Proposed Air Rail Links in UKLondon Luton AirportThe Airport operator has aspirations to create a permanent fixed rail link between the main airport terminal building and Luton Airport Parkway station. Various options are being explored including PRT, Tram-Train and Heavy Rail. The Airport is also engaged with the DfT’s franchise programme in an effort to secure four non-stop express services, operating between the Airport and the Capital from October 2017 onwards.”

Belfast International AirportProposals to re-open Antrim to Knock-more/Lisburn line and possible feasibility study to establish a rail link to Belfast International Airport (BIA) if passenger numbers grow towards 10 million by 2030 as predicted by the airport operator. Thames Hub£15 billion brand new 24hr airport with four runways and 26 min by train from St Pancras on the Isle of Grain in the Thames Estuary. Proposed by The Foster + Partners.

Heathrow AirportThe future rail link, subject to planning permission, will give passengers a direct

rail service from Reading via Slough, to Heathrow airport. The proposals would see a new junction created between Langley and Iver stations, linking with a 5km tunnel for trains to access Heathrow Terminal 5. Proposed by Network Rail.

Durham Tees Valley AirportAirport’s Master Plan proposes to facilitate relocation of the railway station as part of the wider investment in rail connectiv-ity within the tees valley. Delivery of the Master Plan would be phased to 2020. Proposed by Durham Tess Valley Airport.

Gatwick and Heathrow AirportsIain Stewart, MP for Milton Keynes South proposes direct rail links to Heathrow and Gatwick as part of the East West Rail Project (EWR) and Gatwick Airport’s second runway in 2021 plans. Proposed by Iain Stewart MP.

Birmingham AirportProposal to restore the Whitacre Link’ – the former Stonebridge Railway, between Hampton-in-Arden and Whitacre Junc-tion, and re-connect it to the existing and expanding national railway network at the HS2 Interchange station. Proposed by by Alan Marshall, Editorial Director of Rail-

news Limited, and Michael Byng, Quantity Surveyor, of mbpc Infrastructure Limited.

Leeds Bradford International AirportIn 2005-2016 Master Plan the airport proposed a new fixed rail link. The rail link could provide additional light or heavy rail capacity linking the Wharfdale and Aire-dale lines and offering an alternative route between Leeds and Bradford and enabling trains for example to link Bradford to Harrogate and York via Guiseley and the Airport. Proposed by Leeds Bradford Inter-national Airport. In 2014 an alliance of Manchester, Liver-pool, Leeds, Newcastle and Sheffield have developed the One North: A Proposition for an Interconnected North report, suggesting better connections to Manches-ter Airport and a Rail/Light Rail connection to Leeds Bradford Airport by 2024.

Aberdeen AirportIn their 2013 Master Plan, Aberdeen Inter-national Airport Limited has committed to provide land, currently within its owner-ship, to support the proposed develop-ment of Dyce railway station to accommo-date proposed rail passenger growth and to improve customer service at the station. Proposed By Aberdeen Airport.

Inverness AirportIn June 2006 a proposal was announced to open a new station at Dalcross, which would serve as interchange for Inverness Airport and also provide park-and-ride facilities for commuters to Inverness. Proposed by Hitrans.

Glasgow International AirportPRT, Tram-Train and Heavy Rail options identified in the Glasgow Airport Strategic Transport Network Study 2011, prepared by Sytra, appraised by Aecom. The Scottish Government has announced in February 2014 that it will consider a proposal for a tram-train link from Glasgow Airport onto the existing rail network. Proposed by Glasgow Airport.

Cardiff AirportA number of options for introducing enhanced services to Rhoose Cardiff Inter-national Airport station have been consid-ered in Cardiff Airport Master Plan 2006. In a Local Development Plan 2013, the Vale of Glamorgan Council proposed building a 1.5 mile rail spur to directly link the airport from the Cardiff to Bridgend coastal line. Proposed by Vale of Glamorgan Council.

Robin Hood AirportMembers of the Sheffield Chamber of Commerce’s Transport Forum said a new railway station should be built at the Robin Hood Airport, with links to Doncaster Central railway station and Sheffield station. The outlined potential scheme could be part of an open consul-tation around the future of Northern and TransPennine Express rail franchises, which are due for renewal in February 2016. Proposed by Sheffield Chamber of Commerce’s Transport Forum.

Leeds and Manchester Airports could benefit from new transport

PLANUK: A new transport plan developed by a an alliance of Manchester, Liverpool, Leeds, Newcastle and Sheffield has been present-ed to the Chancellor of the Exchequer, George Osborne MP and HS2 chairman Sir David Higgins on Tuesday 5 August.

The report, One North: A Proposition for an Interconnected North lays out opportu-nities to maximise economic growth across the north, boosting transport links and helping rebalance the national economy.

