    Dear colleagues,

    From this publication you will learn what the Analytical Center for the Government of the Russian Federation worked on in 2014. Working as a tightly-knit result-oriented team we not only managed to exceed our targets but also implemented a large number of projects on our own initiative. We owe our success not just to our staff experts and analysts, but also to our law-yers, financial officers, HR, tech support, and the administration block. They all have made their contribution; each and every one pitched in and pulled their weight for the team. I should also mention the numerous experts from government agencies, industry unions, associations, private companies, public organ-izations, and R&D institutions who participate in our events, share their ideas, proposals and their vision of the situation in a broad range of areas of the country’s socio-economic activi-ty. Their number is constantly growing and today we have over 4,000 such experts in Russia and over 200 abroad.

    While bearing in mind our main mission, which is to provide a competent expert opinion on key aspects of the country’s socio-economic development at short notice to the Russian Government, we continued to expand the range of our activi-ties. The Analytical Center has thus expanded into new areas of research and analysis. We focus on regional strategic devel-opment, disseminating best practices in project management in the government sector, offering comments and analysis on energy efficiency and utilities management.

    In 2014, we studied the experience of our colleagues in Western Europe, East and South East Asia and concluded that not only we can learn something from them, but they too can learn a thing or two from us. This conclusion would have seemed a bit too ambitious but for the fact that in 2014 our Analytical Center once again featured in the Global Go-to Think Tank rating of the world’s top think tanks complied by the Uni-versity of Pennsylvania.

    In October 2014, the Analytical Center celebrated its 50th anniversary. At the reception commemorating the event we refreshed in mind the history of our organization that has sur-vived all the changes in the socio-economic realities of first the USSR and later Russia since its foundation in 1959 until today, and we all were very optimistic about the future.

    However, it was not all good news for us during the past year. As the political and then economic situation was becom-ing more and more complex, Russia faced new challenges. The difficulties that our country is going through now mean that we need to be putting in even more effort. Still, in this situation I see an opportunity to progress to a new level of development, modernization and achievement.

    The main goal for the Analytical Center in 2015 will be to provide expert support to the Russian Government in its efforts to revive the socio-economic growth of the country. The more difficult the problem, the more interesting it is to solve it, and I am confident that the Analytical Center will manage to carry out this task successfully!

    Our position has become stronger: the Analytical Center has made it into the top 50 best Think Tanks in Central and Eastern Europe and has moved up in the category «Think Tanks to Watch».

  • The efforts of the Analytical Center are focused on timely information, analytical and expert support of the decisions of the Russian Gov-ernment regarding key socio-economic devel-opment issues in the country in such areas as finance, transport, WTO, utilities, use of natural resources, environmental issues, education, healthcare, innovations, information technolo-gies, and others.

    Special attention is given to the energy sec-tor, budget policies, agriculture, and strategic planning.

    Analytical Center employees receive commendations on the 55th anniversary of the Center

    In October 2014, the Analytical Center celebrated its 50th anniversary. The history of the organization began in 1959 during a period of fast growth of the Soviet economy.

    Thus far the longest and most productive period for the Center was spent under the name the Main ICT Center of the State Planning Committee of the USSR. The Main ICT Center served as the analytical nucleus and a huge computer for the State Plan-ning Committee, the headquarters of the soviet planned economy.

    In December 1991, as the country began its transition to the market economy, the Main ICT Center was reorganized into the Center for Market Research and Forecasting that first functioned as part of the Ministry of Economics and Finance of Russia and in 1993 began to report directly to the Russian Government. The Center was established during the most challenging period, just as the USSR was falling apart and had to tackle problems that were completely new at the time and included macroeconomic forecasting and analytical support of the on-going economic reforms.

    Simultaneously, another organization that was also functioning on the basis of the old Main ICT Center was the Work Center for Economic Reforms set up to provide legal support for the reforms. Experts from the Work Center for Economic Reforms took an active part in the development of a number of bills and medium term programs. They also prepared expert opinions on a huge number of legislative initiatives and ministry documents, identifying incompetent or unaffordable proposals by lobbyists.

    The Analytical Center for the Government of the Russian Federation was estab-lished in December 20, 2005, by the Governmental Resolution No. 777. The new Ana-lytical Center was set up by merging the Market Research Center and the Work Center for Economic Reforms and became the legal successor of both.

    In December 2012, the Analytical Center was reorganized into a modern consulting company specializing in the fields important for the Russian Government.

