the

course side of the port end starting mark. 12.2. Once a starting sequence has commenced, all boats not racing shall wait inside the waiting

area - refer Attachment 2. The waiting area windward boundary shall be designated by 2 buoys. Boats may approach the starting line only after the starting signal of the previous fleet has been made and no individual or general recall has been signalled. If an individual recall has been signalled, boats may approach the line only after the X flag has been removed. Boats that have finished shall return directly to the waiting area or ashore, keeping well clear of all boats racing and of all boats whose warning signal has been made. [DP]

12.3. A boat starting later than 4 minutes after her starting signal shall be scored Did Not Start (DNS) without a hearing. This changes RRS A4 and A5.

13. CHANGE OF THE NEXT LEG OF THE COURSE

To change the next leg of the course, the Race Committee will move the original mark (or the finishing line) to a new position.

14. THE FINISH The finishing line shall be between a staff displaying a blue flag on the finishing mark at the

starboard end the course side of the port end finishing mark. 15. PENALTY SYSTEM 15.1. The penalty for breaches of Class Rules may be less than disqualification if the jury so

decides. (DP) 15.2. Appendix P shall apply, changed as follows: P2.3 is deleted and the words ‘or subsequent’

are added after the word ‘second’ in P2.2. 16. TIME LIMITS AND TARGET TIMES 16.1. Time limits and target times (in minutes) are as follows: 16.2. If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned.

Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a).

16.3. Open Division boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored Did Not Finish (DNF). This changes RRS 35, A4 and A5.

16.4. Intermediate Division boats deemed to be still racing by the Race Committee but failing to finish within 15 minutes after the first boat sails the course and finishes may be scored Allocated Place. See (SI 19.13) This changes RRS 35, A4 and A5.

17. PROTESTS AND REQUESTS FOR REDRESS 17.1. Boats intending to protest shall inform the Race Committee immediately after finishing by

approaching the starboard side of the Race Committee boat at the Finish line, after finishing, and hailing the protested boat’s sail number. This changes RRS 61.1.

17.2. Protest forms are available at the Regatta Office. Protests and requests for redress or reopening shall be delivered there within the protest time limit.

17.3. The protest time limit is 60 minutes after the last boat has finished the last race of the day, or the Race Committee signals no more racing today, whichever is later.

17.4. Notices shall be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in a Jury Room which will be specified in on the Notice Board. No protest hearing will be started after 21:00.

17.5. Notices of protests by the Race Committee or Jury will be posted on the Official Notice Board to inform competitors as per RRS 61.1(b).

17.6. For the purpose of measurement rule protests (rule 64.3 (b)) the ‘authority responsible’ is the Technical Committee appointed to the event.

17.7. Breaches of Sailing Instructions marked ‘DP’ and ‘SP’ will not be grounds for a protest by a boat. This changes RRS 60.1(a).

17.8. On the last scheduled day of racing a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2.

17.9. Decisions of the Jury will be final as provided in RRS 70.5. 18. ARBITRATION Appendix T of the RRS shall apply 19. SCORING 19.1. For the Open and Intermediate divisions the series will consist of up to twelve (12) races,

four (4) of which are required to be completed to constitute a series. 19.2 Where a single series is used:

(a) When less than four (4) races are completed, a boat’s series score shall be the total of her race scores;

(b) When from four (4) to eight (8) races are completed, a boat’s series score shall be the total of her race scores, excluding her worst score; (c) When from nine (9) to twelve (12) races are completed, a boat’s series score shall be the total of her race scores, excluding her two (2) worst scores.

19.2. Where a qualifying and finals series is used: (a) The qualifying series shall consist of a maximum of eight (8) completed races; (b) The finals series shall consist of a maximum of six (6) completed races. 19.3. In the qualifying series: (a) When less than four (4) races are completed, a boat’s series score shall be the total of

her race scores; (b) When from four (4) to eight (8) races are completed, a boat’s series score shall be the

total of her race scores excluding the worst score. 19.4. In the finals series: (a) When less than four (4) races are completed, a boat’s finals series score shall be the

total of her finals race scores; (b) When from four (4) to six (6) races are completed, a boat’s finals series score shall be

the total of her finals race scores excluding her worst score. 19.5. A boat’s overall series score shall be the sum of her qualifying series score and her finals

series score. The boats in the Gold finals fleet shall be ranked highest in overall standings, then Silver etc.

