TCBA History The Traveling Classic Bowling Association (TCBA) is a non-profit corporation dedicated to promoting and publicizing
amateur-level traveling league bowling in the southwest. The TCBA is incorporated through its executive officers and is
governed by its Board of Directors, which include all district secretaries and presidents. The Board meets annually at the
site of the championship team playoffs.
The Texas Classic Bowling Association was founded and organized by Dallas sportswriter, Ken Taylor, on August 19,
1972, and was designed to give men bowlers the opportunity to bowl in a well-organized traveling league with financial
incentives. The TCBA began in the Dallas-Ft. Worth area with twelve (12) teams competing in the 1972-73 season. The
success of the first year's operation inspired Taylor to create a state-wide program. This lead to an expansion of forty-
four (44) teams and eight (8) districts in 1973-74, and the creation of an annual championship, which was launched in
Corpus Christi, Texas. In 1976, women joined the TCBA bringing the total number of teams competing to one hundred
sixty-four (164).
By 1979, the league expanded to include other states and its name changed from "Texas" Classic to "Traveling" Classic.
In 1988, the management structure was reorganized to create two positions to manage the fast growing organization.
The new system created a President and Vice President and is the system in operation today.
The 2017 – 2018 season will begin in August 2017 and will include over three hundred (300) teams from the states of
Texas, Louisiana, Mississippi and Alabama. The All Star and National Championship Playoffs will be held at Astro Bowl in
San Antonio, Texas from June 7, 2018 thru June 10, 2018

ARTICLE I – NAME
SECTION 1
The name of the organization shall be the Traveling Classic Bowling Association of America, Inc. This association is
registered under the laws of the State of Louisiana as a nonprofit organization. No capital stock is issued.
SECTION 2
The registered office of the corporation shall be 437 Avenue J, Marrero, LA 70072 and the name of the registered agent
of the corporation at such address is Keith Savoie, who shall serve as President of the Corporation.
SECTION 3
The corporation may also have offices at such other places, both within and without the State of Louisiana as the
Executive Board may determine from time to time.

This association is formed for the purpose of promoting and uniting the sport of men's and women's traveling league
bowling. The corporation shall be a sanctioned member of the United States Bowling Congress for the men's division and
for the women's division, and each member shall have a current membership card in USBC.
ARTICLE III – MANAGEMENT
The TCBA shall have the power to amend, rescind rules and regulations which do not conflict with the by-laws, rules and
regulations of USBC.
SECTION 1
The Executive Board shall be responsible for the complete management and success of the affairs of this association
and shall carry out and enforce all of the purposes for which it is organized according to the provisions of the USBC by-
laws, these by-laws and the vote of the members.
ARTICLE IV – MEMBERSHIP AND DUES
This nonprofit corporation shall have only one class of members. The corporation shall at all times consist of those
persons who have paid the membership dues for the current season.
SECTION 1
Each member shall be entitled to one vote on all matters submitted to a vote of the members.
SECTION 2
TCBA shall operate under the team membership plan of one hundred fifty dollars ($150.00) per team. All monies shall
be paid in full to the District/Regional Secretary by October 1st of each year, and forwarded to the President of TCBA no
later than October 15th of the same year.
SECTION 3
All dues not received by the President by the due date will be assessed a ten percent (10%) surcharge on the unpaid
sum every fifteen (15) days until paid in full. If not paid by December 1st, the President will recommend to the
District/Regional league board of directors to revoke the team franchise and replace the team with a new team and
withhold all prize funds from the replaced team. Any monies recovered from the original team will be paid to TCBA and
any balance would be placed in the District/Regional prize fund account. The President of TCBA has the authority, with
Executive Board permission, to waive any penalties imposed by this rule.

SECTION 4
Each team franchise shall be one hundred fifty dollars ($150.00) per season and must be paid no later than July 1st of
each year to guarantee a franchise, but in all cases must be paid by the start of each season. This money will be paid to
the District/Regional Secretary or President of TCBA. All monies collected will be forwarded to the President within fifteen
(15) days of collection. All franchise money will be used solely as prize money for the annual TCBA Playoff awards. These
monies may be invested in interest bearing accounts and the interest used as management deems necessary. Failure to
pay the franchise fee on time could result in that team forfeiture of games won until paid. The President, along with the
Executive Board has authority to waive the forfeiture penalty.
SECTION 5
Life membership in this association will be granted to all past Executive Officers. All Life Members shall be entitled to
one vote at all meetings of the Council of Delegates.
ARTICLE V – EXECUTIVE BOARD OF DIRECTORS
SECTION 1
The Executive Board of Directors of the corporation shall consist of the President, Vice President, Treasurer, the Men's
and Women's Executive Secretaries, the Tournament Director and the Men's and Women's Sergeants-at-Arms. Those
delegates attending the annual meeting shall elect the President, Vice President, Executive Treasurer and Tournament
Director. The men's and women's executive secretaries will be elected at their respective divisional meetings immediately
following the annual meeting. If there is no business to conduct at the divisional meeting, the election of executive
secretary for that division will take place during the council of delegates meeting. Women will vote for the women's
secretary; men will vote for the men's secretary.
SECTION 2
The Sergeants-at-Arms, one (1) to represent the men and one (1) to represent the women, shall be appointed by the
President with approval of the Executive Board. Their term shall be for one year beginning July 1st.
SECTION 3
The terms of office shall be two (2) years starting July 1st. Two (2) members of an immediate family may not serve on
the Executive Board.
SECTION 4
If the office of any Executive Board member becomes vacant, the remaining officers shall elect a member of the
association to fill the unexpired term of office. At the next annual meeting of the Council of Delegates, during an election
year, or, at a special meeting of the Council of Delegates, a successor will then be elected to fill the vacancy.
SECTION 5
Any Executive Officer may be removed from office for the following: malfeasance, nonfeasance for misfeasance of
office, disability or prolonged illness. A special meeting of the Executive Board, with all present, may be held to investigate
any charges against an officer. Three written ballots for removal will be required for removal from office.
SECTION 6
Three members of the Executive Board shall constitute a quorum for the transaction of business by the board. All
meetings of the Executive Board will require at least fifteen (15) days’ notice prior to the meeting. Voting by proxy will not
be allowed.
SECTION 7
Candidates for positions on the Executive Board must submit a resume of qualifications prior to January 1st to the
Nominating Committee with a copy to the TCBA President.

