A Letter From Tampa Bay Area Head Start/Early Head Start Regional Executive Director

Dear Head Start Family and Community,

As your Regional Executive Director for Tampa Bay Area Head Start and Early Head Start Programs, it is a privilege to serve the children and families of Pinellas and Hillsborough counties. I am extremely proud of the staff, parents, and families who have worked together over this past school year, delivering outstanding School Readiness Outcomes.

Pinellas Early Head Start and Head Start program is in its fifth year providing direct services at fifteen centers and through four Child Care Partners, who provide high-quality Pre-K educational experience to over 1,600 children in Pinellas County.

Our goal is to continue to educate, equip, and empower children, families, and staff through community partnerships and effective

data-driven system to close the Achievement Gap. Our children have made impressive gains in School Readiness goals. Pinellas and Hillsborough have established strategies for continuous improvement throughout the year, by providing teachers and family childcare providers with resources that assist in improving children outcomes.

We are looking forward to the 2017-2018 school year, as we continue to expand our collaboration and partnerships with the communities we serve, which will provide our children and families with valuable resources.

Dear Early Head Start/Head Start Family and Community,

I would like to take this opportunity to thank you for an incredible year. As the Program Director for Hillsborough Early Head Start I am humbled and privileged to serve the children and families of such an awesome community. The dedication of the staff, parents and Family Child Care Home Educators has enabled this program to soar by leaps and bounds.

We believe all children deserve the same opportunity for growth and success. This is achieved by empowering families with education and tools they need to break the cycle of poverty. HillsOne provides the support and guidance with early childhood education and comprehensive enrichment programs for the entire family.

Bridging the gap between the organization and the community is commendable. Providing the best early care, nurturing, and educational environment for young children and much needed resources and services for the families is certainly appreciated by all.

As we embrace the new school year, may we all grow in knowledge and strength. May we all be more resolved in our determination to provide the best for our children and families.

Lutheran Services Florida (LSF) is a non-profit organization transforming lives by ensuring safe children, strong families and vibrant communities. Founded in 1982, LSF currently touches the lives of 1 in 50 Floridians every year through various programs, including early education, youth shelters, foster care, refugee and resettlement services, substance abuse mental health services, and adult guardianship. Headquartered in Tampa, Florida, LSF has more than 60 programs throughout Florida and approximately 1,400 dedicated employees.

Head Start/Early Head Start Federal Guidelines state that Head Start/Early Head Start programs were created to promote the school readiness of low-income children by enhancing their cognitive, social, and emotional development in a learning environment that supports children’s growth in language, literacy, mathematics, science, social and emotional functioning, creative arts, physical skills, and approaches to learning; and through provision to low-income children and their families of health, educational, nutritional, social, and other services that are determined, based on family needs assessments, to be necessary.

Pinellas Head Start/Early Head Start and Hillsborough Early Head Start is part of Lutheran Services Florida. The Tampa Bay Region currently serves over 1,720 children and families in Hillsborough and Pinellas counties.

The Pinellas Head Start program serves 1,442 children

and offered in 19 fully state-licensed childcare centers throughout Pinellas County.

While the Early Head Start program in Pinellas serves 158 toddlers from 12 months of age to 36 months of age in ten fully state-licensed childcare centers; four programs are within grantee center base programs while the remaining six center base programs are offered at Child Care Partner centers.

Our Early Head Start program in Hillsborough is a delegate agency of the Hillsborough County Board of County Commissioners and serves 120 infants and toddlers in Family Child Care Homes.

As demonstrated in the accompanying charts, the vast majority of our Head Start families fall below the Federal Poverty Line and within the income eligibility range for Head Start services (85%). Our programs have a small percentage of families that are over income (up to 130% of Federal Poverty Guideline).

Based on data and information collected from our enrolled Head Start families in Pinellas, 59% of the children enrolled are black/African American; 30% are Hispanic; 6% are White; 4% are Biracial or Multi-Racial; 1% are Other; .07 % are Native Hawaiian/Pacific Islander, and .01% is American Indian/Alaskan.

Based on data and information collected from our enrolled Early Head Start families in Pinellas, 67% of the children enrolled are black/African American; 23% are Hispanic; 4% are White; 5% are Biracial or Multi-Racial and 1% Other.