19.6. The racing for the Australian and Open Championships will be scored as one fleet. Intermediate Fleet will be scored separately.

19.7. A boat that did not start, did not finish, retired after finishing or was disqualified shall be scored points for the finishing place one more than the maximum number as per SI 19.9. This changes Rule A4.2.

19.8. Where a scoring penalty is applied under SI 18, the number of places shall be the whole number (rounding 0.5 upward) nearest to 30% of the maximum number as per SI 19.9.

19.9. The maximum number for SIs 19.1 and 19.8 is: (a) For races in the Qualifying Series one (1) more than the maximum number of boats in

any division. (b) For races in the Final Series one (1) more than the number of boats in her division. 19.10. During the Qualifying Series, only races that have been completed by all divisions will be

included in the series scoring. 19.11. To request the correction of an alleged error in a posted race or series results, a boat shall

complete a Scoring Enquiry Form available at the Regatta Office. 19.12. Failure to sign on will result in that boat being penalized five (5) points for the first race of

the session (but not worse than DNF). Failure to sign off shall result in that boat being penalized five (5) points for the last race of the session (but not worse than DNF). Penalties will be applied without a hearing. This changes RRS 63.1.

19.13. Allocated place determination for the Intermediate Division: Boats may be scored using their current standing at a position on the course determined by the Race Committee. The scoring abbreviation for allocated place determination is SRS.

20. SAFETY REGULATIONS 20.1. Before leaving shore and up to the warning signal of the race session, each boat shall sign

on. All helmspersons shall do this prior to going afloat for racing in any session. [SP] 20.2. Sign off shall be completed within 60 minutes of the last boat finishing in the last race of

the race session of their allocated fleet assignment. [SP] 20.3. Failure to Sign on or Sign off will result in a penalty as described in SI 19.12. 20.4. A boat that retires from a race shall notify the Race Committee as soon as possible and

shall also fill in the relevant form available at the Regatta Office. [DP] 20.5. Competitors who require assistance should blow a whistle or wave the paddle or one arm.

The Race Committee reserves the right to assist competitors who in its opinion require assistance, regardless of the wishes of the competitor. This will not be grounds for redress. This changes RRS 62.1(a). The penalty for receiving Outside Help in these circumstances will be at the discretion of the jury. [DP]

21. REPLACEMENT OF EQUIPMENT [DP] 21.1. Substitution of damaged or lost equipment will not be allowed unless approved in writing

by the Race Committee. Requests for substitution shall be made to the Race Committee at the first reasonable opportunity.

21.2. Substitution of damaged equipment may be permitted providing that the relevant form has been filled in at the Regatta Office, the damaged equipment has been checked by the Technical Committee and the substituting equipment has been inspected by the Technical Committee.

21.3. If the substitution was made on the water between races, both the damaged and the substituting pieces of equipment shall be presented to the Race Committee after the end of the day’s racing. In this case, the substitution is subject to the approval of the Race Committee given retrospectively.

22. EQUIPMENT AND MEASUREMENT CHECKS [DP] 22.1. A boat or equipment may be inspected at any time for compliance with the Class Rules, the

Notice of Race and these Sailing Instructions. 22.2. Sails measuring to the maximum limits during the measurement days may be scrutinized

again on the spare day.

23. OFFICIAL AND ACCREDITED BOATS 23.1. Official boats will be marked with lettering, prominently displayed on a flag or sticker:

Jury Boats ‘J’ in black letters on a white background

Race Committee ‘RC’ in black letters on a white background

Media Boat ‘Media’ in black letters on a white background

24. SUPPORT BOATS [DP] 24.1. For the purposes of these Sailing Instructions, spectator boats shall be classified as support

boats. All support boats and coach boats shall be registered with the Organising Authority. All boats shall be marked with a number available at registration upon the completion of the Online Support/Coach boat registration. The number must be clearly displayed by all boats at all times whilst afloat.