SECTION 8
The President shall be the Chief Executive of the corporation. He/She shall preside at all Executive Board, annual or
special meetings of the Council of Delegates. He/She shall have the general management of the corporation and see that
the business and affairs of the corporation and the directives of the Council of Delegates are carried out. He/She is
responsible for promoting the Traveling Classic Bowling Association and for directing the other officers of the organization
in promoting TCBA. The President shall appoint all committees unless otherwise provided in these by-laws or in a motion
requesting such a committee. The President shall appoint these standing committees: Audit, Finance & Budget and By-
laws. The President shall verify the bank balance of the association and shall serve as Ex officio member of all committees,
without vote. The President shall perform such other duties as may pertain to the office and shall oversee all TCBA
sponsored tournaments.
SECTION 9
The Vice President shall, in the absence of the President, perform the duties of that office and shall discharge such other
duties as may be required by the President or the Executive Board.
SECTION 10
The Executive Secretaries shall be nominated in accordance with Article V, Section 7. If a resume of qualifications is
already on file at the Corporate Office all that is required is a letter of intent submitted to the Nominating Committee and
the TCBA President prior to January 1st. Election of Men's and Women's Executive Secretaries shall be according to Article
V, Section 1. However, should an incumbent officer not wish to continue in office, and there are no other candidates, the
Executive Board will appoint a TCBA member as per Article V, Section 4, such appointment to take place prior to
September 1st.
The Executive Secretary of each Division shall attend all Executive Board meetings and the annual, special and his or her
respective divisional meetings of the Council of Delegates. He/She shall call and give notice of all divisional meetings.
The Executive Secretary of each division shall handle all protests during the regular season and during the Playoffs.
He/She shall also act as liaison between the President and the general membership (including all District and Regional
officers) concerning all rule disputes and/or interpretations in his/her respective division. He/She shall act as recorder for
all meetings except divisional meetings at which he/she shall appoint a recorder. He/She will preside at the respective
divisional meetings and within thirty (30) days submit to the TCBA president a report of the actions of the delegates at the
divisional meeting. He/She shall forward a copy of all minutes and correspondence that is associated with the corporation
to the President for permanent filing. He/She will also maintain a copy of these items for reference. The Executive
Secretaries will perform those duties assigned by the President, Council of Delegates and the Executive Board.
SECTION 11
The Executive Treasurer shall have custody of the corporate funds and shall keep an account of all receipts and
disbursements, and present a report of all financial transactions of the corporation at the annual meeting of the Council of
Delegates. The Treasurer shall maintain all books of the corporation and make a statement of the current financial
condition of the corporation in each issue of the Newsletter to the membership and to the Executive Board. The Treasurer
shall be available at all tournament sites to disburse prize funds as directed by the President. Within seven (7) days of
receiving funds, the Treasurer shall deposit them in the name of the Traveling Classic Bowling Association of America, Inc.
The deposit shall be made in a bank which is a member of and whose deposits are insured by the Federal Deposit
Insurance Corporation, or Federal Savings and Loan Insurance Corporation. The Treasurer shall disburse monies according
to warrants supported by itemized statements, signed by the President. All withdrawals in the name of the corporation
shall carry the signature of at least two authorized officers.
ARTICLE VI – DUTIES OF THE EXECUTIVE BOARD
SECTION 1
The Executive Board shall have and exercise all power granted to it by the by-laws, except that it shall have no power to
alter, adopt, rescind or nullify any part or provision of the by-laws, rules and regulations.

SECTION 2
The Executive Board shall select the recipient of the "Sponsor of the Year" which may be any current sponsor of a TCBA
team. Nominations for this award will be accepted by the President until January 1st. The Executive Board will review and
vote on each nomination, and the "Sponsor of the Year" award will be presented at the annual meeting.
SECTION 3
The Executive Board shall select the recipient of the "TCBA Osby Harris Sportsmanship" award which may be given to
any current member of a TCBA team who demonstrates outstanding good sportsmanship, on and off the lanes, while
competing in the sport of bowling. Each region shall be eligible to submit the name of one member per year, and all
nominations must be submitted prior to January 1st. The recipient of the award shall be recognized at the annual meeting.
ARTICLE VII – DUTIES OF COMMITTEES
SECTION 1
Finance and Budget Committees
Finance and Budget Committees shall prepare an annual budget for the corporation and present it to the Executive
Board for approval. The budget will be presented to the Council of Delegates. The members of the Council of Delegates
shall approve salaries only. The Finance and Budget Committee should meet quarterly to review and adjust the budget.
The chairman may call a meeting to consider any unusual expenditures.
SECTION 2
Audit Committee
The President shall arrange for an annual audit. Qualified members of the TCBA may serve on the Audit Committee. If
possible, the audit shall be completed within thirty (30) days after the books have been closed. The committee shall
submit a written report to the President and Treasurer. The report shall also be submitted to the Executive Board and to
the membership at the first Council of Delegates meeting for acceptance/approval. The committee shall perform an audit
semiannually or annually.
SECTION 3
By-Laws Committee
The By-Laws Committee will review all by-laws of this corporation for accuracy and ensure that no conflict occurs with
USBC rules. They will review all proposed amendments to or additions to the present by-laws and submit their findings to
the President by January 15th. The committee will consist of three (3) to five (5) members of the corporation. The By-Laws
of this corporation may be amended or repealed at any joint or special meeting of the corporation by a majority vote
provided there is a quorum present in accordance with the following:
a. Any proposal to amend or repeal the by-laws must be submitted in writing to the By-Laws Committee, with a copy
of such proposal to the President by January 1st
b. All amendments must be furnished to the delegates at least ten (10) days prior to the meeting. Any member of the
corporation may submit amendments to the by-laws or rules. The divisional rules may be amended or repealed at a
Divisional meeting by a majority vote provided there is a quorum present in accordance with the same guidelines
set forth for the joint and special meetings. Any amendment may be submitted to each District President by the
TCBA President for the general membership's consideration. Approval of that amendment will require a majority of
the general membership.
ARTICLE VIII – SPECIAL COMMITTEES
In addition to the Audit, Finance and Budget and By-Laws Committees, the President will appoint the following Special
Committees: Nominating Committee, Ways & Means, Tournament, Men's and Women's Rules and TCBA Hall of Fame
Section Committee.

1. Nominating Committee: The President will appoint five (5) TCBA members to serve on the Nominating
Committee, with one (1) member designated as Chairman. No officers of the TCBA may serve on the Nominating
Committee. The Committee will accept resumes of candidates for any office prior to January 1st, with a copy of
each resume being submitted to the President. The slate of eligible individuals will be printed in the last newsletter
and then voted upon at the Council of Delegates meeting. Qualifications for prospective officers must accompany
the slate when prepared by the Committee. Only candidates who submitted to, but were not selected by the
Committee, may be nominated from the floor at the time of election. When nominations are made from the floor,
qualifications must be stated by the nominator and a copy submitted to the President for the file.
In preparing the slate, the Committee has full power to nominate anyone it wishes as long as the person
nominated meets the eligibility requirements. When more than one candidate's name is submitted for an office,
the Committee may place all names on the slate if the Committee feels their eligibility requirements for that office
are met.
Eligibility of Candidates - Candidates for the Executive Board must be members of TCBA or a team sponsor for at
least three (3) years prior to the election.
2. Rules Committee: Men's and Women's. The Committee will consist of three (3) to five (5) members of the
corporation. The Executive Secretaries will chair their respective Divisional Rules Committee. They will review all
Division rules for accuracy and ensure that no conflict occurs with USBC rules. They will review all proposed
amendments to the present rules and submit their recommendations to the President by January 15th. There will
be separate rules committees for each division. Any proposed TCBA Rule amendment or addition must be
submitted in writing to the Rules Committee Chairperson (Men or Women’s Executive Secretaries), with a copy of
such proposal to the TCBA President, by January 1st.
3. Tournament Committee: The Tournament Committee will be made up of members of the Executive Board of
Directors, as well as any other TCBA member deemed necessary by the President, with the President acting as
Chairman of the committee, having overall charge of all tournaments.
4. Ways & Means Committee: The Committee will be appointed by the President and shall be in charge of all fund
raising projects approved by the Executive Board. The Committee shall make a report to the Council of Delegates
giving a full financial account of all monies generated. Such funds to be appropriated as designated by the
Executive Board.
5. Hall of Fame Selection Committee: The President will appoint a Selection Review Committee, consisting of at
least five (5) members of TCBA, two (2) of which will be Executive Board Members. The Review Committee will
evaluate each nomination and will make recommendations based on the nominee's qualifications. They will have
one (1) vote each in the selection process. All nominations for the TCBA Hall of Fame must be submitted to the
TCBA President by January 1st.
a. The Selection Committee will forward each nominee's name and qualifications along with a yes/no ballot to
each regional president. The regional President along with two (2) other members of his/her region,
appointed by him/her, will vote either "yes" or "no" for each nominee. These ballots will be returned to the
Hall of Fame Selection Committee.
b. The Selection Committee will tally the votes for each nominee. To be selected into the Hall of Fame a
nominee must have two-thirds (66.66%) "yes" votes. A maximum of two (2) members will be inducted each
year into the Hall of Fame. If more than two (2) receive two-thirds (66.66%) "yes" votes, the two with the
highest percentage will be inducted. Any nominee who receives at least one-third (33.33%) of the vote will
automatically be eligible for the following years ballot without an additional re-nomination necessary. If
they are not selected the second year he/she will be removed from the ballot and must be re-submitted for
consideration.
ARTICLE IX – COUNCIL OF DELEGATES/MEETING
The by-laws, playing rules and guidelines of the corporation shall be set forth by the Council of Delegates at the annual
meeting. Roberts Rules of Order (Newly revised) shall govern the proceedings at all meetings of the corporation and the
Board of Directors when not inconsistent with the by-laws of the corporation.

