Chairman of the Board

Ronald J. Ebelhar, P.E., D.GE, is a senior principal with Terracon in Cincinnati, Ohio. Terracon is a multi-disciplinary engineering firm that provides services locally, regionally, nationally and internationally.

After earning his bachelor’s and master’s degrees in civil engineering from the University of Kentucky in Lexington, Ebelhar joined McClelland Engineers in Houston, Texas, as a staff engineer in 1977, working in various roles in the geotechnical laboratory, information technology and marine geosciences groups. From 1987 to 1996, he served as division manager and then as vice president for Rust Environment & Infrastructure (and its predecessors, S&ME, Westinghouse and SEC Donohue) in Cincinnati, before taking the position of vice president with H.C. Nutting in 1996. He assumed his current role when Terracon purchased H.C. Nutting in 2007.

As a project manager for geotechnical and environmental engineering projects worldwide, Ebelhar has provided design, consulting and forensic engineering services for commercial, industrial, transportation, waste disposal and public utility projects; geotechnical engineering design and construction, including site soil response under seismic, cyclic and dynamic loading; and marine geosciences and engineering field explorations. He is a registered professional engineer in eight states.

Ebelhar, who joined ASTM in 1980, is a past chairman of Committee D18 on Soil and Rock and several D18 subcommittees. An ASTM fellow and 2003 Award of Merit recipient, Ebelhar has received several awards from D18, including the R.S. Ladd Standards Development Awards for ASTM

D7400, Test Methods for Downhole Seismic Testing, and ASTM D4648, Test Method for Laboratory Miniature Vane Shear Test for Saturated Fine-Grained Hayley Soil; the Woodland G. Shockley Award; the A. Ivan Johnson Outstanding Achievement Award; two Special Service Awards; and the Committee D18 Technical Editor’s Award for STP 1213 on Dynamic Geotechnical Testing II. He also received a Service Award from the ASTM Committee on Technical Committee Operations, on which he served a two-year term. He has served on the ASTM board of directors since 2010.

Ralph M. Paroli

Ralph M. Paroli, Ph.D., is director, research and development, in the Measurement Science and Standards Portfolio at the National Research Council of Canada, Ottawa, Ontario, Canada.

In this position, which he assumed in 2013, Paroli is responsible for providing leadership and managing program activities. From 1998 to 2012, he served as director of Building Envelope and Structure, Institute for Research in Construction, where he had responsibility for the NRC research program addressing concrete materials durability and repair, wall and window systems performance, and thermal and moisture performance of materials and roofing systems. He was also the acting director for urban infrastructure from 2007 to 2009.

Possessing more than 30 years of experience in spectroscopy and thermal analysis and over 20 years experience related to roofing, Paroli has been involved with national and international committees in developing new techniques to characterize roofing materials and systems. As a researcher at NRC, Paroli has been honored with several awards, and he has led government research projects on roof system performance.

Paroli is a past chairman of Committee D08 on Roofing and Waterproofing and a member of Committees D11 on Rubber and E60 on Sustainability. He joined ASTM in 1994 and was a member of the Committee on Standards from 2006 to 2008, for which he received a 2008 Service Award. He has also received the D08 Award of Appreciation and Leadership Award for his work as chairman. Paroli has served on the ASTM board of directors since 2011.

Joint Committee on Roofing Membrane Systems, Paroli is also past president of both the Canadian Thermal Analysis Society and the Canadian Society for Analytical Sciences and Spectroscopy. He serves on the board of directors for the RCI Foundation USA and RCI Foundation Canada. Paroli has been a member of the NSF International Council of Public Health Consultants since 2008 and is chairman of the NSF 347 Joint Committee for Sustainable Roofing. He is also a member of the American Chemical Society, the Association of the Chemical Profession of Ontario, the Chemical Institute of Canada (Canadian Society for Chemistry) and the Society for Applied Spectroscopy.

D. Thomas Marsh is president of Centrotrade Minerals & Metals Inc. in Chesapeake, Virginia, a distributor of and technical advisory company for rubber, latex and chemicals. In his position, which he has held since 1999, Marsh directs day-to-day operations; provides technical, regulatory and standards organization oversight to sister groups in Europe and Asia; and administers material specifications and contracts.

