2016-2017 Class Size Report and Staff Accounting
As of October 1, 2016
For budgeting and staff accounting purposes, it is essential to have an exact count of the number
of positions we have in the school system. Since there are distinct differences, even within a
given category, it is necessary to think in terms of “staffing equivalents”. We use the term “full-
time staffing equivalent” or “FTE” to represent a full time case load for the week. Therefore,
when a teacher works less than full time or more than full time, this can be appropriately
represented in decimals. What constitutes a full time schedule for a teacher varies depending
upon the grade and/or subject level taught.
Elementary:
At the elementary level, a teacher assuming the typical responsibilities of an elementary teacher
for the full school day shall be counted as one (1.0) FTE. Reduced or split assignments shall be
proportional to the full time staffing equivalent and expressed as a decimal.
Middle:
The middle school schedule is wrapped around a central teaming concept. At middle school the
increasing complexity of individual content areas requires that teachers have specific content
certification. This results in students interacting with as many as six or seven different teachers
in a single day. The SMS schedule bridges this transition from one to many teachers by
clustering different content teachers on teams. At SMS, there are two teams at each grade level
comprised of a math, science, social studies, and an English teacher. These teachers all share the
same group of students. The majority of the teachers at SMS work on these grade level teams as
one (1.0) FTE. Teachers of world language, physical education or the unified arts work with
students from all grade levels on a complicated, rotating basis throughout the year.
High:
A Suffield High School teacher teaching five periods equates to a full time caseload or one (1.0)
FTE. Reduced or split assignments are proportional to the full time staffing equivalent and
expressed as a decimal.
Non-teaching positions:
An individual carrying the usual responsibilities in his/her assignment areas for the entire work
day as defined by contracts shall be counted as one (1.0) FTE. Reduced or split assignments are
proportional to the full time equivalent and be expressed as a decimal.

CLASS SIZE
The 2016-2017 Board of Education budget provides for the total number of staffing positions
authorized to support the educational programs of the Suffield Public Schools. The school
administrators are responsible for allocating general education staff in accordance with Class
Size practice and the contract between the Suffield Board of Education and the Suffield
Education Association (SEA).

SECTION 504 OF THE REHABILITATION ACT OF 1973
Section 504 addresses the need to provide students with disabilities the support and
modifications necessary to allow them to benefit from one of or more of the major life activities.
Major life activities means functions such as caring for one’s self, performing manual tasks
walking, seeing, hearing, speaking, breathing, learning, and working. All students who qualify
for special education would also qualify under Section 504. Some students do not require
specifically designed instruction under IDEA and only require services under Section 504.
The ACT states that a school district must provide students who are disabled with an opportunity
to participate and benefit from their school program.