SECTION 1
An annual meeting of the Council of Delegates shall be held at the time and place for the Annual Playoffs with time and
place to be announced no later than ninety (90) days prior in the Newsletter. The annual meeting will be held in two
sessions, a joint meeting of both the men and women delegates to be held first, followed by the men's and women's
individual divisional rules meeting and election of the Executive Secretaries.
SECTION 2
All members of the Council of Delegates shall be entitled to one (1) vote in all matters brought before the Council,
except the President, who may vote in the event of a tie.
SECTION 3
To conduct business at a joint meeting, special meeting, or divisional meeting, twenty five percent (25%) of the
delegates must be present to constitute a quorum.
SECTION 4
The regular order of business at all meetings of the corporation shall be as follows:

SECTION 5
Definition of Terms
1. DISTRICT: Shall be the basic organizational entity of the association. Each single district shall elect officers in
accordance with USBC rules.
2. REGION: Shall be an organizational grouping (or averages) between two (2) or more districts. The Region would
then elect officers in accordance with USBC rules to manage the region. The member districts would still elect a
District President for representation in association matters (i.e. Council of Delegates).
3. DISTRICT SECRETARY: Person elected by single districts to serve as league secretary.
4. REGIONAL SECRETARY: Person elected by multiple districts to serve as league secretary.
5. REGIONAL PRESIDENT: Person elected by multiple districts to serve as league president.
6. DISTRICT DELEGATE: Person elected by his/her district.
SECTION 6
The Council of Delegates shall consist of one (1) delegate per every district, all District Regional Secretaries, Regional
President, Council Sergeant-At-Arms, the Men's and Women's Executive Secretaries, Executive Treasurer, Vice President
and President (who will serve as Council President). In the event the Council President is unable to attend, the Vice
President will perform the duties of Council President.

ARTICLE X – SALARIES AND REIMBURSEMENTS
The President's salary shall be fifteen thousand dollars ($15,000.00) per year. At the option of the President, an
administrative assistant may be hired. If an administrative assistant is hired, the salary of the President shall be reduced by
the amount of the salary of the administrative assistant. The Executive Secretaries and Tournament Director will receive
five hundred dollars ($500.00) per year payable as directed by the President. The Executive Treasurer will receive one
thousand eight-hundred dollars ($1,800.00) per year payable as directed by the President. The President shall be entitled
to be reimbursement for any travel expense incurred in expansion, problem solving, and promotion of the TCBA. He/she
may employ additional employees as authorized by the Board of Directors.
ARTICLE XI – GENERAL
1. The fiscal year shall be April 1st to March 31st.
2. All checks drawn on the corporation fund account must be signed by the Executive Treasurer and cosigned by the
President. During the absence of the President or Executive Treasurer, an Executive Secretary or the Vice President
may sign.
3. All District/Regional Secretaries will submit a current copy of their league standings sheet, to include all bowlers'
individual statistics and an update of Bowler of the Year and Most Valuable Bowler points to the President within
ten (10) days after each bowling date. He/She shall also be responsible for ensuring that copies of all statistical
information are forwarded to the President no later than the tenth (10 th) of each month for publication purposes.
Failure to comply with this by-law on more than one (1) occasion may result in making the secretary ineligible to
participate at the annual meeting of the Council of Delegates.
4. This corporation shall publish an annual yearbook either separate or in conjunction with the rules book. In
addition, the corporation shall publish four (4) bi-monthly issues of "The TCBA News" for distribution to members
and sponsors.
5. The corporation shall accept bids for publication of the monthly newsletter, the yearbook, rule book and
tournament rules, any one or all. The bid shall include all costs in layout and printing of these publications.
6. This corporation shall allow any bowling center that sponsors a franchise the opportunity to bid on any of the
tournaments. Any interested center shall be required to notify the President in writing by January 1st of each
season of the specific event they wish to bid on. Any center is eligible to host the singles event without restriction
to area, consecutive housing etc. The team playoffs shall be restricted area wise to ensure it moves annually. Any
host playoff city and any other city within thirty-five (35) miles of that city is ineligible to host the TCBA playoffs
for a period of two (2) years. The area involved will be eligible to bid again one (1) year later for the second (2nd)
year host rights. The Playoff site and singles tournament site will be determined by the vote of the Council of
Delegates at the annual meeting.
7. The TCBA membership patches will be issued to the District/Regional Secretaries upon receipt by the TCBA
headquarters of the membership forms and money. Additional patches will be issued upon notification of added
new members.
8. All members will receive Bowler of the Year (BOY) points when bowling in League play only. Criteria for
determining Bowler of the Year will be set in each divisions rules. The “Bowler of the Year” receives a plaque and a
check for one hundred dollars ($100.00).
9. All members will receive Most Valuable Bowler (MVB) points when bowling in league play only. Bowlers will
receive one (1) point for each pin bowled over their average in a three (3) game series. The “Most Valuable Bowler
of the Year” receives a plaque and a check for one hundred dollars ($100.00).
10. High average will be awarded to both men and women. To be eligible the high average winner must have bowled
seventy-two (72) or more games. Winner will receive a plaque and a check for one hundred dollars ($100.00).