An ASTM member since 1990, Marsh currently serves as chairman of Committee D11 on Rubber and is also a member of Committee F23 on Personal Protective Clothing and Equipment. He also served a term on the ASTM Committee on Technical Committee Operations (COTCO) from 2007 to 2009. He received a Distinguished Service Award from Committee D11 in 2007 and a Service Award from COTCO in 2009.

Marsh began his career as a technician for General Latex and Chemical Corp. in Ashland, Ohio, and then worked as a latex chemist for Abbott Laboratories. He became laboratory and technical services manager for Ansell Inc. in Troy, Alabama, and then president of the Ore and Chemical Corp. in Virginia Beach, Virginia, where he managed daily operations and implemented ASTM testing for natural rubber and latex. He was vice president of Microflex Corp., Reno, Nevada, before joining Centrotrade.

of the American Chemical Society, the American Management Association, the Ohio Rubber Group and the Rubber Trade Association of North America, where he is a member of the board of directors and a past president. He is also a U.S. voting delegate to Technical Committee 45 for Rubber and Rubber Products of the International Organization for Standardization (ISO) and served a term on the board of directors of Vystar Corp. from 2012 to 2013.

Dale F. Bohn

Dale F. Bohn is product quality manager for Flint Hills Resources LP, a leading independent refining, chemicals and biofuels company. In this position he has responsibility for product quality and customer support, including development, formulations, testing and process support for petroleum and other products, as well as training, regulatory compliance and quality assurance oversight.

Bohn has been involved with the work of Committee D04 on Road and Paving Materials since he joined ASTM in 1996. He serves on multiple D04 technical subcommittees and has been chairman of Subcommittee D04.41 on Emulsified Asphalt Specifications, and most recently, Subcommittee D04.42 on Emulsified Asphalt Test. For his contributions to the committee, D04 honored him with a Distinguished Service Award in 2003 and an Award of Appreciation in 2009. Bohn is also a member of Committee D02 on Petroleum Products and Lubricants and works on several D02 subcommittees, including D02.E0 on Burner, Diesel, Non-Aviation Gas Turbine and Marine Fuels, D02.H0 on Liquefied Petroleum Gas and the D02 executive subcommittee (D02.90). He served on the ASTM Committee on Technical Committee Operations (COTCO) from 2006 to 2011, including a term as COTCO chairman from 2009 to 2011. He received two Service Awards, in 2008 and 2011, for his work on COTCO. Bohn has

served on the ASTM board of directors since 2012.

After graduating in 1989 from the University of Wisconsin, Stevens Point, with a B.S. in chemistry, Bohn became an asphalt chemist and subsequently technical leader for Koch Materials Co., focusing on asphaltic products, including product development, formulation and testing. In 2005, he became technical leader at Flint Hills Resources, moving into the northern region quality manager role in 2008, and was promoted to Flint Hills Resources product quality manager in 2011. CDR Scott A. Colburn, RN, is director of the standards program at the Center for Devices and Radiological Health (CDRH), part of the U.S. Food and Drug Administration, Silver Spring, Maryland. In this position, Colburn manages the center’s participation in developing test methods and performance standards for medical devices, and he oversees the CDRH staff.

Colburn, who joined ASTM in 2011, has affiliations with several groups in Committee F04 on Medical and Surgical Materials and Devices. He is also a member of Committees D11 on Rubber, E20 on Temperature Measurement, E28 on Mechanical Testing, E31 on Healthcare Informatics, E36 on Accreditation and Certification, E48 on Bioenergy and Industrial Chemicals from Biomass, E56 on Nanotechnology, E61 on Radiation Processing, F12 on Security Systems and Equipment, F23 on Personal Protective Clothing and Equipment, F29 on Anesthetic and Respiratory Equipment, F30 on Emergency Medical Services, G03 on Weathering and Durability, and G04 on Compatibility and Sensitivity of Materials in Oxygen Enriched Atmospheres. In addition, he works on U.S. Technical Advisory Groups to International Organization for Standardization (ISO) technical committees on rubber, anesthetic and respiratory equipment, implants for surgery and non-systemic contraceptives and STI (sexually transmitted infections) barrier prophylactics.

