The economic potential of St. Petersburg was steadily developing during the last years. This is reflected in the basic indices of economic development such as, for instance, the volume of foreign direct investment and the volume of the

gross regional product. Both have demonstrated positive trends over the last years.

The Government of St. Petersburg creates conditions for intensive development of pharmacy, medicine and biotechnology, and also for increase of Russian products volume on international and domestic markets and growth of Russian products competitiveness by linking educational and research institutions, developers, manufacturers of medicines and medical equipment.

St. Petersburg producers of medical equipment accumulated significant experience in design, production and application of innovative technologies in medical equipment and products. A unique scientific base has been formed in St. Petersburg for conducting

studies in all areas of pharmaceutics and medicine that combines the potential of leading universities and research organizations.

During the last years international cooperation of the medical cluster is actively developing. Agreements on scientific and technical cooperation with a number of European medical clusters are signed. World experience shows innovations are coming from small and medium-sized companies. The expansion of international partnerships is the crucial component for the competitiveness of both Russian and foreign companies.

1. Industry overview

1.1. General industry overview Medical equipment and goods market in Russia as of 2010, according to various estimates, is in the range of EUR 2.5-2.75 bln., which is about 1.1% of the global medical goods market. Russian market of medical equipment and medical goods is one of the fastest-growing markets. According to the goals of Russian Federal Targeted Program, the production volume of medical goods in Russia should reach EUR 5 bln. by 2020.

Almost EUR 250 mln. of the Russian state funds were allocated to the development of medical industry in 2011-2012 in the framework of the Russian Federal Targeted Programs . For the same period the Ministry of Healthcare of the Russian Federation provided additional EUR 650 mln. for funding of scientific research in subordinate to the Ministry universities, R&D works in research institutes, works in Federal Biomedical Agency and Russian Academy of Medical Sciences.

In order to support domestic pharmacy and medical industry the Government of the Russian Federation will allocate EUR 3.75 bln. by 2020, this sum includes EUR 1.75 of Russian state funds in the framework of Federal Targeted Program “Development of Russian Pharmaceutical and Medical Industries of the Russian Federation by 2020 and for the Further Perspective”.

Today on the territory of the Russian Federation we have five of the most perspective projects in the field of medical equipment and pharmacy with funding of approximately EUR 225 mln. 80% of this sum consists of private money. One of the main priorities of Russian medical industry is the development of partnerships with the top world leaders in R&D and production of medical equipment and goods.

The another important direction is the development of the potential of the Russian higher educational institutions. At present more than 19 thousands scientists in more than 5270 laboratories are working in Russian research and higher educational institutions subordinated to Ministry of Healthcare of the Russian Federation. In 2010-2012 Russian Government allocated EUR 82.5 mln. to sectors “Medical equipment” and “Pharmacy” . And the financing of the mentioned state projects will be continued further. Additionally more than EUR 25 mln. are allocated to the program of the national research universities development.

In 2012 the Ministry of Healthcare of the Russian Federation along with the other federal executive bodies and representatives of wide scientific community carry out the development of Strategy for biomedical science development. The main goals of the strategy are as follows:

Establishment of the common state priorities in the field of biomedicine.

Formation of the developed innovation environment.

Strengthening of scientific schools by creation of research-educational clusters on the basis of 12 leading higher educational institutions.

Technological renovation of scientific infrastructure and creation of the translational medicine sector.

Introduction of targeted program financing of medical science projects on the basis of necessary institutional reformations.

Creation of the intellectual property fund as a management tool for innovation process and effective capitalization of the new knowledge and technologies.



Active involvement of companies in participation during all the phases of the process beginning with small enterprises, and up to participation of big companies in university biomedical clusters.

1.2. Associations & cluster institutions Key associations operating in Saint-Petersburg:

Cluster of Medical and Ecological Instrument Engineering and Biotechnologies

The cluster was established in 2005 on the basis of small enterprises engaged in medical instrument engineering since the beginning of 90s. The cluster member companies pursue the common interests in industrial cooperation, joint promotion of products at the Russian and foreign markets, implementation of project aimed at establishment of scientific and production complex in the sphere of medical instrument engineering and biotechnologies. The main product line of companies consists of R&D foundings transferred into serial production.

Not-for-Profit Partnership «Medical and Pharmaceutical Projects: 21st Century»

The partnership is designed to resolve a number of issues related to development of the industry in the North-Western Region of the Russian Federation, including:

a consolidated representation of participants in the medical and pharmaceutical market of St. Petersburg in the legislative activities;

presentation and support of member companies' investment projects; interaction with the industry-specific committees and principals;

development of single rules and standards of the pharmaceutical market, joint methods of transition to the GMP standards and adaptation of manufacturers to compliance with these standards (training programs and foreign consultations);

St. Petersburg Innovation Cluster of Radio Electronics, Instruments, Communication Facilities and Telecommunications

The cluster was established in 2008 on the basis of Saint Petersburg Association of Radio Electronic Enterprises. The main aim of the cluster is promotion of high-technology radio electronic goods on the markets, assistance in development of science and production technology base of St. Petersburg radio electronic enterprises, solving the tasks of specialization and cooperation.

Radio electronics cluster develops under the intensive support by public authorities: the city administration and the Committee for Economic Development, Industrial Policy and Trade. The concept of the radio electronic cluster implies step by step transition from enterprises specialized in serial assembly of goods to the creation of powerful organized structure complying with the world standards that includes St. Petersburg research, educational organizations and business structures.

1.4.2.1. About the event

Forum is the first partnering event in Russia and the main venue aimed at promoting communication and cooperation between the Life Sciences companies and investors, including pharmacy, biotechnology and medicine spheres.