11. If a team drops out of league competition before one-half of the season is completed, and the sponsor cannot fill
that team spot, and THAT SPONSOR HAS NOT RECEIVED THEIR HOST STOP, that sponsor shall lose their stop. At
this time, any other sponsor center may pick up that host stop by paying the original sponsor the required
franchise fee. If there is more than one sponsor wanting this added date and willing to pay the franchise fee to
the original sponsor, there will be a drawing to determine which sponsor shall receive the host date. If no sponsor
ops to pick up that spot, the league must honor the original commitment by bowling at that center.
12. All region schedules must begin no sooner than the first (1st) weekend of September and no later than the second
(2nd) weekend of September. The schedule must be completed no later than the first (1st) weekend of May.
Additionally the Regional Wildcard Tournament must be held no later than two (2) weeks after completion of
regular league play. (A waiver to this rule may be granted by the President of TCBA with approval of the Executive
Board.)
ARTICLE XII – TOURNAMENTS
1. The corporation shall conduct an annual Men’s and Women’s Singles Tournament (ALL STAR) and an annual
TCBA Team Wildcard Tournament and Team Championship Playoff Tournament. All tournaments will be
governed by the Tournament Committee, made up of members of the Executive Board of Directors, as well as any
other TCBA member deemed necessary by the president. The TCBA President shall act as Chairman of the
committee, having overall charge of all tournaments.
2. All TCBA sponsored tournaments will be USBC certified.
3. All district champions earn the right to compete in the annual playoffs at the end of the season. In the event a
district champion is unable to attend, the second (2nd) place team in that district will represent the district. If a tie
exists for second (2nd) place, the team with the most pin fall will represent the district.
4. The Men’s and Women’s regions that have the largest percentage of entries in the All Star Tournament will
receive a free Wildcard entry. The region’s Board of Directors that receive the Wildcard entry will determine
which team in their region will receive it.
5. In addition to the Team Championship Playoff tournament, TCBA shall conduct a Wildcard Tournament prior to
the playoff tournament. This tournament shall provide an opportunity for teams not winning their district title a
chance to compete for a spot in the playoff tournament. Wildcard teams must win at least seventy-two and a
half (72 ½) points, over fifty (50%) percent, submit their entry application along with the appropriate entry fee to
TCBA Headquarters on or before the deadline due date.
6. If circumstances prevail, TCBA will hold Regional Wildcard Tournaments in place of the Wildcard Tournament
being held at the time/site of the playoffs. The President and Executive Board will decide if and when Regional
Tournaments will be held.
ARTICLE XIII – TCBA HALL OF FAME
Purpose: To perpetuate the names and memories of those individuals who through outstanding athletic achievement in
bowling, or those who have contributed through meritorious service to the success and progress of the TCBA.
1. Any active member of TCBA may submit a name for consideration along with that person's achievements and
qualifications. Nominations must be in writing to the President by January 1st of each year.
2. Any nominee must have participated a total of five (5) years in TCBA as either an active member or sponsor.
3. Suitable awards to be determined by the Executive Board will be presented with appropriate ceremony at the
annual delegates meeting. A permanent plaque shall be prepared and maintained by TCBA. All names of
honorees shall be inscribed thereon, and the plaque shall be displayed at appropriate functions.

ARTICLE XIV – ELLA O'QUINN TCBA SECRETARY OF THE YEAR
The Secretary of the Year will be acknowledged by TCBA based upon the performance of their duties and contribution
to the overall success of TCBA.
1. Secretaries will be judged on a point system approved by the Executive Board, as well as other TCBA
achievements and contributions.
2. Secretaries must have a minimum of two (2) years TCBA secretarial experience.
3. The "Secretary of the Year" will receive a plaque and a check for one hundred dollars ($100.00, to be presented
with the appropriate ceremony at the annual delegates meeting.
4. This award will be named in honor of Ella O'Quinn and will be known as the Ella O'Quinn Secretary of the Year
Award.

Men’s Division Rules (Changes made for the 2017-2018 season in bold)
RULE 1 – DISTRICT SETUP & BOWLING SCHEDULE
1. The District/Regional Secretary is authorized to set the schedule, bowling dates and sites either through
coordination with proprietors or by witnessed draw. The league Board of Directors shall decide the method. The
Secretary must post the schedule and submit a copy to the President of TCBA by the second (2nd) bowling date of
the season.
2. Each sponsoring bowling center will be guaranteed at least one (1) host date. If the host dates have not been
filled in the first (1st) round, the secretary will go back through the list of sponsors that have sponsored more than
one (1) team until the host dates are filled. If the host dates have not been filled in the second (2nd) round, the
secretary will go back through the list of sponsors that have sponsored more than two (2) teams, then three (3)
teams, and so on. The league will fulfill its obligation to the hosting centers using this method. If host stops are
remaining after all hosting centers have received their host dates, the remaining stops will be selected by a
method determined by the league Board of Directors. If there are more host centers than host dates, the host
center not receiving a stop will receive the host stop owed to them before the first (1st) round of the next season,
provided they are still a sponsoring center. Under no circumstances will a non-sponsoring center, nor a
sponsoring center outside your region be allowed to receive a host stop.
3. A single district will be comprised of no less than four (4) teams and no more than eleven (11) teams. A district
cannot become a region until twelve (12) teams have joined the league. Two (2) or more single districts of six (6)
teams, for a minimum of twelve (12) teams may merge to form a region and thus bowl a joint schedule. A region
shall be formed when two (2) or more single districts elect the same person to serve as secretary. Under no
circumstances shall a bye be used to complete a single district at the beginning of the season.
4. For District schedule, see Bylaws – Article XI - General Rule 12.
5. Every franchise must represent a city in addition to the sponsor's credit.
6. The District/Region Board of Directors must decide by vote which city association the league application shall be
filed.
7. If a bowling center is unable to fulfill its obligation to TCBA for any reason that franchise will revert back to TCBA.
The district/region will then fill that date on their schedule in accordance with Rule 1.2. If a region originally had
more host centers than dates, it may assign the open date to that center, or conduct a drawing between centers if
more than one (1) center is involved. If there is a house available within that houses business system, (example:
Triangle, All Star, etc), the house may assign their stop to one of the other houses within that system. The house
must be a TCBA sponsor to receive the assignment.
RULE 2 – BOARD OF DIRECTORS AUTHORITY
The league Board of Directors shall be the governing body of the district, and shall consist of a President, Vice-
President, Secretary/Treasurer and all Team Captains. Each member is entitled to one (1) vote only. In single member
districts, the President will appoint a Sergeant-at-Arms. In the event that two (2) or more districts form a region, the
league Board of Directors shall consist of a Region President, Region Vice President, Region Secretary/Treasurer, a
President from each district and all Team Captains. This will be known as the Region Board of Directors. In regions, the
Region President shall have the option of appointing a Region Sergeant-at-Arms or directing the District Presidents to
appoint one (1) from each district. In any event, the Region President may designate one member to act as Region
Sergeant-at-Arms. Refer to USBC Rule book for duties of officers of the league.

PROTESTS – TIME LIMIT
The league Board of Directors may declare forfeited, or null and void, any protest or disputed games by fifty-one
percent (51%) of a quorum of directors present. (Fifty-one percent (51%) of the directors constitutes a quorum). Any
protest by a member must be filed as a written protest to the District/Region Secretary no later than fifteen (15) days after
the series in which the infraction occurred has been bowled. The league Board of Directors must hold a meeting within
thirty (30) days of the protest date, rule on the protest and if a forfeit is decided, it can cover only the fifteen (15) day
period and not be retroactive beyond that period.
RULE 3 – FEE REQUIREMENTS
1. Bowling fees will be left to the discretion of each district.
2. All teams are required to register with TCBA on the opening day of the season. The District/Regional
Secretary is required to collect the team membership dues by the start of the second (2nd) bowling date. If
the money is not paid in full, all games that date and subsequent dates, or until such time as the
membership dues are paid will be forfeited.
3. The District/Regional Secretary's salary shall be a minimum of thirty-five cents (.35) per bowler per three (3) game
session bowled payable to same per session unless the Board of Directors authorizes all payments at the
completion of the season.
4. All teams shall pay the last two (2) bowling dates by March 1st.
5. Team captains are responsible for full fees being placed in envelopes each session. There are to be no arrearages
in this league. Should any team be in arrears one (1) session, the team shall forfeit all points which will not be
returned to them even after arrearages shall have been made up, except covered by USBC rules.
6. The team captain shall divide all District team prize money between all team members according to verbal or
written agreements.
RULE 4 – FRANCHISE FEE & REQUIREMENTS
1. The franchise fee shall be paid once per team. No bowling center may sponsor more than two (2) teams in
the same district.
2. The team franchise will be held by the team captain as long as he is acceptable to the majority of the league
Board of Directors. The team captain and the sponsor are to operate the franchise jointly with the final decision of
all matters remaining with the team captain. The team captain is responsible for the conduct and financial
condition of the team during league and tournament play.
3. A team sponsor must pay the franchise fee no later than June 1st, before each new season, to be guaranteed the
spot.
4. The District/Regional Secretary and President of TCBA will jointly accept/reject any franchise application.
5. No bowling establishment shall have two (2) or more sponsored teams with the same basic names, such as Team
No. 1 or Team No. 2. Each team must have different names if the sponsor is the same.
6. Every bowling establishment which directly sponsors team(s) by paying the franchise fee per team is entitled to an
appropriate amount of host dates to be scheduled accordingly and fairly by the District/Regional Secretary. Every
franchise will be of equal value in the number of host dates entitled to the bowling sponsor, if available.

