Preface

Overview

This publication reflects data collected in the hospital licensureprocess. A historical accounting of the responsibility for thisfunction began in 1946 when the Mississippi Commission on HospitalCare was legislatively authorized to license non-federal hospitals andprepare an annual report. In 1979 the legislature passed a bill tomerge the responsibilities of the Commission on Hospital Care into theMississippi Health Care Commission and in 1986 another bill was passedto merge the responsibilities into the Mississippi State Department ofHealth.

This Annual Report is based on 111 hospitals; 94 acute care, 4psychiatric, 1 rehabilitation, 1 OB/GYN, and 10 longterm acute care. The five federal hospitals in Mississippi have been excluded. Additionally, East Mississippi State Hospital, North Mississippi StateHospital, Oak Circle Center, South Mississippi State Hospital, andWhitfield Medical/Surgical Hospital have been excluded from all dataexcept Table II and Table III. Table II shows accreditations andTable III displays employees.

Hospital Ownership and Certification

Ninety-four hospitals in Mississippi are classified asmedical/surgical. These figures were based on the type of servicethat the hospitals provided to the majority of admissions. Data fromthe ten long-term care hospitals are included with the 94 acute carehospitals plus the one OB/Gyn facility. The other acute carefacility, Whitfield Med/Surg is not included in the acute carestatistics. The seven counties in Mississippi that do not have ahospital are Amite, Benton, Carroll, Humphreys, Issaquena, Itawamba,and Tunica.

Ownership and control of hospitals and beds are shown in Tables I-Athrough I-D. In 2014 there were 11,393 licensed acute care beds.(This count excludes Whitfield Medical Surgical Hospital and includesMississippi Hospital for Restorative Care, Promise Specialty Hospitalof Vicksburg, Regency Hospital of Hattiesburg, Regency Hospital ofJackson, Regency Hospital of Meridian, Select Specialty Hospital ofGulfport, Select Specialty Hospital Jackson, Specialty Hospital ofMeridian and Long Term Acute Hospital of Greenwood.

Eighteen hospitals reported 876 licensed psychiatric beds. Seventy-four percent of the beds, 652, were located at acute carehospitals. Twelve hospitals reported 290 licensed chemical dependencybeds. Twelve hospitals reported 339 rehabilitation beds. Seventy-sixpercent, 273, were located at 10 acute care facilities.

Table II indicates that 48.3% of the hospitals are accredited by theJoint Commission on Accreditation of Healthcare Organization (JCAHO).

Twelve percent of hospitals participate in DNV Healthcare. Ninety-four percent of the hospitals participate in Blue Cross and98.3% participate in Medicare, and 96.6% participate in Medicaid. This represents all 116 hospitals.

Hospital Employees

Table III displays hospital personnel. Mississippi's hospitalsemployed 58,725 people during 2014, of which 79.8% were full-timeemployees and 20.2% were part-time employees.

Services Utilization

Tables IV - XII show number of procedures by hospital service area forthe following categories:

Head and Body CT Scans Cardiac Catheterization Diagnostic Radioisotope Angioplasty XRay Cardiac Surgeries Magnetic Resonance Imaging Renal Extracorporeal Shock Ultrasound Wave Lithotripter Digital Subtraction Angiography Physical Therapy Single Photon Emission Occupational Therapy Computerized Tomography (SPECT) Geriatric Patients Served Linear Accelerator Respite Patients Served Radioactive Implants Inpatient and Outpatient Therapeutic Radioisotope Surgeries Cardiac Catheterization Outpatient Utilization Rural Health Clinics

Fifty-nine hospitals reported 97,267 inpatient surgeries andsixty-seven hospitals reported 182,240 outpatient surgeries. Thiscount includes only surgeries performed at acute care hospitals. AsTable X shows, the majority of surgeries were performed in ServiceArea 5.

Table XI presents outpatient emergency visits and clinic/other visitsby Hospital Service Area. Service Area 5 reported both the mostoutpatient emergency visits and clinic/other visits.

Forty-three hospitals reported 103 rural health clinics and 991,078rural health clinic visits. Table XII shows rural health clinics andvisits by hospital service area. Four hospitals were unable toprovide rural health visits.

