Update on Anti-bullying Efforts

We are in the final stages of revisions related to incorporating anti-bullying into our youth protection policy (Ensuring Safe Environments) and 4-H Participation Expectations for Youth.

The following are taking place:

1. Regarding the 4-H Participation Expectations for Youth, the following statement is being added under the Caring section: I understand that bullying behavior of any kind (ex. physical, social, emotional, sexual, or electronic) is prohibited. Bullying behavior may include, but is not limited to, negative actions such as: verbal aggression, emotional attacks, sexual harassment, racial discrimination, physical aggression, isolating others, or electronic harm.

2. Regarding the Adult Behavior Expectations, the following statement was incorporated last year: Not engage in bullying. I will not commit, permit, condone or tolerate bullying behavior of youth and adults.

3. An incident form is also under development and can be used to report and record information. This form can be used for all incidents with the exception incidents that are reported to the NDSU Safety Office.

Sharon Query will be presenting information about the changes during a concurrent session at our upcoming conference. Karla Monson and Acacia Stuckle are assisting with the session that will also provide resources useful as a toolkit to teach others about best practices. Colette Erickson, NDSU Human Resources, will also be available to give an overview of the NDSU anti-bullying policy under development.4hOnline – Role of Family, Role of County Office

Last February I sent county offices a request, both by email and 4-H Shoptalk communication, a request about management of the 4honline enrollment and event registration system. The 4hOnline system has several authorizations embedded into the enrollment feature. These features helps us manage the 4-H program more efficiently.

A VERY IMPORTANT REQUEST: Please have your families enroll directly through the 4hOnline enrollment system rather than county office staff doing the enrollment on behalf of families.

Why? Because if families do the enrollment, they provide the authorizations we need related to the Assumption of Risk and Release, Media Release, Medical Authorization, Participation Expectations and Code of Conduct and the Privacy Statement. Only the family can provide this authorization, you CANNOT do it for them; the system doesn’t allow it. Without these authorizations, it is getting more difficult to allow youth to participate in the various regional/state events and contests we provide. This includes all of our camping and other overnight events like Citizenship In Action, Aerospace Event, Extension Youth Conference, etc. Last year we also had to provide verification that we had risk and release statements for all Valley City Winter Show participants. If they haven’t completed the authorization electronically through 4hOnline, we required a paper copy of these items.

In the long run, it will save event organizers, office support and YOUR time but having this completed within the 4honline system by THE FAMILY. We understand that this is a change in practice and there may be resistance to this at both the county office and the family level. We adopted this procedure for at least a couple of reasons: 1) EASY – we repeatedly get feedback that 4-H needs to be easier. By incorporating this into the 4hOnline system we have eliminated 5 separate forms and replaced them with checkboxes in the 4hOnline system and 2) CONFIDENCE FACTOR – if verification is ever requested, we have ourselves covered. If someone requests the signed risk and release statement, media release or participation expectations/code of conduct because of an incident we need to produce it. We must be able to immediately respond to such a situation as we look to the future. Your access to the authorizations will also protect you and provide you the information that will be requested of you if there is an incident within your county program.

You can work with your local families by providing them computer access, walking them through the process, etc. BUT, county staff cannot continue to do the enrollment for them.

These authorizations were incorporated into the 4honline system in October 2012. At the time, here is what I communicated to staff:  

New Authorizations for Enrollment The University Legal Council approved the use electronic signatures for 4-H policy authorizations.  A new screen will now appear to all 4-H members/volunteers as the enroll/re-enroll on 4hOnline.  The authorizations include:

Assumption of Risk and Release Statement Media Release Statement Medical Authorization Statement Participant Expectations and Code of Conduct Privacy Statement Authorization

Reminder about 4-H Recruitment Materials

Rachelle shared some excellent resources from National 4-H Council regarding National 4-H Week and ideas for marketing the 4-H program. County offices should also be conducting an active campaign to recruit and enroll new members/families into the 4-H club program. In support of this all counties received a tabletop display in 2010 to be used for recruitment of youth into your program. We also have brochures using the same theme.

The “Your Passport to Adventure” brochure replaced “4-H Kids Invent Themselves”.  If you have 4-H Kids Invent Themselves brochures or table displays – please dispose of them. Please contact Sharon Lane at [email protected] and request the quantity you need by the publication #PC845. Please be realistic about your orders so we have enough for everyone.

These resources are provided in support of helping grow the 4-H club program in North Dakota. Remember, the state-level 4-H plan of work includes a growth in youth enrolled in clubs. Each county can choose their own growth goal but the state office has used a state-wide growth goal of 5% per year. Please join us in accomplishing this goal.  