Outside ASTM, Colburn is a member of the American National Standards Institute (ANSI) board of directors and Executive Standards Council (ExSC), and chairs the ANSI Government Member Forum. He is also a member of the Association for the Advancement of Medical Instrumentation and the Institute of Electrical and Electronics Engineers (IEEE). He has received numerous service awards and commendations.

Colburn holds a bachelor’s degree in nursing from Marquette University and a master’s in biomedical science technology management and development from Georgetown University and Virginia Polytechnic Institute and State University. Jeffrey S. Goldfinger

Jeffrey S. Goldfinger is the owner of Xtra Mile Enterprises, a privately-held consulting firm that helps small to mid-sized companies, primarily in the aerospace and defense industry, with revenue generation strategies to include new business development, sales training and competitive proposal writing.

An ASTM fellow and 2012 Award of Merit winner, Goldfinger was honored by Committee F38 on Unmanned Aircraft Systems for his leadership in standards work that supports the global UAS community and heightens the industry’s safety and access to national airspaces. Goldfinger, an ASTM member since 2003, also received the President’s Leadership Award in 2009 for contributions to F38 and for promoting the recognition and acceptance of standards developed by the committee. He is a past F38 chairman and also serves on Committee F37 on Light Sport Aircraft.

Goldfinger served as a naval flight officer for 20 years in the U.S. Navy, logging more than 1,500 flight hours in various carrier-based tactical aircraft as well as leading a Pioneer UAS detachment at sea. He retired from the Navy in 2002 and joined Brandes Associates Inc. in Santa Barbara, California, as the director of UAV programs. In 2006, he joined L-3 Communications, a large, publically-traded aerospace and defense contractor in Arlington, Texas, as director of unmanned systems applications for the sensors and simulation group. Goldfinger transferred to L-3’s Interstate Electronics Corp. division in San Diego, California, in 2011 before leaving to start his company Xtra Mile Enterprises in 2013.

Goldfinger is a member of the Association for Unmanned Vehicle Systems International (AUVSI) and the Aircraft Owners and Pilots Association (AOPA). A graduate of Northwestern University, Evanston, Illinois, where he received a bachelor’s degree in computer science, Goldfinger holds a commercial pilot certificate with instrument rating from the U.S. Federal Aviation Administration (FAA). Robin E. Graves, Ph.D., is corporate manager of technical services at Vulcan Materials Co. in Birmingham, Alabama. Graves provides technical services and market development support to operating divisions in the company, which produces construction aggregates, portland cement concrete, hot mix asphalt and portland cement.

A member of ASTM since 1992, Graves is chairman of Committee C07 on Lime and Limestone and vice chairman of Committee C09 on Concrete and Concrete Aggregates. He has chaired several C07 and C09 subcommittees and currently leads Subcommittee C09.95 on Coordination. He is also a member of Committees C12 on Mortars and Grouts for Unit Masonry, D04 on Road and Paving Materials and D18 on Soil and Rock. For his contributions, he has received C07 and C09 Awards of Appreciation. Graves also served a term on the ASTM Committee on Technical Committee Operations (COTCO) where he acted as chairman of the subcommittee on regulations.

Graves earned his master’s and doctorate degrees in geology and civil engineering from the University of Florida in 1987 and 1991, respectively, after completing his bachelor’s in geology and computer science at the University of Southern Mississippi. In 1991, Graves became research and development project manager at Chemical Lime Co., followed by quality control manager and business development manager positions with the company. In 1998, Graves took on the role of vice president of research and engineering for the National Aggregates Association. He was a senior materials scientist with Vulcan for 13 years before assuming his current position in 2011.

A licensed professional geologist, Graves holds two patents, has published numerous technical articles and reports, and serves as a reviewer for professional technical journals. In addition to ASTM, he is a member of the American Concrete Institute and the Transportation Research Board, and has served on several industry association committees. Daniel S. Janikowski is technical manager at the West Monroe, Louisiana, plant of Plymouth Tube Co., a global supplier of stainless steel and carbon and alloy tubing. In this role, Janikowski assists customers with materials selection, specifications, testing and heat transfer analysis for power plant heat transfer applications.