    Thus, when the time came to celebrate the 55th anniversary, the Center was op-erating in a new format, having absorbed and preserved all the best practices of its predecessors but also utilizing modern approaches in its work and developing innova-tive practices, while remaining focused on its main mission: providing expert support for the Government.

    Vladislav OnischenkoFirst Deputy

    Graduated from the Faculty of Economics of Lomonosov Moscow State University.

    1995-1998: headed the Analytical Department of the PRIME-TASS news agency.

    1997-2000: worked in the economic expert group of the Ministry of Finance of the Russian Federation.

    2001-2012: Manager of projects introduced by the Government Executive Office, the Ministry of Finance of the Russian Federation, the Ministry of the Economic Development of the Russian Federation, the International Bank for Reconstruction and Development.

    Has worked at the Analytical Center since December 2012.

    Oleg VoitenkoFirst Deputy

    Graduated from the National Research University – Higher School of Econom-ics with a degree in State and Municipal Administration.

    2000-2005: worked at the Department of Regional Programs of the Ministry of Economic Development of the Russian Federation.

    2005-2008: headed the Center for Stra-tegic Research “Regional” Foundation.

    2008-2012: worked at the Department for Interaction with Federal and Municipal Authorities of the Federal Housing Devel-opment Foundation.

    Has worked at the Analytical Center since January 2013.

    Konstantin NoskovHead

    Graduated from the Moscow State Uni-versity of Instrument Engineering and Computer Science majoring in Automat-ed Information Processing and Control Systems and later received a Master’s Degree of Strategic Management from National Research University – Higher School of Economics.

    Worked in the Ministry of Economic Development of the Russian Federation in 2001-2008, starting out as a chief specialist and eventually being promoted to deputy department head.

    In 2008-2011, he worked in the Rus-sian Government as deputy director of the Department of Public Administration, Regional Development and Local Admin-istration and then as director of the ICT and Communications Department.

    On November 30, 2012, was appoint-ed Head of the Analytical Center.

    Galina ChinarikhinaDeputy

    Has a degree from the Faculty of Eco-nomics of Moscow Technical University of Communication and Informatics.

    Worked at the Central Research Insti-tute of Communication, the Center of Economic and Political Research, WOS-TOK Magazine (Germany), ID Reforma.

    Has worked at the Analytical Center since 2009.

    Gleb PokatovichDeputy

    Graduated from the African and Asian Studies of Lomonosov Moscow State University and the Russian School of Economics. Has been involved in state governance and public finances projects for over 10 years.

    2002-2008: worked at the Center for Fiscal Policy.

    Has worked at the Analytical Center since 2009.

    Vasily PushkinDeputy

    2002: graduated from the Moscow State University of International Relations of the Russian Foreign Office with a degree in Finance and Credit.

    Worked at the Ministry of Economic Development of the Russian Federation, the Administration of Krasnodar Territory and for private companies.

    Has worked at the Analytical Center since 2013.

    Svetlana GaneevaDeputy

    Degrees from Moscow Engineering Phys-ics Institute, National Research University Higher School of Economics (HSE), and the Moscow State Institute of Interna-tional Relations.

    Worked at the Ministry of Economic Development, the Center for Strategic Research, PricewaterhouseCoopers, and the City Agency for Investment Management.

    In December 2014, joined the team of the Analytical Center.

    Mikhail PryadilnikovDeputy

    Has a MA from Harvard University. In 2009 received a PhD from Harvard University.

    Worked at the London School of Economics, the World Bank, the Mos-cow government and the Russian Ministry of Economic Development.

    Yury UrlichichDeputy

    Degrees from the Moscow State Universi-ty of Geodesy and Cartography, Moscow State University of Technologies and Management, the Military Academy of the General Staff of the Armed Forces of the Russian Federation. Professor, D.Sc. in engineering.

    The department carries out research and prepares analytical ma-terials on the transportation sector, developing proposals on how to improve the legal framework in transportation and participat-ing in the development of strategic documents that set priorities for the transportation sector.

    Department for Project Management in the Public SectorHead — Pavel Shestopalov

    The department carries out research in project management in the public sector, providing expert and methodological support to public sector organizations to help them introduce and refine project management systems.

    Department for Information TechnologiesHead — Alexander Malakhov

    The Department specializes in information technologies, digital information resources, software development tools, and auto-mated systems for government agencies, as well as methodologi-cal support for the design, development and implementation of databases and software applications for database manage-ment and information support.

