School Overview
St Francis Xavier School has been serving the Catholic parish communities in and around Box Hill since
1928. The school’s devotion to faith and education is supported by a dedicated teaching team and
strong and productive community relationships. The school serves a diverse community.
The 2014 August enrolment was 331. The language background of students and families is varied, with
approximately 40% of families from language backgrounds other than English. Among our students the
school has listed 32 different language backgrounds. Once again the school catered for a group of
students who were funded as New Arrivals to Australia.
11% of students are in receipt of the Education Maintenance Allowance.
The school is characterised by:
• A setting in substantial grounds
• Historic original school building
• Modern new buildings
From Prep to Year Six, students develop their spiritual and academic awareness in an environment that
supports the gospel values of trust, respect, forgiveness and care. Students are actively engaged in their
education and embrace a comprehensive curricular and extra-curricular program. Classrooms are places
of inspiration, challenge and collaboration.
Teachers at St Francis Xavier cater for the different learning styles of children with quality learning
outcomes their constant focus.
Some of the school’s physical resources and features include:
• A New Multi Games Area (2013)
• A modern library – the Discovery Centre
• Air conditioned classrooms
• Computer access and interactive whiteboard in every classroom
• Well equipped technology room
• Adventure playground
• Art room and extensive sporting program and natural grass oval.

Parish Priest’s Report
2014 was a momentous year for St Francis Xavier School and indeed
for the whole of Greater Box Hill parish. After four decades of pastoral
care attentively delivered by the Franciscan Friars, the administration
of the parish reverted to the Archdiocese when Archbishop Hart
appointed yours truly, a diocesan priest as the new parish priest. As
further consideration for our parish needs, he assigned Fr Michael
Gallacher and Fr Michael Kong to assist me. Their enthusiasm for and
devotion to the staff, students and their families has been
reciprocated by the school community.
As I became acquainted with the staff and students, I was delighted to
discover our primary school is at the cutting edge of innovation in
education, social inclusion and faith development. The leadership,
competence and skills of our staff are the envy of other schools. Our
students’ accomplishments are source of pride both for their families and the teachers who teach them.
The astute preparation of a master plan for the school had empowered us to make optimum use of
funding from the Federal and State Governments. This has meant that the school now finds itself in a
healthy financial situation.
The School Improvement Framework, now in its review phase sees the school itself taking responsibility
for the development and implementation of the School Improvement Plan for the next 5 years.
I have every confidence that with the continued support of the parish and particularly the school
community, our students and staff will continue shine in the years to come.

Principal’s Report
Beating drums and Chinese Lion dancing welcomed in the
Lunar New Year and our school year at the Beginning of
the Year Family Picnic. The traditional lettuce throwing
was a great ‘hit’ with the children. The whole community
celebrated the New Year together with great gusto!
Other important community events for the year included
the annual concert at which our children showed great
talent. As always the concert brought the whole
community together and it was a gala event. For our
parent community, the P&F Dinner Dance once again gave
us the opportunity to enjoy a social event together. A wonderful evening was had by all.
The November Spring Fair, for the whole family, was a successful fund raiser, but more importantly, it
brought our whole community together in one large day of fun and wonderful food! A huge vote of
thanks goes to Julie Mackinnon and the Fair Committee for the large amount of work done.
Saying Good bye to the Franciscan Friars in April was a sad farewell. The Friars cared for our community
for approximately 38 years with great dedication and service. As a token of our gratitude we collected
$2079.00, which we donated to Caritas on behalf of the Friars. We thank the Friars who have given so
much of themselves to our community over the years. We warmly welcomed our diocesan priests to our
parish - Fr Tony Kerin, Fr Michael Gallacher and Fr Michael Kong.
As always we celebrated the sacraments of Reconciliation, First Eucharist and Confirmation with our
children. These were all wonderful celebrations.
Google Apps for Education (GAFE) was the ‘order of the day’ for our learning in Technology for both
children and staff. Fourteen staff members participated in the GAFE Summit held at Xavier College in
Kew in October during the school holidays. They brought back much new learning for us all. The apps
are changing the way we collaborate, connect, communicate and create. Technology is a tool for
learning; it does not take the place of good teaching.
The rich diversity of our Community was celebrated on our Cultural Day. Conducting our own Review
process as part of the School Improvement Framework was a privilege for
the school.
I sincerely thank all children, staff and parents for the contribution made to
the life of the parish school community in 2014.