An ASTM fellow and Award of Merit recipient, Janikowski serves as chairman of Subcommittee A01.10 on Stainless and Alloy Steel Tubular Products and as vice chairman of A01.17 on Flat-Rolled and Wrought Stainless Steel within Committee A01 on Steel, Stainless Steel and Related Alloys. An ASTM member since 1989, he is also active on Subcommittee A01.014 on Methods of Corrosion Testing as well as Committees B02 on Nonferrous Metals and Alloys, B07 on Light Metals and Alloys and B10 on Reactive and Refractory Metals and Alloys.

Janikowski has been at Plymouth Tube Co. since 2005, holding positions as general manager, energy sales manager and senior account executive before becoming technical manager in 2010. He had previously been a general manager with Trent Tube from 2000 to 2005. Janikowski’s additional experience in power tubing comes from his time with the Allied Signal Research Center, where he was involved in alloy selection, product development and failure analysis with a number of company divisions.

A graduate of the University of Illinois where he earned his bachelor’s and a master’s degree in metallurgical engineering, Janikowski is the author of more than 30 papers on pipe and tubing materials selection, manufacturing and testing techniques, and has been awarded three patents. He is a past chairman of the Chicago chapter of ASM International, and a member of American Society of Mechanical Engineers committees and subcommittees; the Heat Exchange Institute tubular product technical committee; and NACE International. Richard A. Peri is vice president of government and industry affairs at the Aircraft Electronics Association in Washington, D.C. AEA is a worldwide organization that represents more than 1,300 aviation businesses, including those specializing in the maintenance, repair and installation of avionics and electronic systems in general aviation aircraft. Peri manages the association’s Washington office as well as the AEA office in Cologne, Germany.

An ASTM member who joined the organization in 2004, Peri currently serves as chairman of Committee F39 on Aircraft Systems. In this role he has worked closely with the U.S. Federal Aviation Administration to expedite the development of new safety standards on aircraft wiring systems. He is also a member of Committees F37 on Light Sport Aircraft and F44 on General Aviation Aircraft. For his contributions, Peri received the ASTM President’s Leadership Award in 2008.

In his more than 40 years of aviation experience, Peri has touched nearly all facets of aviation support. Before joining the AEA staff in 2001, Peri held the position of director of government affairs at the National Air Transportation Association. He was in the U.S. Coast Guard from 1975 to 1998, working on aviation technical issues including aircraft maintenance, repair and alteration, and he served in the U.S. Air Force from 1971 to 1975.

Outside ASTM, Peri has been part of several aviation rulemaking and advisory committees in North America, Europe and Australia. He has served as assistant chair for general aviation certification and operations issues on the U.S. Federal Aviation Administration Aviation Rulemaking Advisory Committee, and he is a member of the Professional Aviation Maintenance Association and the Association for Women in Aviation Maintenance. Peri has written more than 100 articles on aviation regulations.

A 1993 graduate of Embry-Riddle Aeronautical University in Daytona Beach, Florida, where he received a bachelor’s degree in professional aeronautics, Peri is a private pilot and mechanic who holds airframe and powerplant licenses. Taco van der Maten

Taco van der Maten is marketing manager at PANalytical in Almelo, the Netherlands. In this position he is responsible for the global polymer, oils, fuels, petrochemicals and environmental markets at PANalytical, a worldwide supplier of analytical instrumentation and software for X-ray diffraction, X-ray fluorescence spectrometry, near infrared spectroscopy, cross-belt analyzers based on pulsed fast and thermal neutron activation technology, and sample preparation equipment for several analytical techniques.