    Department for Regional PolicyHead — Sergey Aristov

    The department conducts research in the field of socio-econom-ic development of Russian regions and municipalities, works out regional development strategies, and designs socio-economic development programs and special purpose programs.

    Department for Expert AnalyticsHead — Diana Kaplinskaya

    The department carries out research that the government commissions the Analytical Center to do in order to assess the implementation of Russia’s policy in socio-economic devel-opment, assess the conditions, trends and risks related to the implementation of strategic documents.

    Department for Research WorksHead — Veronika Vatazhina

    The department ensures the Analytical Center takes part in bids for research projects, monitors execution of research projects by the Center, organizes and supports the work of the Scien-tific Advisory Board, monitors the implementation of the state assignment for the Analytical Center.

    Department for Legal ExpertiseHead — Marina Labozina

    The department develops proposals on state policy and priori-ties for improving the regulatory environment and state control, supervision and optimization of the activities of executive authorities.

    Department for Competition PolicyHead — Tatiana Radchenko

    The department carries out research and monitors the imple-mentation of the country’s competition and anti-monopoly policy, prepares recommendations and proposals for addressing priority issues related to the promotion of competition, includ-ing the introduction of the Standard for the Promotion of Com-petition in Russian regions.

    Department for Social PolicyHead — Natalia Nikolaeva

    The department deals with issues of social policy and social sector economics. This includes assessing and analyzing the outcomes of the implementation of state strategic planning documents in the social sector.

    Department for Strategic Studies in EnergyHead — Alexander Kurdin

    Experts of the Department study energy markets, structural shifts in the global energy sector, trends in the fuel and energy balances at the global level and in specific regions, development of the relevant transport infrastructure and strategic decisions about the development of Russia’s fuel and energy sector.

    Department for MonitoringHead — Tatiana Eferina

    The department takes part in preparing materials on social policy, carries out external assessment of state plans, projects, current regulatory documents, risk factors pertaining to the expected outcomes of state programs, projects and measures.

    Department for Fuel and Energy SectorHead — Victoria Gimadi

    The department carries out research in specific areas as well as in the fuel and energy sector as a whole, including studies that look at relevant problems in the energy sector that can have an im-pact on the energy security of the country or the stability of the Russian fuel and energy sector.

  • Department for International CooperationHead — Denis Ershov

    The department helps integrate the Analytical Center into the global expert community, cooperating with foreign expert analytical institutions, working with Russian graduates of edu-cational programs from leading universities from around the world.

    Department for Legal SupportHead — Svetlana Razmislovich

    The department provides legal support for the Activities of the Analytical Center, restores and protects the legitimate rights and interests of the organization, makes sure internal legal regulations adopted by the Analytical Center abide by applica-ble laws.

    Department for Public RelationsHead — Irina Iskakova

    The Department keeps the public informed about the activities of the Analytical Center. It is responsible for relations with mass media, the maintenance of the official website and the organization’s social media accounts. The Department is also in charge of visualizing state programs and documents.

    Department for Organizing Expert-Analytical EventsHead — Svetlana VoronenkovaThe department develops the expert network of the Analytical Center, organizing forums, conferences, round tables and other expert events at the offices of the Analytical Center as well as during major congress events in Russia and abroad.

    Department for Finance and BookkeepingHead — Sergey DulshikovThe department is in charge of the business and financial op-erations of the Analytical Center, preparing its financial state-ments and tax reports, organizing and placing orders for goods and services the Analytical Center needs to carry out state instructions, perform its obligations and meet its own needs.

    Department for Material ManagementHead — Igor Shik

    The department offers user tech support, maintaining auto-mation equipment, ensuring information security and availability of engineering systems, equipment, communications systems, energy supply and other building infrastructure.

    Department for Finance and BookkeepingHead — Sergey DulshikovThe department is in charge of the business and financial op-erations of the Analytical Center, preparing its financial state-ments and tax reports, organizing and placing orders for goods and services the Analytical Center needs to carry out state instructions, perform its obligations and meet its own needs.

    Administrative DepartmentHead — Anastasiya RodnikovaThe department is in charge of organizing proper documenta-tion management, providing organizational and information support for the activities of the Analytical Center and its head, organizing administrative work, keeping track of documents be-ing created and executed, coordinating interaction between the departments of the Analytical Center as they go about carrying out management instructions.

