    Race Regulations

    ARTICLE 1. ORGANIZATION The Cascade Cycling Classic is organized by Mt. Bachelor Sports Education Foundation, under the regulations of the USA Cycling. It is to be held from July 22nd-26th. The organizations address is: Mt. Bachelor Sports Education Foundation 563 SW 13th St., Ste. 201 Bend, OR 97702 ARTICLE 2. TYPE OF EVENT The Cascade Cycling Classic is an USA Cycling Category A Race. ARTICLE 3. PARTICIPATION This event is open to UCI Continental Teams and Category 1 amateur men and Category 1 and 2 women. Team entry is encouraged, although individual entry is also permitted. Composite teams must all use the same team name on their entry forms and must wear identical jerseys during the races. Composite teams may have a vehicle in the caravan. Teams must be formed of a minimum of 4 and a maximum of 8 riders. ARTICLE 4. RACE HEADQUARTERS Race headquarters will be the located at: Mt.     ARTICLE 5. TIME TRIAL The starting order for the Stage Two Time Trial will be taken from the Individual General Classification at the end of Stage 1. Riders will start in thirty-second intervals in reverse order of Individual General Classification. The last ten riders will start at one-minute intervals. All bicycles will be measured prior to time trials to assure conformity with UCI equipment regulations. Once measured, bicycles shall remain in the custody of race officials. If a bicycle is removed from the custody of officials prior to a riders start, it will be re-measured before the rider is allowed to start. Please allow at least 15 minutes for the bike measurement process. Teams will be allowed to provide a follow car for two of their riders. The Commissaries are to be notified of which riders will be followed no later than one hour prior to the start of the time trial. The Commissaries reserve the right to modify the start order. ARTICLE 6. RADIO TOUR Teams will be given FRS radios preset to channel 3.15 for the men and 4.15 for the women.

    ARTICLE 7. NEUTRAL SUPPORT The technical neutral support is handled by SRAM for the Womens race and the Mens Race. Neutral support will include 1 car and 1 motorcycle for both Men and Women. ARTICLE 8. RACE INCIDENTS APPROACHING FINISHES Riders that suffer a duly noted fall, puncture, or mechanical problem in the last three kilometers of stage 5 or after free laps have expired in the Stage 4 criterium will be given the same finish time as the group they were with when the mishap occurred. They will be given their actual finish place, or placed last if unable to complete the race. Riders will not be allowed to reenter the criterium when leaders have seen 3 laps to go. Stage 1 and 3 are mountain top finishes and riders will not be given a free 3 k to go for a mechanical. In the criterium stage, free laps will not be awarded when the leaders have 8K remaining in the race. Riders who are in danger of being overtaken in the Stage 4 criterium will be removed from the race and given prorated times. (3H6(g)(ii) ARTICLE 9. RIDER ELIMINATION For the Stage 4 criterium, riders must complete 1/3 of the race distance before being lapped, or they will be eliminated. For the Stages 1, 3, and 4 riders must complete the distance within 115% of the winners time to avoid elimination. Time cuts for the time trials will be 130% of the winners time. After the time cut for Stage 3 the field size will be further reduced to a maximum of 150 riders. That is no more than 150 riders will be permitted to advance to the stage 4 criterium. The Chief Referee shall have the discretion to extend the time cut or reduce the number of laps that must be completed.

    ARTICLE 10. CLASSIFICATIONS, TIME BONUSES, POSTINGS The leaders in individual classifications shall wear the following jerseys: General Classification: Yellow Jersey King of the Mountains: Polka Dot Jersey Sprint Points Competition: Green Jersey Best Young Rider: White Jersey 10.1 GENERAL CLASSIFICATION General Classification will be determined by the elapsed time for each stage less any time bonuses and plus any penalties. Time bonuses will be awarded at the race finish in Stages 1, 3, 4 and 5.

    Ties will be resolved as specified by USA Cycling Rule 3H4(c). 10.2 TEAM CLASSIFICATION A team must consist of at least 4 and no more than 8 riders at the start of the race. At least 3 team riders must remain in the race in order to qualify for the team competition. For each stage, the times for the top three riders from each team will be added together for a team time. Team stage times will be added together to produce a total GC time. Ties will be resolved as specified by USA Cycling Rule 3H4(h).

    10.3 KOM The King of the Mountains classification is based on the total points awarded at the KOM locations. Exact locations and mileage are indicated on the course maps and summaries. Points are awarded as followed:

    Ties will be resolved as specified by USA Cycling Rule 3H4(e). For the purposes of tie breakers the following categories apply: Cat 2 climb: Stage 1, Cat 2 climb: stage 3, Cat 3 Climb: stage 5. 10.4 SPRINT COMPETITION The Sprint classification is based on the total points awarded at the Sprint locations. Exact locations and mileage are indicated on the course maps and summaries. Points are awarded as followed:

    Finish 5 4 3 2 1 Ties will be resolved as specified by USA Cycling Rule 3H4(d). 10.5 BEST YOUNG RIDER Best Young Rider Jersey is restricted to riders born on or after January 1, 1992. The highest placing on the Individual General Classification shall be the Best Young Rider.