4-H Cloverbuds – Materials Update

In mid-August Monique Snelgrove communicated to all staff that the 4-H Cloverbud materials are finished and available for ordering. The information

Here’s the current status:

FD240 – Cloverbud Leader’s Guide -- Printed and on shelves. If your office ordered copies, you should have received them. FD241—Cloverbud Parent’s Brochure – Printed and on shelves. If your office ordered copies, you should have received them.

FD040 – Member’s Book (I’m a Cloverbud) – Not yet printed

FD001-FD0018 – Cloverbud Lessons (see below) – Some printed and mailed to offices, some are still waiting for printing.

We will send county offices an update when ALL pieces are through the print shop and materials have been sent out.

The rest of the Cloverbud lessons are finally here!  Sometime in the past month each county office should have received a hard copy, for file, of the remaining 12 lessons, plus the Cloverbud Member's Book, in your offices' regular Ag Comm/Distribution mailings.  Below is a complete list of all the Cloverbud publications and their pub #'s.  I'm told that there are copies on-hand with the Distribution office, so if you'd like to order materials for your volunteers or Cloverbud members this fall that would be great!  Please note, last August we released six lessons, a Cloverbud Parent Brochure, and Cloverbud Leader's Guide.

4-H CAMP Adrian Biewer, 4-H Youth Development [email protected]

4-H Camp

Renovation has officially started. Melodie sent me a picture of the gutted out cabins so I know it is true. The camp committee has already had a couple meetings in preparation for the 2015 camping season. The 2014 Camp Season Report is near finished with only the budget to be completed. In summary, the camp had a good year finishing with 401 campers. Camper surveys indicate a great level of satisfaction and that the facility improvements we have created in the last couple years have paid off. Many campers did comment on the condition of the cabins even though no questions about the facilities was asked.

In 2015, we are planning that the facility is ready for camping by May 25 with the first week of camp starting on May 30. Camp season will be moved back a week next year due to the school calendar. At this time, we plan to maintain the 10 week camp schedule even though schools will not be in session until after Labor Day. We will lose our counselors to college during August.

In future weeks, we will be discussing counselor staffing, camp content, recruiting new camp chairs, and finalizing the camp budget for 2015. If you prefer to help with a certain camp, now is the time to contact us. The camp committee is recruiting for a camp chair for outdoor skills week. While Karla and I have traditionally taken that week, it may be time for someone with a different perspective to work with that camp so if you would like that opportunity, just send me an email. If you have any input for us about the North Dakota 4-H camp and haven’t had an opportunity we welcome a visit.

While member enrollment in projects cannot be changed in 4honline after August 31, you can still add or make adjustments to activities and awards in a member’s record into the next year. If you want an activity counted in ES237

(something that provided six hours of education), make a group enrollment for them. If they are all 4-H members, they will all be duplicates. If you want the activity to be part of their permanent record (recommended), add it to the Activities for each of those members. You can use the flagged option to add to several records at once. However, adding an activity to an individual record does not add it to the ES237 report.

Ambassador Selections

The North Dakota 4-H Ambassadors will be holding Selections on November 22nd at the Morton County Courthouse in Mandan. Please help us recruit youth between the age of 16 and 22 who are passionate about 4-H, work well in teams and are leaders in your county! Encourage these youth to apply by filling out an application found on the Center for 4-H Youth Development website. Applications are due by October 5 to the County Office and October 15, 2014 to the Center for 4H Youth Development for youth to run on November 22.

Please note, the application requires a signature from an Extension Agent in the county that the 4-H’er is enrolled; applications that are not signed by an agent from their enrolled county will not be accepted. Also, one reference letter must be from an Extension Staff member (an Extension agent, a support staff, a camp chair, a trip chaperone, etc.).

If an ambassador applied and was not selected during the last opportunity, Ambassador Elections, please encourage them to try again. It is not uncommon to be accepted the second time you try! Youth should make sure they have a complete application and reference letters are up to date. Applications arriving in the Center for 4-H past the deadline will not be accepted.

If you would like the opportunity to be a judge for this year’s elections, please let Katie or Alicia know. It is a wonderful opportunity to watch young leaders in action!

Ambassadors are a group of young adults ages 16 to 22 who work to help North Dakota 4-H. The Ambassadors do many things and are available to help out in your local county. Here is a sample of the duties of the Ambassadors:

1. Enhance and promote the North Dakota 4-H Youth program with state and county Extension staff and 4-H volunteers.  

2. Act as an advisor for 4-H youth ideas and concerns. 7

Livestock Quality Assurance

If you have 4-H members, parents, volunteers that indicated they will help review the on-line livestock quality assurance program developed by Nebraska Extension, please encourage them to log in and complete some of the modules and appropriate survey if they have not already done so in order that the committee working with this can get the input they need to evaluate the value of this program. Brian Zimprich sent an email on August 8 with the links to the survey after participants have completed modules in the program or contact Brian for more information.

