A Message from the
CEO, Merle Lacert
Hello Members,
I hope everyone has enjoyed the fall and took advantage of the great weather.
The Chamber is continuing its efforts to host great events for our members. On November 20/2014 we are hosting a fraud workshop with facilitators from RBC Royal Bank and Deloitte, as well as Prince Albert Police Service and the RCMP – economic crime division. This a free workshop to inform attendees on the risks of fraud, along with detection and prevention techniques.
The Chamber is pleased to have a couple opportunities to collaborate with the City of Prince Albert. We will be gaining and sharing insights into P3 models in an upcoming P3 information session, which will also be a great opportunity for the Chamber to expand on the knowledge gained from the recent P3 summit hosted by the Saskatchewan Chamber. As taxation planning is in full swing, the Chamber is looking forward to the opportunity to host a roundtable session with City Council and administration staff to review the city’s plans and priorities for the 2015 general fund budget.
In addition to the taxation roundtable, the Chamber will also present its 2015 tax recommendations to City Council. I encourage all interested Chamber members to join us at the presentation on Monday, November 10
th/2014. We will also
post our 2015 recommendations on our website.
Looking ahead, the Chamber and its partners, including the City of Prince Albert, will be hosting a summit to release and discuss an upcoming report on the economic importance of a second bridge to our city and region. This report will be very different from past ones that focused on location. This report will quantify the various economic impacts, both positive and negative, that can and do occur due to the limitations of having a single bridge in the city.
The Chamber has continued to focus on capital planning for the critical components of infrastructure, healthcare and civic facilities. These core components will determine the success of our growth as we move into the future.
As always, I encourage members to contact me with questions or feedback. It is very important that our work & efforts align with the needs identified by our members.

International Speaker promotes
one-user tax model in Prince Albert
The Prince Albert & District Chamber of Commerce welcomed international
speaker, Mr. John Treleaven to the city Oct. 2. Mr. Treleaven, who runs his
own business consulting firm in Sidney, British Columbia, was the keynote
speaker for the Chamber’s annual Chairman’s Night. This year’s theme for the event was A
Celebration of Vision and featured the swearing in of the Chamber’s new board chair, Shelley
Cannon, along with the board of directors.
Mr. Treleaven began his career with
the Trade Commissioner Service in
1968. Over the next 32 years, he
served in Sao Paulo, San Juan,
London, San Jose, Costa Rica, Hong
Kong, Tokyo and Manila, where he
was Canada’s Ambassador from 1997-
2000. Mr. Treleaven became president
and CEO of the Saskatchewan Trade
& Export Partnership in 2000 and
served for five years. In 2005, he left
STEP to start the Treleaven
Consulting Group in Sidney, British
Columbia. The consulting firm focuses on international business solutions and works with a
range of private and public sector clients around the world.
Mr. Treleaven sits on a number of local and international boards and committees, including
the Saanich Peninsula Chamber of Commerce, where he is a director and past chair.
During the Chairman’s Night, A Celebration of Vision event, Mr. Treleaven talked about the
importance of local Chambers of Commerce and the need for communities to support local
business. The assumption that businesses can afford high tax rates or simply write their taxes
off actually hurts business and the local community, he said. Taxes on businesses are passed on
to their customers, which impacts the overall success of a business.
“Customers create jobs (and taxes) put a burden on the ability of the businesses to attract
customers, which kills jobs,” Mr. Treleaven said.
“And, they think that the company is paying … did anyone ever establish a company with the
sole purpose of paying taxes?”
November 2014 Prince Albert & District Chamber of Commerce 5
Mr. Treleaven also talked about the importance of supporting and working
with local Chambers of Commerce to promote business.
“All revenues, all tax revenues start their life as a business transaction ....
when you don’t have a business-friendly community, what do you put at risk?
The hospitals, the schools and the public services we all rely on,” Mr.
Treleaven said.
“Everybody in a business community is
there because they love their
community, they want their families to
be in the community, they’re seeking
new opportunities (and) the reality is
that Canada needs active chambers in
well-governed communities who are
prepared to reach out to the world.”
The evening event also saw the
Chamber’s new board of directors take
their oaths during a swearing-in
ceremony. Shelley Cannon, a lawyer
with Wilcox & Chovin in Prince Albert,
is the Chamber’s 2014-2015 board chair.
Ms. Cannon is just the fifth woman to
be named Chair of the Prince Albert &
District Board of Directors. During her
speech, Ms. Cannon said the next year
will be a promising one as the board
continues to promote partnerships with
local business organizations,
networking opportunities and fairer tax
policies for business.
“We live in a vibrant business
community,” she said.
“By working together with your local
Chamber of Commerce, we can insure
that Prince Albert remains an amazing
place to live, work and grow.”
Board directors with the Prince Albert & District Chamber of
Commerce were sworn-in during the annual Chairman’s Night

