3 Communication rulesThis chapter describes the rules used for communication between AERS and the Consultant.

3.1 e-mail CommunicationThe normal communication during project implementation is performed via e-mail.

3.1.1 Communication rulesFollowing rules apply:

All e-mail communication uses English language

Attachments to e-mails use Microsoft standard formats (MS Word, MS Excel, MS Power Point).

Every task- related e-mail (including those with draft Outputs) should be addressed to all Working Group members (as defined in Section 2.1 of this Manual) involved in task implementation.

Every Email which has contractual nature should be subject to separate procedure as agreed between CFCU, Ministry of Mining and Energy and EU Delegation in Belgrade. Such e-mails shall be copied also to [email protected].

3.1.2 Modification of documentsEvery MS Word document, which is sent back to the sender for exchanging comments, updates or other changes shall be modified exclusively with „Track Changes” enabled.

The recipient of such modified documents (AERS or the Consultant) shall review the modifications, accept or reject the modifications.

Any accepted modification shall not carry a modification mark afterwards.

Any rejected modification shall be explained by a new modification or comment.

Any modification of a document shall increase the revision number of the document.

3.1.3 Agreement on documentsAny request for comments or approval related to a project Output made by consultant has to contain reasonably set deadline for reply, generally allowing at least two weeks for its analysis. Such requests shall be addressed to (output-) relevant Working Group members, and copied to [email protected].

Every e-mail with attached draft Final Outputs (as defined in the ToR), which were previously agreed within the Working Group, should be submitted in English and Serbian language to all PIU members, and copied also to the AERS Council Heads of Departments, as well as to [email protected].

Any draft Final Output can be considered ready for submission to PSC upon request of the IPA Unit of the Ministry of Mining and Energy addressed to the Consultant to include the topic in PSC Agenda.

If a document is finally agreed by all involved parties, the Consultant shall create an Acrobat file of the document. This document is sent as reference to all involved parties.

4 Document Identification

4.1 Identification of e-mailsAll e-mails, which are exchanged, shall use a standard naming for the e-mail subject. This naming consists of the following elements:

EuropeAid/138046/IH/SER/RS (only in case that the e-mail is copied also to the CFCU)

Naming of the Task from the ToR: e.g. T1.1, T2.3, T5.2 etc. T0 shall be used for e-mails related to project management

Short description of e-mail content

The receipt of the e-mail should be confirmed by the receiving side.

4.2 Identification of attached documentsEvery exchanged document shall have a name, which has the following components

a date in format YYYY-MM-DD

Task identification T0, T3.2 etc.

a short name, which gives some information about the contents,

version number, using v0.1, v0.2. etc. for drafts and v1.0, v2.0 for completed documents.

For example: 2018-09-05_T4.1_TNA_v0.1

4.3 Identification of printed documentsEvery printed document shall have a clear indication on the first page, which lists the project, the originator of the document, the revision of the document and the date of the last revision.

It shall also show the filename of the last revision, which was the base for printing.
