Executive summary

Part IV of the Environment Act 1995 places a statutory duty on local authorities to review and assess the air

quality within their area and take account of Government Guidance when undertaking such work. This

Updating and Screening Assessment (USA) is a requirement of the Review and Assessment process and is

a requirement for all local authorities. The Report has been undertaken in accordance with the Technical

Guidance LAQM.TG (09) and associated tools.

Harlow Council have completed all past rounds of Review and Assessment. This USA considers all new

monitoring data and assesses the data against the Air Quality Strategy objectives. It also considers any

changes that may have an impact on air quality.

The monitoring undertaken within the Council has shown that there are no exceedences of the air quality

objectives for nitrogen dioxide at relevant locations and the assessment of sources has concluded that there

are no new or significantly changed sources identified within the Council. A Detailed Assessment is

therefore not required.

The next action for Harlow Council will be to submit a 2016 LAQM Progress Report.

1. Introduction

1.1 Description of local authority area

The District of Harlow is located in west of Essex. It is a ‘new’ town and the area forms part of the London

commuter belt. The Harlow Council area comprises the suburbs of Old Harlow, Newhall and Church

Langley.

The total area covered by the district is just over 30km2, with a population of 81,900 (Harlow Council, 2013).

The main employment in the area is service related, although there is some industry, mainly located at

Templefields to the north and the Pinnacles to the northwest.

The town has two railway stations (on the West Anglia main line) and is near the M11 motorway for access

to London and the rest of the country. Harlow also has one of the most extensive cycle track networks in the

country, connecting the town centre and industrial areas. The town centre and many of its neighbourhood

shopping facilities have, in recent years, undergone major redevelopment, and many of the original town

buildings and industrial units have been rebuilt.

There are 34 minor industrial processes that are regulated by Harlow Council. Most of which are located in

the two main industrial areas in the town, Templefields (to the North), and the Pinnacles (to the Northwest).

Traffic emissions are the most significant source of air pollution in Harlow. The main roads in the District are

the M11 and the A414.

1.2 Purpose of report

This report fulfils the requirements of the Local Air Quality Management (LAQM) process as set out in Part IV

of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland

2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation

on all local authorities to regularly review and assess air quality in their areas, and to determine whether or

not the air quality objectives are likely to be achieved. Where exceedences are considered likely, the local

authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan

(AQAP) setting out the measures it intends to put in place in pursuit of the objectives.

The objective of this Updating and Screening Assessment is to identify any matters that have changed which

may lead to risk of an air quality objective being exceeded. A checklist approach and screening tools are

used to identify significant new sources or changes and whether there is a need for a Detailed Assessment.

The USA report should provide an update of any outstanding information requested previously in Review

and Assessment reports.

1.3 Air quality objectives

The air quality objectives applicable to LAQM in England are set out in the Air Quality (England) Regulations

2000 (SI 928), The Air Quality (England) (Amendment) Regulations 2002 (SI 3043), and are shown in Table

1.1. This table shows the objectives in units of microgrammes per cubic metre g/m3 (milligrammes per

cubic metre, mg/m3 for carbon monoxide) with the number of exceedences in each year that are permitted

(where applicable).

1.4 Summary of previous review and assessments

The Council has undertaken five rounds of Review and Assessment of air quality. Harlow Council has not

found any areas in the District where concentrations are likely to exceed the AQOs and therefore no AQMA

has been declared in the District. The Review and Assessment undertaken is summarised in Table 1.2.

2. New monitoring data

2.1 Summary of monitoring undertaken

Automatic monitoring sites

There are no continuous monitoring sites located within Harlow.

Non-Automatic monitoring sites

Monitoring of NO2 is undertaken using passive diffusion tubes at seven sites throughout the District. The locations of these monitoring sites are shown in Figure 2.1 and details of these sites in Table 2.1. Annual mean concentrations for the past four years are provided in Table 2.2. The trend in annual mean concentrations since 2011 is provided in Figure 2.2.

The full raw data, including monthly mean values, is included in Appendix A. Quality control procedures, including bias adjustment, are discussed in Appendix B.

2.2 Comparison of monitoring results with AQ objectives

Diffusion tube monitoring data

The 2011-2014 annual mean NO2 concentrations recorded at the passive diffusion tube sites in the Borough

are shown in Table 2.2. Data capture for some sites were below the recommended 75%, therefore

annualisation was undertaken, in accordance with the guidance in Box 3.2 of LAQM.TG(09) (Defra, 2009).

