Welcome
Founded in 1972, Operation Lifesaver’s mission is to end collisions, injuries and fatalities at railroad grade crossings and along railroad rights-of-way. Albuquerque
has its own very unique historic railway going through the heart of the city, the Atchison, Topeka and Santa Fe and the Atlantic and Pacific Railroad. The railroad system has shaped Albuquerque ever since the 1880s, when Albuquerque was deemed as the division point between these major rail systems. The education that Operation Lifesaver provides is paramount to the safety of all the citizens of Albuquerque, and we thank you for the great work that you do.
In addition to the important dialogue that will take place during the conference, I hope that you will also find some time to experience the abundant cultural attractions, local cuisine and unique ambiance found only in Albuquerque. Your visit is important to us, and we hope that you enjoy your stay in the “Land of Enchantment.”

months to organize a meeting that will allow you to
reconnect with good friends; learn about innovations in
rail safety education, engineering and enforcement; and of
course, reignite you for the next phase of the See Tracks?
Think Train! campaign.
We hope you will see their efforts in every detail of the
conference, from the Opening Ceremonies with the Kirtland
Air Force Base Color Guard and welcomes from keynote
speakers FRA Administrator Joseph Szabo and NTSB
Acting Chairman Christopher Hart, to a stirring motivational
talk by renowned mountain climber Eric Alexander.
You’ll hear from See Tracks? Think Train! spokespersons
and see a new video we developed in our ST3 campaign
session. Our Trespass Panel will bring you updates on new
trespass prevention research and initiatives. Engineering
panelists will walk you through updates to the MUTCD.
Our Social Media panel will share lessons on how to
harness platforms like Facebook and Twitter for maximum
effectiveness. The Transit panel will give you great ideas on
how to strengthen your relationship with your local transit
agencies and improve safety around transit systems. Don’t
miss out on the International Panel; we’ll be joined by
trackSAFE’s Naomi Frauenfelder of Australia, Operation
Lifesaver Estonia’s Tamo Vahemets, along with Operation
Lifesaver Canada’s Mike Regimbal. It will be exciting to hear
about rail safety education efforts in other countries.
We’re here to have fun, too, so we hope you’ll buy some
raffle tickets, join us in celebrating the award winners and
come on our outing up the Sandia Peak Tramway to the
High Finance Restaurant.

We are thrilled you are joining us in “The Duke City” along
with numerous policymakers, professionals and experts
from across the globe who share a common vision of
keeping communities safe around tracks and trains. Your
participation reflects our growing momentum in carrying
forth the rail safety message and ensuring that it’s heard by
the people who need it most.
We are less than two months into one of our most
ambitious national campaigns, See Tracks? Think Train!
The success of the campaign will help shape the future
direction of Operation Lifesaver. That’s why I encourage
you to use the resources available to you at this
conference. Exchange ideas. Share what works. Offer help.
I have been so proud leading the conference committee
for months to help shape the sessions and organize
this gathering. Now you get to see the fruits of our labor
and hopefully come away enriched, empowered and
reinvigorated.
I am so grateful for the hard work of the conference

8 2014 Operation Lifesaver Leadership Conference
Keynote SpeakersJoseph C. Szabo is the 12th Administrator of the Federal Railroad Administration (FRA) and the first to come from the ranks of rail workers. He leads a staff of more than 900 professionals located in Washington, DC, and at field offices across the United States who develop and enforce safety regulations; manage financial assistance programs; and oversee research and technology development programs.
He holds a baccalaureate degree in Labor Relations from Governors State University and is the recipient of an honorary doctorate from Lewis University for his lifetime commitment to public service.