School Education Board Report
The Board met eight times in 2014. Improvements in the education and wellbeing of our students have
again been central to the Board’s Mission.
It has been a year of change with the withdrawal of our dear friends the Franciscan Friars and the
installation of Father Tony Kerin as Parish Priest and Fathers Michael Gallacher and Michael Kong as his
assistant priests. If you have not met them yet, I encourage you to get to know them as they are keen to
meet you. They have many plans to enrich our parish school community in the future which will see
children and families more engaged with their faith.
School Policies have been reviewed and updated as part of our ongoing commitment to ensure
currency. The Anaphylaxis Policy, Photo Permission Form and Privacy Policy have all been addressed this
year.
In June a meeting was held with Smith & Tracey Architects to discuss ideas for a master plan for the
school site for any future developments. More information is expected to be available in 2015.
I take this opportunity to thank all of the Board members for their ongoing support and contribution to
the improvement of the education and wellbeing of our children along with the support they have
provided to the leadership team at our school.
Cie Freeman and Jane Brenchley are both retiring from the Board after four years of dedicated service.
Their membership has been valued and their input always insightful and welcomed.
Sadly, I retire this year after four years on the Board; the past two as Chair. I take this opportunity to say
thank you to everyone. It has been a privilege to serve all members of our school community
I will finish by saying that it is through involvement by all families with our school that our school
prospers. You will find that if you are involved, your relationship with our school community will prosper
as well. We have a great school, which is highly regarded throughout the education system in this state
and beyond. The staff led by Carmel and Marcus are a professional, committed team who through their
actions live out and guide our children in the four values of our school community, being trust, respect,

Parents & Friends President’s Report
It is with great pleasure that I present the President’s report for 2014. In our last twelve months, the
parents and friends association have made both visible and invisible changes to the SFX landscape.
Whilst it is easy to see the outcomes of some of our major fundraising activities – the new tiered seating
and the playground additions, it is the not so visible changes and improvements that I am most proud of.
The range of events run under the P&F banner in 2014 has created greater connections between the
members of our school community. The Welcome to School Picnic started last year and held again in
recent weeks is an example of the P&F vision in action – a fun event that seeks to celebrate the start of
the school year and embrace an event with special significance for a number of our school families –
Lunar New Year. This is a great example of inclusiveness – a theme the committee have used as a
foundation for all events over the last 12 months.
I fully appreciate the efforts of all parents who have assisted our school community this year. However, I
particularly wish to offer sincere thanks to the members of the 2014 Committee:

The 2014 SFX Spring Fair was a wonderful success – measured both in the money raised being able to
fund the playground upgrade and support our friendship school in Timor Leste but also in creating a
more connected school community. I again thank the Fair organising committee for their work over
many months.
Whilst activities such as the fair are easily recognised for the mammoth effort it takes to get them off
the ground, we are so thankful to also have a band of volunteers happy to take on the activities that
perhaps don’t have the same profile as the Fair.
The varied social, fundraising and school support events run under the auspices of the P&F this year
included:

I would like to thank the SFX staff for their enthusiasm for the activities of the P&F and their support for
our functions. I warmly thank Carmel for her passion for our children’s education and her ongoing
support of the P&F and the activities we seek to undertake.

Education in Faith
Many strategies were used throughout 2014 to work towards achieving the goal of building an
understanding of faith in life based on the Gospel within a contemporary world.
Liturgy/Sacrament
The following Liturgical and Sacramental celebrations were
celebrated at St Francis Xavier in 2014. These celebrations
highlight our participation in the life of our parish.