If adopted, the £15 billion, 15-year invest-ment plan, which complements the high speed rail HS2 proposals, could deliver benefits for the whole of the North of England including up to 150% additional

capacity on roads and as much as 55% faster journey times on a faster, more frequent interconnected rail network.

It would also deliver new trains running on a dedicated 125 mph trans-Pennine rail-link, a faster route to Newcastle and direct, fast and frequent access to Manchester Airport for all the North’s city regions to help north-ern businesses access global markets.

One North has been supported by a number of other key cities and regions including Hull, Bradford, Wakefield and York – who have all helped shape the findings of the report.

Among the report proposals are calls to:

• A very fast, frequent and high quality intercity rail network joining up city re-gions – including a new trans-Pennine route (tunnelled as necessary), a faster link to Newcastle and improved access to Manchester Airport.

• Improved regional rail networks to pro-vide additional capacity and help sus-tain growth, interconnected with HS2 and intercity services plus local tram networks and more park and ride fa-cilities.

• New rolling stock (as a priority), elec-trification of existing lines, higher ser-vice frequencies and addressing pinch-points on the rail network.

• A digital infrastructure enabling re-al-time information, greater network resilience and faster connections be-tween key areas to personal and busi-ness users.

• Building HS2 early – extending Phase One to Crewe and bringing forwards the delivery of HS2 between Leeds and Sheffield.

• Rail/light rail connection to Leeds Brad-ford Airport.

Network Rail has released Anglia Route Study proposals that look at the main lines from London Liverpool Street to Norwich and Cambridge and their respective branch lines, as well as the lines from London Fenchurch Street to Shoeburyness and Felixstowe to Peterborough via Ely.

The study looks at how to build upon improvements already planned for the coming years, including the completion of Crossrail, the rebuilding of key junctions, renewed overhead lines and upgraded signalling.

Among the potential options for the West Anglia main line identified in the study is a proposal to double the single line tunnel to Stansted Airport.

London Stansted, however, has urged Network Rail to show more ambition and greater vision to deliver faster rail servic-es to unlock the airport’s potential and improve services for commuters.

Responding to the publication of Network Rail’s Anglia Route Study proposals, Andrew Harrison, Stansted’s Managing Director, said:"Network Rail clearly recognises the need to improve services to Stansted but its proposals lack the ambition and vision needed to deliver significantly faster servic-es for airport users and commuters.

"We are already working with Network Rail, the DfT and others to develop better solu-tions that will result in greater savings in journey times for all users.

"This is important because unlike Heathrow and Gatwick, Stansted has spare runway capacity today and significant room to grow in the future. Making best use of Stansted is critical given the arrival of a new runway in the South East is at least 10-15 years away.

"It is almost a year since the Chancellor and Sir Howard Davies asked Network Rail to look at how to improve rail services between London and Stansted, as part of the Airports Commission's recommenda-tions to Government.

"As Sir Howard Davies recognised, the best way to unlock Stansted's potential, improve passenger experience and foster further economic growth in the region is by invest-ing in the infrastructure to provide faster journey times, additional capacity and greater resilience.

"Faster journey times to and from London will enable Stansted to continue support-ing the capital's growth, particularly as it expands further east. Improved rail servic-es would also be great for the wider region, delivering huge benefits for commuters and supporting economic regeneration and thriving industries up and down the London-Stansted-Cambridge corridor.

"We will be working with Network Rail to look again at what needs to be done to reduce journey times, and seeking a firm commitment from Government that the necessary investment on the rail line between London and Stansted Airport will be taken forward urgently as a central part of its aviation policy."

London Stansted urges Network Rail to show more ambition to unlock growth at the airport

London Luton Airport has appointed North Star Consultancy to help transform rail service links from the Airport to London and the East Midlands as part of a £100m redevelopment of the Airport, including improved surface access. Both London Luton Airport and North Star Consultancy are members of the Global AirRail Alliance (GARA).

The development plan will see air passen-ger numbers grow by 80% over the next decade, and improved rail access will be vital in facilitating this growth. This will be achieved through a range of measures, which will include raising awareness of the competitive journey times and the develop-ment of a more seamless passenger experi-ence in partnership with Govia Thameslink, the future East Midlands Trains franchisee and the Department for Transport.

Richard Brown, Managing Director of North Star said: “Among London’s four major airports, London Luton has a competitive travel time to central London by rail, yet the perception amongst the travelling public is very different. Our job is not only to help change that by ensuring that best practice in rail-air links are delivered in the short term, but also look to the long term. The next East Midlands trains franchise is an obvious opportunity to further improve connectivity, not just to London but to and from the East Midlands and South York-shire. We will aim to get millions of people to vote with their feet and hop on the regu-lar fast train to London, which takes less than 20 minutes non-stop.”
