1. INTRODUCTION

MSME-DI, Chennai is one of the field outfit of Office of Development Commissioner, Ministry of Micro, Small and Medium Enterprises (DC-MSME) for the State of Tamil Nadu, established in the year 1954 with the following mandate in the State of Tamil Nadu and UT of Puducherry:.

For Aspiring entrepreneurs : identify, motivate, train, handhold and provide

mentoring services.

For Existing entrepreneurs. To provide techno economic consultancy and facilitation service

Skill Development: To impart need based skill training through Skill Development Programmes (SDP)

In order to fulfill the mandate and to encourage entrepreneurship, employment and

livelihood opportunities for aspiring and existing entrepreneurs across the State, this Instt. is offering a wide spectrum of value added services as given below:

2. JURISDICTION

This Institute covers 32 Districts in the State of Tamil Nadu and UT of Puducherry.

For smooth implementation of the programmes, 3 more Branch MSME-DIs are functioning under the jurisdiction of this Instt, one each at Coimbatore, Tuticorin and Tirunelveli.

3. ORGANISATIONAL STRUCTURE

This Institute is headed by Director, Shri S. Panikkassery who is also a Member of Board of Director of various Task Force Committees viz. Tamil Nadu Small Industries Development Corporation (TANSIDCO) State Level Bankers Committee (SLBC), State Level Inter Institutional Committee (SLIIC) of RBI, State Level Advisory Board (SLAB), Unemployed Youth Employment Generation Programme (UYEGP), Prime Minister Employment Generation Programme (PMEGP), New Entrepreneur Entrepreneurship Development Scheme (NEEDS) etc

The Director is supported by 8 Deputy Directors and 17 Assistant Directors in

different trades of Electrical & Electronics, Mechanical, Chemical, Food, Glass & Ceramics, Economic Investigation, Leather, Metallurgy, Hosiery etc. besides secretarial Staff members.

4. INFRASTRUCTURE

This Instt. is well equipped with the following infrastructure facilities for carrying out the mandate.

Facilitation centre with free On-line registration facility for Udyog Aadhaar

Memoramdum (UAM)

Well-equipped library with variety of technical books, Journals, Periodicals,

Project Profiles, Government Circulars and books relating to Industry,

Entrepreneurship, Management etc.

Workshop with training facility

Spacious Parking facility for the visitors

Staff Canteen for light refreshments

Recreation club for staff within the campus.

All the technical officers have been provided with Laptop for effective

consultancy and coordination with various stake holders

5.1 Employment & Training (E&T) Programmes

This Instt. has been instrumental in creating potential entrepreneurs every year, identified through various Employment and Training (E&T) programmes with 100% achievement of target during the last three years. A gist of various training programmes and activities being conducted by this Instt. is given below:

5.2 Industrial Motivation Campaigns (IMC )

During the year 2015-16 this Instt. has conducted 26 industrial motivation campaigns against allotted 27 IMCs motivating 2117 aspiring entrepreneurs as per break up details given below.

5.3 Entrepreneurship Development Programmes (EDP)

During the year 2015-16 this Instt. has achieved 100% target and conducted 25 EDPs against allotted 28 EDP training programmes nurturing the talent of 628 youth by enlightening them on various aspects of industrial activity required for setting up MSEs as per break up details given below.

5.4 Skill Development Programmes (SDP)

This Institute has been conducting need based self financing skill development

Programmes under Personal Deposit (PD) account on various topics as Skill Development Programmes (SDP) to the target beneficiaries through experts in the relevant field of training. Nominal fees are charged from the candidates with 50% fee concession to SC/ST/Women/PH candidates. The duration of the programme varies from one day to six months depends on the subject of the training programme.

During the year 2015-16, 404 Skill Development Programmes were conducted by this Instt. for the benefit of 7923 aspiring/existing entrepreneurs. An amount of Rs.5.07 cr. has been collected as training fee from the participants and an amount of Rs.1.21 cr. has been deposited to Govt. Exchequer under Govt. remittance as per norms. 5.5 BAR CODE - Marketing Assistance/support to MSEs During the year 2015-16 this Instt. has reimbursed an amount of Rs.5.83

lakh to 19 MSEs towards adoption of Bar Code. Besides, 8 awareness programmes as per assigned target have also been conducted/achieved for the benefit of 227 MSEs.

5.6 Technology Business Incubator support During the year, this Instt. has motivated and got approval for 25

Engineering Colleges/Research Institutes, across the State including 01 in UT of Puducherry to become Host Institutes for technology business incubators and avail GoI grant under the scheme. 5 special awareness programmes as per target/sanction, one each in Madurai, Namakkal, Kancheepuram, Tirunelveli and Tiruvallur have also been conducted by this Instt. for the benefit of 402 persons during the period of report. An amount of Rs.0.98 lakh has been spent against the target of Rs.1.0 lakh for the awareness programme.

5.11 Technology and Quality Upgradation Support to MSMEs (TEQUP) During the year

2015-16 this Instt. has reimbursed an amount of Rs.49.92 lakh to 65 MSEs towards acquiring product certification/license from National/International bodies.

