Specifically, 1) carry a backpack weighing up to 40 lbs. through a network of airports, trains, and buses throughout a two-week period; 2) carry a backpack while hiking in the backcountry for up to two/three days at a time; 3) operate at elevations of 5,000-6,000 feet for an extended period of time and up to 12,000-13,000 feet at short intervals; 4) operate in an environment a few hours away from definitive care (i.e., be able to carry and self-administer an asthma inhaler and control an asthma attack). Participants will have limited access to bathing facilities and laundry services while rock/ice climbing.

Specifically, 1) learn to breathe underwater while carrying 100 lbs. of scuba diving equipment; 2) safely operate while at sea (i.e., sea sickness); and 3) operate in an environment a few hours away from definitive care (i.e., be able to carry and self-administer an asthma inhaler and control an asthma attack). Participants are required to complete online PADI certification prior to camp arrival. Previous certifications are not required.

Specifically, 1) operate at elevations of 8,800-11,000 feet for an extended period of time and up to 11,000-12,400 feet at short intervals; 2) operate in an environment a few hours away from definitive care (i.e., be able to carry and self-administer an asthma inhaler and control an asthma attack). Please note that Mt. Fuji does not allow individuals with sickle cell anemia to climb Mt. Fuji due to the possibility of severe health risks.

Navy Teen SCSP 2015 Application Guidelines

Section 1: Eligibility Requirements, Verification, Financial Responsibilities, Reimbursements, PCS

I. Eligibility Requirementsa. Participants must be a dependent of Navy active-duty or active-

duty Navy Reserve personnel. Dependents of Air Force, Army, Coast Guard, and Marine Corps personnel are only eligible if their sponsor is stationed at a Navy-operated joint base, specifically Joint Base Annacostia-Bolling, Joint Base Pearl Harbor-Hickam, and Anderson Air Force Base.

b. Participants must be between 13-17 years old by May 1, 2015.c. Participants must have a minimum 3.0 accumulative GPA (on a

4.0 scale).d. International traveling participants must possess a passport that

is valid for six months after the return trip home at the time of application.

e. If a family is PCSing, sponsors can select a different return airport. The Navy is not authorized to provide early arrival to camp or late departure from camp.

f. If selected, participants may be required to complete additional paperwork.

II. Eligibility and GPA VerificationAll applicants are required to verify their eligibility and GPA via the following actions:1. Email the CNIC point-of-contact a photo copy/scan of the

applicant’s or sponsor’s military I.D. card.2. Email the CNIC point-of-contact a photo copy/scan of the

applicant’s official school transcript detailing the accumulative GPA.

Historically, the Navy Teen Summer Camp Scholarship Program (SCSP) has been offered solely to dependents of Navy active-duty and active-duty Navy Reserve personnel. SCSP is an extraordinary auxiliary opportunity offered in addition to the Navy Child and Youth Programs’ (CYP) extensive network of installation-based Youth Programs. As such, limited scholarships are made available. Therefore, Navy leadership has specifically made SCSP available to the Navy families that are identified as Navy CYP’s highest priority. All other Navy youth are encouraged to access their respective installation-based Youth Programs for summer camp opportunities. Please connect with the CNIC point-of-contact if your family is in need of assistance in connecting with your local/nearby Navy Youth Programs or program affiliate.

III. Family Financial Responsibilitiesa. Unaccompanied Minor – Sponsors can elect for their teen to

travel as an Unaccompanied Minor or Independent. If traveling as an Unaccompanied Minor, families are responsible for the Unaccompanied Minor fees.

b. Each family is responsible for directly funding all baggage fees to/from the camp location, any and all personal expenses, airport meals, ground transportation, and airport parking. Please note that participants who attend camps that require travel/trekking backpacks will use their backpacks for the sole transportation of all personal/camp belongings (no additional luggage is allowed).

IV. Navy Financial Responsibilities and ReimbursementsThe Navy is responsible for directly funding commercial airfare, camp registration, camp lodging, miscellaneous insurances, and on-site camp meals. Upon return, the Navy will reimburse all participants for airline Unaccompanied Minor and airline luggage fees (not to include excess bag fees), travel day meals, ground transportation (shuttles or mileage and associated tolls), and drop-off and pick-up airport parking fees. If a participant elects to drive to camp, the Navy will only reimburse the participant the difference in the price of a commercial airline itinerary. All participants must enroll in Electronic Funds Transfer (EFT). Participants will be reimbursed 21 days after receipts and associated paperwork are provided to the Navy.