The ND 4-H Volunteer Project Trainings are fast approaching. Attending one of these events is a great way for your volunteers to gather new 4-H project ideas. Please encourage your 4-H teen and adult volunteers and parents/caregivers to attend one of the four volunteer trainings scheduled for this fall. 4-H volunteers are welcome to attend any location. Each location needs 20 volunteers registered to host the event, so please encourage early registration. Dates for these trainings are:

Monday, November 17, 2014- 6-9 pm CSTCarrington Research Extension Center

Each location will offer 4-H project related workshops based on feedback from last year’s 4-H volunteer training evaluations and Extension staff input. The project areas covered this year will include: Fun 4-H Club Meetings, Consumer Choices, 4-H Livestock and Animal ID, Fun with 4-H Science, Judging Events and Teams, and Project Expo.

The registration cost for the training will be $5 per person and can be done online. This training is sponsored by Farm Credit Services of North Dakota, the ND 4-H Foundation, and the NDSU Center for 4-H Youth Development. Locations were chosen based on Extension agent request, willingness to host these events, and interest expressed by local 4-H volunteers. We hope to see your 4-H volunteers at one of these locations. Recognize Your Outstanding 4-H Volunteers with the 2015 National 4-H Salute to Excellence!

We are pleased to announce the opening of the nomination period for the 2015 National 4-H Salute to Excellence (STE) Awards.  Nominations will be accepted through October 23, 2014, for the 4-H Volunteer of the Year (less than 10 years of service) and the Outstanding Lifetime 4-H Volunteer (10 years or more).  The 4-H STE Nomination information is included in the Shop Talk Attachments. Each State 4-H Office selects one nominee from their state for the Lifetime Volunteer Award and one nominee for the Volunteer of the Year Award.

A ND committee will select a nominee for each category and those nominees’ applications will be sent on to National 4-H Council. Nominations from all 50 states and the District of Columbia for both the Volunteer of the Year and the Outstanding Lifetime Volunteer are accepted.  A national independent panel of youth and adults will review the nominations and choose the top volunteer in each category from each of the four regions.  The eight regional winners become nominees for the national award, and one volunteer in each category will be named the national winner.

Each state winner in ND will receive a personalized crystal clock and be recognized during the ND 4-H Foundation recognition event. Each regional winner will receive a personalized plaque, and $200 cash award to be donated to a local 4-H program of their choice. Two national winners will be announced in April 2015, National Volunteer Month. National winners will be recognized at the 2015 NAE4-HA Awards Program, October 25-29, in Portland, Oregon. Each

will receive a plaque and $1,000 cash award to be donated to a local 4-H program of their choice.

Volunteers are the heart of the 4-H program and Salute to Excellence is a great way to show our support of and gratitude for their dedication. The best way to retain your volunteers is to recognize them. I hope you will take the time to nominate the most deserving 4-H volunteers from your county. Helping Hands Day 2014

The goal of the 2014 North Dakota 4-H Helping Hands Day is to provide North Dakota 4-H’ers the opportunity to do service in their local area during the same time frame as other North Dakota 4-H’ers across the state. The northwest, southwest, northeast and southeast districts are encouraged to plan and promote multicounty service projects, focusing on the issue of hunger that will occur on one day that each district chooses between Monday, Sept. 1, and Saturday, Oct. 11, 2014.  Each district will create its own opportunities, projects and schedule on the day of its choosing. We hope each district has at least three separate projects focusing on the state theme, hunger, for participants to choose from in their local area.  Districts have the opportunity to choose the date that fits best with their counties, select project opportunities that interest their youth and create opportunities that support local needs around the state project focus. Each district is asked to report information for each project site they host no later than October 31, 2014. Projects should be planned in conjunction with 4-H youth and adult volunteers. Districts may choose to separate into MPU planning groups. Projects may include activities that start before Sept. 1, however, we encourage at least part of the project activity to happen within the suggested time frame. The toolkit was sent to the county list serve and is designed to assist you with planning and executing a positive service event in your district. It includes information on service learning, the service learning cycle and 4-H service learning standards, the 2014 ND 4-H Helping Hands Day project focus, project ideas, additional resources and information on local and global hunger, and sample lesson plans for educating about hunger. If you need a copy of the tool kit, please let Katie know. Other resources available to local staff include the 4-H: Empowering Youth to End Hunger in Their Communities Tool Kit, available by contacting Katie Tyler.