5.12 Vendor Development Programmes (VDPs):

During the year 2015-16, this Instt. has achieved 100% target by conducting 20 State Vendor Development Programmes (SVDPs) benefiting 1291 MSMEs and 5 National Vendor Development Programmes (NVDP) benefiting 763 MSMEs. Overall, about 32000 visitors attended in all the five NVDPs, conducted.

5.14 CAPACITY ASSESSMENT FOR NSIC REGISTRATION Officers from this Instt. have carried out inspection for capacity assessment of 159 manufacturing MSEs towards single point registration under NSIC during the year 2015-16. An amount of Rs.5.07 lakh has been collected towards fee for the above inspections during the period.

7. LIBRARY

During the year 2015-16 , 1177 visitors have visited our library and an

amount of Rs.50,960 has been collected/revenue earned towards sale of project

profiles

8. VIP VISITS Shri Kalraj Mishra, Hon.ble Minister for MSME,Govt. of India visited

Puducherry on 15th and 16th Sept.2015 for discussion with officials of UT of Puducherry and MSME Associations regarding proposed Techcnology centre at Puducherry. Director, MSME-DI, Chennai accompanied with the Hon’ble Minister.

Shri Kalraj Mishra, Hon.ble Minister for MSME,Govt. of India visited this

Instt. 17th Sept.2015 for inaugurating the MSME-SAMSUNG Technical School established in the premises of this Instt.

Shri Kalraj Mishra, Hon.ble Minister for MSME,Govt. of India visited this Instt. on 19/12/2015 along with Dr. A.K. Pujari, Secretary, MSME, Govt. of India, New Delhi, Shri S.N. Tripathi, Additional Secretary and Development Commissioner, (MSME), Govt. of India, New Delhi and Shri Kuntal Sensarma, Additional Development Commissioner, O/o. DC-MSME, Govt. of India, New Delhi for assessing the impact of flood affected MSMEs in the State of Tamil Nadu and UT of Puducherry for providing necessary assistance to the flood affected MSMEs and held discussions with Industry Associations. Director, MSME-DI, Chennai, coordinated all the arrangements for the above visit.

9. IMPLEMENTATION OF OFFICIAL LANGUAGE (HINDI)

This institute has been giving special attention for implementation of official language in this Instt. and all the Branch offices under the control of this Instt. Series of awareness programmes were conducted for promotion of Hindi viz Hindi Fortnight, Hindi competitions Hindi workshop etc.

Periodical meetings are also being conducted under the Chairmanship of

Director to review the progress of use of Hindi in the day-to-day office work.. Letters/correspondence to Office of the DC(MSME) is being made in Hindi /bilingual as far as possible.

This Instt. has achieved the target of 60% during the year. This Instt. has for

the second time been awarded third prize with shield for implementation of official language under small office norms conducted by TOLIC, Chennai.

10. MINISTER’S VISIT TO ASSESS FLOOD AFFECTED MSMEs

Tamilnadu had

experienced unprecedented heavy rainfall during second week of December, 2015 which is the highest during past 100 years. About 10 districts were affected by the floods and 6 districts suffered heavy losses, namely, Chennai, Tiruvallur, Kancheepuram, Cuddalore, Nagapattinam and Tuticorin. There was a heavy damage to the Micro, Small and Medium enterprises in these districts especially in and around Chennai.

Approximately, 14,000

MSMEs ( 95% service units of around 10000 micro units, 3000 small and 1000 medium enterprises) have incurred substantial loss because of the floods. The enterprises located in the industrial estates at Guindy, Ekkaduthangal, Ambattur, Athipet, Vichur (Manali), Thirumudivakkam, Thirumazhisai, Maduvankarai, Perungudi, Kodungaiyur etc are heavily damaged due to the flood. The loss is also in terms of employment to the tune of 50,000 numbers in the micro enterprises alone. MSME Development Institute (DI) in Chennai had prepared a detailed assessment report based on discussion with industry associations on the extent of loss in MSME sector.

Shri Kalraj Mishra, Hon’ble Union Minister for MSME,Govt. of India along with Dr.

A.K. Pujari, IAS, Secretary, MSME, Govt. of India, Shri S.N. Tripathi, Additional Secretary and Development Commissioner, (MSME), Govt. of India, New Delhi and Shri Kuntal Sensarma, Additional Development Commissioner, O/o. DC-MSME, Govt. of India, New Delhi visited Chennai on 19th December, 2015 for assessing the impact of flood affected MSMEs in the State of Tamil Nadu and UT of Puducherry.

After visiting various flood

affected industrial areas, and based on the assessment report, exclusive discussions were held with various Industry Associations, representatives of Reserve Bank of India, SIDBI and other banks. Hon’ble Minister assured the delegates to look into their immediate demands towards loan restructuring and revival package for flood affected MSMEs in consultation with the Finance Minister. Hon,ble Minister for MSME further assured that the MSME ministry would also support initiatives of

the Government of Tamil Nadu in the revival of the flood affected MSME units.
