EmpireStateDevelopment'sDivisionofScience,TechnologyandInnovation(NYSTAR)advancestechnologyinnovationandcommercializationinNewYorkState.1
NYSTARoffersprogramsthatassistcompaniesfromstart-upthroughmaturity,leveragingthestate’sunparalleledinvestmentinworld-classtechnologyassetsandexpertise.Itprovidesroughly$55millionannuallyinfundingtosupportover70centersthatprovidedirectassistancetoNewYorkStatecompanies—anetworkofvitalassetsforenablingtechnology-andmanufacturing-ledgrowthandjobcreation.ThenetworkiswellintegratedwithGovernorCuomo’stenRegionalEconomicDevelopmentCouncils,withmanyNYSTARpartnersservingasREDCmembersoradvisorsonmattersofinnovation,entrepreneurship,andtechnology-leddevelopment.
NYSTARanditspartnersareproudtocontributetoNewYork’sleadershipintheglobalinnovationeconomy.

ProgramOverviewandPurposeTheNewYorkManufacturingExtensionPartnership(NYMEP)isanetworkoforganizationsthatprovidegrowthandinnovationservicestosmallandmid-sizedmanufacturersineverycornerofthestatetohelpthemcreateandretainjobs,increaseprofits,andsavetimeandmoney.NYMEPispartoftheNationalInstituteofStandardsandTechnology’s(NIST)HollingsManufacturingExtensionPartnershipandissupportedthroughacombinationoffederalandstatefunding.2

§ Capitalexpendituresbythecompany.Thisincludesinfrastructureimprovements,purchasesofnewcapitalequipment,andconstruction.CompanydocumentationmustspecifythattheNYSTAR-supportedcenterplayedasubstantiveroleinleadingthecompanytomaketheseinvestments.
NYSTARfollowsdocumentedeconomicimpactreviewprocedures.Formostprograms,impactsreportedtoandcreditedbyNYSTARmeetthefollowingconditions:
§ Occurredduringthecurrentyearandnotpreviouslycreditedtothatcenter;
§ Actualimpactratherthanprojected;
§ OccurredwithinandbenefitedacompanywithinNewYorkState;
§ ResultedfromcollaborationwithaNYSTAR-fundedcenter;and
§ Documentedwithacompanyletterofattestationandothersubstantiatingmaterialsasnotedabove.
LargerreportedimpactsaresubjectedtogreaterscrutinybyNYSTARandattimesrequireconfirmationfromathirdparty.NYSTARfollowsathresholdformulafordeterminingthenecessarylevelofevaluation.
Program-specificnotesTheNYMEPprogramisevaluatedbyitsfederalfunder,theNationalInstituteofStandardsandTechnology(NIST),andathirdpartyevaluatorengagedbyNIST.Insomecases,impactdefinitionsvaryslightlyfromthoseprovidedabove.
Ingeneral,anydataprovidedforthe“numberofcompaniesserved”byaparticularcenterwillunderstatethenumberofcompaniestouchedbyaparticularcenter.ThisisespeciallytrueinthecaseofNYMEP,whichreachesasubstantiallygreaternumberofcompaniesthroughnon-projectactivities(events,someworkshops)thatarenotsubjecttoimpactmeasurement.