RULE 5 – ENTERING AVERAGES
A. Individuals (Other than PBA Members)
1. Members will enter TCBA competition with either their final TCBA average of twenty-one (21) games or more
(as requested by the President, but not earlier than March 15th), or an adjusted average if their highest current
association book average is fifteen (15) or more pins higher than their final TCBA average. The adjusted
average will be calculated by subtracting fifteen (15) pins from that association book average. All current
associations in which a bowler has a twenty-one (21) game or more average will be considered. Highest
average will be used. Penalty for using the wrong entering average is disqualification from TCBA competition
for the remainder of the year for the individual and the team he is on. Failure to correctly verify average by the
Secretary will result in disciplinary action, i.e. intentional misrepresentation or verification by the Secretary of a
bowler’s average will result in disqualification from TCBA competition for the remainder of the year for that
Secretary. Unintentional misrepresentation or verification by the Secretary of a bowler’s average will result in
probation for the remainder of the year. Unintentional/intentional misrepresentation or verification by the
Secretary will be determined by that Region’s Board of Directors.
2. One hundred and sixty-five (165) is the minimum entering average allowed in TCBA.
3. Persons that do not have a TCBA average of twenty-one (21) game or more from the previous season, must
enter TCBA competition with one of the following:
a. Highest current association book, or if none, a verifiable winter league average of twenty-one (21) or more
games. All current associations in which bowler has a twenty-one (21) or more games average will be
considered. Highest average will be used.
b. An assigned one hundred and sixth-five (165) entering average for any bowler whose previous season's
high association book or verifiable winter average of twenty-one (21) or more games is one hundred and
sixty-four (164) or less.
c. An assigned two hundred (200) entering average if a bowler has no current association, no winter book
average nor current winter average of twenty-one (21) or more games. The bowler will use two hundred
(200) as his entering average for a minimum of twenty-one (21) games. His current average will be
computed following the session in which the twenty-first (21st) game occurred to establish a new entering
average reflecting the twenty-one (21) or more games bowled.
d. Highest current YABA association book average of twenty-one (21) or more games or current winter
average of twenty-one (21) games or more.
B. Individuals (PBA TOURING MEMBERS)
1. PBA members may compete in TCBA competition. (For the purpose of this rule, a PBA member is any member
that has had a PBA Exempt Member status within the last six (6) years.) The following conditions will apply:
a. Only one (1) PBA exempt member per team.
b. To enter, the bowler must have a certified league average of twenty-one ( 21) or more games in the
current association book.
c. These bowlers must enter TCBA with a minimum average of two hundred (200) or a current USBC
association book average of twenty-one (21) or more games, or if none a verifiable winter certified league
average of twenty-one (21) or more games from the current season, whichever is highest.
d. If a bowler’s average has been adjusted by the TCBA Tournament Committee, the bowler’s entering
average for the next season will be the highest of the following:
i. Final TCBA average, or as requested by the President of twenty-one (21) or more games (but not
earlier than March 15th)
ii. If no TCBA average of twenty-one (21) or more games, highest current association book average of
twenty-one (21) or more games.
iii. Adjusted average.
iv. Assigned average from Rule 5.

C. Individuals (All members)
1. If a bowler’s average has been adjusted by the TCBA Tournament Committee, the bowler's entering average for
the next season will be the highest of the following:
a. Final TCBA average, or as requested by the President of twenty-one (21) or more games (but not earlier
than March 15th).
b. If no TCBA average of twenty-one (21) or more game, high association book average from the current
winter season of twenty-one (21) or more games.
c. Adjusted average.
d. Assigned average from Rule 5.
D. Team
1. Each member will use his entering average for a minimum of twelve (12) games in TCBA competition. His
current average will be computed following the session in which the twelfth (12th) game occurred.
2. Bowlers with no current twenty-one (21) game association book average from the prior winter season will
continue to use two hundred (200) or their current average, whichever is higher, as their current average for a
minimum of twenty-one (21) games of TCBA competition. His current average will be computed following the
session in which the twenty-first (21st) game occurred.
3. The TCBA will operate on a one thousand and seventy-five (1075) maximum team entering average
system. The combined entering averages of any five (5)-member lineup cannot exceed one thousand
and seventy-five (1075) at any time during the season. Violations of this rule will result in zero (0) pin
fall for the team each game an illegal lineup is used.
4. A team’s current average may legally exceed one thousand and seventy-five (1075) as long as the team
operates under the guidelines of TCBA Rule 5 – Team, Item 3.
RULE 6 – TEAM HANDICAP
1. Handicap will be based on ninety percent (90%) of the difference in contesting teams’ current averages. The
team with the lower average will receive the handicap. The team with the higher average will receive zero (0)
handicap. All handicap is figured from a base of eight hundred and twenty-five (825). Maximum handicap will
be two hundred and twenty-five (225) pins per game (six hundred and seventy-five (675) pins per series).
2. In figuring averages for purposes of determining the handicap, only the current averages of the members in the
lineup are to be used, even if the member’s current average is below one hundred and sixty-five (165). Individual
averages of all members must be based on actual pin fall.
RULE 7 – ADDING & DROPPING TEAM MEMBERS
Team Roster
1. A team is allowed to carry up to an eight (8) man roster throughout the season provided all members meet
the requirements of Rule 5-1 (Entering Averages). It is the team captain's responsibility to supply the
District/Region Secretary with verified average proof through either association yearbook or a city association
letterhead. It is the District/Region Secretary's authority not to accept any bowler into TCBA until he is
satisfied that the average information submitted is authentic or verified. The District/Region Secretary is
directed by TCBA to have on record a visible form of average verification on all bowlers who have a twenty-
one (21) or more game average from the prior winter season, before he can legally accept them into the
district/region for active competition. Any team captain who fails to supply average verification to the
District/Region Secretary of any bowler (with an average) actually used in a lineup will be subject to action
under Rule 2 (Protest-Time Limit).
2. Once a player has bowled his first (1st) ball in league play, and is reported to the secretary as "dropped" from
the team roster, he cannot return to that team for the balance of the season. However, any member dropped
from a roster in good standing with the TCBA may, once per season, legally join another team in any district
providing the following requirements are met:

a. Same district: at least thirty-six (36) games remain to be bowled on the schedule and the District Board of
Directors (the team captains in that particular district) vote UNANIMOUSLY to approve the action.
b. Other district: at least thirty-six (36) games remain to be bowled on the schedule and both District Board
of Directors approve the change majority vote.
3. A bowler is not considered a member of a team until he has delivered his first (1st) ball in TCBA competition. A
bowler with no games bowled on a team’s roster may be dropped and rejoin the same team during the
season.
RULE 8 – ELIGIBILITY
1. No TCBA member may bowl in more than one (1) district/region at a time in a single season. Penalty is forfeiture
of all prize money and elimination from any further TCBA competition for that season.
2. The men's division of TCBA is open to male bowlers only and closed to all others.
3. All members of the TCBA men's division shall be required to purchase a current USBC membership card on their
initial date of bowling, with these exceptions:
a. You are certified thru the PBA as a current PBA member.
b. You purchased a USBC card at the State Tournament.
c. You purchased a USBC card in a current summer league.
d. You already have a current membership card through another Association or league.
4. New players cannot be added to a team's roster in the final four (4) sets of the district schedule and only those
roster members having bowled twelve (12) or more games that season are eligible to bowl the final four (4) sets
of the season.
RULE 9 – LEGAL LINEUPS
1. A legal lineup is any lineup in which entering averages total one thousand and seventy-five (1075) or less.
2. Any team that fails to have at least three (3) members present at the start of the second (2nd) frame will forfeit all
points until a legal lineup is present to bowl. A twenty-five dollar ($25.00) fine will be assessed against the
forfeiting team.
3. Any team that cannot attend a regularly scheduled match due to a legitimate emergency situation has the right to
appeal a forfeit to their league Board of Directors, who will decide the matter by a majority vote. Bowling in
tournaments, (except USBC City, USBC State or USBC National) or going on vacations does not constitute an
emergency.
4. No pacers or substitutes are allowed in a team lineup. All TCBA members must be registered with the
District/Region Secretary.
RULE 10 – POSTPONED OR PRE BOWLED GAMES
The District/Region Secretary shall determine what is sufficient cause to grant a postponement or pre bowl. All
postponements must be requested to the Secretary at least forty-eight (48) hours prior to the scheduled time and date of
the match, except in the case of emergencies. Postponements granted by the Secretary will be administered within the
guidelines of USBC Rules. The games should be made up prior to the next bowl date, and will be bowled in the same
bowling center as originally scheduled, with a District Board Director present to witness and return the recaps to the
Secretary.
Bowling Unopposed
The District/Region Secretary must notify the opposing team of the postponement grant. The opposing team will have
the option of requesting the Secretary to make arrangements for a head-to-head match, or they may bowl unopposed on
the regular scheduled date, with the scores closed except to the District/Region Secretary. If a team is going to be
bowling unopposed, those games "must" be bowled prior to the next bowling date. Failure to not bowling prior
bowling date is a forfeit of said games.

Cancellation of District Play
The District/Region Secretary shall determine what is sufficient cause to grant a postponement of a scheduled district
bowling date due to inclement weather, acts of God, etc., and is responsible for notifying all team captains by phone no
later than four (4) hours before the scheduled time of bowling if a cancellation is decided necessary.
RULE 11 – FORFEITS – PENALTY AND PROCEDURE
1. Any team that fails to have at least three (3) members present at the start of the second (2nd) frame shall forfeit
all games until such time as a legal lineup is present. The team present must follow USBC Rules forfeits and must
bowl within seventy-five (75) pins of their current team average per game (within two hundred and twenty-five
(225) pins per series) to receive the points for that set.
2. If, when two (2) teams are bowling in competition with one (1) another, and it is discovered during or after the
match, that one (1) team presented an illegal lineup, the games shall be declared forfeited and the other team
awarded the points for that set, without regard to game or series score.
NOTE: As per USBC, if a team has less than a full lineup present (less than five (5) members), only the members
present will be required to bowl within fifteen (15) pins of their average per game to receive the points for
those games.
RULE 12 – VACANCY AND ABSENTEE SCORES
1. The absentee score for all bowlers shall be the bowler's current average less thirty-five (35) pins. The lineup for
handicapping purposes will be the bowler with the most games bowled on the team that is not present. If two
(2) or more bowlers have the same amount of games, then the team must use the highest average not present.
In the event the bowler not present with the most games has an entering average that causes the team to exceed
the maximum allowable entering average for that lineup, then rotate down to the highest average not to exceed
the maximum legal entering average.
2. The vacancy score shall be one hundred and sixty-five (165) for entering average, handicap computation and
game score.
RULE 13 – LATE ARRIVAL
Bowlers arriving after the start of the TCBA competition, but before the opposing team's lead-off man has delivered his
first (1st) ball of the fifth (5th) frame, may bowl any game, beginning with the first (1st) frame.
RULE 14 – POINT SYSTEM
1. Standings shall be determined on a point basis, with one (1) point awarded for each game won and one (1) point
for high team series in each match.
2. Each district must bowl the total of one hundred and eight (108) games per team to achieve one hundred and
forty-four (144) combined points.
RULE 15 – UNIFORM ATTIRE
Captains are responsible for obtaining uniform team bowling shirts from their franchise sponsor, commercial sponsor or
buy their own. All shirts must include the standard TCBA patch or the elements of the patch embroidered on the front
right breast of the shirt. On the back side of the shirts, each team must also have the name of the sponsor, city and state
which it represents. District Champion patches will be sewn on the left sleeve.
RULE 16 – FINES
1. All members must have their sponsor shirts (with patches sewn on) by October 1 (if starting in August) or
by November 1 (if starting in September) of each season. If not, a fine of five dollars ($5.00) per bowler
will be solicited on all shirtless or patch less members, unless another amount has been established by a
District/Region rule, by the Sergeant-At-Arms and all fines will be turned over to the District/Region Secretary
and deposited in the point kitty. Any new members added after the shirt required date, must have a

sponsored shirt within thirty (30) days of his first bowling session or be fined. Fines not voluntarily paid at
the time of infraction will be recorded by the Sergeant-At-Arms and the fines will be taken from the team's point
money payback at the end of the season.
2. Any team that fails to field at least three (3) members at the start of the second (2nd) frame of TCBA competition
will be fined twenty-five dollars ($25.00) against their point money. (See Legal Lineup Rule 9)
RULE 17 – DISTRICT/REGION MONEY & BONDING
1. The account shall read: Traveling Classic Bowling Association, District/Region, in which funds will be deposited
after each session.
2. This account shall be set up in the city of the secretary's residence and must include a two-signature withdrawal
(President or Vice President and Secretary). The President is required to verify the balance each month to ensure
bonding of the account by USBC.
RULE 18 – UNSPORTSMANLIKE CONDUCT – COURSE OF ACTION
1. In the event of UNSPORTSMANLIKE conduct by a league member at any time during league play, a league Board
of Directors meeting can be called by any member to notify the league Board of Directors that he is bringing
charges against the bowler for suspension upon the action. The District/Region Secretary must notify the
charged bowler by registered letter that a meeting will be conducted by the league Board of Directors to hear the
charges and decide whether the league Board of Directors will file for suspension. The letter must invite the
charged bowler to the meeting so he may offer a defense before the league Board of Directors ruling is made. If
the league Board of Directors verdict is to suspend the bowler, the District/Region Secretary must submit a letter
to that effect to the city bowling association of which the bowler is a member, and to TCBA Headquarters.
2. This rule shall become the initial warning in all cases. Team Captains must make their members aware of the
rules. Ignorance of the rules is no excuse.
3. Define unsportsmanlike conduct as nonphysical conduct among members, not resulting in injury. Define
misconduct as physical conduct among members whether resulting in injury or not, and nonphysical conduct,
resulting in injury.
4. Unsportsmanlike conduct courses of action:
a. First (1st) offense unsportsmanlike conduct carries an immediate and automatic five dollars ($5.00) fine. If
not paid, that bowler may not bowl until fine is paid. In the event of a successful appeal, fine will be
returned. Appeals must be made within fifteen (15) days.
b. Second (2nd) offense of unsportsmanlike conduct carries an automatic suspension of that member for the
balance of that date and the next bowling date.
c. Any member committing more than two (2) offenses will be turned over to the District/Regional Board of
Directors for possible suspension.
5. Misconduct - course of action
a. First (1st) offense misconduct carries an automatic suspension pending inquiry by the league Board of
Directors. Inquiry must be held within fifteen (15) days. If suspension is upheld, that bowler shall be
suspended for the length of time determined by the league Board of Directors. Any appeal must be made in
writing within fifteen (15) days. Suspension is not to exceed two (2) bowling dates.
RULE 19 – DISTRICT PLAYOFF TO BREAK TIES
1. Total pins in a series of three (3) games shall determine the winners of any playoff for first place. A match must
be bowled in a neutral house within the district/region with the District/Region Secretary present.
2. The first place roll off must be bowled within forty-eight (48) hours of the end of the regular season.
3. If a tie shall exist after a total pins series has been bowled, a "sudden death" tenth (10th) frame will be bowled off
and the team with the most pin fall will be the District Champion.