Saskatoon business M. D. Ambulance Care Ltd. was inducted into the
Saskatchewan Chamber of Commerce Business Hall of Fame at the 2014
ABEX Awards November 1 in Regina.
“M.D. Ambulance’s long and distinguished history within the province, along with its
significant contributions to the emergency medical services community in Canada, making M.
D. Ambulance a natural choice for the Business Hall of Fame,” said Steve McLellan, CEO of the
Saskatchewan Chamber of Commerce.
M. D. Ambulance Care began as a family business back in 1957 when founder Michael Dutchak
realized the need for ambulance services in Blaine Lake, and began Blaine Lake Ambulance.
The business expanded to several other communities before starting service to Saskatoon in
1976. Over the years that followed, MD Ambulance Care distinguished itself as a leader in
Emergency Medical Services and Communications in Saskatchewan and Canada. Today,
Michael’s son Dave Dutchak proudly serves as the President and CEO, carrying on the family
tradition of service to community. MD Ambulance was acquired by Nova‐Scotia based
MedWest EMS in 2014 with a commitment to retaining all the core strengths built by the
Dutchak family over its almost 60 years.
Dave has served as president of the Saskatchewan Emergency Medical Services Association, as
well as working with the Emergency Medical Services Chiefs of Canada and being involved
with the board of Canadian Paramedic Chiefs of Canada. Dave has been the Chair of both the
Saskatchewan Chamber of Commerce and the Greater Saskatoon Chamber of Commerce and
has played a long standing and very significant role in both the Saskatoon and provincial
business communities.
M.D. Ambulance Care has committed to improving the emergency medical services industry,
through investment in innovations such as a computer aided dispatch system to improve care
services, and the development of a seamless computerized real‐time feedback system. The
company holds the longest standing accreditation as a centre of excellence since 2000.
“Dave and his team at M. D. Ambulance are true examples of what business in Saskatchewan
can achieve. He is very active in community affairs and committed to working within his
community to improve the economic position of the province,” McLellan said. “We are
honoured to have M.D. Ambulance join our Hall of Fame.”

Aided by a $40,000 grant from the provincially-funded Main Street Prince Albert grants program, the southwest corner of Central Avenue and River Street has been transformed to (or perhaps beyond?) its former glory.
The building was built between 1901 and 1902, RNF Ventures general manager Kelly Miller said, noting that the materials’ age proved a handful during its renovation.
“Every time we tore a hole it took four to five times more work,” he said. “It was horrible!”
All the hard work has paid off, though, with the completed project celebrated during a cheque presentation on Friday, during which the $40,000 was ceremonially handed over by Prince Albert Northcote MLA Victoria Jurgens.
The Main Street Prince Albert grant only helps pay for downtown buildings’ façade improvements, Mayor Greg Dionne clarified, noting that the extensive work to the building’s interior was entirely RNF Ventures’ doing.
“They made the whole building historic, right from the board room to where we stand,” Dionne said while in the building’s second floor meeting area.
“We’re really proud to invest in our community, because our community has certainly invested in us,” Miller later responded.
RNF Ventures Ltd. is a Prince Albert owned and based general contracting, design, build and construction management company.
Although the building took a lot of work to get into the shape it’s currently in, Miller said that it’s all made worthwhile when he looks out his window to see the North Saskatchewan River.
Other downtown buildings are currently seeing their facades improved as a result of Main Street Prince Albert grants. The Funky Fresh Bistro, next-door to RNF Ventures, is currently seeing work done, and the Main Street P.A. office itself is getting some work done.

Volunteer Opportunities at the Prince Albert Parkland Health Region
* On-call Medical Escorts to assist at necessary appointments.
Residents of long-term care facilities often attend off-site appointments at dental, optometric or
other medical specialist offices. Volunteer escorts ensure timely arrival to and from
appointments. This volunteer position would be ideal for someone who has a flexible schedule
and is available once or twice a month during regular (8:00 to 4:30) office hours.
* Meals on Wheels serves up comfort and food
The Prince Albert Meals on Wheels service delivers warm, nourishing meals to local residents
with limited mobility. Your volunteer commitment would amount to two-hour shifts, once or
twice per month. Meals on Wheels drivers can work alone or with a partner. Many couples enjoy
volunteering together. Meals-on-Wheels is also an excellent program for your staff to share in a
positive, team-building activity with tangible results.
