EmpireStateDevelopment'sDivisionofScience,TechnologyandInnovation(NYSTAR)advancestechnologyinnovationandcommercializationinNewYorkState.1

NYSTARoffersprogramsthatassistcompaniesfromstart-upthroughmaturity,leveragingthestate’sunparalleledinvestmentinworld-classtechnologyassetsandexpertise.Itprovidesroughly$55millionannuallyinfundingtosupportover70centersthatprovidedirectassistancetoNewYorkStatecompanies—anetworkofvitalassetsforenablingtechnology-andmanufacturing-ledgrowthandjobcreation.ThenetworkiswellintegratedwithGovernorCuomo’stenRegionalEconomicDevelopmentCouncils,withmanyNYSTARpartnersservingasREDCmembersoradvisorsonmattersofinnovation,entrepreneurship,andtechnology-leddevelopment.

ProgramOverviewandPurposeTheNewYorkManufacturingExtensionPartnership(NYMEP)isanetworkoforganizationsthatprovidegrowthandinnovationservicestosmallandmid-sizedmanufacturersineverycornerofthestatetohelpthemcreateandretainjobs,increaseprofits,andsavetimeandmoney.NYMEPispartoftheNationalInstituteofStandardsandTechnology’s(NIST)HollingsManufacturingExtensionPartnershipandissupportedthroughacombinationoffederalandstatefunding.2

“Retainedjobs”arethosethatmaybeatriskwhencompaniesconsiderrelocationbecauseofhighoperatingcosts,incentivesofferedbyanotherlocation,orproductioncontractions.IfacompanycrediblysubstantiatesthatjobswereatriskandthatcollaborationwiththeNYSTAR-supportedcenterwasasignificantreasonfortheirretention,thosejobsarecountedasretained.Thatsubstantiationmustincludedocumentationcomparingoperatingcostsvis-à-visanotherlocationandspecificoffersorincentivesforrelocation.

“Economicimpact”or“non-jobimpact”referstothefollowingimpactsreportedbycompaniesservedbyCATs,COEs,InnovationHotSpots,CertifiedBusinessIncubators,andtheHighPerformanceComputingConsortium.Notethatitdoesnotreflectanyincreaseinpaidwagesorthemultipliereffectsoftheseimpacts,andthereforeunderstatestotalcumulativechangesinemployment,earnings,andoutputinNewYorkStateattributabletotheeffortsoftheseprograms.
