A JOINT RESOLUTION
TO CREATE THE “MOVE OVER STUDY COMMITTEE” TO STUDY WAYS TO DECREASE THE NUMBER OF ACCIDENTS AND FATALITIES THAT OCCUR IN HIGHWAY WORK ZONES, EMERGENCY MANAGEMENT AREAS, AND AT ANY OTHER TRAFFIC INCIDENT, TO PROVIDE FOR THE MEMBERSHIP OF THE STUDY COMMITTEE, TO REQUIRE THE STUDY COMMITTEE TO PREPARE A REPORT WITH FINDINGS AND RECOMMENDATIONS FOR THE GENERAL ASSEMBLY, AND TO PROVIDE FOR THE DISSOLUTION OF THE STUDY COMMITTEE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) There is created the Move Over Study Committee to study ways to better inform the public of the State’s move over law with the goal of decreasing the number of accidents and fatalities that occur in highway work zones, emergency management areas, and those associated with other traffic incidents.
(B) The study committee shall be composed of:(1) the Director of the Department of Public Safety, or his
designee;(2) the Director of the Department of Transportation, or his
designee;(3) the Chairman of the House Judiciary Committee, or his
designee;(4) the Chairman of the Senate Judiciary Committee, or his
designee;(5) a member of the public appointed by the Governor;

(6) a person selected by the South Carolina EMS Association; and
(7) a representative of the towing and recovery industry appointed by the Governor.
(C) Members of the study committee shall serve without compensation, but are allowed the mileage, subsistence, and per diem allowed by law for members of state boards, committees, and commissions, to be paid equally from approved accounts of the House of Representatives and the Senate.
(D) The study committee shall choose its officers and must be provided with clerical, administrative, and research services by the House of Representatives and the Senate.
(E) The study committee shall make a report of its findings and recommendations to the General Assembly no later than January 1, 2017, at which time the study committee terminates.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