Learning & Teaching
In 2014 St Francis Xavier School (SFX) entered the Review phase of the School Improvement Cycle. After
discussions with senior personnel from the Catholic Education Office Melbourne (CEOM), it was decided
that SFX had achieved a level of performance which equipped it to design and conduct its own rigorous
review process, which would be independent of the CEOM framework for schools. The CEOM provides
for these schools by giving the option to schools, deemed capable, of a Negotiated Review. A Negotiated
Review offers a more flexible approach to school review and provides an enhanced opportunity for
further challenge, investigation, research and support.
At SFX, in addition to an assessment of its overall performance during the implementation of the School
Improvement Plan 2011-2014, the aims of this negotiated review were to:
1. Identify a vision for a preferred future that focuses on improving every individual student’s
outcomes through highly effective pedagogical practices that are aligned with a culture of Personalised
Learning.
2. Examine our current state in relation to our Vision through an evidence-based inquiry looking at
the impacts on student growth by examining:
- patterns in individual student growth data
- teacher effect size data
- other qualitative and quantitative data.
3. Identify key improvement strategies in line with our challenges, based on research that would
enable growth toward our preferred future.
After an in depth examination of the article by John West-Burnham Leadership for personalising
learning by the whole staff, our vision for learning was articulated. The vision addresses the five
elements of Personalised Learning: Assessment for Learning, Mentoring & Support, Learning How to
learn, Curriculum Choices and Learning & Teaching strategies.
A Shift from the traditional lens on data
Under the traditional framework we had examined data which was mostly based on achievement means
and averages e.g. percentage of students at or above Victorian mean, rather than growth. We made a
shift towards a growth mindset which enabled two positive outcomes:
1. Every student’s growth was examined
2. This approach encouraged teachers to reflect on their impact on that growth.

Achievement data allowed for discussion about cognitive ability as a pre-condition of success rather
than the relationship of achievement and teacher impact. A growth mindset and consideration of the
‘impact of teaching’ are aimed at examining the entitlement of every student to achieve growth.
Therefore, the data that was given most attention in the exercise related to growth. Due to the fact that
using data in this form was new to St Francis Xavier, we acknowledge that there is a lack of trend data in
relation to student growth and teacher effect size.
However, whole school data still provides an insight into our performance against state and national
benchmarks. We achieved higher than the state mean in Years 3 and 5 in all areas tested.
Conclusions and Recommendations
This review served as one further element in St Francis Xavier’s culture of continuous reflection and self-
improvement. After identifying the vision for St Francis Xavier’s preferred future and examining our
current state through rigorous examination of data, our suggested goal, priorities and key improvement
strategies for the future are as follows:

Staff Professional Learning
Staff Professional learning was aimed at developing staff skills around the three Improvement Priorities:
1. Team Building
To develop effective teamwork within a culture of learning and trust (Teachers)
2. Wellbeing – Creating Positive Learning Environment – Talk, Listen & Solve, Kidsmatter
To improve students’ ability to understand, value and respect themselves and others
3. Differentiation
Raising standards of teaching, particularly in Literacy (Reading & Spelling) and Numeracy (Mathematical
Language & Concepts), by promoting and sustaining high quality differentiated teaching and extending
our understanding of a contemporary approach through implementing Leadership for Contemporary
Learning (LfCL). Associated with the Negotiated Review the main thrust of staff professional learning
was centred on the development of Personalised learning.

Student Wellbeing
Many strategies were used throughout 2014 to work towards achieving the goal of improving students’
ability to understand value and respect themselves and others:
Introduction of KidsMatter Framework - Component 3 – Working with Parents and Carers.
The school began to introduce a focus on the KidsMatter framework Component 3 –in which we worked
on strengthening our connection with parents and carers by systematically building relationships.
Beginning School Picnic
The Family Picnic and celebration of the Lunar New Year was a great success and the new initiative was
welcomed by our families. The introduction of the Lion Dancing proved to be highly popular with our
whole community.
The school continued to recognise the diverse cultures that are characteristic of our pan integral part of
our school community and wider community.
Prep Grandparents
The prep students invited their Grandparents into school for a morning to see the wonderful learning
that goes on in our school.
Ride2school Day
Ride2school Day saw a number of our students use a healthier alternative to get to and from school by
walking, riding or scootering. This also involved a number of our mums and dads getting involved.