LEAGUE POLICY
Proper lane courtesy should be maintained at all times. A bowler should wait for one (1) lane on either side before he
delivers his ball. However, under no circumstances will a bowler wait for two (2) pair (4 lanes) on either side as this will
delay the league. If two (2) bowlers on a pair of lanes are ready to bowl at the same time, the bowler to the right will bowl
first. When two (2) bowlers on adjacent pairs of lanes are ready to bowl at the same time, the bowler to the right shall be
given the courtesy of bowling first. All bowlers should know and exercise proper lane courtesy at all times. Your bowling
will be faster, and much more enjoyable if everyone is just a little more courteous toward the other bowler.

RULE 1 – DISTRICT SETUP AND BOWLING SCHEDULE
1. The Regional Secretary is authorized to set the schedule date and bowling sites either by witnessed draw or
through coordination with proprietors. The Board of Directors shall decide the method. The secretary must post
the schedule and submit a copy to the President of TCBA by the second bowling date of the season.
2. Each sponsoring bowling center will be guaranteed at least one host date, if the host dates have not been filled,
the secretary will go back through the list of sponsors that have sponsored more than one team until the host
dates are filled. If there are too many sponsors in the second round the host dates will be selected by draw.
Those sponsors not receiving a second host date, but sponsoring more than one team will be used the following
year for the second round before a drawing is used. This method will be used when subsequent rounds are
needed.
3. A region consists of those districts that operate under the same secretary.
4. For District schedule, see Bylaws – Article XI - General Rule 12.
5. A single TCBA district will be comprised of no less than four (4) teams. Regions may bowl a joint schedule during
the season.
6. Every franchise must represent a city in addition to the sponsor's credit.

violation in the region involving USBC or TCBA rules.
3. The Board may declare forfeited, or null and void, any protests or disputed games by a majority vote (one (1) vote
over one-half (1/2) of total votes).
4. All officers' duties are listed in the USBC Rule Book and shall include over and above these, the following TCBA
duties for the designated office:
SGT-AT-ARMS
Shall collect all fines imposed upon any league members who fail to wear shirts or patches after the November 1st
deadline. Any new member has thirty (30) days from date of entry into the league to secure shirt and patch, after which
time a fifty cents (.50) fine for patch, three dollar ($3.00) fine for shirt shall apply. Shall collect one dollar ($1.00) fine for
each instance of derogatory conduct or language and shall maintain order in league. Shall count any hand vote and be
chairman of any written vote taken in the league. Shall forward to the secretary and/or treasurer all fine monies collected,
upon receipt, for even distribution to all teams at the end of the league season. She shall also report any special activity or
achievement within her league, along with appropriate photographs, to the President of TCBA.

SECRETARY
Shall prepare all standing sheets, keep all records of team wins and losses. Shall prepare league schedule for year and
give copy of such to all members of league on opening day. Shall forward to TCBA Headquarters the preceding month's
standing sheet, Bowler of the Year and Most Valuable Bowler points. These shall be due no later than the fifth (5th) of
each month.
TREASURER
Shall collect and forward to the President of TCBA the team membership dues. The membership dues must be
collected by the start of the second (2nd) bowling date. If membership dues have not been paid in full by that date, all
games that date and subsequent dates (or until money is paid) will be forfeited and will remain forfeited for the remainder
of the season. Shall collect all weekly league fees, pay lineage, compute prize money and distribute prize money to team
captains at the end of league play and/or sweeper day.
RULE 3 – FEES

Team captains are responsible for full fees being placed in envelopes each session. Envelopes must be then given to the

3. The TCBA Team Registration Fee is due in full to the Regional Secretary/Treasurer by the second bowling date.
The team fee covers the full eight (8) member roster strength for each team.
4. The final bowling date of the season must be paid in advance no later than the first (1st) bowling date in May of
the bowling year.
5. RULE 4 – FRANCHISE
6. The franchise fee shall be paid once per team. The franchise will be held by the team captain as long as she is
acceptable to the majority of the Board of Directors. It is the responsibility of the team captain to solicit a
franchise sponsor through a commercial firm, bowling establishment or as an independent group posting
thirty dollars ($30.00) per bowler to achieve the same.
7. The team captain and sponsor are to operate the franchise jointly with the decisions on all questions remaining
with the team captain. The team captain is responsible for the conduct and financial status of her team during
league play.
8. No bowling or commercial establishment shall have sponsored teams with the same name (such as No. 1 and No.
2). Each team must have an identification that cannot be confused with another team. A bowling center
sponsored team will receive host dates for each franchise paid to TCBA if possible. A commercial team will receive
no host dates and will not be affiliated with any house team.
9. RULE 5 – UNIFORM & FINES
10. Captains are responsible for obtaining uniform team bowling shirts from their franchise sponsor, commercial or if
neither, buy their own. All shirts must include the standard TCBA patch to be worn by all TCBA members, to be
the elements of the patch embroidered or sewn (not pinned) on the front side, right chest. On the back side of
the shirt, each team must have the sponsor, city, and state it represents. All teams must have bowling shirts by
November 1 of each season. (If mailing or lettering should hold up receipt of shirt, the fine may be waived
temporarily if proof of purchase is shown). If failure to comply with either (i.e. no shirt, no patch or both) a fine of
three dollars and fifty cents ($3.50) will be imposed. In the case of refusal to pay on the bowling date involved, it
shall be deducted from the team prize monies at the end of the league year.

