Administered to NEW students to California and/or U.S. triggered by Home Language Survey (HLS)
Assessed within 30 days of enrollment
Language designation that Identifies students as: English Learner (EL) OR Fluent English Proficient (I-FEP).
Administered at the EL Center, including scoring and parent notification
Scores are sent to school site for placement and inputted in Aeries by EL Center
Administered every year to Identified English Learners from Tustin or other California districts

ROLES & RESPONSIBILITIES
DISTRICT COORDINATOR EXAMINERS
Administers the test individually to all students TK-12.
Oversees the CELDT testing

are completed, including
labels for every booklet

Each school site will designate a
staff member who will monitor the
Annual CELDT testing. He/she will
work directly with the English
Learner Center Staff on issues
such as scheduling, facilities,
student participation, coordination
of testing hours, questions,
queries, etc.
CELDT SITE FACILITATOR DUTIES Establishes designated test administration areas
that are free from distractions Assures testing rooms are appropriately prepared
before student arrival Ensures all CELDT Security Affidavit for proctors are
signed and returned to the ELC Confirms pre-scheduled CELDT dates with the EL
Center Records CELDT Inventory Orders additional CELDT materials Assigns a staff member as an escort of students to
the testing area Ensures all continuing English Learners are assessed Completes all necessary EL Forms that are in the
CELDT Handbook (inventory, make up list, additional material forms)
Maintains records of students requiring make-ups Collaborates with Special Education teachers on
modification or accommodations needed prior to testing
Makes sure all CELDT domains have been administered to all students
Completes the fields required in the Answer books (bubbling Demographic pages & Pre-Id labels)
Packages CELDT testing materials before drop off date
Organizes and schedules site group testing

• Identify which test accommodations and/or modifications your student(s) will need before testing
IEP/ 504 PLAN
• Ensure that the IEP/504 specifies the accommodations, modifications and/or need for an alternate assessment
CELDT ANSWER BOOK
• If an alternate assessment is listed in the student’s IEP, the site is responsible for submitting a CELDT Answer book. Attached to this answer book ia copy of the section in the IEP that indicates an alternate assessment agreed upon by members of the IEP team.