    Department for Human ResourcesHead — Yulia UvarovaThe department keeps the Analytical Center staffed with highly qualified personnel, helps develop a corporate culture and a comfortable working environment, helping new hires better adapt in the organization. The department is also in charge of incentivizing staff and organizing their professional develop-ment. The department’s job also includes organizing corporate and charity events.

    The key to success is to keep recruiting top notch experts and specialists in various fields.

    Project Olimp — Contest for Professional Project Managers in the Public Sector

    In August - November 2014, the Analytical Center organized and held a contest for profes-sional project managers in the public sector Project Olimp. The contest was organized and held with the support of state authorities and the expert community.

    70 applications were submitted to take part in the contest from federal and regional min-istries, government agencies, government controlled organizations, state companies, state corporations and development institutes. 30 projects made it to the finals.

    The award ceremony for the winners was held on November 20 during the conference on practical application of project management in the public sector. Winners in the contest included the Ministry of Trade of Russia, the Federal Treasury, Rosatom State Corporation. KAMAZ OJSC, the Department for Labor and Employment of Tyumen Region, the Depart-ment of Interior and HR Policy of Belgorod Region and others.

    The contest demonstrated that there is a lot of demand for the project-based approach at all levels of state governance so the organizers and the participants decided to hold the contest annually

    «Budget for Citizen» — Contest

    The Analytical Center participates in the efforts to identify and disseminate the best prac-tices in presenting information on the management of public finance in an open format accessible to all people.In 2014, the Analytical Center in conjunction with the Finance Ministry and the Open government announced an open public contest for projects aimed at finding engaging and easy-to-follow formats for presenting the budget of the Russian Federation to people in five nominations. 72 applications were submitted from individuals and legal entities from all over the country. The jury selected 10 winners.

    Open Government Data (Open Data)

    Throughout 2014, the Analytical Center was holding round tables, seminars and conducting studies into open data in Russia and abroad.

    In the fall of 2014, an online survey was conducted of developers of applications and ser-vices that are the main consumers of open data in order to identify the prospects for various uses of open data, identify the effects that can be achieved by using open data and find out which services and data sets would be most popular and most in demand.

    As a way to look back at the results achieved during the year, on December 15, the Analytical Center held a conference on the introduction and use of open data for economic development in Russia and abroad. Experts talked about ways to implement the open data concept in Russia, prospects for development of applications relying on open data and ana-lyzed the findings of a study into the implementation of open data initiatives in Russia. The conference was also broadcast through the Internet as a webinar where more than 220 peo-ple signed up to watch it.

    Introducing competition promotion standard in Russian regions

    In cooperation with the Federal Antitrust Service of Russia and the Agency for Strategic Initiatives to Promote New Projects the Analytical Center offers information support on the introduction of the competition development standard in Russian regions.

    In April 2014, 6 Russian regions, the Republic of Tatarstan, Khabarovsk Territory, Volgograd Region, Ulyanovsk Region and Saint Petersburg, began a trial introduction of the competition promotion standard. According to the Road Map for the Development of Competition and Improvement of the Anti-monopoly Policy all Russian provinces and regions are to begin to introduce the Standard in 2015. The results achieved by executive authorities in this area will be used as one performance indicator for their heads.

    Throughout the year, the Analytical Center held expert events to assess the prospects of the project and identify relevant issues and problem areas. Experts discussed the issues identified during the monitoring of the situation and s survey of the regions and then talked about the key issues encountered in the initial stages of the introduction of the Standard: selection of priority and socially important markets to promote com-petition in, setting targets for the market and resolving the issues of interdepartmental cooperation during the implementation of the requirements of the Standard.

    In 2014, the Analytical Center carried out over 20 R&D and consultancy assignments for external customers.

    The research and consultancy jobs had to do with socio-economic development in the country, analysis of strategic docu-ments and legal regulations, expert assess-ments, development of various proposals and recommendations.

  • Global and Russian Energy Outlook up to 2040

    The publication presents the finding of a joint study carried out by the Analytical Center and the Institute for Energy Research of the Russian Academy of Sciences that includes key estimates for the economic development of various countries and regions around the world, an overview of long term problems and oppor-tunities that exist in the energy sector, an analysis of key factors affecting the future of the energy sector, the energy policies of various countries, prospects of various companies and industries

    The first issue of Outlook-2040 came out in April 2013. One year later, in April 2014, an updated version was released that offers revised projections for how the global energy sector is going to develop.