An ASTM member since 2006, van der Maten is chairman of Committee F40 on Declarable Substances in Materials. F40 includes more than 150 technical experts who develop standards for the evaluation of materials/products for RoHS, recycling and use of hazardous substances in electrical and electronic equipment; REACH and similar requirements; and rare earth materials. He also leads the task group responsible for maintaining ASTM F2617, Standard Test Method for Identification and Quantification of Chromium, Bromine, Cadmium, Mercury, and Lead in Polymeric Material Using Energy Dispersive X-ray Spectrometry. Van der Maten is also a member of Committees D02 on Petroleum Products, Liquid Fuels and Lubricants and D20 on Plastics and participated in the creation of the ASTM Proficiency Testing Program on elemental analysis of thermoplastics.

In 1985, the year he graduated from the Dr. Ir. W.L. Ghijsen Institute in Utrecht with a degree in analytical chemistry, van der Maten became a research chemist for Heineken in Zoeterwoude, the Netherlands. He then worked as research chemist, service delivery manager and business development manager at Royal DSM N.V. in Sittard-Geleen before becoming a PANalytical staff member in 2006.

Van der Maten is certified at the highest level for setting up a best practices information technology department in accordance with the Information Technology Infrastructure Library, and he is a member the editorial board of the Dutch-Belgian Laboratorium Magazine. He was a member of the International Electrotechnical Commission committee regarding RoHS testing standardization. Franceen Gonzales is executive vice president, business development, Americas, at WhiteWater West Industries Ltd. In this role, she oversees business development in Latin America, North America and the Caribbean for the original waterpark and attractions company. She is based in Florida.

A member of ASTM since 2001, Gonzales is vice chairman of Committee F24 on Amusement Rides and Devices and was chairman of Subcommittee F24.70 on Water-Related Amusement Rides and Devices from 2006 to 2009. She also serves on Committees D22 on Air Quality and F15 on Consumer Products.

Gonzales has more than 25 years of experience in waterpark operations, safety and risk management. She joined WhiteWater West in 2013 and prior to that served as vice president of risk management and waterparks at Great Wolf Resorts, Madison, Wisconsin, where she oversaw safety and risk management as well as waterpark operations and maintenance for the company’s 12 indoor/outdoor waterpark resorts in North America. Andrew G. Kireta Jr. is vice president – market development, at the Copper Development Association Inc., New York, New York, a not-for-profit trade association that serves as the advanced market development and engineering services arm of the copper and brass industry in the United States.

As CDA vice president, Kireta is responsible for promoting the use of copper and copper alloy systems and related products in both building construction and sustainable energy applications. He coordinates codes and standards activities for the copper industry and research projects for the development and application of copper and copper alloy tube, pipe, fittings and architectural sheet and strip. He also represents the North American copper industry on the International Copper Association’s building construction team, and he leads the ICA’s global strategy team.

Claudia V. Kropas-Hughes, Ph.D., is technical adviser in the Program Development and Integration Directorate, part of the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, Dayton, Ohio. The Air Force Life Cycle Management Center is responsible for total life cycle management of U.S. Air Force weapon systems.

As technical adviser, Kropas-Hughes focuses on future capability requirements and ensuring that advancements in technology are included in systems. Prior to assuming her current role in 2013, Kropas-Hughes had been deputy division chief for the Technology Transition Division at the base Air Force Materiel Command. Nabil A.A. Molla is secretary general of GSO, the Standardization Organization of the Gulf Cooperation Council (GCC) for the Arab States of the Gulf, which works to coordinate standards and conformity assessment by the member nations, including Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the United Arab Emirates and Yemen.

Molla’s career in standards began after his work as a lecturer in the College of Science at King Saud University, where he earned a bachelor’s degree in chemistry in 1974. After receiving a master’s degree in chemistry from the University of Denver in 1978, Molla served at the Saudi Organization for Standards, Metrology and Quality (SASO) as a chemist, director of chemical industries, director of standards, director general for standards, deputy director general, director general, secretary general of the Award of King Abdul Aziz for Quality, and governor of SASO, before he was appointed GSO secretary general by the GSO Council in 2012.

Molla has been involved with ASTM since 1987. He has supervised memorandums of understanding between SASO and other groups, and he participates in economic bilateral committees with other countries such as Canada, Japan, the United Kingdom and the United States. He has participated in preparing regulations and laws relating to standards, conformity assessment, accreditation, consumer protection, and food and drug administration guidelines.

