2015 State of Base Redevelopment

Report

Purpose

• A long-term project to track and report the successes and challenges of base redevelopment projects across the country

• Published first in 2008; updates in 2009, 2013• Aims to increase exposure and visibility for

communities coping with military base closures• Has proven to be a valuable resource for all

closure communities seeking information about the progress of their peers

• Shifting report from paper document to dynamic website: baseredevelopment.org

• New site will feature clickable map with base project profiles

• Key challenges and opportunities of base redevelopment will be featured

2015 Preliminary Findings

• Improvements in economic conditions have helped projects progress

• Some LRAs have experienced significant increases in environmental cleanup costs

• Success in land transfers for 2005 closures

Did we see any evidence that improvement in economic conditions since the Great Recession helped projects progress?

Perhaps.

• Significant gains recorded for several measures.• Five recorded gains in jobs created of at least 100 (three of the

five were 2005 closures)• Two of those five posted gains in projected job potential

2015 Preliminary Findings

Are success stories mounting for legacy projects? Perhaps.• In 2013, Plattsburgh already had reached a point at which

only 3 percent of available property was not yet sold (or developed?). Now, it’s down to 2 percent.

• McClellan Development Authority (Ft. McClellan) — placed 3,200 acres back into use through sales and transfers since 2013

• More projects heading to self-sufficiency since 2013: Brooks City Base; England AFB; Jo Carroll Depot; Letterkenny IDA; McClellan Development Authority (Ft. McClellan); Port Authority of San Antonio; PuebloPlex and Ft. Chaffee;

• Trending toward self-sufficiency since 2013: March JPA.

Signs of success for 2005 closures? Four had significant gains in the percent of land transferred• Fort Gillem: 0% to 66%• Fort Monroe: 0% to 55%• Great Plains: 49% to 100%• MRRA (Brunswick): 52% to 84%
