Vancouver’s favourite holiday tradition also features lots of pre-parade activities and family entertainment at the Coast Capital Savings Christmas Square at the Vancouver Art Gallery. Prescriptions for the most powerful class of painkillers continue to rise in B.C. despite strict rules to discourage their use, according to a recently released national study.
But use of high-dose opiates — considered the most dangerous because they are linked to addiction and accidental overdose — is rising slower in B.C. than most other provinces, only 8.4 per cent between 2006 and 2011. Ontario, by contrast, has the highest per capita rate of opioid prescriptions in Canada.
Opiod medications are derived from natural or synthetic opium. They include skin patches con-taining fentanyl and pills like Percocet, Perco-dan, Dilaudid and Demerol. Heroin also comes from opium, but is illegal in Canada.
Newfoundland had an 85-per-cent increase in high-dose opioid prescriptions during the study period, a situation that has officials there look-ing closely at the B.C. model of centralized com-puter tracking called PharmaNet.
Newfoundland and Labrador Health Minister Steve Kent said recently only about 40 per cent of his province’s pharmacies are linked to a com-puterized network, covering 60 per cent of the population.
“There is a rising rate of opioid addiction in our province and addressing that is a top priority for government,’’ he said. “We’re actively working to increase that number to get everybody con-nected which will definitely make a difference.’’
Analysis of B.C.’s PharmaNet database can spot unusual prescribing patterns that could indicate abuse. The records also make it easier for a pharmacist to spot “double doctoring” — someone going to multiple physicians, often at walk-in clinics, to get multiple prescriptions.
“It’s not so easy here (in B.C.) to double-doc-tor as it was in Ontario, where no such system existed until recently,” explained Benedikt Fis-cher, a researcher and professor at Simon Fraser University and Director of the Centre for Applied Research in Mental Health and Addictions.
“But it’s not that there’s a big problem in other provinces and B.C. is fine. I can tell you straight out that we have a substantial prescription opi-oid-related problem in terms of misuse, addic-tion and even death.”

Vancouver Mayor Gregor Robert-son has broken with tradition and has named two of his closest coun-cil allies deputy mayor and acting mayor for an entire year rather than rotating the jobs monthly among council members.
At the same time, he’s also nam-ing all other council members to
a monthly rotational schedule to serve his office “as requested” when neither Vision Vancouver Coun. Andrea Reimer nor Coun. Raymond Louie can fill out in their new jobs as deputy mayor and act-ing mayor.
The changes not only politicize the deputy mayor and acting mayor roles, but will cost taxpayers a lot more than what the city now sets aside to compensate council mem-bers for those jobs.
Until now the city paid the des-ignate $2,830 per month, but the largely ceremonial job was shared equally among all council members when the mayor couldn’t attend functions or is out of town.
But in assigning Reimer and Louie as his deputies for the year, the mayor is also giving them a higher profile. Under the Vancou-ver Charter they will have the same executive and signing powers as the mayor.
The changes will mean the city will revise the budget for the two positions as well as the rotational duties of the council members, the mayor’s office said in a statement.
An independent third party will be hired to review the proposed com-pensation, but it will not extend to a review of all council remuneration, his office said.

The best — and perhaps only — place to get a view of Sun-day’s Santa Claus Parade from the crowded corner of Howe
and Georgia streets was atop the shoulders of a willing adult.
But that prime vantage point also came with an important responsi-bility: relaying the highlights of the parade to those below.
“Now I see a fire truck,” one little boy told his dad, whose only view
was of spectators in front of him. “I’ll take a picture so you can see.”
The corner by the Hotel Geor-gia was perhaps the busiest place to watch the parade, with crowds measuring 10 people deep in places. Some people had thought ahead and brought
telescoping selfie sticks so they could hold their phones and cam-eras above the throng, recording video mementoes of an event they couldn’t actually see.