Social & Emotional Learning skills were taught explicitly in each classroom through role play and
engaging activities from the ‘Bounce Back’ resources. ‘Bucket filling’ became a familiar phrase in the
school where positive behaviour was rewarded by filling someone’s bucket and negative behaviour was
discouraged and described as behaviour that empties someone’s bucket. This concept was explained
through picture story books and interactive learning materials.
Better Buddies
In 2014 St Francis Xavier extended the Buddies Program to involve the Year 1 & 5 students. The Year 5’s
buddied up with a Year 1 student. This allowed the Year 5 students to develop skills for role modelling
positive behaviour, further develop their leadership skills and self-confidence. For the Year 1’s it was
also very supportive to have someone in the school to go to for support and to continue to build on
their social skills and confidence at school. The school participated in National Buddy Day in Term 2.
Tiered Seating Area & Multi Games Area Extension
The development of the schools multi games area and tiered seating area provided a new area for the
students to play and utilise during their recess breaks. Our school recognises the importance of
providing areas in the playground for all students to enjoy and feel safe.
Cultural Day
Our school is such a diverse place to learn, grow and play. On our Cultural Day we came together to
celebrate our many cultures. The day captured how wonderful it is to belong to a community where we
can learn from and acknowledge the people we have from all over the world. The children embraced the
idea of Cultural Day as they dressed up and made the best of every activity getting into the spirit of the
day. Visiting the activities and observing the children at the “Luigi Zucchini” Magic Show, the look of joy
and total engagement was easy to see. The children tasted Chinese fried rice, Vietnamese rice paper
rolls, pizza and gelati. Their enjoyment was obvious as they took part in activities such as making an

Indian Diwali wall-hanging, Chinese ornament, Japanese origami, Latin dancing, Aboriginal Dreamtime
stories and Indian henna body art. A big vote of thanks goes to those who organised the day.
School Choir
Our wonderful choir performed at North Blackburn
Square Shopping Centre, led by Mrs Warr.
School Camps
Developing healthy relationships and getting to know one another
are some of the great outcomes of the camping experience.
Additionally there are opportunities for team building and a range of
learning activities in an alternative setting. In 2014 Years 4-6
experienced both Healesville and Sovereign Hill camps.
Attendance Monitoring
The school:
1. checks student attendance at least twice a day
2. monitors daily attendance and identify absences from school or class
3. follows up unexplained absences

STUDENT SATISFACTION
Fifty Year 5 and 6 students were surveyed. The above results are generally comparable to the Victorian
Primary Mean, with the exception of the perception of Classroom behavior.
There was a pleasing increase in the students’ perception of both purposeful teaching and stimulating
learning over the 2013 results.

TEACHER SATISFACTION
There was a drop in some aspects of staff climate data in 2014. Some of the possible reasons for the
decline in Staff Climate variables in 2014 could include an overcrowded improvement agenda. This
included dealing with understanding and implementing the changes associated with the introduction of
the new AusVELS Curriculum.

School Community
The school goal of building a learning centred community that
fosters social inclusion and connectedness has informed all
the activities of the community.
Spring Fair
Exhilarating rides, face painting, superb coffee, decorations, gorgeous craft work, music and dancing
were but some of the hallmarks of the 2014 Spring Fair. The P&F Fair committee led by Julie Mackinnon
coordinated a hugely successful and fun filled day. The money raised from the Fair funded the new play
equipment in the adventure playground.

PARENT SATISFACTION
Parent satisfaction is generally high. One hundred and thirty-four parents completed the suveys in 2014
compared to 84 in 2013. The results from the increased number of parents show a similar pattern to the
results of 2013, although the school’s results are generally lower than the Victorian Primary Mean.

Finance Performance
The financial position of St Francis Xavier Box Hill is very sound. The 2014 Annual Financial Statements were audited by Deloitte in February 2015 with excellent results. Governance of the school’s finances is very thorough with policies, procedures and processes dictated by the Catholic Education Office, and monthly visits by the School Accountant, who also provides regular financial reports to the school’s Finance Committee, which reports to the Education Board. The school’s biggest ongoing financial commitment is staff costs which totalled $2.4 million in 2014; whereas the biggest capital commitment

is the loan towards the major building project undertaken in 2009. The balance at 31 December 2014 was $1.3 million and it is due to be paid out in 2024.