A past chairman of the Saudi Accreditation Committee of the Commission on Developing Future Strategy of the Kingdom of Saudi Arabia for 2020 and past vice chairman of the SASO board of directors, Molla has also served on the GSO Technical Board and was a member of the Council of the Saudi Food and Drug Authority and the Saudi building code group. Bertrand Morel, Ph.D., is research and development deputy director for the front-end chemistry business unit of AREVA, a multinational industrial conglomerate that focuses on nuclear power and renewable energy. He is located in Pierrelatte, France.

In the field of UF6 conversion, Morel has implemented programs on electrolysis, fluorination reactors, and uranium purification and effluent treatment, all of which are now being used in a new plant design. He has initiated work on promising conversion routes and has created a joint R&D facility with the French National Center for Scientific Research (CNRS) to study uranium fluoride chemistry.

An ASTM member since 1995, Morel is second vice chairman of Committee C26 on Nuclear Fuel Cycle, where he is also chairman of Subcommittee C26.02 on Fuel and Fertile Material Specifications. Honored by C26 with an Award of Appreciation in 2000, Morel also received the Harlan J. Anderson Award in 2011 for outstanding contributions to the successful operation of Committee C26 over a number of years.

Before assuming his current position, Morel was head of the analytical laboratory at the Comurhex Pierrelatte plant from 1995 to 2001. He previously had been an R&D scientist for the Commissariat à l’Energie Atomique, Grenoble, France, and an R&D scientist for Pechiney, Voreppe, France.

Steve D. Sandstrum is director of technical services for ISCO Industries Inc. in Louisville, Kentucky, a global custom piping solutions provider.

A member of ASTM and Committee F17 on Plastic Piping Systems since 1986, Sandstrum currently serves as F17’s Division II chairman and as chairman of Subcommittee F17.26 on Olefin Based Pipe. He received the ASTM Award of Merit and accompanying title of fellow from F17 in 2009 for his service and leadership that has resulted in standards that enhance the use of plastics in piping systems. Sandstrum has also been honored with the Frank W. Reinhart and Henry Kuhlmann Awards for contributions on behalf of plastics pipe standardization and for meritorious technical achievement.

Lawrence D. Carbary is an industry scientist on the facade engineering and architectural design team, high performance building solutions, for Dow Corning Corp. in Midland, Michigan, a global company that provides silicone materials, technical support and customer service.

A past chairman of the ASTM Committee on Technical Committee Operations, Carbary has been an ASTM member since 1999. He is chairman of two subcommittees in Committee C24 on Building Seals and Sealants − C24.30 on Adhesion and C24.87 on International Standards − and he serves on several other C24 groups. In addition, he is a member of Committee C16 on Thermal Insulation.

Carbary has been recognized for his ASTM contributions with the Award of Merit and title of fellow and the Lou Toporcer Hall of Fame Award. The Award of Merit honored Carbary’s technical and leadership contributions to Committee C24 in the development of consensus standards and technical information in support of the sealants industry. The Hall of Fame Award recognized his service to the building industry in stimulating research and promoting voluntary standardization.

Christina A. Lomasney is president, CEO and co-founder of Modumetal in Seattle, Washington, a manufacturer of nanolaminated coatings, claddings and alloys.

An ASTM member since 2003, Lomasney is a member of Committee B08 on Metallic and Inorganic Coatings, where she is chairman of Subcommittee B08.16 on Nanostructured Coatings and a member of several other B08 groups. She previously served as founding chair of Subcommittee E54.03 on Decontamination, part of Committee E54 on Homeland Security Applications, as well.

Lomasney has focused on structural and corrosion-resistant coatings, specializing in materials science, metals and alloys, electrochemistry and advanced composites. She is the named inventor of patented materials and processes for environmental remediation and nanostructured materials production and applications. Before co-founding Modumetal, Lomasney founded composite materials company Isotron Corp. in 2001, which developed technologies for use in environmental and industrial decontamination and recovery. James J. Simnick, Ph.D., is a senior technical adviser in the global fuels technology department at BP America Inc. in Naperville, Illinois, an international corporation that produces fuels, heat, chemicals, energy and lubricants.