24.2. Each coach/support boat is required to have the appropriate current insurance for their vessel, the support boat driver must have a current boat driver’s license. The boat shall also carry all safety equipment required to comply with local QLD Maritime regulations, be equipped with a working VHF Radio with accessibility to VHF72, an accessible serrated knife and a whistle or horn.

24.3. Team Leaders, Coaches and other support personnel shall stay outside areas where boats are racing from the time of the warning signal for a division’s race until all boats in all divisions have finished or the Race Committee signals a postponement, general recall or abandonment. To observe the race, support boats will be able to move from leeward to windward through the port side of the course keeping well clear of the exclusion boundary, approximately 100 meters outside of the course area. Support boats may also go to the finishing line from the waiting area through the centre channel, but not while boats are racing on the leg to the finish (See Chart below). Race Committee vessels may request a support or coach boat to move further from the course area, in which case the mentioned boat shall do so immediately.

24.4. When the wind is less than 10 knots all team leaders, coaches, and other support vessels

shall not exceed 5 knots within 500m of the area where boats are racing. Additionally, coach and support boats shall not exceed 5 knots and shall not create wake at any time when they are within 100m of the starting area. [DP]

24.5. When Code Flag W (with a long sound signal) is displayed on a committee vessel all support boats are required to remain afloat and assist all sailors until Code Flag W is lowered.

24.6. The penalty for failing to comply with SI 24 may result in the disqualification (from the

race/s in which the infringement took place) of all boats associated with the infringing boat or other penalty at the discretion of the Jury.

25. BEHAVIOUR

Sailors, parents, team members and officials shall observe the codes of conduct available on the regatta website www.optimist.org.au/race-entry-documents.

26. RUBBISH DISPOSAL [DP]

Rubbish may be placed aboard support and Race Committee boats. 27. BERTHING [DP] 27.1. Boats shall be kept in their assigned places in the boat park. 27.2. As boat trolleys may be shared during the regatta, all trolleys must be in good and

serviceable condition. 28. PRIZES 28.1. Refer to Notice of Race. 28.2. More prizes may be awarded at the discretion of the Organising Authority. 29. DISCLAIMER OF LIABILITY 29.1 Competitors participate in the regatta entirely at their own risk. See rule 4 of the RRS

‘Decision to Race’. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. In addition to this the following clauses are applicable:

29.2 A boat is entirely responsible for her own safety, whether afloat or ashore and nothing, whether in the Notice of Race or the Sailing Instructions or anywhere else, reduces this responsibility. In this paragraph and the following paragraphs, wherever the context so permits, ‘boat’ includes the helm and their parents or guardians.

29.3 It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and that her helm is competent to sail and compete in them.

29.4 Nothing done or omitted to be done by the organisers can reduce the responsibility of the boat nor will make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing or other parts of the event. The organisers encompass everyone helping to run the events and their associated activities, afloat or ashore and include the Organising Authority, the Race committee, the race officers, safety and support boats and beach masters.

29.5 The provision of safety boats does not relieve the boat of its responsibilities. 29.6 The fact that the Race Committee conducts inspections of a boat does not reduce the

responsibilities of the boat set out in these conditions. 29.7 The Race Committee may hold a boat ashore, or require a boat to go ashore at any time

when afloat, whether racing or not, if it considers that (a) The boat, the equipment or the clothing of the helm, or (b) the physical condition of the helm is not adequate for the conditions.

30. INSURANCE 30.1 All boats shall have third party insurance cover of not less than AUD$5,000,000.00

(recommend AUD$10,000,000.00 or the equivalent thereof in any other convertible currency) for any accident. All owners/competitors who sign the entry forms are deemed to have made a declaration that they hold such cover. Owners/competitors not holding this cover shall withdraw their entry. The skipper of each boat must be able to display proof of cover if requested to do so.