V. InclusionNavy CYP is an inclusion-based organization. Inclusion is an attitude and a philosophy that welcomes and supports all children. Inclusion is a belief in every person’s inherent right to participate fully in society. Inclusion conveys the idea that we appreciate each child, that we see each child’s gifts, and that we value children of all abilities being together. Inclusive programs are communities where children with and without disabilities live, learn, and play together. The goal of inclusion in Navy CYP is to support the participation of children with and without disabilities in child and youth activities and programs. Children with and without disabilities are respected as contributing members and participate in all aspects of Navy CYP. CYP professionals make respectful accommodations so that all children can be successful in Navy Child Development Centers, Child Development Homes, School Age Care, and Youth and Teen Programs.

VI. Media ReleaseBy participating in the Navy Teen Summer Camp Scholarship Program (SCSP), all families hereby consent to Commander, Navy Installations Command (CNIC), Navy CYP, Navy Morale, Welfare and Recreation (MWR), Navy Marketing, their agents and employees, and commercial sponsors of this event, if any, the right and permission to use, reuse, and/or survey feedback, publish photographic, audio, and video graphic materials of my legal dependent while participating in the SCSP audio, video and photographic acquisition. All families hereby waive the right to inspect and/or approve the survey feedback, photograph, audiotape, and/or video captures. All families further agree that those who act on behalf of Navy Marketing may transfer, use or cause to be used the survey feedback, photographs, audio and/or video captures for promotional, recruiting, or educational purposes, share with commercial sponsors, without any limitation, reservation, or compensation, other than the receipt of which is hereby given. This consent is given for any survey feedback, photographs, audio and/or video, which have been taken, about to be taken, or will be taken. All media is the sole property of the government.

Section 2: How to ApplyEligible applicants are encouraged to complete an SCSP application by visiting https://www.cnic-n9portal.com/elibrary/index.cfm/document-library/?documentlibraryaction=view&id=818. Applications must be word processed and received in full no later than May 3, 2015 at 11:59 p.m. CST. All applicants will be notified of their selection or elimination by May 15, 2015 via email.

Section 3: Extra Credit Survey Would you like to earn EXTRA CREDIT on your SCSP Application? Please complete a short survey at https://www.surveymonkey.com/r/SCSP2015Survey after the completion of your SCSP application. The completion of this survey could make the difference in your selection to SCSP!

Section 4: Application Screening Process and DisqualifiersAll applications are thoroughly screened by a panel of judges. The majority of points are awarded to applicants who possess narratives with personal content, and correct grammar and punctuation. Disqualifiers include: missing information, ineligibility, late delivery, handwritten applications, and narratives that appear to be completed by a sponsor.

Section 5: Behavior Expectations• Participants must show respect to all staff members, volunteers,

peers, and camp property and equipment at all times. Any willful destruction of property will result in disciplinary action.

• Participants must listen to and follow staff instructions promptly.• Foul, abusive, or unkind language will not be tolerated.• Stealing, fighting, arguing, and name calling will result in disciplinary

action.• Participants will be immediately sent home if in possession of

weapons, drugs or alcohol.• Participants will be reminded to clean up after themselves.• If selected, participants are responsible for reviewing and acquiring

all items on the packing list.• Dress should be clean, appropriate, and non-offensive. Casual attire

can be worn during down/personal/recreational time.• Participants are responsible for carrying their possessions (including

money). Participants are recommended to retain proof-of-purchase when returning with souvenirs.

• Participants are responsible for using personal cell phones appropriately and at the discretion of staff.

• Participants must contact a staff member during a conflict, injury, or if in need of assistance.

• All participants are supervised 100 percent of the time. If given a group meeting time/place, participants must report on time. Participants will be asked to “check-in” frequently with staff, if separated.

• In the event of an emergency, participants must report to the designated meeting location.

• Participants are encouraged to get enough sleep every night and abide by the designated curfew (if given).

• Participants must be prompt for all sessions, meals, and meetings.• If participants have any questions or would like to communicate any

disagreement, they will do so appropriately and maturely with camp staff or the CNIC POC.

By completing the online application, all participants are required to adhere to the above Navy SCSP Behavior Expectations. Participant misconduct can result in the withdrawal of the participant from this program and future program ineligibility. If participants become a safety or behavioral risk to themselves or others, the participant may be transported home early at the expense of their sponsor.