Based on data and information collected from our enrolled Early Head Start families in Hillsborough, 27% of the children enrolled are black/African American; 61% are Hispanic; 7% are White; 4% are Biracial or Multi-Racial and 1% Asian.

Tampa Bay Area EnrollmentPinellas Head Start/Early Head offers center based services throughout the county. We have a total of fifteen sites where we provide direct services and four Child Care Partners that provide additional ten sites. Our program serves infants through age five.

Child Health and Well-BeingThe emphasis of Pinellas health services is to provide preventative health and dental services to address the needs of each child effectively. We work with local community partners and health care providers to bring services to our centers and remove any barriers to access. Pinellas actively provides support in the following areas:

• Assisting families in finding a medical and dental home• Locating sources of funding for health and dental services• Working with Medicaid and local agencies to determine a child’s eligibility for medical assistance• Tracking health services• Offering health promotion and training opportunities for parents, including information on child health and development

Comprehensive ServicesLSF provides the following additional services to the infants and children enrolled in the program:• Developmental screenings are provided to identify areas of concern regarding the child’s developmental,

sensory, behavioral, motor, language, social, cognitive, perceptual, and emotional skills. These screenings are done while remaining sensitive to the child’s cultural background.

• The disabilities service plan provides strategies for meeting the special needs of all children with disabilities. The plan provides procedures for screenings, referrals for evaluations, accessibility to facilities, and plans to provide special equipment/materials. Also, there is a commitment to continuously meet and exceed the mandated 10% enrollment opportunity for children with disabilities.

• Comprehensive mental health services are provided for children, families, and staff. Individuals are referred to community partners to obtain services. LSF provided mental health services to 74 children that were enrolled in our programs.

• Our Head Start and Early Head Start programs served 21 homeless families last year.

Parent Engagement and Family Services Outcomes

Parent InvolvementHead Start believes parents are the most important influence on child development. Maintaining positive relationships with families, communicating regularly with families, and encouraging family involvement are relative strengths for the Head Start program. Parent Involvement is essential to program planning and decision-making. Parents receive monthly training at their Parent Committee meetings including mandatory training. In addition, depending on the collective needs and wishes of each center’s parents, Family and Community Engagement Specialists arrange for supplemental training including Affordable Housing/First Time home buyers, Family Literacy, Developmentally Appropriate Practices and Parent Appreciation activities based on the parent interest questionnaires.

For the Spring 2017, our Head Start / Early Head Start families scored STABLE or ABOVE in:

This area focuses on assisting families in meeting their goals, interests, and needs by providing direct assistance or referrals to community resources. The information below reflects data submitted to Congress annually on the Program Information Report (PIR). Families received training and education either directly through the program or referrals.

Pinellas Head Start and Early Head Start had more than 1,779 families receive services, while 162 families received family services from Hillsborough Early Head Start.

Volunteers, Partnerships and Community Outreach

Volunteers are vital to the success of our programs, and they come from various sources such as churches, fraternities, sororities, partner organizations, students, and community resources. However, it is especially desirable to have parents volunteer in their centers through our parent committees and Policy Council. This type involvement provides them with new leadership development opportunities and skills and enhances their ability to be strong advocates for their children.

Pinellas Head Start/Early Head Start had over 1,830 volunteers for 2016-2017. While Hillsborough Early Head Start had over 192 volunteers for 2016-2017.

School Readiness and Child OutcomesSchool ReadinessSupporting school readiness, which includes children’s skills and knowledge at Kindergarten entry, can support Kindergarten Readiness and Early School Success. LSF embodies this support by providing developmentally appropriate learning experiences based on the individual needs of the children in preparation for Kindergarten. As part of LSF’s school readiness goals, we have set the expectation that at least 80% of the children will be working at Kindergarten level in each domain before Kindergarten entry.

Child OutcomesFor the 2016-2017 school year, Bay Area Head Start/Early Head Start program measured the children’s outcomes with the Teaching Strategies GOLD tool, Classroom Assessment Scoring System (CLASS), and the Voluntary Pre-Kindergarten (VPK) Assessment. Teaching Strategies GOLD measures each of the domains: social-emotional, gross motor, fine motor, language, Spanish language, cognitive, literacy, and mathematics. These are all aligned with the Head Start Early Learning Outcomes Framework and the Florida Standards for Birth to Five year-olds.

