A MESSAGE FROM THE ONTARIO FIRE MARSHAL AND CHIEF, EMERGENCY MANAGEMENT
Last year, Ontario fire service shared with me the need to revamp our current professionalization model. To that end, I have agreed to lead the efforts and the transition from the Ontario Fire Service Standards (OFSS) to the National Fire Protection Association Standards (NFPA) as the basis for our exemplar professionalization process. Therefore, the Ontario Fire College and the OFMEM ‐ Academic Standards and Evaluation Section has worked diligently to revise our current programs to align education and training to meet the knowledge and skill requisites of the NFPA Professional Qualifications Standards (NFPA – Pro Quals). As the Authority Having Jurisdiction (AHJ), in the spring and fall of 2014, I will be seeking re‐accreditation from IFSAC and ProBoard in order for the OFMEM to remain the certifying entity for the province of Ontario. However, this time, I will be seeking accreditation to a professionalization model based on NFPA – Pro Quals Standards. The Ontario Fire College has been busy at making necessary changes to its programs to align itself with the NFPA – Pro Quals standards. And again, in the spirit of offering triple “A” training that reflects the changing needs of Ontario fire service, the OFSS Diploma programs have been replaced by more portable and modular training programs based on established levels under the NFPA – Pro Quals model. This system will allow Ontario fire service to customize training according to their municipality’s needs and circumstances, while being cognizant of current fiscal realities. To that end, the Fire Prevention Diploma program, the Company Officer Diploma program, the Training Officer Diploma program, and the Fire Fighter program have been re‐designed. The programs will have multi‐stage levels to reflect a graduating mastery of knowledge and skills and escalating levels of competence associated with specific vocational performance as supervisory and technical requirements increase. I am still committed to oversee a further transformation of the Fire College as the focal point of education and training. I am looking forward to working with the new Assistant Deputy Minister of Public Safety Training Division Denise Dwyer and the OFC Principal in accomplishing this endeavour. We will continue to expand on alternative delivery of training by forging more concrete relationships with Regional Training Centres, while taking a lead role in increasing online learning. I still expect the College to evolve into an ever more effective means for educating and training the fire service. The Ontario fire service has answered to the challenges of transitioning from the OFSS to the NFPA in our professionalization model. I thank you for responding to these challenges and for partnering with me to make these new educational and training programs, as well as this new calendar a reality, given the short timeframe we set forth. Lastly, I urge you to continue your participation in the College transformation over the next few years and to continue your valuable contribution to the Ontario fire service professionalization model, which has sustained national and international accolades over more than twenty years.
Tadeusz (Ted) Wieclawek Fire Marshal and Chief, Emergency Management

A MESSAGE FROM ACTING PRINCIPAL GUY DEGAGNE
Welcome to the 2014‐2015 OFC Calendar! This calendar year will mark yet another milestone. The Ontario Fire College was established in 1949 under the provisions of the Fire Department Act. In 1958, the OFC moved from Toronto to its current campus location on Lake Muskoka in Gravenhurst. From Technology programs to Diploma programs, the OFC has seen the evolution of the OFM’s vision of a professionalization model and standardization of training for all fire services in Ontario. This year, we are entering a new era. First, under the Ministry’s Training Modernization Project initiative, the Public Safety Training Division was established. This new division will administer the affairs of all three provincial colleges, including the Correctional College, the Police College, and the Fire College. To that end, the Fire Marshal is delegating his duty to maintain and operate a central fire college to Assistant Deputy Minister Denise Dwyer. Secondly, under the tutelage of Fire Marshal Ted Wieclawek, the OFMEM is moving our competency‐based training programs from the Ontario Fire Service Standards to the National Fire Protection Association ‐ Professional Qualifications Standards. The latter transformation would not have been possible without the support of Ontario Fire Service and associations, such as the Ontario Association of Fire Chiefs, the Ontario Professional Fire Fighter Association, The Fire Fighter Association of Ontario, the Ontario Municipal Fire Prevention Officer Association, and the Ontario Association of Fire Training Officers, to mentioned a few. The Fire marshal set up an ambitious schedule to achieve the transition and without the dedication and professionalism and devotion of the OFC instructional team, I don’t know if this would have been possible! The new calendar is here and although most of the formalities will remain the same, there are fundamental changes to programs and course offerings. I invite all of you to peruse the new calendar and to familiarize yourselves with the new course offerings and program formats. Succinctly, one of the major changes pertains to evaluation processes and program designs. With respect to program designs, while transitioning to the NFPA Professional Qualification Standards, programs have changed from a one‐fits‐all format to a modular format to allow flexibility and customization by Ontario fire service in order to meet the needs and circumstances of their municipality. In addition, the new format designs will be more affordable, attainable, and accessible to fire service in response to the changing fiscal reality we are enduring. To that end, programs have been streamlined and several alternative delivery methods will be offered to better serve Ontario fire service. With Respect to evaluation processes, some programs will benefit from evaluation methods that will allow immediate certification, where other programs will require certification from the OFM – Academic Standards and Evaluation Section. Where historically, certification required General Performance Objectives to be completed and signed by fire chiefs, now certification will be based on evaluation from the OFM only! The Job Performance Checklist has been dropped from all programs with the transition to the NFPA. All that being said this is a transition year and although there may be some hiccups, the OFC is committed to dynamically working with Ontario Fire Service to assure the prosperity of the Ontario Professionalization Model and to make Ontarian and fire personnel safer through its exemplar training system. Again, thank you everyone for making this transition a reality. Guy Degagne, Acting Principal Ontario Fire College