Appropriate attire only will be worn while bowling in TCBA functions. Pregnant ladies shall not be fined when they can
no longer wear their sponsor's bowling shirt. However, they must wear the TCBA patch on their blouse. Each region must
address the words "appropriate attire" in their own league rules. Anyone violating this rule will be fined three dollars
($3.00).
1. Derogatory conduct or language shall be subject to one dollar ($1.00) fine for each offense.
2. The TCBA team shirt reflecting the Team Sponsor and TCBA may not be covered with coats, sweaters or similar
outer wear while the bowler is completing a frame of competition nor while the bowler remains in the
scorekeeping/pit area. Failure to comply will result in a fine of three dollars ($3.00).
3. District champion patches will be sewn on the left sleeve.
4. RULE 6 – AWARD QUALIFICATION
5. Bowlers must have bowled two-thirds (2/3) of the season to qualify for Bowler of the Year or Most Valuable
Bowler awards.
6. RULE 7 – ENTERING AVERAGES
7. Individuals will use the same average maintained in the TCBA from the prior season, providing they finished with
twenty-one (21) or more games. All others shall use their highest USBC average of twenty-one (21) games or
more from the previous year (highest USBC or YABA book average). If a bowler has no USBC or YABA average
from previous year, then a verifiable winter league average of twenty-one (21) games or more can be used. A
bowler who has none of the above may use their last current book average going back no more than two (2)
years (USBC or YABA book average). If a bowler has none of the above, she may enter the league with a one
hundred sixty-five (165) average. If the bowler only has a Sports league average they must add fifteen (15) pins
to their average if bowled twenty-one (21) or more games.
8. Teams
9. The TCBA will operate on a no maximum - no minimum team entering average and no minimum or maximum
handicap at any time during the season.
10. Each member will use her entering average for a minimum of twelve (12) games in TCBA competition. Her
current average will be computed following the three (3) game set in which the twelfth (12th) game occurs.
11. RULE 8 – TEAM HANDICAP
The handicap allowance shall be ninety percent (90%) of the difference in a team’s current lineup average and the base
of one thousand and fifty (1050). If one team in a contest has a current team average over one thousand and fifty (1050),
that team will have a negative handicap of the difference between their current team average and one thousand and fifty
(1050). If both teams are over the one thousand and fifty (1050) current average, they both shall receive negative
handicaps of the difference between their current team average and one thousand and fifty (1050).
1. Handicap will remain the same for both three (3) game blocks unless a new member is added or will have
completed twelve (12) games prior to completion of six (6) games.
2. RULE 9 – TEAM ROSTERS & AVERAGE PROOF
3. A team is allowed to carry up to an eight (8) women roster through the season provided all members meet the
requirement of Rule 7-1 (Entering Averages). It is the team captain's responsibility to supply the District/Regional
Secretary with verified average proof through either an association yearbook or an association secretary
letterhead. It is the District/Regional Secretary's authority not to accept any bowler into TCBA unless she is
satisfied that the average information submitted is authentic or verified. The District/Regional Secretary is
directed by TCBA to have on record a visible form of average verification on all bowlers before she can legally
accept them into the district for active competition. Any team captain who fails to supply average verification to
the District/Regional Secretary on any bowler actually used in a lineup will be subject to action under USBC, Rule
103 - Board of Directors Authority. The Board of Directors may declare forfeited or null and void any protested
or disputed games.
No TCBA member may bowl in more than one (1) district at a time in a single season.
4. Once a team member is officially dropped from the roster, that member may not bowl for any other team in the
District for the remainder of the season unless she returns to her original team.

5. Any bowler dropped from a roster in good standing with the TCBA may legally join another team that same
season in a different District/Region, provided there are still at least fifteen (15) games remaining on the
schedule, but she must first obtain approval in writing of a majority of the Board of Directors of the
District/Region she is leaving and also of a majority of the Board of Directors of the District/Region she will be
joining.
6. New players cannot be added to a team's roster in the final two (2) dates or four (4) sets in the district schedule
except under the provisions of USBC rules. Only those members having bowled fifteen (15) or more games that
season are eligible to bowl the final four (4) sets of the season. No member may participate in the National
Playoffs unless she has twenty-one (21) games to her credit.
7. The TCBA does not allow pacers or substitutes.
8. RULE 10 – POSTPONEMENTS (PROCEDURE TO FOLLOW)
9. The Regional President shall appoint a postponement committee, and they shall determine what sufficient cause
to grant a postponement is. In the event of hazardous driving conditions or whatever emergency might occur,
the Regional President and Secretary shall be responsible for reaching a decision and reporting the decision to
all team captains (by telephone) at least four (4) hours prior to the scheduled time to bowl, unless time does not
permit this.
10. If a team is unable to bowl at the regularly scheduled time the Regional Secretary must be notified at least forty-
eight (48) hours in advance, except for emergencies. The Postponement Committee shall determine whether
there is sufficient reason to grant a postponement, but it cannot adopt a rule that would have the effect of not
permitting any postponements. See USBC rules.
If a postponement is granted the Regional Secretary will notify the opposing team captain and the procedure outlined in
USBC rules will be followed to schedule the postponed or unopposed match. When a team is authorized to pre-bowl or
bowl unopposed, the Regional Secretary will inform the opposing team captains, giving them the opportunity to bowl the
match head-to-head.
1. The teams involved have the option to request the Regional Secretary to arrange for a head-to-head makeup or
to bowl unopposed. The scores of the team that bowls first will be kept by the Regional Secretary until the
opposing team bowls. All game scores bowled by a team (bowling unopposed, before or after the regularly
scheduled date) will not be made available to the opposing team until each game is bowled in succession.
Those games bowled at a date other than when the entire league is bowling shall count in the point factor for Bowler of
the Year or the Most Valuable Bowler.
1. Postponements should be made up before the next bowling date in regions that bowl every other week (or
fourteen (14) days, if it so applies).
2. Unopposed makeups must be made up before the next bowling date or two weeks, whichever is longer. Failure
to bowl the unopposed makeup in this time frame will result in forfeit of the match unless the team was faced
with an emergency situation, in which case the League Board of Directors shall give an extension.
3. RULE 11 – ABSENTEE SCORES
4. Absentee scores shall be allowed when a team has a legal lineup but less than a full team at the beginning of any
game in a series. The absentee score shall be ten (10) pins less than the absent member's average. The handicap
shall be figured counting the actual average of the absentee. In the event a team shall not have a complete five
(5) members present, but the legal lineup, the absentee score(s) shall be based on the member's average with the
most games bowled, less ten (10) pins. If absentees have the same number of games, the highest average shall
be used. Vacancy scores must be used until the member has actually bowled in the league this season.

RULE 12 – LATE ARRIVALS
1. Player arriving after the opposing team's lead-off bowler has thrown her first (1st) ball in the fifth (5th) frame is
ineligible to bowl that game.
2. RULE 13 – VACANCY SCORE
3. Vacancy score shall be one hundred and fifty (150) at all times for those teams who can't field five (5)
members at the start of the game.
4. RULE 14 – FORFEITS
5. A legal lineup shall be declared if three (3) members are present to bowl. Less than three (3) by the
completion of the first (1st) frame will be illegal and shall constitute forfeit of games involved. If a team draws
a forfeit, the opposing team must still earn those points by bowling within seventy-five (75) pins of their team
average every game to win the points involved. If the team does not, neither team will be awarded the points
and the point money involved will be put into the general coffer for all teams to share.
RULE 15 – POINT SYSTEM
1. The TCBA bowls on a four (4) point system - one (1) point for each game won and one (1) point for series win.
2. A replacement team shall assume the position standings of the original team.
3. Each district must bowl the total one hundred and eight (108) games per team to achieve the one hundred and
forty-four (144) combined points.
4. Standings shall be based on the combined points won per team.
5. RULE 16 – MISCELLANEOUS
6. All scores of all bowlers must be added as soon as they are bowled, unless it is a string of strikes, whereby as
soon as the string is finished the pin count will be added immediately.
7. No children shall be allowed in the pits at any time - only scorekeepers and bowlers.
8. Under no circumstances will the schedule be changed whereby one team would normally be bowling both sets
on the same pair of lanes for the day, that is, if the position round is bowled on one pair, it may be that a team
would in normal rotation be returning to the same pair. That is necessary as the districts are comprised of four
(4) teams and as you don't bowl a complete position round, but only district position rounds.
RULE 17 – DISTRICT PLAYOFF TIES
Total pins in a series of three (3) games shall determine the winners of any playoff for first (1st) place. If two (2) teams are
tied at the end of the season, a match must be bowled in a neutral house within the district with the Regional Secretary
present. The pair of lanes used will be selected by draw.
1. The first (1st) place roll-off must be bowled within forty-eight (48) hours of the end of the regular season.
Forfeiture will be declared unless it conflicts with USBC rules.
2. If a tie still exists after regular bowling of three (3) game series, a "sudden death" tenth (10th) frame will be
bowled and the team with the most pin fall will be District Champions.
3. If more than two (2) teams finished tied for first (1st) place, the suggested USBC playoff rules will be used.
4. Scores bowled in such playoffs shall not count towards District awards or individual averages, but will count
towards all USBC awards.