A 2012 Award of Merit recipient, Simnick has been an ASTM member since 1995. He is currently first vice chairman of Committee D02 on Petroleum Products, Liquid Fuels and Lubricants and has been section vice chairman of Subcommittee D02.A0.01 on Gasoline and Gasoline-Oxygenate Blends since 2001. Brent Stucker, Ph.D., is the chief executive officer and a co-founder of 3DSIM LLC, a company focused on commercializing algorithms for predictive modeling of additive manufacturing (3D printing) processes. He is also the Clark Chair of computer-aided engineering and a professor of industrial engineering at the University of Louisville, Kentucky.

Stucker is former and first chairman, from 2009 to 2014, of Committee F42 on Additive Manufacturing Technologies, where he now is a member at large on the executive subcommittee. In 2010, he received the Robert J. Painter Memorial Award from ASTM and SES – The Society for Standards Professionals, for his work in advancing standardization efforts in the field of additive manufacturing.

In 2012, Stucker received the Industry Achievement Award from the Society of Manufacturing Engineers for his work as F42 chairman. He has also been recognized with the “Dinosaur Award” from the Selective Laser Sintering Users Group for his contributions to selective laser sintering technology in 2005, the University of Rhode Island Outstanding Research Award in 2000 and the Albert E. Thomas A. Schwartz, P.E., is senior principal and past president at Simpson Gumpertz & Heger Inc., a national engineering firm that designs, investigates and rehabilitates structures and building enclosures, with five offices in the United States.

Following his graduation from Tufts University in Medford, Massachusetts, with a bachelor’s degree in civil engineering, Schwartz started work as an engineer at SGH. During his early years with the firm, he earned his master’s in material engineering from the Massachusetts Institute of Technology in Cambridge.

Schwartz held a number of positions at SGH, from engineer to senior staff engineer, and associate to principal, before assuming the role of president. A registered professional engineer in 20 states and the District of Columbia, he focuses on building envelope systems, including curtain walls, glazing, roofing, waterproofing and masonry. He investigates and evaluates all types of glass and window systems, wall systems and roofing, and lectures and writes extensively about building enclosure technology.

Schwartz is a member of the engineering honor society Tau Beta Pi and the scientific research society Sigma Xi. He received the 2006 ASTM Walter C. Voss Award in honor of his leadership and more than 30 years of service to the building technology industry. Other accolades include the 1994 ASTM Award of Merit and a Service Award from the ASTM board of directors in 2008.

An ASTM member since 1982, Schwartz currently serves on Committees E06 on Performance of Buildings as well as C14 on Glass and Glass Products and E58 on

Mary C. McKiel, Ph.D., is president and CEO of The McKiel Group and the former standards executive with the U.S. Environmental Protection Agency (EPA) in Washington, D.C.

The McKiel Group is dedicated to helping private sector organizations be more effective in working with governmental bodies in the areas of standardization and conformity assessment. In 2014, the McKiel Group provided expert consultations on federal use of voluntary standards as well as training in the federal implementation of the National Technology Transfer and Advancement Act with several private sector organizations.

From 1993 through 2013 McKiel directed EPA’s use of voluntary standards and the agency’s participation in private sector standardization organizations such as ASTM. She also represented the agency in various standards organizations in the U.S. and abroad, including the Pacific Area Standards Congress, the Pan-American Technical Norms Commission, the International Organization for Standardization (ISO) and the United Nations Working Party on Regulatory Practices in Standards. She received a number of EPA commendations along with bronze, silver and gold medals for her standards work.

Prior to working at EPA, McKiel was director of quality standards at what was then the Federal Supply Service of the General Services Administration, and for her first five years of public service was an analytical chemist with the then National Archives and Records Services.

on Environmental Assessment, Risk Management and Corrective Action and E60 on Sustainability. She served as vice chairman of the ASTM board of directors from 2011 to 2012 and was chairman of the board in 2013.

