Investment Area and Funding Source

• This University District Youth Center (UDYC) RFQ is an open and competitive funding process.

• Approximately $224,131 is available through HUD/McKinney and General Funds to take on the PRO Youth and UDYC Drop-in Center contracts.

• Funding awards will be made for the period of January 1, 2016 to December 31, 2016.

• Continued investment after the initial contract period will be contingent on successful performance and funding availability.

Overview of Funding Type: Service Delivery Framework

• Community based, non-profit agency currently providing homeless youth and young adult services.

• Maintain UDYC lease with the University Congregational United Church of Christ. UDYC is located at 4516 15th Ave NE, Seattle.

• Services include the following: Drop-in center basic need services including Youth Housing

Connection (YHC) drop-in assessments PRO Youth HUD funded case management services including YHC PRO

Youth assessments for case management program participants

• Maintain the memorandums of understanding (MOU) with the Seattle School District for the UDYC Interagency School and Ryther for chemical dependency services.

Overview of Funding Type: Priority Population

UDYC Drop-in Center program participant eligibility• Homeless youth and young adults age 12 to 25

PRO Youth program participant eligibility • Youth and young adults age 15 to 22 • Program participants must fall under HUD’s definition

of homelessness and receive third party verification of homelessness

Overview of Funding Type: Expected Outcomes

UDYC Drop-in Center Outcome 750 unduplicated homeless youth and young adults 12 to 25 utilize the

drop-in center to meet basic needs

PRO Youth Case Management Outcomes-Input into HMIS/Safe Harbors 76 homeless youth and young adults enroll in PRO Youth case management 43 homeless youth move to stable housing 30 homeless youth exit to permanent housing 20 homeless youth exit to permanent housing and maintain that housing for

6 months 40% homeless youth exit with mainstream benefits 39 homeless youth exit with increased income

Agency Eligibility

• Applicant must meet all licensing requirements that apply to its organization. Companies must license, report and pay revenue taxes for the Washington State Business License (UBI#) and Seattle Business License, if they are required by the laws of those jurisdictions.

• Applicant must be incorporated as a private non-profit corporation in the State of Washington and must have been granted 501(C) (3) tax exempt status by the United States Internal Revenue Service, the applicant’s 501(C) (3) status must be in good standing and must not have been revoked in the previous calendar year.

• The applicant must have a Federal Tax ID number/employer identification number (EIN) to facilitate payments from the City of Seattle to the provider.

Review and Rating Process

1) Review for minimum eligibility and application completeness. Incomplete or applications not following the required format will be deemed unresponsive and will not be rated. Applications must include:

• A completed Application Cover Sheet • A completed Narrative Response• A completed Proposed Program Budget and Personnel Detailed form

Agency Information: • Proof of IRS nonprofit status, or evidence of incorporation or status as a legal entity• Agency financial information (see Guidelines & Application)• Certificate of public liability insurance• Current Board of Directors roster

2) Complete applications meeting all eligibility requirements are forwarded to the Review Committee for their review and rating according to the rating guidelines. The Review Committee will make investment recommendations to the HSD Director.

3) The selected provider organization must have experience providing homeless youth and young adult services and must demonstrate capacity for immediate implementation of UDYC services upon contract award.

Review and Rating Process: Minimum Eligibility Screening

1) HSD will notify applicants, as soon as possible, if the application was incomplete or did not meet the minimum eligibility requirements and will therefore NOT be rated by the review committee.

2) Applicants who believe that this determination was made in error may submit a written appeal within 5 business days from the date of written notification by HSD.

3) Such an appeal will only be determined to have merit if the applicant proves that the application did meet the minimum requirements, qualifications, formatting standards, and was complete.

4) No additional information or details not included in the original application will be considered.

5) A successful appeal will result in the inclusion of the application in the review and rating process (and does not guarantee an award).

• Submission deadline is October 12, 2015 by 12pm (noon).

• All applications must be received in person, by mail, or electronic submission by deadline.

• No faxed or e-mailed applications will be accepted.

Post-Notice of Award Appeal Process

Applicants have the right to protest or appeal certain decisions in the award process made by HSD.

Grounds for Appeals: Only an appeal alleging an issue concerning the following subjects shall be considered:

• A matter of bias, discrimination or conflict of interest.• Violation of policies or failure to adhere to guidelines or published criteria and/or procedures

established in the funding opportunity.

Appeals Deadlines:• The Human Services Department will notify all applicants in writing of the status of their application.

For awarded applications, if appropriate, the level of funding to be allocated will be stated.• Within ten (10) business days from the date of the written notification by HSD, the applicant may

submit a written appeal to the HSD Director.• The HSD Director will review the written appeal and may request additional oral or written information

from the appellant organization. A written decision by the HSD Director will be made within ten (10) business days of the receipt of the appeal. The HSD Director’s decision is final.

• No contracts resulting from the solicitation will be finalized until the appeal process has closed. An appeal may not prevent HSD from issuing an interim contract for services to meet important client needs.