    10.6 JERSEY PRIORITY In the case of a rider being eligible for multiple jerseys throughout the race, the order of priority is:

    1. General Classification 2. KOM 3. Sprint Leader 4. Best Young Rider

    In the event a classification leaders jersey is to be worn by a rider who must wear a different jersey according to this priority order, the next placed rider in the relevant classification will wear the jersey. ARTICLE 11. PRIZES A grand total of $30,000 will be awarded in prize money at the event. See prize money tables on Page 11 for a complete breakdown of prize amounts per category. ARTICLE 12. AWARDS CEREMONIES Awards ceremonies will be held in the finish area following each stage. Riders failing to appear for ceremonies will be subject to a fine and will forfeit their prizes. The following riders must attend the award ceremonies on a daily basis:

    In addition, at the general finish of the event after the Awbrey Butte Circuit Race the following riders must also present themselves at the final awards ceremony:

    Riders should present themselves at the green room behind the podium (located next to the finish line) within 15 minutes of crossing the finish line. Awards presentations may take place before the protest period has expired and may not be considered official. ARTICLE 14. PENALTIES The Cascade Cycling Classic will employ USA Cycling penalties from Chapter 8. ARTICLE 15. CONTROLS A ceremonial pistol shot will be fired under the control of the Commissaries to start each stage excluding the Time Trials. In the Time Trials, one of the Commissaries will start each of the racers. KOM points will be marked with signs at 1 km and 200 meters to go, and at the line. Sprint points will be marked with signs at 1 km and 200 meters to go, and at the line. Feed zones will be marked with signs at 5 km to go and at the beginning and end of the feed zone. Lap cards at the finish line will indicate race progress at the criteriums. All caravan vehicles are required to follow caravan deviation signs at all stage finishes. ARTICLE 16. STARTS Competitors must sign the Sign-In sheet situated at the assembly point on each road race day. The table will be identified with a sign reading Rider Sign-In. Sign-in will close ten minutes before the starting time for each stage.

    There is no sign-in for the time trials. Commissaries may assess penalties to riders who do not sign in. For Stages 1-5 (except Stage 2) riders will be called to the line in the following order:

    Additional riders may be called to the line under special circumstances. Team Managers will be notified in these cases ARTICLE 17. RESULTS Results and Time Trial start times will be available daily at the Race Headquarters or on-line at: www.cascade-classic.org Results and start times are also available via email. Managers must register their email addresses at the Managers Meeting on July 21st in order to receive emailed results. ARTICLE 18. HELMETS From the opening of registration to the conclusion of the final awards ceremony, riders are required to wear helmets at any time they are riding a bicycle, including warm up on city, county, state, and Forest Service roads ARTICLE 19. RIDER & TEAM CONDUCT The provisions listed herein will be binding and enforceable against all competitors. Any infringement of the rules and regulations applying to the race by any rider, team staff, or helper will render the entire team liable to fines or disqualification.

    Unsportsmanlike conduct will not be tolerated, including, but not limited to, PUBLIC URINATION, LITTERING & PROFANE LANGUAGE. Officials have the right to assess time penalties fines and/or disqualify riders from the race if deemed necessary. Bottles and trash are to be jettisoned in feed zones, tossed at the ground on marshaled corners or taken to caravan vehicles. Fines will be issued and riders may be subject to prosecution under local laws. Teams will be responsible for any expenses incurred due to loss or damage to hotel rooms, host housing, or issued equipment such as radios and flashers. ARTICLE 20. DISMISSAL Where it is deemed that the image or reputation of the Cascade Cycling Classic may be blemished, notably with regard to anti-doping measures and the behavior of a team (management or athlete), the organizer reserves the right at any time during the race to exclude the rider(s) or the team member involved.

    ARTICLE 22. RIDER IDENTIFICATION During road stages, all competitors must use the frame number plate and body numbers supplied. One body numbers may be worn on the riders right side during the Stage 2 Time Trial. On the riders right side. Do NOT fold, wrinkle, or modify your numbers in any way. Both numbers should be placed as shown below and must be clearly visible at all times when racing. Right side number should wrap around the body so as to be visible to the finish line camera. Criterium Numbers Must Be Worn on the LEFT Side!!! This is the only exception for all the stages.

    ARTICLE 21. RIDERS FALLING BEHIND Riders falling behind the race caravan will be instructed to follow the rules of the road and shall conform to all traffic regulations in force. Riders who are behind the caravan must not cross the centerline for any reason. Riders may be required to retire if, in the estimation of the Commissaries, they will finish outside of the time cut. Riders abandoning the race or who are required to retire must physically hand over their race numbers to the Commissaries immediately.