Outside ASTM, McKiel is a vice chairman of the board of the American National Standards Institute (ANSI), and has been a member of management advisory councils for Underwriters Laboratories Inc. (UL) for more than 15 years. She was awarded the ANSI George S. Wham Leadership Medal for her leadership and contributions to standardization in 2008, and received the Leo B. Moore Medal from SES – the Society for Standards Professionals for achievements, service and contributions in the field of standardization in 2010. In 2014, McKiel was honored with the ANSI Astin-Polk International Standards Medal for outstanding contributions in the field of international standardization

McKiel has written about the federal use of nongovernment standards for a wide variety of governmental and private sector publications worldwide and has delivered presentations in person and via television to both national and international audiences. James A. Thomas is president of ASTM International, one of the world’s largest organizations for the development of international voluntary consensus standards. His professional career is concentrated on association management and the issues facing voluntary standardization.

Thomas began his career at ASTM, formerly known as the American Society for Testing and Materials, in 1972. He continued to serve in positions of increasing responsibility involving ASTM standards development until 1983 when he was promoted to vice president of standards development. In this position, he was responsible for all ASTM technical committee operations, including guiding new technical committees in the early stages of their development and representing ASTM in standards development activities with other organizations.

In 1987, Thomas was appointed executive vice president of the Society. His responsibilities included directing the development and implementation of operating policies, and the analysis and evaluation of operations to assess the attainment of growth and financial objectives. In 1992, Thomas was named ASTM president.

As ASTM president, Thomas has been a staunch proponent of the multiple path approach to voluntary standards development. He is a frequent speaker advocating openness and transparency in international standardization.

Thomas is a member of the Standards Engineering Society, which awarded him the Leo B. Moore medal in 2004, the Council for Engineering and Scientific Society Executives, the American Society of Association Executives and the Industry Trade Advisory Committee on Standards and Technical Trade Barriers.

A current member of the American National Standards Institute (ANSI) board of directors, Thomas has contributed to the development of the first National Standards Strategy for the United States and he served on the United States Standards Strategy Committee in updating the document in 2005.

2015 Executive Committee Scope

When the board of directors is not in session, the Executive Committee shall exercise all of the general powers of the board of directors except the power to fill vacancies in the board and amend the ASTM Board Procedures. The Executive Committee shall keep minutes of its proceedings which shall be promptly reported to each member of the board of directors (ASTM Bylaws 4.1.2).

2015 Finance and Audit Committee Scope

The Finance and Audit Committee is responsible for the supervision of ASTM financial operations as set forth in the “Rules Governing the Conduct of ASTM Finances” and resolutions pertaining to financial matters as may be adopted by the ASTM board of directors and for recommendations to the board on matters of financial policy. The committee is also responsible for monitoring the employee benefits and salary administration programs and for making recommendations to the board of directors for such modifications as may be necessary.

2015 Committee on Standards

Scope

The Committee on Standards (COS) is responsible for the review and approval of technical committee recommendations for actions on standards. COS verifies that the procedural requirements of ASTM regulations and its criteria for due process have been satisfied. The committee acts to resolve jurisdictional disputes with respect to standards. COS develops, maintains and interprets the Form and Style for ASTM Standards manual and reviews all requests from technical committees for exceptions to the manual.

2015 Committee on Technical Committee Operations

Scope

The Committee on Technical Committee Operations (COTCO) develops and maintains the “Regulations Governing ASTM Technical Committees,” and acts upon recommended changes. COTCO is responsible for the interpretation and enforcement of these regulations, excluding actions on standards. The committee acts to resolve jurisdictional disputes with respect to the technical committee scopes. It develops and recommends means for achieving the most efficient operation of technical committees and is concerned with the scope, structure, operation, development and planning of these technical committees. 2015 Committee on Certification Programs

Scope

The Committee on Certification Programs (CCP) is responsible for advising the ASTM board of directors on the formulation of certification program policy and approves/dissolves ASTM certification programs. CCP develops, maintains, interprets and enforces the General Operations Manuals for ASTM Certification Programs and the General Program Instructions for Environmental Product Declarations and acts upon recommended changes. CCP is also responsible for review and approval of specific certification program manuals. CCP handles appeals of program violations and complaints from program participants. ASTM certification and declaration programs include: Product Certification, Personnel Certification, Personnel Certificate and Environmental Product Declarations Programs.