In conjunction with this service opportunity, there are funds available for youth solving hunger issues through the 4-H and Invest an Acre program. These funds need to be spent by September 30, 2014 and used to support a youth led service project related to hunger. 2014 National 4-H Week ToolkitFrom October 5-11, express your 4-H pride with this year’s theme, “#iam4H.” Encourage youth, volunteers, professionals, and alumni to share photos of their 4-H pride on Facebook, Twitter or Instagram using the hashtags #iam4H and #4HWeek. Beyond social media, spread the word about National 4-H Week by distributing bookmarks and flyers at local events, hang posters at retail stores, and fill out our press release template to notify your local newspapers and television news stations about the six million young people empowered by 4-H every day.

Trainings

Training is going to be a challenge in the coming year. Typically, we are training about 100 new instructors a year. In the coming years, we will also be also be training those who need recertification. We estimate that to be around 50 considering there is a 50% drop out rate. In the next shoptalk, we will provide dates across the state for new trainings and recertification.

Currently, Ramsey County is having an air rifle training on October 4 and air pistol training on November 14. Yolanda Schmidt in Pierce County is having an archery training on October 11.

All volunteers must sign up through the 4hOnline system. Those who are approved 4-H volunteers before the training will be fully certified after the discipline training. Those who come to the training are not fully certified until your office has them complete the volunteer approval process. We complete risk management and child protection policy information but they do not need to complete any paper work or watch the child protection video.

Events

We are adding more shooting sports matches after the first of the year. Tentatively, there will be 3 indoor district archery matches and a state championship. Scores from two of the three matches will be added to the championship match to calculate placing at the state indoor match. This year, we are considering that two matches also have an open division to include youth not in 4-H. Tentatively, air rifle will have two district matches with one match to be in Ramsey County and one in Cass County. Cass County is considering offering a silhouette match – the first in 4-H.

Enrollment

This program is still growing. In 2013, your counties reported 25 clubs with 676 members. Our attendance was over 11,000 with over 5,000 volunteer hours contributed. Our clubs raised over $31,000 in donations. In the past year, we have done checks on our participants in shooting sports events to validate their enrollment as part of our risk management plan. We have found some participants are not enrolled in 4-H and are planning to come to state events. I have even talked to some youth at our events/practices and they aren’t aware they are enrolled in 4-H.

When they enroll on 4hOnline, the families complete all the paperwork that is needed to participate in 4-H activities. When they enroll for an event as a short term member, the same is true. This makes their participation in all events much easier as we do not have to double check the paperwork or have them turn in forms. You can work with your local families by providing them computer access, walking them through the process, etc. BUT, county staff cannot do the enrollment for them.

Managing your Shooting Sports Club

For the most part, there is a lot to know in 4-H and those new to it are not going to know the beginning of the new 4-H year, enrollment requirements, etc. We have to do a better job of managing our new 4-H Shooting Sports families. A beginning of the year meeting should occur between your office and your instructors. Their plans for the year should be laid out and that plan should include a parent meeting to go over their expectations for their youth and identify any event opportunities for the coming year. You should make sure they have a binder to keep onsite with emergency contact info etc. for youth and have their risk management plan in order. A list of youth from your instructor would be helpful for your office to be able to contact them and facilitate their youth enrollment. You should also visit the activity to observe that all safety procedures are in place.

In visiting some clubs last year, I discovered some of our instructors are handling money and do not have a chartered club. If they are not chartered, the extension office, local 4-H council, school, or other cooperating agency needs to handle that money in a designated fund to protect our instructors, the program, and the integrity of 4-H. Money raised in the name of 4-H belongs to 4-H.

4-H Film Festival

It isn’t too early to encourage youth interested in filmmaking to start planning and creating a short film that they can enter in the ND 4-H Film Festival and in the National FilmFest 4-H. The categories and rules will pretty much stay the same as for the 2014 contest. One thing that will be added is that no videos created with PowerPoint will be accepted. This is also a national contest rule. The information for the 2015 contest will be updated on the 4-H website soon.

State Fair Exhibit List and State Fair Notes

Thank you to all agents, staff and volunteers assisting with the 4-H events at the North Dakota State Fair. Your help is critical to the effort for 4-H members to exhibit 7307 static exhibits, 74 in project expo, 50 in clothing revue, 81 in communication arts, 13 in the film festival, 183 in beef, 53 dairy, 172 in goats, 230 in sheep, 186 in swine, 678 in horse, 160 in poultry, 187 in rabbits for a total of 9374, (livestock exhibits include showmanship entries).

We are collecting suggestions for changes in the lots and clarification of the guidelines in the exhibit list. Please send us those suggestions by email so we have a written statement to refer to later.