    PRIZE MONEY PAYMENT PROCEDURES

    Prize money for the Cascade Cycling Classic will be mailed directly from the office of MBSEF. Prize money will be mailed after receiving the official results of any anti-doping testing. Should you have any questions regarding payment please contact MBSEF directly at 541-388-0002. All tax forms may be obtained at registration. No prize money will be paid unless you have provided the following current information on a W-9 form:

    Parking is extremely limited at some race venues. Please respect No Parking signs and follow the instructions of the parking marshals.

    Caravan Procedures Safety must come first in all situations. The left lane is reserved for passage of vehicles performing technical support. All other caravan vehicles must remain in single file in the right lane. All vehicles must yield right-of-way to vehicles moving up for technical support. Please read the course information and course logs to become familiar with obstacles, railroad crossings, and finishing circuits. In some locations race is required to stay right of center. The caravan deviation is noted on course maps. Team caravan vehicles may be required to pull off. Event staff will be directing the caravan to the deviation and parking areas. Caravan order will be determined by individual General Classification. Vehicles that are less than 1.6 m in height will be so ordered in the front of the caravan; larger vehicles will follow. Caravan procedures will be reviewed at the mandatory Managers Meeting. All vehicles must be properly prepared and staged at the start line no later than 30 minutes prior to the race start. Drivers must remain with their vehicles. The Commissaries are in charge of the race. Follow their instructions. Speeding and reckless driving will result in citations and ejection from the race. Each team will be allowed 1 vehicle in the race caravan. All caravan vehicles will be provided with a radio. Violations of radio protocol may result in penalties as determined by the Commissaries.

    Managers are reminded that their riders are to indicate requests for feeding and service so that team cars can be called up as appropriate and according to the conditions of the race. Mechanical and breakdown assistance take priority. Team vehicles wishing to proceed to the breakaway are required to first request permission from Comm 1. Team vehicles can then proceed as instructed, remembering to use caution. Vehicles wishing to drop back shall pull to the far right-hand side of the road and allow the caravan vehicles to pass on their left until their position is reached. The movement of caravan vehicles will be controlled by the Commissaries. In the event of a breakaway, no team support vehicles will be permitted between the breakaway and the chase group unless there is a least a 1-minute gap or at the discretion of the Commissaries. Any team with fewer than 4 riders remaining will not be permitted to have a vehicle in the race caravan. Feeding The Commissaries will announce when feeding from the caravan can start and must stop. Feed Zones:

    Signs will be posted 5km before the feed zone and at the beginning and end of the feed zone. Please have riders deposit empty bottles ONLY in these areas or at the feet of corner marshals.

    Team personnel must wear team clothing or they may not be admitted to the feed zone.

    No plastic bags are allowed in the feed zone.

    No running in the feed zone. Feeders must wait on the right side of

    the road and may not go into the peloton to feed.

    Neutral feed will be provided at each feed zone.

    Please help us keep the roadway clean. Race Communications/Radios Radio communication equipment will be provided to staff, teams, and select individuals in the form of hand-held and mobile radios. All vehicles will be assigned a radio for the entire race. Radio distribution for teams will take place at the Managers Meeting. Recipients of radios will be required to sign out for the radio by completing a registration card and submitting a copy of their drivers license. After the finish of Stage 5, radios are to be turned in to the technical director Jeff Lorenzen. Radios not returned will be charged a fee of $700 and will be collected with the assistance of USA Cycling if not paid. The organizer reserves the right not to issue a radio to any person not adhering to the above conditions. Other than emergencies, Team managers should not transmit on race radios. If they wish to speak with a commissar, they should approach the commissars window and speak directly. Radio Notes: Share the channel. Avoid long, unbroken transmissions. Yield the channel to those with more important traffic. Use plain English. EVERYONE can hear EVERYTHING so do not use profanities, shout, or whistle. Avoid accidental transmissions. Avoid clipping.

    Media

    Stage winners and jersey holders may be asked to participate in interviews and press conferences following podium presentations. The Cascade Cycling Classic encourages each team to be open to granting interviews with the media at a convenient time.     Stage Notes

    Neutral feed is limited if you have support feed do not take neutral bottles. Staging will be at Jefferson County Middle School. NO public urinating or alcohol on school property. It is a felony! Race will be neutral until the left turn onto HWY 26. Whenever there are 3 lanes or more riders must stay in the 2 most right hand lanes.

Washington take a right and proceed straight through the first round about for 1 mile before turning left onto NW Clear Water Drive. Parking will be at Summit High School and staging will be located north of the parking lot on NW Crossing. Estimated drive time 11 minutes.
