A Vision of Safety for NISD
• Kids come first and environment influences learning and teaching.
• We in the education business have to innovate and adapt with our changing world.
• How we approach safety and security in our schools is ever changing.
• As a result of these changes we will train differently and continue to implement new procedures and programs.
LEGISLATION
• TEC Sec. 37.108. MULTIHAZARD EMERGENCY OPERATIONS PLAN; SECURITY AUDIT.
(a) Each school district shall adopt and implement a multihazard emergency operations plan for use in district schools. The plan must address mitigation, preparedness, response, and recovery as defined by the commissioner in conjunction with the governor's office of homeland security. The plan must provide for:
(1) district employee training in responding to an emergency;(2) mandatory school drills to prepare district students and
employees for responding to an emergency;(3) measures to ensure coordination with local emergency
management agencies, law enforcement, and fire departments in the event of an emergency; and
(4) the implementation of a security audit as required by Subsection (b).
(b) At least once every three years, a school district shall conduct a security audit of the district's facilities.

Significant Audit Findings
• NISD campuses and facilities are overall safe and secure.
• Staff and student surveys indicate a general feeling of safety.
• The overwhelming response to the question, “What does your school do best?” is successful and well-planned drills.
• Visitor check-in procedures have improved with the district standard in place.
• Personnel are responsive to student needs.
Significant Audit Findings
• Emergency Operation Plans are current and articulated.
• Facilities are well maintained.• Excellent communication system via phone, radio
system & web.• The awareness of safety and security has risen
sharply over the past several years.• Concern regarding access to buildings, i.e. doors
propped open, has diminished with awareness campaign.
Significant Audit findings
• Campuses take a proactive approach to safety, planning and practice are evident.
• Campus teams want additional practice and training on safety drills. This will be provided.
• Incident management has been highly effective.
Recommendations
• Continue emphasis with students, staff, parents and the community on building a safe and secure environment for learning.
• Provide additional training on safety and security areas for all stakeholders.
• Continue to work with individual campuses and departments on items specific to their area/facility.
• Continue to monitor drills and visit campuses to provide support and resource information.
• Other areas recommended for improvement is the need for additional cameras.