There were no recorded exceedences of the annual mean 40 µg/m3 objective limit in 2014 as shown in Table

4. All monitoring locations are at roadside locations, and therefore indicate air quality at the vicinity of busy

roads, where concentrations of NO2 and vehicle derived pollutants are at their highest.

Data from HW013 and HW014 were only available from September through December 2014, and as a result

data has been annualised. Details of bias adjustment and annualisation factors applied can be found in

Appendix B.

Trends in annual mean NO2 concentrations in Harlow since 2011 are shown in Figure 2.2. There were no

recorded exceedences of the 40 µg/m3 objective limit during the period 2011 – 2014 at any of the monitoring

locations. The highest recorded concentration during this period was 39.2 µg/m3 at monitoring location

HW012 in 2011.

At all monitoring locations, the general trend observed is a fall in annual mean concentrations since 2011.

Analysis of UK continuous NO2 monitoring data has shown that it is unlikely that the hourly mean NO2

objective, of 18 hourly means over 200µg/m3, would be exceeded where the annual mean objective is below

60 µg/m3 (Defra, 2009). As there were no recorded exceedences of 60 µg/m3 in 2014 at any monitoring

location, the NO2 1-hour mean air quality objective is unlikely to be exceeded.

PM10

No PM10 monitoring is undertaken in the Harlow Council area.

Sulphur dioxide

No SO2 monitoring is undertaken in the Harlow Council area.

Benzene

No Benzene monitoring is undertaken in the Harlow Council area.

Summary of compliance with AQS objectives

There were no reported exceedences of the NO2 annual mean air quality objective at any of the diffusion

tube monitoring locations in Harlow in 2014. Monitoring data dating back to 2011 shows that there have

been no reported exceedences of the annual mean air quality objective value of 40 µg/m3 during the period

2011 – 2014. Additionally, the 1-hour mean air quality objective is unlikely to be exceeded.

Harlow Council has examined the results from monitoring in the district. Concentrations are all below

the objectives, therefore there is no need to proceed to a Detailed Assessment.

8.1 Conclusions from new monitoring data

The monitoring undertaken within the Council has shown that there are no exceedences of the air quality

The trend in the monitoring data has been a decrease in the concentrations observed since 2011.

8.2 Conclusions from assessment of sources

The assessment of sources has concluded that there are no new or significantly changed sources identified

within the Council.

8.3 Proposed actions

The USA has not identified any need to proceed to a Detailed Assessment for any pollutant.

The USA has not identified any need for additional monitoring or changes to the current monitoring

programme.

The next action for Harlow Council will be to submit a 2016 LAQM Progress Report.

Diffusion tube bias adjustment factors

The diffusion tubes for 2014 were supplied by Gradko International, and prepared using a 20%

triethanolamine (TEA) in water method.

The bias adjustment factor has been taken from Defra’s UK national bias adjustment spreadsheet (version

03/15) and is based on the results of 16 studies in the UK. The bias adjustment factor for 2014 monitored

data is 0.91. Table B.1 below details the bias adjustment factors for the period 2011 through 2014 used to

adjust the Harlow monitoring data.

QA/ QC of diffusion tube monitoring

Gradko International are a UKAS accredited laboratory, complying with the requirements of ISO/IEC 17025.

They also partake in quality schemes including the Workplace Analysis Scheme for Proficiency (WASP),

Laboratory Environmental Analysis Proficiency Scheme (LEAP) and Field Intercomparison.

WASP is a recognised performance-testing programme for laboratories undertaking NO2 diffusion tube

analysis as part of the UK NO2 monitoring network. The scheme is designed to help laboratories meet the

European Standard EN48213. The Laboratory performance was deemed satisfactory for 100% of samples

that were submitted between April 2013 and February 20151.

Short-term to long-term data adjustment

Monitoring has only been carried out since September 2014 at the HAR013 and HAR014 diffusion tubes.

The correction factor in the table below has been derived using the average ration of the annual mean to the

period mean for the monitoring data obtained from the Wickenden Fen, London Eltham and St Osyth

monitors, which are part of the Automatic Urban and Rural Network (AURN). This factor was applied to the

measured period mean at HAR13 and HAR14 to annualise the data. This is in accordance with Box 3.2 of

LAQM.TG(09). The average ratio of 0.946 was used to annualise data for the HAR014 and HAR014

diffusion tubes.