Report on the Consolidated Financial Statements

We have audited the accompanying consolidated financial statements of Lutheran Services Florida, Inc. & Subsidiaries (the Organization), which comprise the consolidated statements of financial position as of June 30, 2016 and 2015, and the related consolidated statements of unrestricted support and revenue, expenses and other changes in unrestricted net assets, changes in net assets, and cash flows for the years then ended, the related consolidated statement of functional expenses for the year ended June 30, 2016, and the related notes to the consolidated financial statements.

Management’s Responsibility for the Consolidated Financial Statements

Management is responsible for the preparation and fair presentation of these consolidated financial statements in accordance with accounting principles generally accepted in the United States of America; this includes the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of consolidated financial statements that are free from material misstatement, whether due to fraud or error.

Auditor’s Responsibility

Our responsibility is to express an opinion on these consolidated financial statements based on our audits. We did not audit the financial statements of LSF Charter Schools, LLC, a subsidiary, or the financial statements of Pivot Education, Inc., an affiliate, whose financial statements reflect total combined assets of $1,920,679 as of June 30, 2016, and total combined support and revenue of $4,938,330 for the year then ended. Those statements were audited by other auditors, whose reports have been furnished to us, and our opinion, insofar as it relates to amounts included for LSF Charter Schools, LLC and Pivot Education, Inc., is based solely on the reports of the other auditors. We conducted our audits in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the consolidated financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the consolidated financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the consolidated financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the Organization’s preparation and fair presentation of the consolidated financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Organization’s internal control. Accordingly, we express no such opinion. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluating the overall presentation of the consolidated financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

In our opinion, based on our audit and the reports of the other auditors, the consolidated financial statements referred to above present fairly, in all material respects, the financial position of Lutheran Services Florida, Inc. & Subsidiaries as of June 30, 2016 and 2015, and the changes in their net assets and their cash flows for the years then ended, and their functional expenses for the year ended June 30, 2016, in accordance with accounting principles generally accepted in the United States of America.

Other Information

Our audit was conducted for the purpose of forming an opinion on the basic financial statements as a whole. The accompanying schedule of expenditures of federal awards and state financial assistance, as required Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards and Chapter 10.650, Rules of the State of Florida Auditor General, is presented for purposes of additional analysis and is not a required part of the consolidated financial statements. Such information is the responsibility of management and was derived from and relates directly to the underlying accounting and other records used to prepare the consolidated financial statements. The information has been subjected to the auditing procedures applied in the audit of the consolidated financial statements and certain additional procedures, including comparing and reconciling such information directly to the underlying accounting and other records used to prepare the consolidated financial statements or to the consolidated financial statements themselves, and other additional procedures in accordance with auditing standards generally accepted in the United States of America. In our opinion, the information is fairly stated, in all material respects, in relation to the consolidated financial statements as a whole.

The other supplementary financial information listed in the table of contents is presented for purposes of additional analysis and is also not a required part of the consolidated financial statements. Such information has not been subjected to the auditing procedures applied in the audit of the basic consolidated financial statements and accordingly, we do not express an opinion or provide any assurance on it.

Other Reporting Required by Government Auditing Standards

In accordance with Government Auditing Standards, we have also issued our report dated December 19, 2016, on our consideration of Lutheran Services Florida, Inc. & Subsidiaries’ internal control over financial reporting and on our tests of their compliance with certain provisions of laws, regulations, contracts, and grant agreements and other matters. The purpose of that report is to describe the scope of our testing of internal control over financial reporting and compliance and the results of that testing, and not to provide an opinion on internal control over financial reporting or on compliance. That report is an integral part of an audit performed in accordance with Government Auditing Standards and should be considered in assessing the results of our audit.

Report on Summarized Comparative Information

We have previously audited Lutheran Services Florida, Inc. & Subsidiaries’ 2015 consolidated financial statements, and our report dated December 21, 2015 expressed an unmodified opinion on those consolidated financial statements. In our opinion, the summarized comparative information presented herein for the year ended June 30, 2015, is consistent, in all material respects, with the audited consolidated financial statements from which it has been derived.