Eric Alexander
Christopher A. Hart is Acting Chairman of the National Transportation Safety Board. He was sworn in as a Member in 2009, and designated by the President for a two-year term as Vice Chairman of the Board on August 18, 2009. In 2013, the President nominated him for a second term, and he continues to serve as Vice Chairman.
Hart joined the Board after a long career in transportation safety, including a previous term as a Member of the NTSB. Before returning to the Board, Member Hart was Deputy Director for Air Traffic Safety Oversight at the Federal Aviation Administration. He was previously the FAA Assistant Administrator for the Office of System Safety.
On May 25, 2001 Eric Alexander scaled Mt. Everest guiding his blind friend Erik Weihenmayer to its lofty 29,035-foot summit. In 2002, the pair traveled to Russia and climbed Mt. Elbrus at 18,500 ft, and again found success on Mt. Kosciusko, Australia — two more of the seven summits (the highest points on each of the seven continents). Notably the pair skied from the top of each of these latter two— making this the first-ever blind ski descents. Eric shares this inspirational story with audiences all over the country and when he is not traveling, he teaches disabled skiers in Vail, Colorado and directs Adventures Beyond Limits, an organization that educates and encourages youth with disabilities in the outdoors.

Making Progress with See Tracks? Think Train!
Launch Day began at 5:45 a.m. The entire campaign planning team piled into the offices and studio of Home Front Commu-nications in Washington, DC, for a day of
booked interviews for radio, TV, print and Internet. OLI President Joyce Rose, along with campaign spokesmen Russ Fletcher, KCS train engineer, and Mark Kalina, Jr., a trespassing incident survivor from Ohio, conducted more than 25 interviews by 1 p.m. and then were joined in studio by FRA Adminis-trator Joe Szabo and on the phone by FTA Deputy Administrator Therese McMillan for a press confer-ence call officially announcing See Tracks? Think

To date, the media tour we conducted at launch has resulted in 168 airings across the country, reaching an audience of about 3.2 million. And, right now, the Regions 2 and 3 “focus periods” are being carried out with our ST3 PSA playing in movie theatres throughout the South, ST3 radio PSAs playing in Ohio, billboards along I-95 in Delaware, advertising at local sporting events and special freight railroad partner safety trains spreading the ST3 message. At last, the campaign has launched. Here’s a summary of what’s happened so far. Throughout the conference, you’ll be challenged to take ST3 to the next level in your state.
On April 8, 2014, we officially launched the See Tracks? Think Train! campaign to the world.

Established in 2010 to recognize people inside or outside of the Operation Lifesaver program who advance
OL’s community safety goals, the Operation Lifesaver Champion Award, which may be given at the
discretion of the OLI President, honors an individual who has contributed significantly to the mission
of Operation Lifesaver in any of the three “E” components of rail safety: education, enforcement or
engineering. Nominees can range from an OL volunteer to someone sponsored by another organization to an
OL state coordinator, or they may have no direct involvement in the program other than to promote the OL safety
message in their endeavors. On Thursday evening, find out who we will honor with this year’s OL Champion Award.

The Operation Lifesaver Champion Award
Dan Di Tota, currently investigator-technical coordinator at the
Transportation Safety Board of Canada, and formerly national director of Operation Lifesaver Canada, was presented with
the OL Champion Award for outstanding service in promoting rail
safety education.
Mike Glenn of Georgia, a former NBA player and television sports analyst, received the inaugural OL Champion Award for incorporating rail
safety education into a youth sports program for the hearing-impaired and in national speaking engagements.

About the F. Tom Roberts Memorial Award
Started in 1994 in memory of a man who dedicated the majority of his life to reducing or eliminating death and injuries along railroad tracks, the F. Tom Roberts
Memorial Award honors an individual who has demonstrated outstanding dedication to safety in the number of volunteer hours committed to Operation Lifesaver annually, the nature of volunteer activities performed, and other personal contributions to the Operation Lifesaver program. Nominees may be Presenters, Associates and/or Volunteers donating time and energy to promote the OL railroad safety mission within a state program.
The nominee’s contributions must be based on volunteer service to the Operation Lifesaver program. Only State Coordinators may nominate individuals for this award — allowing them to honor outstanding volunteers dedicated to promoting railroad safety within their state. State Coordinators may nominate more than one individual if so desired.
This award is presented every other year at the national Operation Lifesaver conference. As part of the award, the winner’s OL Conference registration fee and travel expenses are covered by funds raised at the conference and previous conferences.
Nine state coordinators nominated long-time Operation Lifesaver volunteers for this year’s award. Join us Thursday evening at the Awards Ceremony to honor these selfless individuals and to celebrate the achievements of the winner.