Bed Changes

Eight hospitals changed their bed size during the reporting period. Calhoun Health Services decreased their bedsize from 30 to 25,Mississippi Hospital for Restorative Care decreased their beds from 25to 20, University Hospitals and Health System decreased from 722 to697, Neshoba County General Hospital decreased their licensed bed

capacity from 82 to 48 and Tippah County Hospital decreased from 45 to25 beds. Three hospitals increased their licensed beds. ParkwoodBehavioral Health System increased from 88 beds to 108 beds, HancockMedical Center increased from 86 licensed beds to 102 licensed bedsand River Regio Health Sytem increased by 20 beds to 361 licensedbeds.

During the reporting period, one hospital closed. KilmichaelHospital, a 19 bed acute care hospital in Montgomery County, closed.

Utilization

Table XIII shows hospitals and beds by bed size groupings. Occupancyrates are also shown by bed size. Under acute care the greatestnumber of hospital beds was reported at hospitals with 25 - 49 beds,50-99 beds, and 100-199 beds. Of the 18 hospitals reportingpsychiatric beds, three were licensed as psychiatric hospitals. Twohundred ninety chemical dependency beds were reported at 12 hospitals.Twelve hospitals reported 339 rehabilitation beds.

Table XIV-A gives average lengths of stay (ALOS), average daily census(ADC), percentages of occupancy for each hospital by licensed acutecare bed capacity and state totals. Psychiatric data can be found inTable XIV-B, chemical dependency data in Table XIV-C, andrehabilitation data in Table XIV-D.

A comparison of licensed beds and beds set up and staffed is shown in Tables XV-A - XV-D. Of the 11,393 licensed acute beds, 9,946 bedswere set up and staffed. Eight hundred sixty-three of the 876licensed psychiatric beds were set up and staffed. Two hundredtwenty-one of the 290 licensed chemical dependency beds were set upand staffed.

Swing Beds

Table XVI shows the number of swing beds, average length of stay andaverage daily census by facility. Table XVII shows the destinationof discharged swing bed patients, number referred to home health, andnumber of acute care beds designated as swing beds by service area.Over two-thirds (66.6%) were discharged to their home, 15.6% weredischarged to nursing homes, 9.4% were admitted to hospitals, and theremaining 8.2% were discharged to other destinations.

Swing bed utilization in 2014 by hospital service area is shown inTable XVIII.

Hospital Use Statistics

Table XIX shows the population of each service area in comparison withits licensed bed capacity. Service areas are maintaining a relativelyclose correlation between the percentage of population and percentageof licensed hospital beds. Service Area 5, including the city of

Jackson and Hinds County, has the largest population at 25.1% and themost beds at 30.6%. Licensed beds by type are also shown by hospitalservice area.

Table XX-A provides information on acute hospital beds, admissions,discharges, deaths and inpatient days by service area and county. Psychiatric, chemical dependency and rehabilitation beds located inacute care facilities are included in Table XX-B along with thosefacilities that are licensed as psychiatric, or rehabilitationfacilities. There are 11,393 licensed acute care hospital beds inMississippi, 876 psychiatric beds, 290 chemical dependency beds, and339 rehabilitation beds.

A comparison of utilization statistics for 2004, 2009 and 2014 isshown in Table XXI. While there wasn't much change in acute care datafrom 2003 to 2014, most psychiatric increased while chemicaldependancy and rehabilitation data decreased.

Table XXII deals with newborn statistics. Once again, Service Area 5leads in every category, as does Hinds County. Table XXIII compareswith the newborn statistics of 2014 with those of 2009 and 2004. Therewas a -6.5% percent of change in bassinets and a -17.8 percent ofchange in obstetrical beds set up and staffed. Deliveries saw a -6.5percent of change from 2004. The percent of change in fetal deathswas negligible.

Table XXIV displays discharges, discharge days, admissions andinpatient days by service area for DP SNF, geriatric psychiatric,patients 65 and older, Medicare and Medicaid.

Table XXV shows beds set up, discharges, discharge days and inpatientdays for the state's hospitals. Data reported by specialtyhospitals is also included. Data is broken down into acute care,intensive care, other care, and long-term care. No data was reportedfor psychiatric intensive care, hospice, psychiatric long term care ormental retardation.

Obstetrical Utilization

2014 obstetrical utilization is shown in Appendix A.

Hospital Listing

Hospitals are listed alphabetically by county in Appendix C. Thehospital directory is located in Appendix E. The licensed bedcapacity is reported as of January 1, 2015 whereas the rest of thereport is as of the end of the reporting period, usually September 30,2014.
