2016-2017 DCPHD Planning Division Work Program

March 8, 2016

Introduction

The following report summarizes the Planning Division’s preliminary 2016 and 2017 (January – June) work program for the Comprehensive Planning, Urban Design and Research, and Current Planning sections. This report and a companion presentation have been developed for review at the March 8, 2016 work session of the Arlington County Board and Planning Commission. The work program has been developed based on the following: core planning, zoning, development review, research and urban design functions assigned to the Planning Division of the DCPHD; the Arlington County 2015 Management Plan; Plan implementation commitments resulting from the County Board’s direction and 2015 adoption of sector plans and other plans and studies; review of the preliminary work plan with the Long Range Planning Committee (LRPC) and the Planning Commission; and coordination with other DCPHD division and County department work programs.

The report is comprised of the following sections.

Following the County Board and Planning Commission joint work session, the Planning Division’s preliminary work program will be revised and finalized for submission to the DCPHD Director and County Manager. Detailed reports providing the scope, objectives, planning processes and detailed schedules for specific 2016 and 2017 Planning Division Work Program projects will be submitted prior to commencing work. Also, the enclosed Planning Division Work Program Schedules for each section will be updated on a quarterly basis.

Four Mile Run Valley Initiative A coordinated planning effort that will look to shape the Four Mile Run Valley in the southern end of Nauck

and adjacent to Shirlington Village along the Four Mile Run Stream.

This effort is intended to build on the strong residential neighborhoods, successful businesses, the open/public

gathering and recreational spaces while preserving the strong community connections, its history, heritage

and the Four Mile Run stream. This effort includes the following components:

• A Four Mile Run Planning Study that will result in an area plan and vision that will guide the future

development of the approximately 95 acres along Four Mile Run Drive and Shirlington Road, adjacent to

I-395 and the Four Mile Run stream. The proposed study area currently includes industrial, commercial,

cultural and public uses along the Four Mile Run stream.

• A Master Plan for an improved and expanded Jennie Dean Park.

• A new Town Square that will be the central community gathering space and anchor for the Nauck

Village Center (24th Road South and S. Shirlington Road).
